The article is devoted to the introduction of innovative technologies in the agro-industrial complex, which is considered one of the most promising economic directions of the country's development. Digital technologies for Russian agribusiness are new and not widespread enough. However, you should pay attention to the fact that innovation processes in this industry have their own specifics. Because of this, the study of the development of the agro-industrial sector of the economy based on the innovative activity of agricultural organizations, that is, the study of the level of intensity of the implementation of innovative processes (innovation activity), is of great importance. The coronavirus factor, in turn, gave an additional impetus to the development of innovative technologies in agriculture. Agrarians from all over the world have begun to use instant messengers, specialized platforms and other digital solutions more actively.

The purpose of the study is to evaluate innovation activity in the countries of the world. Based on the use of statistical, comparative, systemic and logical methods, an analysis of indicators of innovative activity was carried out, as a result of which it was concluded that Russia lags behind other countries in terms of innovative development. Using methods of economic and factor analysis, a factor model was formed in the work, which included groups of global, national, industry and corporate factors, the management of which will ensure a sustainable transition to innovative technologies of the national economy. In the ending of the study the main conclusions and results of the work are presented.

Purpose: to study and analyze technical and technological constituent of the agro-industrial complex of Russia in the context of a new world economic structure formation and to highlight main issues and development potential. Methods. The monographic, analytical, abstract-logical methods and the method of monitoring studies were used in the course of research. Results. The development of the world economy is characterized by an unsteady and utterly unstable political situation, the “reshaping” of trade and economic relations, the accelerated development of high technologies and their active implementation in the production sphere, which forms the contours of a new world economic structure. As studies show, in our country there is a significant lag in technical and technological provision of the agricultural sector, low innovative activity of agricultural producers in comparison with the advanced agricultural countries, which does not allow fully realize the potential of the industry. If in the developed agrarian countries of the world there is a transition to the sixth technological structure based on the use of science-intensive technologies and innovations, then in Russia there is a simultaneous use of production technologies of the second, third, fourth and fifth technological orders with a predominance of the third and fourth orders, which in its own turn forms a significant lag of our country from the countries – leaders of the agricultural sector. In this regard, the key issues are: technical and technological modernization and digitalization of the agricultural industry, increasing the innovative activity of agribusiness entities, the widespread use of scientific achievements of the fifth technological structure and an accelerated transition to the sixth one. Conclusions. In order to strengthen Russia's position on the international agricultural market by realizing the competitive advantages of domestic goods and industries, it is proposed to develop and implement a unified state policy of the country's agricultural sector modernization.

The article examines the trends of innovative development of industrial production, including the active transition to Industry 4.0. Digital technologies used by industrial companies in the world, Russia and its individual regions are identified and analyzed. The use by a small number of Russian companies of predominantly digital second-tier technologies was noted. A proposal has been formulated on the need to form a digitalization strategy for production activities on the basis of technological platforms in cooperation with industrial clusters in the field of IT technologies.

In the article, the author proposes the creation of information and methodological support for organizational and managerial innovations for industrial enterprises, which is a set of standards, methods, norms and regulations for the implementation of innovative activities, regulated by the relevant institutions and determining the «rules of the game». Organizational and managerial innovations were chosen by the author due to the fact that recently, the main attention is paid to product and technological innovations, and organizational and managerial innovations are either not paid at all, or are not given enough, although these are significant reserves for increasing the volume of innovation. Methodological tools for the development of information and methodological support for organizational and managerial innovations in the industrial sector are especially relevant for detailing the main operations of the innovation process, monitoring and managing the parameters of logical connections between the elements of control of this process. Based on this, the author concludes that the information and methodological support of organizational and managerial innovations at the present time in a modern industrial enterprise a priori formulates the need for the use of automated informatization systems for managing innovative processes, taking into account their constant analysis, assessment, monitoring and updating, according to the required changes in the innovative activity of the enterprise. The article studies a new direction of innovative processes in the industrial complex of the Russian Federation – the use and unification of engineering innovations in order to increase their efficiency. The author proposes to form a model of an information and innovation engineering center, based on "unified routes for designing engineering innovations", with direct linking of the design processes of organizational and managerial innovations to the phases of the life cycle of engineering innovations, within the boundaries of which the results are exchanged between the performers of different phases of the innovation activities. The author highlights the unique features used in the formation of an information and innovation engineering center, consisting in the spatial distribution of technological and information and resources for different subjects of innovation, through the organization and use of distributed information networks. The model proposed by the author of the information and innovation engineering center is aimed at the development of innovative activity of industrial enterprises.

