The article deals with key measures of establishing information and digital development of the Institute of Education in the conditions of innovativeness of Ukrainian economy. The reason that motivated the study was a number of pressing issues, such as the formation of a highly qualified specialist with new quality of digital competencies and skills based on an effective innovation and entrepreneurship university and the establishment of a quality institute of digital education in European digital educational environment, which remain little studied and need knowledge. Among the goals pursued by authors is to identify the prerequisites for accelerating the automation and digitization of the economy at different levels of economic aggregation and in terms of economic sectors; to present author’s visualization of the potential innovative ecosystem of digital business center of the university in which applicants will be able to acquire digital practical skills. The purpose of the article is to investigate the peculiarities of modern problems of higher education in Ukraine, to consider objective conditions and current tendencies of development of information society. Methods: generalization – in studying the nature of digital education; structuring – in explaining the prerequisites for reforming digital principles. Results. The scientific publication reviews the features of modern problems of higher education in Ukraine, including: lagging of scientific developments from needs of the economy, fragmentation of the use of distance learning technologies in economic specialties, inconsistency of the laboratory base of universities with a technical profile of the level of modern technologies. Scientific analysis of paradigm change in education of Ukraine is conducted. Authors’ opinion is: changes are caused by integration processes in higher education system, democratization of the process of obtaining education, introduction of tools of freedom of choice of resources, technologies. The originality of publication is that authors argue that a transformational change at the Institute of Education is a change from a passive system where learning is an audition, to an active learning system where students learn subjects/disciplines by sharing knowledge about these subjects. Value of the article is that authors outlined main areas of use of digital information technology in higher education, namely: development of educational websites and promising tools, teaching methods and technologies with a focus on development, promotion of personalized education. Conclusions. The article is devoted to the consideration of objective conditions and current tendencies of development of information society, which determine the course of automation and digitization of the provision of educational services in the conditions of innovativeness of Ukrainian economy.

Currently, state institutions of higher education are under pressure from business, the population and the state, which leads to the creation of conditions for dynamic changes in the internal environment of universities. This contradiction between the internal and external environment of universities in the conditions of dynamically changing markets at the post-industrial stage has a negative impact on institutional efficiency, and in these conditions, with the acceleration of instability, a third managerial structure begins to appear that can satisfy the demand for innovations organizations to hybrid universities, which combine a professional, administrative bureaucracy and adhocracy, with no severe restrictions in its structure. In this regard, the authors adapted the features of adhocratic organizations to the conditions of higher education, considered the possibility of applying an adhocratic approach to building the structure and design of an organization on the example of the Astrakhan State University, and identified a number of factors that limit the spread of adhocracy in Russian universities. The main results of the study and the following conclusions were obtained: the organization of training should be carried out on the principles of teamwork for the implementation of complex innovative projects, for which it is necessary to create and develop an appropriate facilities and resources; socialization is one of the key practical models for preparing students in the context of project-based learning and an adhocratic approach; any adhocratic system is a self-learning system, the formation of which requires the creation of appropriate conditions for training and development of university staff; the transition from a professional university to an adhocratic one must be carried out gradually, combining both forms of bureaucracy and adhocracy.

The purpose of this study is to analyze the phenomenon of openness in higher education and its trends and technologies of expanding educational opportunities in the digital information society of Moldovan universities. The main concepts of openness in education are associated with the practice of online learning and constructivist approaches, technical optimization of delivering information, continuous professional development and globalization of higher education. Since skilled knowledge becomes the main value of the market, then higher education perspective as a tool of knowledge reproduction is transformed into the basic space of openness and accommodation to innovative use of educational resources. The key issues related to openness in order to impact higher education target the development of Open Educational Resources (OER), as well as implication of Massive Online Open Courses (MOOCs), relatively new online learning trend. There are institutional practices of the adoption and use of open education technologies in some international universities and organizations, which could be extended as well to create an open learning system in the Republic of Moldova, focusing on national practices of education. Openness of Moldovan HEIs is a strategic choice for the future in a rapidly changing educational market that should proliferate.

