The article examines the development of public management in the process of establishing e-democracy and e-governance in Ukraine, which will contribute to the achievement of key goals of sustainable development of the region in the 21st century, with a revolutionary breakthrough in human resources development. The main purpose of the study is to influence the formation of leadership qualities in the subjects and objects of innovative management in the context of public administration and e-democracy as a key communicative problem of e-government. The systematization of literary sources and approaches to solving this problem shows that the scientific discourse has not yet touched upon the sphere of e-government. The urgency of developing the human resources leadership potential is driven by the rapid progress of universal globalization, which is based primarily on marketing and innovation management in public administration. The logical sequence of the research involves the analysis of the practical achievements of the progressive countries of the world in the field of e-governance and the study of the innovative role of managers in public administration; identifying the benefits of e-democracy; generalization of the sociology of leadership in the context of information society formation and competence of public administration managers; research of elite component of public management and definition of strategic guidelines of the state policy on formation of the information society in Ukraine. The methodological basis of this research is the concepts of marketing and innovation management in public administration, e-democracy, the information society; known theories of sociology of leadership. The subject of the study is Ukrainian public management in the conditions of formation of e-government in accordance with the standards of the European Union, the course for membership in which is enshrined in the Constitution of Ukraine. Accordingly, the author's vision of strategic approaches to managing organizational changes in management structures related to the implementation of modern information and communication technologies of e-governance, strategic directions of the state personnel policy for the development of leadership potential as a key factor in the success of not only managers of all management is presented. of spheres and levels, but also of civil society as a whole, as well as exploration of the further development of the theory of sociology of leadership in the context of the transformation of industrial society into information (post-industrial). The research confirms and theoretically proves that human resource development is key in innovation processes. The pragmatic results of this study should contribute to the intensification of the introduction of e-democracy and e-governance in the field of public administration, thanks to the development of leadership potential of all participants in this process, even in the architectural conditions of modern Ukraine.

The study considered the importance of strategic planning for human resources and its impact on Sudanese national security considering that strategic planning is one of the important mechanisms that achieve integration and interaction between the components of the comprehensive perspective of human resources at the state level, in order to achieve the conditions required to achieve the full utilization of competitive human capabilities as one of the important elements affecting national security. The study aimed at the importance of strategic planning for human resources at the macro level of the state and its impact on Sudanese national security. The study reviewed the terms related to strategic planning, the concept of national security and the relationship between strategy, national security and human resources. The study also dealt with the aspects affecting the human resources and the Sudanese reality. The descriptive approach was used for the study and the scientific sources that dealt with the subject were used as sources for the study. The study concluded that strategic planning for human resources should be adopted, and that a national policy should be established through human resource development programs and clear foundations for investing human resources to meet challenges related to human capabilities, especially competitive human capacities.

In the era of rapid development of the information society, there is a problem of accumulation and rational use of intellectual capital, as well as the need to ensure its development. Now it is impossible to carry out the effective activity of enterprises without technologies, know-how, inventions, knowledge and experience of workers. Since world globalization and rapid transformation of the domestic economy led to some kind of economic and financial instability, which leads to an increase in interest in the research and use of information, it becomes necessary to study the possibilities of providing intellectual capital development in entrepreneurship and in the country. It should also be noted that sufficient funding for the development of intellectual potential leads to increased competitiveness of the country as a whole. Therefore, intellectual capital in a society with information as the main source holds key positions and is at the centre of a number of issues related to the development of entrepreneurship in the country, the development of the information society, the knowledge society, and the digital economy. Taking into account the cultural and value aspect and the explicit and implicit problems of multi-agent interaction in the information society, we believe that the approaches to the definition of the “information society” should not be antagonistic to each other, but symbiotic, and integrate the workings of each area of research of scientists, taking into account rapid development, globalization and informational synergistic effects that arise in recent years, it can be argued that the concept will be repeatedly transformed. It is investigated that, in the context of the information society, the concept of “intellectual capital” appears. We determine that intellectual capital is an aggregate of knowledge, experience, skills, creativity, abilities, relationships, accumulated in the process of intellectual activity, that have economic value and are used in the process of production and exchange for the purpose of obtaining income. The conducted research allows generalizing the conclusion that exactly the development of information and communication technologies has led to the emergence of an information society, which was an impetus for the development of e-economy, which precisely determined the emergence of e-commerce as its inherent part. It is proven that financing for the development of intellectual capital is required for many reasons; however, one of the keys is to raise the level of competitiveness not only of enterprises but of the state as a whole. Thus, the intellectual potential of citizens is aimed at the economic, technical, and cultural development of enterprises and their own state. Therefore, the support and development of the information society and its main good, namely, information and knowledge, should be actively implemented in enterprises for further development of entrepreneurship, the economy of the country and the state. That is why the research of models of financial provision of intellectual capital, which was carried out in the article (investment, crowdfunding, innovative), are defined as perspective directions of development of science and practice.

