The research featured the causes of drug traffic in prisons. The hypothesis is that this crime would be impossible without the participation of employees of the Federal Penitentiary Service. The paper introduces an analysis of statistical data on drug trafficking in Russian prisons. The statistics showed that the level of drug trafficking in prisons remains stable for the last five years, despite the ongoing anti-drug policy of the state, which confirms the abovementioned hypothesis. The study highlighted the role of an employee of the Federal Penitentiary Service in various types of criminal activities related to drug trafficking in prisons. The author analyzed the legal practice of qualifying the actions of prison employees in the field of drug trafficking during their official duties and proposed to introduce uniformity in the qualification of these actions. The paper contains a comparative analysis of a Criminal Investigation Department employee engaged in drug trafficking and a citizen involved in the same crime outside the Criminal Investigation Department. The composition of crimes related to drug trafficking needs an additional qualifying feature for employees of the Federal Penitentiary Service.

Purpose: to show the need for improvement of the administrative activities of the internal affairs bodies in the field of drug trafficking based on the analysis of the regulatory framework which regulates the state service for the issuance of certificates on the absence of punishment for illegal drug use, the existing law enforcement practice and statistical data. Methodology: to achieve this goal, some statistical data and regulatory legal acts were analysed, and methods of analysis and synthesis, as well as a comparative legal method were used. Conclusion: the study has shown the need for increasing the efficiency of the administrative practice of the internal affairs bodies in the field of illegal drug trafficking and the need for amending the Regulations for the provision of public services for issuing certificates of no punishment for drug use. Scientific and practical significance: the use of the materials presented and analysed in the article will make it possible to increase the efficiency of the administrative practice of the internal affairs bodies in the field of illegal drug trafficking, minimising the possibility of persons who use drugs without a doctor’s prescription receiving a certificate of the absence of punishment for drug use.

Abstract The origin of illicit economies has been understood as a consequence of ‘low stateness’ (i.e. low reach of the state). Given the limited stateness in many regions, however, this article seeks to explain how only some sub-national territories have become vulnerable to illegal drug trafficking. To make this case, the representative example of the Alto Huallaga valley, in the Peruvian Amazon, is analysed. This article argues that ineffective development and settlement efforts by the Peruvian state in the Alto Huallaga, rather than the absence of the state, produced socio-ecological conditions in the region, in the late 1970s, that made it more vulnerable to the illegal economy. At the same time as international demand for illegal cocaine was expanding, two conditions resulting from frustrated state development plans came together: an enclave of poor peasants who were not self-sufficient and a natural environment impoverished by soil degradation and intensive deforestation, paradoxically not suitable for any crop except coca.

The purpose of the article is to provide scientific rationale of the place and role of financial leasing in financial and credit support for investment activities of enterprises. The subject matter of the research includes various aspects of the current state of financial leasing and ways of its advancement in Ukraine. The article provides an analysis of investment activities based on the volume of investments in Ukraine and determines the role of financial leasing as a funding for investment resources of enterprises. The paper also examines the legal and regulatory framework for financial leasing operations and highlights different interpretations of this form of financing as well as its formal indicators. An analysis of statistical data on the financial and credit market provides important insights into trends of financial leasing contracts and the volume of loans issued to corporate borrowers, and thus makes it possible to conclude that there is a lack of leasing operations in business activities of entities. The point is mainly supported by the fact that financial leasing contracts which have been made lately are not widespread enough after the crisis in 2014. The dynamics of changes in the volume of leasing contracts by dates of signing is considered, and it is found that there is a tendency to shortening the duration of financial leasing services. An industry factor of providing financial leasing services is taken into consideration and the main industries where these services are widespread are described. The existing approaches to evaluating the effectiveness of leasing contracts are systematized. The key challenges that hinder the growth of leasing in Ukraine are identified. The research methods used in the article include: analysis, synthesis and abstraction (for forming the rationale and developing the terminological and conceptual framework of the study); comparison, systematization and logical generalization (for examining the concept of financial leasing, its legal regulation and specific features of using in Ukraine); statistical, structural and comparative analysis (for exploring ways of advancement of financial leasing in Ukraine).

