The article examines the trends of innovative development of industrial production, including the active transition to Industry 4.0. Digital technologies used by industrial companies in the world, Russia and its individual regions are identified and analyzed. The use by a small number of Russian companies of predominantly digital second-tier technologies was noted. A proposal has been formulated on the need to form a digitalization strategy for production activities on the basis of technological platforms in cooperation with industrial clusters in the field of IT technologies.

The articel is devoted to the study of digital reforms in the agro-industrial complex of Russia and the assessment of opportunities and threats for the sustainable socio-economic development of the country. The article also considers business cases of successful digitalization of agriculture and assesses the economic effects of digital technologies, and forms a scenario for the further development of the agro-industrial complex taking into account global trends in the development of the digital economy.

The article provides the comparative analysis of the current positions of the regional economic systems of the Southern Federal District (SFD) under the first phase of the fourth industrial revolution in Russia in the following key aspects: socio-economic situation, level of scientific, technological and innovative development, and digital transformation. The broad empirical basis of the study involves the reports of the European Commission, the World Economic Forum, the International Institute for Management Development, the World Intellectual Property Organization, official data from the Rosstat, the Ministry of Economic Development, the Ministry of Digital Development, Communications and Mass Media of the Russian Federation, the specialized studies of Russian and foreign analytical companies, research divisions of the Higher School of Economics, the Moscow School of Management Skolkovo, the Leontief Center - AV Group Consortium, specialized associations, public organizations, which are summarized in the ranking tables with their subsequent analytical interpretation. The research concluded that, in line with the global trends, achieving high competitiveness by the SFD leading regions and keeping their advanced socio-economic position is supported by their advanced scientific, technological and innovative development, high level of digitalization in all spheres of life, broad application of information and communication technologies by households and organizations, and development of digital skills. In this regard, the author substantiates the necessity of forming a complementary system of human, material and natural, technical and technological, institutional, organizational and informational factors in all the SFD regions to provide the regional economy development in the context of the Industry 4.0 priorities.


The article considers the main projects aimed at innovative development and digital transformation of agriculture in Russia. This topic is very relevant in connection with programs of the Russian Federation government aimed at the innovative development of the country's economy in general, and in particular within the framework of the project on digitalization of agriculture. The aim of the study is to develop a mechanism for applying blockchain and token decentralized registry systems to improve efficiency of agricultural enterprises. The options for introducing artificial intelligence into the work of the agro-industrial complex, as well as the effect that can be obtained, are analyzed. Ideas of using the distributed blockchain registry system in managing fixed assets of agricultural enterprises and the scheme of creating a database across the country are presented. The methods of using tokens for the conclusion of contracts and sale of agricultural products, which will allow to build mutually beneficial cooperation for buyers and sellers of agricultural products, and receive reliable information about the methods of its cultivation.

The article is devoted to the introduction of innovative technologies in the agro-industrial complex, which is considered one of the most promising economic directions of the country's development. Digital technologies for Russian agribusiness are new and not widespread enough. However, you should pay attention to the fact that innovation processes in this industry have their own specifics. Because of this, the study of the development of the agro-industrial sector of the economy based on the innovative activity of agricultural organizations, that is, the study of the level of intensity of the implementation of innovative processes (innovation activity), is of great importance. The coronavirus factor, in turn, gave an additional impetus to the development of innovative technologies in agriculture. Agrarians from all over the world have begun to use instant messengers, specialized platforms and other digital solutions more actively.

Innovations in the modern world are not simply connected with the opportunities of digital technologies but also largely based on them. This is exactly why the full-fledged successive industrial sector's digitization will become a platform for qualitative changes of the economy and long-term opportunities. Thus, the transition to digital technologies is inevitable, but from another perspective, this very transition cannot be the absolute goal. In this chapter, the authors aimed at providing a better understanding for Industry 4.0 concept and its application benefits for Russia. The main problem is how the Russian Federation acts against the economically developed countries, which are the creators of Industry 4.0. This chapter mainly focuses on presenting the authors' views on how to sustain and increase competitive advantage of the Russian Federation by catching and implementing Industry 4.0. With Industry 4.0, Russian Federation gets a bigger share of the world manufacturing value chain.

