The article presents the experience of implementation of modern methods of professional development of teachers in the framework of the activities of Federal experimental platform for the implementation of the Federal target program of education development aimed at the modernization of the technologies and content of education in accordance with Federal state educational standard of basic General education. In modern conditions changes the requirements for teaching staff and, accordingly, approaches to the development of teachers ' professionalism. In conditions of Federal state educational standards of basic General education teacher and professional as a subject of teaching activities, should be focused not only on transferring the knowledge, abilities and skills, but also on the development of abilities, formation of universal educational actions of students. In this regard, very relevant are such forms of development of professionalism of the teacher which enable him to take the initiative to participate in designing the process of professional development. One of these forms of professional development is based on the modular representation of educational information. Of great importance is also the organization of activities of online communities by subject area aimed at enhancing professional and personal development of teachers, exchange of experience on improving the quality of modern education.

One of strategic tasks of schools is stimulation of pedagogical workers to professional development on the basis of strengthening of objectivity, openness and transparency of evaluation of their work. Article considers new approaches to estimated procedures in system of teacher’s growth on the basis of the accounting school graduates evaluation system of teacher growth. Authors presented the material prepared within realization of actions of Federal target program of development of education (FTPDE), a task “Development of modern mechanisms and technologies of the general education”. The article described step by step the technique of the use of technology accounting teaching staff evaluation of the graduates of last years in the general education organizations. The technology allows you to build public ratings of school teachers on the basis of estimates of graduates of last years, to make reasonable decisions on stimulation, the direction on training (professional development according to the specific program providing elimination of the revealed professional deficiencies), and program planning individual professional development of teachers.

In the article the urgency of introduction of the Federal state educational standard (GEF) basic General education, are the main characteristics of this new generation standard: the emphasis in education; inter-personal, meta (cognitive, communicative, regulatory universal learning activities) and substantive results. The author comprehensively explains requirements of the state documents and possible cases of its abuse by teaching staff that lead to inadmissible increase in study load and violation of educational mode.

The paper describes conceptual approaches to the assessment of ICT competency in teachers following requirements of the professional standard for teachers. It provides an analysis of the existing approaches. ICT competency is considered as a teacher’s ability to plan, organize and implement teaching/learning activity in an educational context according to the requirements of the Federal State Educational Standard in General Education, to actively participate in the development of an educational organization, and to continue to develop professionally. The paper outlines the authors’ approach to designing test frameworks for ICT competency assessment. The materials of this paper represent the outcomes of a research carried out by the Federal Institute for Education Development on the topic “Conceptual Approaches to Assessing ICT Competency in Teachers with Regard to the Professional Standard”. The paper describes the effective mechanism for designing the Program of universal educational actions (UUD) development in comprehensive school pupils. It is pointed that the mechanism implies collective creative efforts of the whole teaching staff. The relevant provisions of Federal State Educational Standards (FGOS) of the basic general education are specified and methodically reasonable options for their realization are offered. Schemes for analyzing the classroom activities of pupils are given, which helps to identify manifestations of universal educational actions. As an example the author describes the basic-level universal educational action, ought to be developed in the 1st�9th grades � �To define and formulate the activity purpose�. The proposed algorithm may be used to draw up a similar UUD-development Program for senior and initial schools. The material offered is intended for general education institutions administrative bodies in the first place, but can be found methodically helpful to senior governing bodies in the sphere of education. Also the material can be used in applied experimental studies.

The results of development of the model as the element of the concept of cadet education that promotes the creation of optimal conditions for the upbringing and education of students to obtain professional education in the field of military or other public service, including the civil service of the Russian Cossacks, on the basis of established additional general developmental programs that are integrated with the main educational programs including synchronized with additional pre-service programs are described in the article. The model is developed in the framework of the federal target program of education development for 2016-2020 years. Results of the study will be used by representatives of the regional education authorities, chiefs, deputy chiefs of military schools, Suvorov and Nakhimov schools, heads of educational institutions, teaching staff, including officers, teachers, parents, representatives of the governing boards of educational institutions.