The role of border guard service in drug traffic is also analyzed in the article. The article cites not only main drug traffic routs, but also it cites the process of forming and evolution. Special attention is also paid to trafficking drugs with the Internet.

AbstractThis paper presents a comparative analysis of two reports by the UN Rapporteur on Extreme Poverty and Human Rights, one for Spain and one for the UK. In both countries, austerity policies were introduced following the banking crisis of 2008. The UN Rapporteur reports highlight the damage that was done by welfare retrenchment. In particular, the reports document the impact of austerity on the most vulnerable individuals and communities. The paper uses Somers' (2008) conceptual model of citizenship as the basis for a comparative analysis of two reports. Somers' (2008) model of citizenship is a triadic one which sees the state, market and civil society as competing elements. Each one can serve to regulate and limit the influence or excesses of the other two. Somers argues that neoliberalism has seen the dominance of the market at the expense of the role of the state and the institutions of civil society. Austerity policies saw the market dominating. Having examined the context of the two reports and their conclusions, the paper discussed the implications for individual social workers’ practice and the role of social work as a profession in tackling poverty and marginalisation.

The urgency of the ecological problem of natural forest fires in Russia, especially in rich forests of Eastern Siberia, makes it necessary to study their features, consequences, and measures to combat them. The aim of the article is to assess the state of forest fires in Irkutsk region over the last ten years. Based on the statistical data of monitoring in 33 districts, the dynamics of fires was studied, and areas affected by fires were identified. The largest number of fires was revealed in Irkutsk and Bratsk districts. The fire rate was assessed by districts in fire hazardous periods, and the largest fire rate was identified in Bratsk, Kachug, Irkutsk, and Katanga districts. The fire indicators for 2019 were compared with the average indicators for each district. A comparative analysis of the forest fire situation in Irkutsk region and its districts was carried out. Recommendations on possible firefighting measures were provided.

In an Islamic economy economic growth is not an end in itself, butrather a means of promoting the citizenry's good life. Growth dependsupon several factors, among them a consistent increase in the amount ofphysical goods and seMces produced over a given period of time. Thisis usually taken as an index of economic growth. Adopting the sameindex, this paper asks: What factor explains economic growth in an Islamiceconomy? For this purpose, the paper refers to the Islamic economyof Madinah, which saw substantial expansion in all directions during thereigns of the Prophet and his four immediate political successols.This paper gives an answer based on the hypothesis that both physicaland moral factors are instrumental in causing economic growth in an Islamiceconomy. This hypothesis is quite different from that of seculareconomics, which views economic growth only in terms of physical factors.Such an explanation has been found inadequate, however, as empiricalstudies on American data have shown that just over half of all outputgrowth is explained by physical factors. Denison calls the unexplainedpart "the measm of our ignorance" (Branson and Litvack 1981).Many Muslim economists have discussed the role of moral factors invarious forms (i.e., integrity, cultural will, and calls to the Muslim massesto regain their past glory). This paper, however, views the role of moralfactors in terms of the bounty of God (fadl Allah). It is argued that thisfactor influenced economic growth through both autonomous and inducedchannels operating in institutional factors (i.e., the mosque and the state)and the level of God-consciousness (taqwa) in an Islamic society.The hypothesis is examined theoretically, because statistical data forempirical analysis is not available. The chapter concerns the implementation assessment of cross-border projects supported by the INTERREG VA Poland - Slovakia 2014-2020 Program. The authors diagnosed the state of implementation of the Program (2018), and analyzed the conditions for managing cross-border projects on the Polish-Slovak borderland. The chapter outlines the role of a cross-border project in management of borderland development, and presents the life cycle of a cross-border project. The authors drew special attention to the results of projects and the administrative burden related to their implementation. The authors carried out quantitative and qualitative research with the participation of Polish and Slovak beneficiaries of the Program to achieve the objectives of the work. The research was supplemented by the desk research analysis covering the selected documents and statistical data (2014 – 2018). The conclusions and recommendations can be useful in the process of programming rules for implementing cross-border projects on the Polish-Slovak borderland and other borderlands after 2020.
