The manuscript summarizes the experience of communication management in the field of public administration on the example of the Leningrad region. The author analyzes the changes associated with the transition to the information society and the ongoing processes in the organization of information support, due to the need for structural adaptation to these changes. In the paper, the author represents the results of his study and describes various aspects of the use of electronic and digital technologies in the information management system, that shows the need for the development of an effective communication policy in other regions of Russia. The transformation of the methods and mechanisms for the formation of political space, as well as the forms of interaction between the state and civil society is typical for modern society. While the idea of information as a commodity precedes the gradual transformation of the information society, the concept of value in relation to information is taking on a revolutionary meaning through new information and communication technologies.

The rapid breakthrough observed today in the field of information and communication technologies testifies to the movement of mankind towards a new post-industrial phase of development -the information society. At the present stage, information is the main source of development of society. The penetration of information technology into almost all socio-economic spheres entails the formation of new needs and a new way of life for mankind.While noting the positive aspects of the information society, one should not forget about its negative aspects. With the development of modern society, the consumer attitude of people to the world is increasing. There is a danger of information dependence. For some people, virtual reality is often more significant than reality itself. To fully disclose the research, the scientific article used methods such as a systematic approach, historicity, comparative historical, structural, political analysis, functional and cultural analysis.At the end, scientifically grounded conclusions, recommendations and proposals on the need for spiritual and intellectual development of society weredeveloped.

Efficient communication is one the most important instruments used for the purpose of generating change inside and outside an organization. It can contribute to adjusting attitudes and the manner of approaching the present and future challenges and to changing behavioral patterns. The mission and the objectives of organizational communication are highly interrelated with organizational change and environment characteristics, in which the organization functions. The communication performed by the public administration institution outside is an institutional communication, extra-organizational, which presents the following purposes: strengthening its image, stimulating an environment of trust and affinity from the citizens (Kotler & Lee, 2007). We are of opinion that the management of communication performed by a public administration institution features three fundamental aspects, relevant for institutional communicators when designing and managing the institutional communication: communication efficiency, communication process and the implications of the new information and communication technologies (ICT) for this process.

The article deals with the most important elements of the information support of representative and executive bodies in Russian regions – members of the three federal districts. The main problems of obtaining and using information resources of public administration entities in the Russian regions relate with establishment of stable communication channels between public authorities and society, which contribute to the expression of the public interest of the authorities and the receipt of the citizens of public services, related to informing on the activities of the authorities. The authors conclude that the implementation of existing regional legislation leads to the creation of effective mediation of administrative bodies that are able to increase the productivity of information communications in the region between the administrative structures and society. Specific activities for solving problems in the area of information support of public administration in the Russian regions and the modernization of the regional public administration are offered.

The article examines the development of public management in the process of establishing e-democracy and e-governance in Ukraine, which will contribute to the achievement of key goals of sustainable development of the region in the 21st century, with a revolutionary breakthrough in human resources development. The main purpose of the study is to influence the formation of leadership qualities in the subjects and objects of innovative management in the context of public administration and e-democracy as a key communicative problem of e-government. The systematization of literary sources and approaches to solving this problem shows that the scientific discourse has not yet touched upon the sphere of e-government. The urgency of developing the human resources leadership potential is driven by the rapid progress of universal globalization, which is based primarily on marketing and innovation management in public administration. The logical sequence of the research involves the analysis of the practical achievements of the progressive countries of the world in the field of e-governance and the study of the innovative role of managers in public administration; identifying the benefits of e-democracy; generalization of the sociology of leadership in the context of information society formation and competence of public administration managers; research of elite component of public management and definition of strategic guidelines of the state policy on formation of the information society in Ukraine. The methodological basis of this research is the concepts of marketing and innovation management in public administration, e-democracy, the information society; known theories of sociology of leadership. The subject of the study is Ukrainian public management in the conditions of formation of e-government in accordance with the standards of the European Union, the course for membership in which is enshrined in the Constitution of Ukraine. Accordingly, the author's vision of strategic approaches to managing organizational changes in management structures related to the implementation of modern information and communication technologies of e-governance, strategic directions of the state personnel policy for the development of leadership potential as a key factor in the success of not only managers of all management is presented. of spheres and levels, but also of civil society as a whole, as well as exploration of the further development of the theory of sociology of leadership in the context of the transformation of industrial society into information (post-industrial). The research confirms and theoretically proves that human resource development is key in innovation processes. The pragmatic results of this study should contribute to the intensification of the introduction of e-democracy and e-governance in the field of public administration, thanks to the development of leadership potential of all participants in this process, even in the architectural conditions of modern Ukraine.

