In the article, the essence of the concept of a banking institution “capitalization” is revealed. The current state of capitalization level of domestic banks is investigated. The directions of strengthening the capitalization are offered, which will increase the com¬petitiveness of domestic banking institutions in the world financial market and will ensure the national economy stability on the way toward integration into the world economy.It is proved that the prospects for the development of any bank are largely determined by its capitalization level. Lack of proper development inhibits both individual banks and the banking sector as a whole.In the context of the recent financial crisis, the provision of sufficient capital for banks has been one of the key issues, because the lack of capital was the greatest threat to the banking system stability. With this in mind, the issue of the banking system capitaliza¬tion is particularly topical.Today, the development of the Ukrainian banking system under economic instability has faced the increase in competitiveness of domestic banks compared with foreign ones, in order to preserve the national priorities of the banking system in general under conditions of foreign capital movement.The processes of concentration in the banking system of Ukraine are analyzed using Herfindahl-Hirschman index in terms of assets and equity, allowing to estimate the level of monopolization and, therefore, the impact on economic development. To con¬sider the increase in the level of capitalization and reliability of the banking institutions of Ukraine, it would be advisable, first of all, for banks to improve the quality of capital and to ensure a sufficient level of coverage of risks taken by banks.

The urgency of the study is connected with the structural changes in the economy, in particular in the banking system, which have a decisive influence on the functioning of banking institutions and on the results of their activities. During the 2014-2017 years, the banking sector was cleaned up from participants who were not able to comply with the regulatory requirements of the regulator, due to which the study of this topic is of such interest. The article summarizes the main tasks of recent economic reforms in Ukraine. The impact of these reforms and their implementation tools in the country on the activities of individual banks is studied. The analysis is conducted on the example of assessing the financial condition of JSC "Ukreximbank" as systemically important and bankruptcy or inappropriate functioning of which may create systemic risks for the financial system of the country. The possibility of a separate bank to fulfill the tasks set during the reforming is determined. The results show that significant changes in the financial position of the banking institution occurred during the transition from the requirements of one reform program to another. The study of this issue should continue in order to establish the feasibility and possibility of introducing certain tasks in the reform of the banking sector of Ukraine.

Instabilities in the banking sector have had an adverse effect on the economy as a whole, since the largest share in the financial system and financial intermediation in Kyrgyzstan have been captured by banking sector. Economic efficiency in banking can be viewed as a source of financial stability of banking system. Economic efficiency of the banking is more important challenge not only for shareholders and managers of banks, and also for regulation and supervision authorities, and public and potential investors. The aim of this study is to examine factors affecting the banking cost efficiency for Kyrgyz banks. It is also important to choose the appropriate approach in measurement of banking cost efficiency, since there are many different methods. In this study preferred stochastic frontier approach which assumes random error term which captures sampling, measurement and specification errors. We adopted stochastic cost frontier model proposed by Battese ve Coelli (1995) which also allow to examine investigate the impact of variables on efficiency. We used unbalanced panel data set captured 17-23 Kyrgyz commercial banks for period of 2000-2013. Obtained results suggest that capitalization, foreign ownership, credit risk, liquidity risk and currency risk have most influence on cost efficiency scores of banks calculated averagely at level of 0,766. Overall results indicate that domestic banks more cost efficient than domestic private and foreign banks. Average cost efficiency scores of domestic banks, foreign and separately public banks are 0,848; 0,649 and 0,875, respectively.

According to results of the study, globalization factors that require specific approaches to analysis in the context of changes and transformations that occur in socio-economic sphere of banking system; A model of stress testing to assess the impact of global factors on changes in the level and structure of employment of employees of banking institutions, based on the use of tools to find extreme values ​​at the level of individual banking institutions and the banking system as a whole are showen; In order to test the model, the stages of its application are formed: 1. selection of criteria for stress testing of changes in the bank's employment system; 2. the choice of indicators that characterize changes in the level and structure of employment of a bank; 3. conducting stress testing of criteria and indicators based on the use of tools for detecting extreme quantities; 4. construction of a stress test map by periods; 5. comparison of stress test maps of impact criteria and indicators, analysis of common sensitivity points in order to identify the causes and degree of influence of global factors; Within the framework of the model, special attention is paid to analytical methods to determine the impact and sensitivity of the employment response to trends and changes in the macro- and microeconomic environment; Using the method of determining extreme values, the existence of a relationship between the criteria that characterize the financial and economic performance of national banks and the degree of transformational changes in bank employment; As a result of the construction of stress test maps, it was determined that the criteria of financial and economic activity of banks and employment indicators in banking sector are highly sensitive to crises in respective periods, but respond differently to macroeconomic factors of different periods; The proposals on the expediency and necessity of using the model of stress testing in national banking system are formed.

