The modern information environment is a complex social structure. The information that surrounds us every second can have both a fruitful influence, potentially leading to the development of the individual and society, and a negative one, which is aimed at the destruction of systems and humans. In modern society with its rapidly growing technical capabilities, volumes of produced and consumed information, the risks of information impact extend both to technical aspects of security and psychological and ideological ones. In this regard, the task of countering information threats at all levels is becoming a qualitatively new and important task. Russian legislation pays attention to all key areas of information security of society, but does not separate this concept by spheres of influence, examining the issue comprehensively. In the presented article, attention is paid to the analysis of the regulatory framework in terms of establishing the foundations of federal policy in the field of state development and in the field of preventing destabilizing information activity from the standpoint of external psychological information impact.

The transition to an informational lifestyle significantly increases the creative potential of society as a whole, and the individual in particular. Along with this, there is a significant increase of the load on the human’s mind under conditions of increasing flows of information and its turbulence. The information environment essentially becomes the main source of information for a person, has a direct impact on his mental activity, on the formation of his social behavior. A person is forced to live in this environment, to perceive its realities adequately, to adapt to information threats from this environment. The awareness of these threats has led to careful attention to information security. A child, being a specific member of a society, nevertheless acts as a full-fledged participant in information relations, and must be in such a state of protection, in which there is no risk associated with information causing harm to his health, physical, mental, spiritual and moral development.A child in his development, processing information, actively assimilates social experience, as well as a system of social connections and relationships, and subsequently reproduces all this in his life. In the course of this process, he acquires the qualities, values, beliefs and forms of behavior that he needs for normal life.Ensuring the information security of a child implies protection because of the destabilizing effect of information on health and mental, spiritual and moral development; creation of conditions for the information environment for positive socialization and individualization of the personality, optimal social, personal, cognitive and physical development, preservation of somatic, mental and psychological health and well-being, the formation of a positive worldview. The latter is possible when determining the main directions of state policy in the interests of children and the key mechanisms for its implementation, based on the generally recognized principles and norms of the international law.

The author in the article considers the problems of ensuring information security for the solution of which it is supposed to study methods and ways for identifying and preventing danger in the information sphere. The information security of society as a whole is determined by the rapidly growing technological capabilities of modern information systems, which in their influence on the politics, economy, and the spiritual and ideological sphere of people have now become decisive. Ensuring information security, which refers to the state of protection of the vital interests of the individual, society and the state in the information sphere from internal and external threats, seems to be a very important task in the modern world. The security of the information space are entails the protection of the rights and interests of man and citizen, society and the state in the information sphere from real and potential threats. The article also provides a generalized description of the international experience in the legal regulation of information security and the possibility of its application in the Republic of Kazakhstan.

The article is devoted to the peculiarities of using the critical thinking and reflection in the conditions of blurring the boundaries between nano-, bio-, information technology and cognitive sciences. The regularities and interrelation of reflection and critical thinking of the individual in the information society are studied. The article attempts to reveal modern views on the nature of thinking, to analyze the concepts of "reflection" and "critical thinking", to explore the interdependent connections and relationships between them. It is noted that due using the latest technologies, it is necessary to re-evaluate the functions and role of reflection and critical thinking in the modern information environment of human development. The discovery of new properties of brain structures (introduction of the concept of "default network") requires understanding of the laws of its work and taking into account when determining the role, functions and capabilities of reflection and critical thinking. Given the results of recent research, it must be acknowledged thinking critically means understanding we have prejudices that unlike to get rid of. Only by realizing our own bias do we have the opportunity to abandon them and embark on the path of finding alternative solutions of our own.

The digitalization of the economy and the digitalization of management in a modern state imply not only the use of many different technical devices that interact with each other through global and regional communication networks. But also the transformation of sociocultural communication in society; a significant change in the forms and types of interaction of the individual with the participants of the interaction processes: other individuals, state institutions and commercial and non-profit organizations, etc. In the context of such interaction, the complexity of structures and types of communication-the personal space of participants is blurred, the security of the individual in the information field is becoming more and more vulnerable; the mechanisms for protecting the individual in the digital economy and digital management today are imperfect; this is also due to the fact that the study of “information security” and “information threats” today lacks a systematic approach that combines their individual elements into a holistic scientific knowledge – the protection of the individual in the information space of modern society. The purpose of this article was to analyze the possibility of systematization of scientific knowledge on this problem and the possibility of creating the concept of information security of the individual.