Раскрывается сущность и содержание метапредметного подхода, направленного на обеспечение восхождения предметной познавательной деятельности обучающихся на надпредметный уровень. Метапредметное содержание общего образования является совокупностью надпредметных дидактических единиц («метапредметов», «первосмыслов»), а также методов осуществления метапредметной познавательной деятельности. Метапредметные результаты состоят из метапредметных знаний, метапредметных компетенций и универсальных учебных действий. Метапредметные знания являются знаниями более высокой степени абстракции в сравнении с предметными знаниями, относящимися к одной предметной области, такие знания могут быть получены только на основе сочетания знаний из нескольких предметных областей. Дано собственное определение понятия «метапредметные компетенции» – представляющие собой интегративные способности обучающегося приобретать метапредметные знания с помощью соотнесения знаний из нескольких предметных областей, а также на основе сочетания способов ведения метапредметной познавательной деятельности из нескольких сфер (познавательная, регулятивная, коммуникативная) формировать универсальные учебные действия. The meta-subject approach was introduced into the system of primary general education in 2010. However, until now there is no officially accepted definition of the term “metasubject content”. The purpose of this study was to reveal the essence and content of the metasubject approach, aimed at ensuring the raise of the subjective cognitive activity of students to the over-subject level. For this aim the author of the article studied the positions of leading scientific schools on the meta-subject content of general education, meta-subject competences and the meta-subject approach as a whole, made a content analysis of the key concepts, correlated the positions of representatives of leading scientific schools on a meta-subject approach with the requirements of the Federal State Educational Standard, and formulated own position on system-forming concepts. The meta-subject content of general education is a totality of over-subject didactic units (“meta-subjects”, “primary meanings”), as well as methods of conducting meta-subject cognitive activity. Meta-subject results consist of metasubject knowledge, universal learning activities and meta-subject competencies. Meta-subject knowledge refers to knowledge of a higher level of abstraction compared to subject knowledge related to one subject area. Meta-subject knowledge can be obtained only through a combination of knowledge from several subject areas. The author formulated his own definition of meta-subject competencies: meta-subject competencies are the learner’s integrative abilities to learn meta-subject knowledge based on correlation of knowledge from several subject areas, as well as to form universal educational actions based on a combination of different methods of conducting meta-subject cognitive activity from several areas (cognitive, regulatory, communicative).

This paper considers some ways of inter-subject links realization within the content-methodical lines of Math school course. The course of Math at school is permeated with inter-subject links, which are the foundation of the subject and through which a succession is implemented in teaching of Mathematics. The implementation of inter-subject links in teaching Mathematics requires a special organization of educational material and the process of its study and, therefore, acts as a didactic principle. In this paper, inter-subject links are revealed at two levels: the level of content and the level of methods for solving problems. The inter-subject links at the substantial level are learning numerical sequences and linear equations and inequalities, while at the level of methods - examples of transcendental equations. The implementation of inter-subject links at the content level takes place in conjunction with their implementation at the level of methods and has a wide practical application at Mathematics lessons. The conducted researches have shown that inter-subject links naturally extend on the subject area Mathematics and Computer Science according to the Federal state educational standards of the basic and secondary general education. The practical significance of the study is that its results can be used for teaching Mathematics at school.

The authors present their insights on the structure and substantive content of the unified information and educational system, which is a software product named �Information and Educational System to Support Self-Development�, which has been approbated in terms of implementing the scientific project supported by the Russian Foundation for Humanities and the Government of the Kaluga region at the premises of rural schools of the Kaluga region (The project �14-16-40007 a (r)). The unified information system maintenance is aimed to facilitate the work of teachers at different stages of methodological and psycho-pedagogical support of learners self-development in the course of extracurricular activities, to help with performance analysis, to provide maximum automation of the testing process in order to eliminate the human factor, which can distort the results analyzing process, and also to provide convenience of making recommendations on how to work with learners. Among the structural components of the software are: the analytical system, which includes students� self-development monitoring unit editor; accounting and analysis system, represented by the student�s individual profile; statistical processing block with results presentation and development of psychological and pedagogical recommendations; the block for analyzing the learners� self-development dynamics, etc. The system allows to maintain an individual profile for each learner; to run diagnostics of learners� self-development; to process and store diagnostics outcomes; to develop psychological and pedagogical recommendations and routes of individual self-development for each student; to plan individual educational path for each learner dependent on testing outcomes, interviews with the parents and the learner himself and recommendations of psychologists and educators. The system is capable to maintain both the results records of a single learner within different time domains and statistical analyses of group results, to sort and analyze results against the required criteria. The said system can be used widely in educational practices of extracurricular activities in the context of mastering the standards of primary general education. The paper can be of interest for supplementary education teachers, for primary school teachers, psychologists, as well as teaching staff of educational institutions responsible for monitoring learners� self-development in the course of implementation of the Federal State Educational Standard of Primary General Education.