<p>There are two hypotheses about the relationship between competition and financial stability in the banking system: “competition-fragility” view argues that competition makes banks more likely totake excessive risks, thereby leading to fragility, while “competition-stability” view suggests that higherinterest rates in less competitive environments may cause borrowers to take higher risks,resulting in higher probability of non-performing loans and a more fragile system. This paper empirically examines the impact of competition on Nepalese banking system employing annual data of commercial banks from 1999 to 2012 period using fixed effects panel data model. The study period represents the era of rapid growth in financial institutions in Nepal. The HHI and n-bank concentration ratios are used as measure of competition while Z-index and nonperforming loans ratioare used as proxies of financial stability. The effects of macroeconomic factors and bank specific indicators are also taken into account. The results reveal that there is apositive relationship between greater banking competition and financial stability in Nepal, supporting the “competition-stability” view. Competition in banking sector is found to result in decrease in credit risk and contribute for financial stability. Mixed results have been achieved incase of the impact of bank competition on overall stability. The findings indicate that both higher concentration and higher competition are detrimental for stability. Hence, policymakers should facilitate further consolidation in the financial industry, however, it should be ensured that excessive consolidation doesn’t result in an environment that hinders competition. The article examines the impact of globalization on the development of the world and national economic systems. The high probability of a global economic recession due to the coronavirus outbreak is projected to have significant consequences for both the global economy and the economy of Ukraine. Due to the probable change in the structure of the world economy and logistics, there is a growing need to study the risks of the national banking system, which demonstrates a high dependence on global financial markets. The peculiarities of the manifestation of financial and economic crises in the conditions of turbulence of the international financial markets and strengthening of financial instability have been considered. The causes and consequences of crises in the banking sector of Ukraine have been studied. The analysis of macroeconomic indicators of economic development of Ukraine during 2006-2019 with identifying of crisis periods has been carried out. Particular attention has been paid to the study of the preconditions for the emergence and consequences of the global financial and economic crisis for the economy of Ukraine in general and the banking sector in particular. Indicators that characterize the degree of penetration of the banking system into the economy of Ukraine have been analyzed, that will determine the features of crises at different stages of socio-economic development and conduct a comparative assessment of anti-crisis measures of the NBU aimed at stabilizing the banking sector. Taking into account the fact that the causes of financial and economic crises are not identical, measures used during the Global Financial and Economic Crisis of 2007-2011 cannot be taken to overcome the negative consequences of the Coronacrisis of 2020. Regulatory aspects of the banking system in times of crisis have been systematized. An attempt to predict the possible development of events in the domestic banking sector in the context of the Coronacrisis of 2020 has been made. The purpose of the article is to study the development trends of the banking sector of Ukraine in the space of formation of the destructive consequences of the global financial and economic crises and to determine the main directions of anti-crisis regulation of banking.

Peculiarities of formation and improvement of institutional bases and principals of management, regulation and supervision of innovation processes by state regulators of financial markets and international financial organizations in the banking sector of the leading countries of the world are investigated. The role, main tasks and functions and principals of supranational and national regulators in the field of regulatory, managerial, organizational, informational, technological and financial innovations in the financial services market of the leading countries of the world are determined. The peculiarities of interaction of national regulators with international financial organizations in the field of regulation and supervision of the financial services market, introduction of innovations and ensuring innovative development of the banking sector based on the use of fintech technologies are described. The main functions, tasks and principals of regulation, supervision and management of implementation and use of regulatory, managerial, organizational, informational and financial innovations in the activity of domestic banks are determined. The main problems that hinder the use of innovations in the banking sector of Ukraine at the present stage of financial system are described. It is analyzed and proposed the basic directions of solving the existing problems and perspective forms of regulatory, administrative, organizational, technological, information and financial innovations of the leading countries of the world which can be used by National bank of Ukraine in the course of regulation and supervision of activity of domestic banks in financial services market in the conditions of digitalization of the economy. In order to reduce the level of innovation risks and cyber threats, the expediency of financial institutions of Ukraine to use a new form of an organizational structure for managing innovation processes, based on the use of blockchain technology and decentralization of mechanisms of organization and management through active use of distributed registers and cloud technologies.