Diversity is an important facet of public administration, thus it is important to take stock and examine how the discipline has evolved in response to questions of representative democracy, social equity, and diversity. This article assesses the state-of-the-field by addressing the following question: How has research on diversity in the field of public administration progressed over time? Specifically, we seek to examine how the focus of diversity has transformed over time and the way the field has responded to half a century of legislation and policies aimed at both promoting equality and embracing difference. We utilize a conceptual content analysis approach to examine articles published on diversity in seven key public administration journals since 1940. The implications of this study are of great importance given that diversity in the workplace is a central issue for modern public management.

Purpose Developing methodically sound approaches for defining and analysing measurements of sectoral science and technology (S&T) priorities is a key pre-requisite of a successful and effective state science, technology and innovation management system. This paper aims to present the results of research into the evolution of Russia’s S&T priorities in information and communication technologies (ICTs) based on a system founded on detailed profiles for sectoral critical technologies (CTs) supplemented by quantitative statistics on the development of the information society in Russia. Design/methodology/approach This analysis of Russia’s ICT S&T priorities was broken down into three periods which tie in with milestones when large-scale changes in ICT were observed: 2002-2006; 2007-2010; 2011-2015. Findings This paper presents the results of research into the evolution of Russia’s S&T priorities in ICTs based on a system founded on detailed and carefully studied profiles for sectoral CTs supplemented by quantitative statistics on the development of the information society in Russia. An important aspect in support of this approach is regular large-scale processes to update the profiles of sectoral CTs (on average once every five years) and to conduct statistical observations in ICT (once every year). The involvement in this process of updating CTs of large (500 or more) numbers of sectoral experts representing industry leaders, research and educational institutions, core ministries and regulatory bodies guarantees a comprehensive cross-section in researching and profiling CTs in different important areas: science, production and government administration. Originality/value For more than 15 years, the Higher School of Economics has been conducting a range of statistical studies on ICT: the amount of goods and services output in the ICT sector and the level of diffusion and use of ICT in the economy, social sphere and public and private life. The results of these studies are used as an evidence base when defining and updating STI priorities to develop Russia’s ICT industry. This paper presents a retrospective view of the evolution of Russia’s S&T priorities from 2002 to the present and discusses the effects of ICT’s transformation in specific changing markets and identifies priority areas for the future.

Societal management, although important for the development and democratization of the State, is not yet recognized as a theoretical model of public administration, and academic studies on this subject remain few in number. The principal aim of this study, bearing in mind its exploratory perspective, is to study societal apathy and its externalities in local development. To this end, it seeks to answer the following question: how is it possible to understand whether there is a symbiotic overlap between societal apathy and its externalities in local development? In methodological terms, this aspect is based on the purposes of exploratory and explanatory research and the means of bibliographic research. The results show that societal apathy has a direct impact on local/regional development due to the lack of inspection by society with regard to public management, generating negative externalities. Consequently, patrimonialist political interests prevail over collective interests.

