The issue of standards of legal activity is relevant for Russia, however, there is no general understanding of what should be standardized and how. In this case, the central element of the condition for admission to legal activities (as a general rule) is the presence of a vocational (legal) education. The authors in the system vein consider the issues of conjugation (correlation) of educational standards and professional standards in jurisprudence as components of the national system for the development of professional qualifications in Russia. The article presents the arguments in favor of the non-direct (non-linear) nature of the relationship between professional and educational standards for: the purpose of their creation; characteristic of constituent elements; the obligation of their implementation by the participants of public relations; time gap in assessing the structure and qualification indicators of graduates and employees. It is concluded that, in fact, the conjugation of standards is not a determining mechanism for managing the development of qualifications, but only an integral part of a wider mechanism — the inclusion of employers (other customers for the training of professional personnel) in the process of implementation by educational organizations of basic educational programs. In this regard, in relation to the field of jurisprudence is proposed a foresight sphere of employment. Outcome of foresight (through the common efforts of the professional community of lawyers and experts in the field of higher professional education) should be the construction of a common “professional core of legal qualifications” or “core of the legal profession”. Thus, it will be possible, firstly, to identify the core of competencies as the basis of the profession called “lawyer”, secondly, to identify the species differences that may provoke the professional community to design relevant professional standards, professional practices framework, quality standards of individual types legal services. Since there can be no linear transition of qualifying requirements and ways to identify them between educational and professional standards, then a different concept and logic of standardization of education is needed. The authors of the article propose legal and social mechanisms for constructing such a concept.

The article is devoted to the development of new professional standards aimed at improving the quality of vocational education. A new generation of standards professional education will develop and innovative educational programs. Uniform requirements to professional activity help to maintain the uniform quality of labour in all enterprises of the industry, conduct training needs and improving qualification of personnel and certification of personnel, to develop modular training programmes to introduce new technologies of training based on competencies, to conduct an independent assessment of learning outcomes, to create the new classifier of professions, and to form a coherent system of continuous professional education. Currently, due to the importance of activity of the enterprises of sphere of services to solve the problem of improving the quality of life of the population, Russia has adopted and is implementing various Federal programs, such as Federal target program «Development of domestic and outbound tourism in the Russian Federation for 2011–2018», «bases of state policy in the field of healthy nutrition of the population for the period till 2020», «Strategy of development of physical culture and sports in the Russian Federation for the period till 2020» and other documents. The experience of socio- economic development of leading countries shows that the transition to a qualitatively new level of economy associated with the intensive mobilization of sources of growth, especially with the growing importance of using highly qualified personnel and the introduction of the evaluation system of vocational qualifications. Currently there are many forms of support for professional level performers of services. A key instrument for the formation of professional requirements to the specialists, workers, artists, etc. are of professional standards. Developing market processes in the field of services for the modeling and design of apparel, fur, leather, knitwear for in- dividual orders and the impact of professional community allow us to state that due to competition the quality of services increases significantly, and a key criterion in assessing the quality is the qualification of executors. Foreign and domestic experience shows that in the current conditions of socioeconomic development, develop- ment of professional standards «Specialist in modeling and designing sewing, fur, leather, knitwear for individual orders» becomes extremely important. The development of professional standards will take into account the spe- cifics of the actual services for the modeling and design of apparel, fur, leather, knitwear for individual orders to reflect the contemporary activities of a specialist in the field of fashion and beauty. The professional standard will be fully and clearly describe the requirements for specialists, to give an indication of the set of normative documents, regulating this activity.

In connection with the transition of universities of the Russian Federation to teaching students according to the standards of the Federal State Educational Standards of Higher Education 3 ++, the task of forming the professional competencies of the graduate based on the relevant professional standards becomes urgent. The article describes the main stages of standardization of higher professional education in the USSR and the Russian Federation and what documents regulated the volume of taught graphic disciplines in technical universities and the content of these disciplines. The issues of the competency-based model of education are considered, such as the concept of com-petence, classification of competencies. Much attention is paid to graphic competencies. It tells about the experience of the department of descriptive geometry and drawing at the Ufa State Avia-tion Technical University with graduating departments in the formation of professional competencies based on professional standards, drawing up curricula and the main educational program.

