The intention of this paper is to look at some of the problems which arise in attempts to provide ‘explanations’ of mercantilism and especially its English manifestations. By ‘explanations’ I mean the efforts which some writers have made causally to relate the historical appearance of sets of economic notions or general recommendations on economic policy or even acts of economic policy by the state to particular long-term phenomena of, or trends in, economic history. Historians of economic thought have not generally made such attempts. With a few exceptions they have normally concerned themselves with tracing and analysing the contributions to economic theory made by those labelled as mercantilists. The most extreme case of non-explanation is provided by Eli Heckscher's reiterated contention in his two massive volumes that mercantilism was not to be explained by reference to the economic circumstances of the time; mercantilist policy was not to be seen as ‘the outcome of the economic situation’; mercantilist writers did not construct their system ‘out of any knowledge of reality however derived’. So strongly held an antideterminist fortress, however congenial a haven for some historians of ideas, has given no comfort to other historians – economic or political, Marxist or non-Marxist – who obstinately exhibit empiricist tendencies. Some forays against the fortress have been made. Barry Supple's analysis of English commerce in the early seventeenth century and the resulting presentation of mercantilist thought and policy as ‘the economics of depression’ has passed into the textbooks and achieved the status of an orthodoxy.

The study of the state of health of the population requires special attention due to the difficult socio-economic situation in which the entire national economy and, above all, the agricultural sector found itself. The labor intensity of workers in this industry directly depends on the season of the year, mechanized labor-intensive processes, labor supply. Of particular concern are the unfavorable tendencies that are now manifesting themselves more vividly. The agrarian sector of Tatarstan employs about 400 thousand people, of which almost 300 thousand are directly in agriculture.

The report summarizes information on the state of the tourism business in Plovdiv after the introduction of Covid-19 restrictive emergency measures, as well as the expectations for the development of tourism in the coming months based on an online survey at the end of April 2020. The report outlines the overall state of the industry as well as the difficulties it faces and the efforts it made to retain employment and towards recovery. The adaptability of the business in the current economic situation and the search for new innovative approaches to attract and welcome tourists are highlighted, in order to reach more potential customers after the end of the state of emergency.

Politically and economically Kyrgyzstan still remains unstable. Yet the forces led by the current president S.Japarov who came to power in 2020 have managed to retain control over the state even though they failed to finalize a clear domestic political strategic and tactical course. In the last year they partially succeded in removing from power those who were associated in 2011-2020 with the rule of A. Atambayev–S.Jeenbekov, but no radical improvement in the domesic economic situation and in life conditions of population have been achieved. Still elections to Jogorku Kenesh in November 2021 showed that president Japarov has proved his political viability that will help him to formulate prospects of further national development.

The article substantiates the need to study the opinions, interests, tourist demand of students for the development of domestic tourism under the program Travel to Uzbekistan! The results of the study of tourist demand of students of colleges of Jizzakh region are given. The study showed that in the process of developing domestic tourism, Uzbekistan at all tourist sites needs to create a tourism infrastructure that corresponds to the economic situation of all segments of the population, which will ensure targeted, successful implementation of the state program.

The article examines the relationship between the social policy of the state and the Institute of social work. Some foreign and domestic approaches to defi ning the essence of social work as a specifi c type of activity are presented. It is noted that at a specifi c historical stage, the prevailing directions of social work, models of social assistance and support are determined by the socio-economic situation in the country, the level of social development, and the socio-cultural context. It is emphasized that in the conditions of modern reality, there is a need to develop the Institute of social work and realize its potential.

We examine the provisions situation in the early 1918 in the producing regions of Russia using materials from the Tambov Governorate. Published documents indicate a strong rise in prices for consumer goods, the population was concerned about high prices for food. The provisions problem was clearly taking on political overtones. The Bolsheviks who came to power did not only impose power, proceeding from their political and economic preferences, starting socialist transformations and fighting the remnants of the old organs of power. All this is shown in pub-lished sources on the peasant movement that swept the province, as well as in memoirs, witnesses of all those problems associated with food and the deterioration of the political and economic situation in the city and the governorate as a whole. In particular, the Soviet power immediately faced huge provisions problems, both inherited and generated by their own requisitions, as well as with the peasant protest movement. The peasant movement itself, caused by hunger and chaos, in the future will play a huge role in the policies pursued by the Bolsheviks. Documents and memoirs can serve in the study of the state of the population in the specified period.