There is a continuous debate in the public space on the need for a legal framework for the partnership institute to ensure equal legal security for the family, regardless of the existence or non-existence of the legal fact of its foundation. The fundamental aspects of the debate include the insufficient regulatory framework and vulnerability of partners before the law, divergent national views on partnerships as a union between opposite-sex partners, religious beliefs condemning non-marital relationships, including the existing property issues in the context of partnerships. According to the Author of the Paper, the existing partnerships in Latvia are discriminated in favour for the marriage due to the moral views and legal aspects, as the individual living in the partnership is restricted in terms of access to information and is vulnerable in terms of property rights. For example, when an individual lives in the partnership, he or she is denied the right to be informed about the health status of the other partner and the existing liabilities in credit institutions. In cohabitation, the individual is not recognised as a member of the family of the tenant for the purpose of the Law on Residential Tenancy and the potential consequences of the partnership may be the denied right to inheritance or tenancy.Main methods used: sociological method for analysing the compliance of laws and regulations with public interests and aims.

The article considers the priorities of improving information security of Ukraine on the basis of analysis of internal and external factors, European tendencies and the current situation in the country. It is grounded that information security is one of the key places in the system of maintenance of vital interests of all without exception of societies. This is primarily due to the urgent need to create a well -developed information environment for society. But precisely because of the nformation environment, threats to national security are most often carried out in various spheres of activity of the individual, society and the state. The problem of information security of Ukraine and protection of the national information space from negative propaganda-manipulative information-psychological influences is investigated. The theoretical approaches to the definition of the essence of the concept of information security are analyzed; The types of real and potential information threats, principles of information security of Ukraine, which are the starting points of the formation and functioning of the information security system as a system-forming factor of all components of national security, norms and rules of conduct of citizens, state and public institutes in this sphere, are thoroughly investigated. The following topical contemporary phenomena such as cybersecurity and cyberterrorism have been researched.

The article discusses aspects of the formation of information security culture of college students. The relevance of the work is due to the increasing threats to the information security of the individual and society due to the rapid increase in the number of information services used. Based on this, one of the important problems of the development of the information society is the formation of a culture of information security of the individual as part of the general culture in its socio-technical aspect and as part of the professional culture of the individual. The study revealed the structural components of the phenomenon of information security culture, identified the reasons for the interest in the target group of students. It justifies the need for future mid-level specialists to form an additional universal competency that ensures the individual’s ability and willingness to recognize the need for certain information, to identify and evaluate the reliability and reliability of data sources. As a result of the study, recommendations were formulated on the basis of which a culture of information security for college students can be formed and developed and a decomposition of this process into enlarged stages is proposed. The proposals on the list of disciplines are formulated, within the framework of the study of which a culture of information security can develop. The authors believe that the recommendations developed will help future mid-level specialists to master the universal competency, consisting in the ability and willingness to recognize the need for certain information, to identify and evaluate the reliability and reliability of data sources, as well as to correctly access the necessary information and its further legitimate use, which ultimately forms a culture of information security.

Today, worldview, spiritual and moral problems that have always been reflected in education and upbringing come to the fore in society. In this situation, there is a demand for philosophical categories. One of the priority goals of education in modern conditions is the formation of a reasonable, reflexive person who is able to analyze their actions and the actions of other people. Modern science is characterized by an understanding of the absolute value and significance of childhood in the development of the individual, which implies the need for its multilateral study. In the conditions of democratization of all spheres of life, the child ceases to be a passive object of education and training, and becomes an active carrier of their own meanings of being and the subject of world creation. One of the realities of childhood is philosophizing, so it is extremely timely to address the identification of its place and role in the world of childhood. Children's philosophizing is extremely poorly studied, although the need for its analysis is becoming more obvious. Children's philosophizing is one of the forms of philosophical reflection, which has its own qualitative specificity, on the one hand, and commonality with all other forms of philosophizing, on the other. The social relevance of the proposed research lies in the fact that children's philosophizing can be considered as an intellectual indicator of a child's socialization, since the process of reflection involves the adoption and development of culture. Modern society, in contrast to the traditional one, is ready to "accept" a philosophizing child, which means that it is necessary to determine the main characteristics and conditions of children's philosophizing.