The latest years are marked by the considerably aggravated demographic situation in Ukraine, which enhanced the competition among higher education establishments (HEEs) on the education services market and intensified the vocational guidance work in HEEs among student youth. The vocational guidance work, gaining special significance as early as in times of Ukraine’s transition to the market economy, still remains an important element of the government policy. It helps identify and purposefully develop talents and inclinations of a person, his/her professional and cognitive interests regarding the choice of future specialty, effectively increase his/her social and professional mobility and form his/her needs and willingness to labor activities. The authors justify the need for essential change in the higher education system of Ukraine. The social background for the professional choice, the dynamics of value orientations and values of student youth, specifics of the vocational guidance work in HEEs are studied by case of the National Academy of Statistics, Accounting and Audit (NASAA). Details of the system for vocational guidance work in NASAA are given, with formulating its core objectives and outlining the phases and areas of implementation. Results of a survey lead the authors to the conclusion about a gap between the needs of the labor market in highly skilled specialists, on the one hand, and the professional orientations and choices of student youth, on the other, resulting in a higher probability of casual entrances of applicants to HEEs. This gives birth to moral and psychological collisions of the personal nature, with the subsequent dissatisfaction with the chosen profession, staff turnover and migration of young specialists across economic sectors. It is revealed that full-fledged and comprehensive information and education efforts and qualified vocational guidance services on professional choice rendered to student youth can be most effective given the concerted actions of HEEs, schools and other social institutes.   The authors’ studies allow them to identify problematic points in the vocational guidance work and outline the main areas of further improvements in the vocational guidance.

The relevance of the problem stated in the article is due to the fact that the role and functions of higher education institutions is fundamentally changing nowadays. It happens thanks to breakthrough IT solutions in various areas of human life, the development of online learning technologies, and the increased need for fast and highly specialized education. This is primarily due to the demands of the time – the transformation of the modern world economy towards digitalization. The purpose of the work was to obtain objective information about the effectiveness of the use of innovative forms in the educational process of higher education. The implementation of the priority project in the field of education "Modern digital educational environment in the Russian Federation" allowed us to deploy a national Internet platform with the possibility of integrating mass open online courses (MOOCs) into the educational process. This approach has opened up new opportunities for universities to implement online educational programs and use Internet technologies to form individual educational trajectories of students. A priori, the high quality of moocs was declared and, as a result, the high quality of students educational results. However, there were no separate studies on the quality of students' competence formation. The article considers models for organizing the educational process in higher education using mass open online courses, describes the experience of the Bashkir state pedagogical University named after M. Akmulla as a specialized pedagogical university, considers private methods for online and offline training in the higher education system, and presents experimental data on the introduction of online lectures as an element of MOOCs in the educational process of a pedagogical university. The authors as well studied the students' opinions about new forms of education.

The Government of India has especially focused on artificial intelligence and machine learning-based courses in the higher education system as they have realized that the strength of India lies in higher education. Keeping in view the importance of technology in bringing a paradigm shift in the education sector, the Ministry of Human Resource Development (MHRD) is putting continuous efforts to give a push to digitize higher education. In this chapter, the authors have studied various initiatives taken by the Indian government to promote digital education in higher education by imparting artificial intelligence. By developing techniques and algorithms using AI, one can impart basic cognitive skills of teachers to computers; by this, one can delegate some teaching to machines and thus improve educational outcomes. Online digital learning will play an important role in transforming Ancient India into Digital India.

AbstractIn contemporary higher education systems, funding is increasingly associated with performativity, assessment, and competition, and universities are seeking different forms of financing their activities. One of these new forms is crowdfunding, a tool enabled by the digitalization of finance. Based on data from the UK higher education system and two crowdfunding platforms, our study adds to previous crowdfunding research in academic settings that have, thus far, focused on research projects, and assesses who is participating, their level of engagement and the resources they have gathered from crowdfunding. Our findings show that crowdfunding is used more by universities that have fewer resources. These universities are more teaching-oriented, less prestigious, and have a student body largely derived from lower socio-economic sectors of society. The popularity of crowdfunding in this type of university suggests that crowdfunding may enhance the democratization of higher education funding. However, as optimal crowdfunding participation and engagement requires high academic-to-student ratios and total-staff-to-academic-staff ratios, universities facing a greater financial precarity may be disadvantaged in their access to and engagement with crowdfunding. Differentials between part-time and full-time student ratios may exacerbate this disadvantage. Our study suggests that crowdfunding is a viable means of obtaining additional financing for learning activities complementing the fundings from other sources, but raises concerns about the use of crowdfunding as a burden to academics and students to find resources to meet learning experiences that ought to be provided by universities in the first place.