Introduction. The middle of 2000 years witness the shift in traditional economic development models to the concept of inclusive growth. The significant stratification of society and the growth of the share of the poor population due to financial and economic crises are the prerequisites for changing the paradigm of economic development of countries. According to the index of inclusive economic development (IDI) of 2018, published on the website of the World Economic Forum, Ukraine ranks 43rd among 74 developing countries. The introduction of the latest financial technologies in the banking system in recent years has significantly improved the qualitative characteristics of financial inclusiveness. The financial services market has radically changed. The boom of Finteh-startups is supported by smartphone population and penetration into all spheres of society of the fast Internet society. The purposeof the article is to assess the impact of financial technologies on the inclusive development of Ukraine in terms of banking sector cooperation with startup companies on the financial services market. Results. Concepts on the further development of the world economy in the long-term perspective are considered. Based on the analysis of modern economic literature, key points of inclusive growth are identified. In this context, the focus of the study is on financial inclusiveness. The emphasis is on strengthening the financial inclusiveness of the population in the adopted Strategy of the NBU by 2020. The most current trends of FinTeh in the world are described and the factors of development of FinTeh in Ukraine are analyzed. The given feature is the latest types of Finteh start-ups, challenges for the development of the FinTeh-market in Ukraine. Conclusions. The development of scientific thought and understanding of the transformation of social processes led to the transition from the concept of economism growth to the concept of inclusive development. The concept of inclusive development of the country is only part of the scientific discourse. Financial inclusiveness has not only financial but also social orientation. In Ukraine, FinTeh is in its infancy, the development of which is supported by a variety of initiatives and activities of the NBU. Given the current market demand, FinTeh solutions that are focused on financial inclusiveness and the mass market have the greatest potential for growth.

Researching the problems of banking supervision in the course of the policy of cleaning the banking system of Ukraine is of particular importance. The issues of efficiency of regulation of the activities of commercial banks with the help of economic standards of the NBU remain topical. The article is aimed at a theoretical-methodical substantiation of the NBU economic standards system and identifying the peculiarities of their application as instruments for regulating the banking activities. The state of compliance with capital, liquidity and credit risk standards by commercial banks of Ukraine is examined. A correlation and regression analysis of the impact of credit risk standards on the volumes of overdue credit arrears of banks is carried out. Ways to improve the system of regulation of the activities of commercial banks based on the principles developed by the Basel Committee on Banking Supervision are proposed. A further proposal is made as to introducing an additional economic standard for the regulation of credit risks, which would assess the risks of repayment of loans. In addition, it will be expedient for Ukraine to build a conceptual banking supervision, which will ensure close interaction of components in order to improve the efficiency of banking institutions. A comprehensive system of banking supervision should diagnose the level of risks and implement systems of their management at the level of each separate banking institution.

The article deals with topical issues to develop the banking sector in Kazakhstan as their condition assessment, weaknesses, strengths, problems and basic ways of development of Kazakhstan’s second-tier banks in the current environment, these issues are discussed in this article and determine the relevance of the material presented. The need to address the main problems in the development of the banking sector is due to the fact that it is represented as a fundamental element of the financial system. Moreover, under the modern conditions, it is subject to the impact of financial globalization, crisis phenomena in the world economy, the growth of uncertainty in the world financial market, which determines a number of negative consequences for the stable development of banking activities. Effective functioning of the banking system allows ensuring the sustainable economic development of any state, as the banking sector participates in the redistribution of funds and financing of the real sector of the country’s economy. At the present stage of the development, the issues of dealing with the key problems of the development of the banking sector acquire special relevance on a global scale, since the financial crisis has revealed the shortcomings of the current system of banking regulation and supervision. In this regard, in the crisis conditions, the state intervention in regulation of banking activities has intensified, the role of risk management in commercial banks has increased, the requirements to the bank’s capital, and the quality of assets has increased. Volatility and instability of the world financial markets require the search for new approaches in the implementation of banking activities to maintain sustainable development, increase margins in the banking business, which determines the relevance of this study. The main results of the research show the influence of external and internal factors that inhibit the development of banking activity.