The article considers the most promising directions of innovative development of intersectoral complexes that best meet the conditions of digitalization of the economy. The economic feasibility of the development of intersectoral complexes in the conditions of an innovative economy is proved. The advantages of intersectoral complexes in comparison with other integrative units are highlighted. It is established that the Russian economy is dynamically developing forest, agro-industrial, chemical and a number of other complexes. It is proved that to ensure the progressive dynamics of their further development, it is necessary to take into account modern trends in the digitalization of the economy. A strategic vector for the development of intersectoral complexes in the conditions of an innovative economy is defined, which is based on the orientation to the widest possible introduction of advanced digital technologies. The effectiveness and prospects of using a wide range of digital technologies for the development of the agro-industrial complex have been proved. It is proposed to create and use a digital platform for the agro-industrial complex, aimed at concentrating the resources necessary for the digitalization of the agro-industrial complex, as well as systematizing and harmonizing the activities of stakeholders in this direction. The main goal of creating a digital platform for the agro-industrial complex is to significantly increase production efficiency through large-scale implementation of digital technologies. The tasks are: formation of a theoretical base and methodological recommendations for the maximum possible implementation of digital technologies in the agro-industrial complex; formation of financial, organizational and infrastructure prerequisites for digitalization of the agro-industrial complex; creation of information resources for effective interaction of all interested parties; provision of consulting services. The implementation of this project will significantly improve the efficiency of economic activities in the agro-industrial complex of the country. It is proved that the introduction of digital technologies in the activities of the agro-industrial complex can significantly increase its efficiency and serve as the basis for increasing competitiveness.

The incredible spread rate of coronavirus disease 2019 (COVID-19) outbreak has shocked the world. More than ever before, this dramatic scenario proved the significance of diagnostics as a cornerstone to make life-saving decisions. In this context, novel diagnostics that generates smart data leading to superior strategies for treatment, control, surveillance, prediction, prevention, and management of pandemic diseases is vital. Herein, we discuss the characteristics that should be met by COVID-19 diagnostics to become smart diagnostics enabled by industry 4.0 especially Internet of Things (IoT). The challenges ahead and our recommendations for moving faster from pure diagnostics toward smart diagnostics of COVID-19 and other possible epidemic/pandemic diseases are also outlined. An IoT-Fog-Cloud model based on smartphones as IoT gateways for smart diagnostics with unified strategies for data collection/transmission/interpretation is also proposed to integrate new digital technologies into a single platform for smarter decisions. Last but not least, we believe that “smart diagnostics” is a perspective that should be realized sooner before we encounter a pandemic far worse than the present one.

In the article the author views economic and managerial issues of development of innovative activities of industrial enterprises based on the implementation of economic processes of the National technological initiative; presents the parameters of NTI implementation; shows that the effectiveness of innovative development of industry determines the creation of future markets, allowing enterprises to shape the image of the future of industry, to carry out a continuous and complex innovation process, the production of innovations, their commercialization and market demand. The author substantiates the relevance of implementing the processes of innovative development of the industrial complex of the region on the basis of NTI, which consists in the fact that the creation of innovations and their commercialization allowed enterprises to have a leading position among similar manufacturers, creating products with a high level of knowledge intensity, thereby forming new technological markets. NTI stimulates the development of new markets, determining the forecast of economic development. Innovative development of the region's industrial complex on the basis of NTI involves the creation of an integration grouping of the industrial sector on the basis of the innovation ecosystem. The most significant result of the research is the development of a model and an algorithm for evaluating the innovative ecosystem of the industrial complex of the region based on NTI. The model reflects that the development of STI projects is carried out through the innovation support infrastructure. In order to implement innovative STI projects, a regional ecosystem of innovation support is being created on the basis of industrial clusters. The main importance in the ecosystem is the network connections of participants in innovative processes and their technological capabilities (points of technological growth). In the article it is shown that the strategy for implementing STI to create new markets and technologies is based on the innovative activity of industrial complexes. In the model of the proposed ecosystem of innovative support for the industrial complex of the region based on NTI, an algorithm for evaluating the effectiveness of its functioning has been developed.