As a result of the influence of information and telecommunication technologies on the development of modern economic and management systems, the global economy was radically transformed at the end of the 20th century. Nowadays, information and communication technologies are important components of progress in any field of economy. In the 21st century, a modern person cannot perform effective work without ICT, because people's awareness and ability to use information effectively are highly important in order to ensure the success in every field, which is the foundation of the development of information society and digital economy. And the formation of the latter is possible with the implementation of ICT in the public administration system of the economy and with the informationization of the sector. In other words, in the digital economy the modern information society requires a qualitatively new public administration system, one of the most important factors for the improvement of which is the introduction and application of ICT.

Since the 1960s, a turning point for civilization related to the increasing role of information and communication technologies (ICT) in creating the modern society can be observed. The sustainable information society (SIS) entails a new phase of information society development, in which the ICT adoption by the society stakeholders is the key enabler of sustainability. One of the most important issues in the debate about the SIS is the means to measure it. In this paper, a methodological framework for creating SIS evaluation indexes is presented. In practical terms, an exemplary adjustable index for evaluating SIS in households is created based on the presented approach. During the empirical research, the presented index is used to evaluate SIS in Polish households. The study showed the usefulness of the proposed approach and confirmed the fact that it can be used to build other SIS indices.

The article deals with the revealing of the negative side of the key processes (such as informatization and globalization) in contemporary society, leading to its problematization. The article is based on the structural and functional, socio-cultural, cultural and historical, and comparative approaches. It is argued that the processes of economization and informatization of relations overlap each other, causing a cumulative effect and reinforcing the negative side of the globalization. This exacerbates the anthropological crisis and causes a number of structural transformations in different spheres of social life: economy, science, education, politics, public administration, etc., by changing their social status towards asociality. Under these conditions, information and knowledge are used as tools to promote the ideology of neoliberalism, which is accompanied by the destruction of the principle of individual autonomy, and thus, leads to the deliberalization of society. Information and communication technologies themselves are becoming the means for the emergence of the new netocratic cyber-elite.

The development of society at the present stage is characterized by the practical implementation of digital technologies in many areas of life. The purpose of this study is to analyze the information support of the development of the digital economy in the regions of the Russian Federation. The methodological approaches of international and national organizations in the system for assessing the development of the country's informatization have been disclosed in the article. A system of indicators of the national system for monitoring the development of the digital economy, which reflects the development factors of the information society and the use of information and communication technologies, has been presented. A comparative assessment of the composition and content of international and national indicators for assessing the development of the information society has been given. The calculation on the components of the information and communication technologies Development Index for each subject of the Russian Federation and the Federal districts has been made, as well as the analysis of variations in this Development Index for the constituent entities of the Russian Federation for 2014–2018 has been carried out.

In the context of the formation and development of information society in Ukraine, information and communication support for the educational space, which is one of the important factors for preparing a person of modern formation and effective development of the state, becomes of great importance. Modern information and communication technologies (ICT) are forcing society to take a new approach to understanding the role of information in the educational process, especially in the training of specialists in educational institutions. This is evidenced by the adoption of the new version of the Laws of Ukraine «On Education», «On Higher Education» and the processes of informatization of educational activities already carried out. In terms of the current state and prospects of the development of the educational informatization process, there are two main areas of its improvement: instrumental and technological, connected with the use of new opportunities of informatics and information technologies for improving the efficiency of the education system; meaningful, related to the formation of new content in the educational process itself. The success of the reform of the education system in Ukraine depends to a large extent on the effectiveness of public administration in the field. Among the main tasks of public administration in the educational space of Ukraine should be noted: the formation of scientific-theoretical and methodological base of information and communication support, improving the forms and means of implementation of public administration, determining the role and place of public administration in the regulation of modern educational processes. The purpose of the research is scientific-theoretical and theoretical-methodological substantiation and analysis of peculiarities of public administration in the sphere of information and communication support of educational space of Ukraine. Information and telecommunications technology is a generic term that describes the various methods, methods and algorithms for collecting, storing, processing, presenting and transmitting data. Public administration in the field of educational activity is carried out by the adoption of regulatory and individual management acts, the conclusion of administrative contracts and the implementation of appropriate organizational measures aimed at their implementation. The subject of public administration is a system represented by the synthesis of state and non-state institutes of public power, the main structural elements of which are, first, the executive authorities, and second, the executive bodies of local self-government. We formulate the main directions of public administration in the educational sphere of Ukraine. Among them are development of national, sectoral and regional information systems, networks and electronic resources, information-analytical systems of public authorities and local self-government bodies; organizational activities on information support of education; organizational and scientific and methodological support of testing of electronic means of educational process; creation of a bank of perspective pedagogical experience. For the successful implementation of these directions, it is important to effectively combine the components of public administration in the field of information and communication support of the educational sphere: the administrative and managerial component consists in the distribution of functions and powers between the bodies of public administration of education and the public; the choice of style, principles, methods of leadership and management of the education system; pedagogical component is to determine the purpose of functioning of the educational process (use of modern pedagogical concepts, technologies, methods and forms; the legal component provides for the strict adherence to the legal acts regulating the educational sector.