At present, profound changes are taking place in the system of higher education in Russia: goals, strategies, objectives and content of education, as well as the ways of organizing the educational process, are radically changing. One of the priority areas ensuring the transformation of the higher education system is the introduction of network educational programs. The study of the methodological foundations of their design is relevant and necessary today. The research problem: characteristics of network educational programs and methodological foundations of their design to ensure maximum flexibility of the educational trajectory within the framework of network interaction. The purpose of the research is determination of the methodology for constructing effective network educational programs, based on the formation of the student's personality and his practical preparation for future professional activity through individual development. The research methods are critical analysis of pedagogical, psychological and regulatory sources, design, modeling, systematization. The results of the research: changes in the technological, substantive and technical plan in the design of educational programs have been analyzed, the necessity of technological elaboration of psychological and pedagogical support of the educational process has been substantiated for the flexibility of educational programs and the development of individual learning paths; building a competence model of a specialist and strengthening practical training in the implementation of projectbased modular training in the format of network educational programs have been emphasized; the role of motivational behavior of students and teachers has been determined; the principles of network learning have been formulated; the experience of designing and implementing network educational programs at RANEPA and VAVT have been analyzed. Key findings: network education and introduction of flexible educational programs have defined a new methodological platform and architecture for higher education. The analysis of fundamental changes in personal, behavioral and cognitive development of modern youth under the influence of electronic media and their accounting will allow educational organizations of the higher education system to innovatively approach the development of content, learning technologies and to develop new criteria for assessing the quality of education at a university. Designing flexible educational programs in a network format based on the studied methodology provides an opportunity for Russian universities to develop a networked format of education effectively, increase the academic mobility of students and teachers, provide flexibility in the educational path of learning, and significantly raise the prestige of Russian education in the global educational space.

The higher education system uses traditional teaching methods in teaching and learning. The emergence of technology encompasses a great challenge for learners, teachers, and the higher education system to attain success in the learning process via the internet. Technology has made numerous changes in the process of teaching and learning. The students and teachers adopted the advent of technology in the progress of learning and teaching respectively. The pandemic situation also necessitated the adoption of the online-based learning system. The higher education system instantly instigated the online learning system into the real-time scenario. The online learning system gave numerous advantages for both the learners and teachers. Though, they faced several challenges in the process of incorporating the new system of teaching and learning. In this paper, the numerous studies and approaches of online learning systems by various researchers are discussed. The integration of Ukraine's higher education system into the European educational space is associated with a variety of challenges and obstacles. It is clear that modern Ukrainian society cannot continue to teach young people according to outdated principles, technologies and methods. Therefore, the issue of educational innovations remains acute and relevant today, especially in the context of Ukraine's European integration processes. The aim of the article is to study the important issue of application of modern innovative methods and technologies in higher education of Ukraine, as well as to determine the benefits of their active introduction in higher education and the challenges for university teachers in the context of forming a new pedagogical paradigm and state policy in higher education. The author determines the essence of innovation in the higher education system as changes within the system, ideas, and processes, and tools, and results, taken in the unity of qualitative improvement of the pedagogical system. Also the author defines innovations in the field of pedagogy as a purposeful progressive change that introduces stable elements (innovations) into the educational environment that improve the characteristics of both its individual components and the educational system as a whole. The author is convinced that pedagogical innovative changes of different nature and scale occur at different levels and in the following areas of the higher education system: review and update specialties and specializations; formation of new educational-professional and educational-scientific programs and their constant updating; formation of new curricula; development and implementation of new learning technologies, in particular distance learning through the introduction of distance learning platforms and services; changes in the activities and images of both teachers and students, changes in relations between them, the creation and development of innovative creative groups. Thus, it can be noted that the basis of innovative technologies and methods of teaching higher education are active methods that help to form a creative and innovative approach to understanding professional activities. And it also develops independence of thinking, the ability to make optimal decisions in different situations.