Due to the need for public sector reforms, a number of actions are being undertaken to improve the delivery of public services. New Public Management is one of the concepts that assumes the introduction of management methods and techniques modelled on the private sector into the public sector. In line with this new concept of customer manage-ment, service recipients are perceived not as supplicants but as customers. The aim of the article is to present the directions of changes in information flows in relations between public administration and economic entities related to the implementation of new public management. The article presents the basic assumptions of the New Public Management concept. Subsequently, the attention is paid to the types of information and methods of communication in relations of public administration with business entities. Electronic means are becoming one of the most important channels of information flow. The imple-mentation of modern information and communication technologies enables electronic da-ta exchange, creation of electronic documents, e-services and electronic access to infor-mation.

Purpose. The aim of the article is description of the interdependencies of the development of informatization of society and the improvement of public administration in overcoming the economic threats to the existence of the state of Ukraine. Methodology of research. Achieving this goal is based on the use of the research methodology of the innovative and informational type of economic development and public (state) management. The following specific methods are used: systematic – to disclose the directions of the influence of information transformation on all spheres of the functioning of society; ecumenical (interdisciplinary) – to disclose institutional changes in public administration due to new threats to territorial integrity and economic security; analysis – to characterize the trends in the application of information technology in economics and management; statistical methods – to assess the magnitude of economic threats to the functioning of society and the substantiation of anti-crisis measures by the state. Findings. It is established that the study of the interaction between informatization of society and new public administration for the purpose of localization of economic threats to statehood necessarily implies the use of systematic analysis, ecumenical (interdisciplinary) approach, theories of institutional changes and systemic crisis of civilization. The principles of the mechanism of interaction “informatization of society – new public administration – guarantees of national economic security” are substantiated, based on the following logic: the fundamental instinct of self-preservation of the person leads them to unification in the state as the highest and long-lasting social, legal, political and economic forms of joint activity of people; and the state, first and foremost protecting the interests of the people who shape the public interest as a whole, is obliged to protect them as national in the international arena, including national economic security. It is proved that the rapid development of information transformation and new innovative products in the economy undermines the hierarchy of relationships, contributes to the active expansion of network structures that radically change human values, the format of interaction of citizens (consumers) with business and the state, puts new requirements for the game from the state. It is revealed that the new public administration is characterized by productivity, marketing approach to studying the needs of citizens and threats to their lives; decentralization; reporting on the results that is possible under the conditions of introduction of electronic governance and changes in the legislative field. It is substantiated that strategic goals of implementation of electronic government are overcoming information inequality, restructuring of relations with citizens, improvement of technology of public management and administration in order to ensure transparency, accessibility and convenience of receiving public services by citizens, which opens the possibility of their real participation in making public management decisions in order to localize corruption, shadowing, raiding as factors of economic threats to statehood. Originality. The scientific novelty of the study is to substantiate the author’s approach to the dialectics of the interaction of “informatization of society – the new public administration – national economic security” in the context of continuous information transformation, institutional changes and global challenges. Practical value. The theoretical approaches developed by the authors to the analysis of the influence of informatization of society, new public administration and national economic security can become the fundamental basis for the development of anti-crisis policies in Ukraine with the aim of ensuring territorial integrity, the safety of citizens and their well-being. The manuscript summarizes the experience of communication management in the field of public administration on the example of the Leningrad region. The author analyzes the changes associated with the transition to the information society and the ongoing processes in the organization of information support, due to the need for structural adaptation to these changes. In the paper, the author represents the results of his study and describes various aspects of the use of electronic and digital technologies in the information management system, that shows the need for the development of an effective communication policy in other regions of Russia. The transformation of the methods and mechanisms for the formation of political space, as well as the forms of interaction between the state and civil society is typical for modern society. While the idea of information as a commodity precedes the gradual transformation of the information society, the concept of value in relation to information is taking on a revolutionary meaning through new information and communication technologies.