Она включает в себя различные экономические отношения, которые находятся за рамками закона в областях производства, потребления, обмена и распределения. Воспрепятствование теневой экономике, предстающей одной из базовых угроз экономической безопасности страны, есть необычайно актуальное явление в настоящее время. Современное состояние сектора теневой экономики в России весьма динамично развивается, что влечет за собой негативное воздействие на социально-экономическое положение государства. В основном, это относится к представителям малого и среднего бизнеса, который занимается предоставлением услуг и производством разнообразных товаров. Актуальность избранной тематики заключается в том, что сейчас в России большой процент теневых доходов, тогда, как эти деньги могли быть направлены на становление и развитие МСП, особенно во времена обостренной пандемии, что позволило бы минимизировать экономическую напряженность и нарастить результативность государственных финансов. The shadow economy penetrates almost all economic spheres of society. It includes various economic relations that are outside the scope of the law in the areas of production, consumption, exchange and distribution. The obstruction of the shadow economy, which appears to be one of the basic threats to the economic security of the country, is an extremely relevant phenomenon at the present time. The current state of the shadow economy sector in Russia is developing very dynamically, which entails a negative impact on the socio-economic situation of the state. This mainly applies to representatives of small and medium-sized businesses that provide services and produce a variety of goods. The relevance of the chosen topic lies in the fact that now there is a large percentage of shadow income in Russia, while this money could be used for the formation and development of SMEs, especially during times of an acute pandemic, which would minimize economic tension and increase the effectiveness of public finances.

Abstract Using a combination of literature analysis and historical literature comparison methods, the study analyzes the international and domestic social background of Glasnost and journalism reform, reviews and studies Gorbachev’s objectives, measures and development process of carrying out journalism reform. Journalism reform is a part of Glasnost and also a method demand of other reforms within socialism. The implementation of the reform of the journalism has taken a variety of measures, and has gone through three historical stages: impediment stage, expansion stage and development of liberalization stage. The results show that the failure of journalism reform and the disintegration of the state are caused by the political and economic situation in the Soviet Union and the historical legacy problems. However, a series of improper measures carried out by the journalism reform undoubtedly accelerated the disintegration of the Soviet Union.

The paper is devoted to the investigation of the current state and trends of the insurance market in Ukraine. A number of indicators characterizing the state of insurance market development, such as: the number of insurance companies engaged in risky types of insurance and life insurance; volume and dynamics of gross insurance bonuses and insurance payments; dynamics of the number of concluded agreements on voluntary and compulsory types of insurance, as well as reinsurance agreements; volume and dynamics of assets and insurance reserves of domestic insurance companies are analyzed in this scientific paper. Comparative analysis of the above mentioned indicators with similar indicators of foreign countries is carried out. It is defined that the insurance market of Ukraine lags far behind the countries of Europe, the USA, China, Japan and other developed countries. The reason for such low development is the difficult economic situation in the country caused by such factors as the change of power in 2015, the occupation of part of the territory by the Russian Federation, which shattered the previously unstable economy. Although the economic situation in the country has stabilized in recent years, this is not enough for the insurance market to reach the level of developed economies. The investigation results are presented in the form of tables and graphical interpretations. The factors of positive and negative influence on the development of domestic insurance market are determined and characterized. The main factor influencing the insurance market and ensuring its stability is the control of measures increasing the level of the population insurance culture and the reliability of insurance companies. Such measures will increase the demand for insurance services, insurers will be interested in doing their best and these factors will result in financial market stabilization. This effect will be achieved if the state and insurance companies act in coordinated manner, i.e. if the state provides the insurance market with regulatory framework with unobtrusive supervision, and insurers perform their work honestly and conscientiously. A number of recommendations for the development of domestic insurance companies and the market in general are developed. The main measures are to attract capital not only from European countries, making the insurance market more attractive, but to develop the health insurance, as medicine is quite expensive and the income is low, as well as to introduce the new insurance products due to the development of all industries.