The level of innovation activity has not changed for a large number of years, despite the measures taken by the state. Based on empirical data, the article examines the dynamics of the following components of companies’ innovative activity in high-tech and low-tech sectors of the manufacturing industry: introduction of product and other types of innovations; activities to improve the qualifications of personnel; purchase of licensed foreign technologies and intangible assets. We also tested the statistical significance of differences in the levels of innovation activity of high-tech and low-tech companies in different economic conditions using the t-criterion. The analysis showed a decrease in the share of companies engaged in any kind of innovative activity. During the period of economic growth, both high-tech and low-tech companies made equal use of opportunities to increase innovation activity. It was found that the level of innovation activity among high-tech companies declines to a lesser extent than among low-tech companies during the crisis. In these conditions, high-tech companies are more actively using "internal reserves": they are working more to improve the skill level of staff and implementing innovation processes. During periods of high and low rates of economic growth, high-tech companies often buy new technology, but it does not lead to greater innovation activity; companies are only updating their technological base. During the period of weak economic growth, companies in both sectors continued to reduce their innovative activity in all areas. The resumption of growth trends in innovative activities is possible only when companies see the prospects from the implementation of innovative activities.

The increased attention to the theoretical issues of activation of innovation processes in the industrial sector is caused by various factors of influence, and primarily by the elimination of the technological gap between Russia and developed foreign industrial countries. To solve this problem, the author suggests focusing the priorities of innovation activity on the activation of high-tech industries. It is shown that domestic enterprises have come close to intensifying the search, development and implementation of the latest technologies, and activation of innovative activities. According to the author, the innovative activity of industrial enterprises primarily depends on the structure of production, enterprise management and organization of innovative activities.

The article is devoted to the development of innovative processes in the livestock industry of meat sector. The main forms and methods of classification of innovations are studied. The features of innovative activity of enterprises of agro-industrial complex of Kazakhstan are analyzed. Indicators of innovative activity of agricultural entities of the republic in comparison with European countries are presented. The author pays main attention to the formation and development of innovative processes at enterprises for production of meat and products of its processing, which is of considerable interest, since innovative activity in this industry has its own specific features. In agricultural sector, economic and financial state of production directly depends on introduction of innovations, the use of modern innovative technologies that save resources, increase the profitability and efficiency of production system. The assessment of potential resources for the development of beef cattle breeding has been carried out, the tendencies of the growth of livestock, meat production, its import and export in recent years have been studied. The main problems of animal husbandry industry, in particular raising of beef cattle, are highlighted, conclusions about the possibility of increasing the potential of meat products are drawn. On the basis of performed analysis of the level of innovation activity, the identified problems in agricultural production, recommendations were developed for the future development of innovations in the country's beef cattle breeding, since in the new economic conditions, an important role is played by innovative developments and their application in this industry.

The purpose of the article is to develop a new methodological approach to the analysis of innovative activity of enterprises of the agro-industrial complex in order to ensure their sustainable economic development, taking into account the factors of economic growth. Research methods. The scientific provisions on planning innovation activities and analysis of innovative processes (the essence and content of innovation activity of enterprises are justified), modeling and organization of innovation activity, forecasting its results in economic systems (modern trends in the development of methods for analyzing and assessing innovation activity of enterprises in the system activity), as well as general scientific methods of cognition: systemic (formulated the problems of assessing the innovative activity of enterprises from the standpoint of ensuring their sustainable development and determining potential ways to solve them), complex (analysis of the parameters of the innovative activity of domestic enterprises), abstract-logical (the influence of environmental factors on the innovative activity of the enterprise is analyzed), functional and structural-level research methods (the relationship of internal factors of the enterprise's innovative activity is considered), methods of analysis and synthesis (the relationship of the internal factors of the enterprise's innovative activity is analyzed), evolutionary and historical approaches (the relationship of the factors of the enterprise's innovative activity with the parameters of its sustainable development is considered). Research results. The methodological foundations of the innovative activity of agro-industrial complex enterprises have been theoretically substantiated as the degree of intensity of their actions on the creation and development (practical implementation) of innovations in the context of rapidly changing external conditions and tough market competition. Despite the high cost of mistakes in the innovative development of agricultural enterprises, the analysis of the innovative activity of an enterprise is an important tool for ensuring their sustainable economic development. Scientific novelty. The elements of scientific novelty lie in the theoretical substantiation and experimental confirmation of a new methodological approach to the analysis of the innovative activity of agricultural enterprises in order to ensure their sustainable economic development. This makes it possible to determine the tools for intensifying the activities of enterprises through building up and productive use of intellectual potential. The concept of “innovative activity of enterprises” is clarified and it is shown that this is one of the main characteristics of their innovative activity. The composition of the parameters of innovative activity of enterprises has been improved and a set of factors stimulating and restraining the innovative activity of agricultural enterprises has been determined. On the basis of the conducted analytical studies, the interrelation and power of the mutual influence of factors of innovative activity of enterprises, as well as the relationship of these factors with the parameters of sustainable economic development, were revealed. Practical significance of the article lies in the possibility of using its provisions and conclusions when analysing the relationship of internal factors of innovative activity of an enterprise, as well as when analysing the relationship between factors of innovative activity of agricultural enterprises with an assessment of the sustainability of their market development. The proposed set of methodological recommendations makes it possible to assess the innovative activity of an enterprise in the interests of its sustainable economic development. Tabl.: 2.