The article is devoted to the study of the activities of notaries in inheritance cases. The institution of inheritance in Russia, which has historically played an important role in the functioning of public relations, is based on the legal framework formed relatively recently in the transition to a market economy. The main link of modern notaries is private notaries, whose community also makes a significant contribution to improving the legal framework. However, in the field of inheritance proceedings, the activity of notaries is not active enough, which does not meet the interests of citizens and society as a whole. When establishing the fact of opening an inheritance, determining the place of opening an inheritance, establishing the degree of kinship with the testator, according to the authors, the notary should be guided primarily by information from electronic databases of state bodies, use the information obtained in the interests of all existing heirs, which will increase the convenience of using the notary system as a whole, will help reduce the number of falsifications and legal disputes. To do this, the professional community of notaries is invited to expand the list of electronic databases used in the work and develop professional standards in which the notary independently receives information about heirs contained in the databases, as well as the use of this information by the notary in the interests of all heirs (for example, informing the heirs about the opened inheritance) will become mandatory.

The article considers the problem of developing cultural competence of future primary school teachers during professional retraining (language teaching-learning). This problem is stated in the Federal State Educational Standards of Higher Professional Education. The author emphasizes that organizing work to develop cultural competence is a relevant pedagogical concern. Competency-based approach is a high-priority task. Its implementation is mandatory within the framework of new Federal State Educational Standards of Higher Professional Education that determine the training objectives in the form of competencies which are necessary for modern teachers in their professional activities. To address the problem the author suggests using historical documents and archives as additional methodological tools during the compulsory courses study (“Theoretical Bases and Technologies of Primary Language Education”, “Theoretical Bases of Primary Literary Education”) of the 44.03.01. Pedagogical Education (Primary Education) curriculum. According to the author, mastering linguistic disciplines will be successful, if there are vivid examples from regional texts illustrating how a language unit functions and evolves. As a result, it will lead to the developing cultural competence of future primary school teachers.

The article substantiates the priority tasks of reforming the system of higher education in Ukraine. The current state of higher professional education and its tasks are defined; the principles of modern European education are highlighted. Moreover, the components and functions of the organization of the educational process in higher education institutions are identified. The emphasis is placed on the development of pedagogical workers’ professional and pedagogical excellence, the raise of the level of their readiness to use personal development and information and communication technologies, electronic learning tools, information and analytical systems for managing the development of vocational education and students’ training. The recommendations of the European Higher Education Area regarding the development of higher education in the EU countries are substantiated. The author stresses that today one of the main principles of modern European education, which is responsible for the qualitative aspect of training and acquisition of professional competencies, is the mobility of students and teachers. It is noted that the influence of integration processes and the growing role of globalization cause the need to use the international educational standards in the field of education. The influence of reforming the system of higher education onto the creation of favorable conditions for the professional growth of a future specialist is substantiated. Over the last years the improving of the higher education quality have occupied the dominating place in the issues of ensuring the competitiveness of Ukraine’s educational system and training a personnel of a particullar qualification. The author also noted that the influence of integration processes, the growing role of globalization сause the need to use the international educational standards in the field of education. The impact of the higher education system reforming onto the creating of favorable conditions for the development of a person throughout its life, in particular, its professional growth, is theoretically grounded as the key to the development of national intellectual potential. The growing requirements for the quality of training specialists in proffesional education require further theoretical and practical development of the improvement of the system of higher professional education of Ukraine, its recognition in the European and world space, which will be an important step on the way to the professionalism of modern specialists.

The existing classifier of qualifications appears to be replaced by professional standards (PS) for specialists of preventive medicine, approved by the order of the Ministry of labor of RF № 399n from 25.06.2015. This is a multifunctional regulatory document setting requirements for the content, quality and conditions of the work, qualifications and competencies, professional education and training for skills required to meet this qualification, as well as a description of the ethical standards that are obligatory for the acceptance and respect of all members of the professional community. The standard includes the main type of professional activity of specialists of preventive medicine direction - ensuring sanitary and epidemiological welfare of the population and protection of consumers, identifies summarized working functions and corresponding qualification levels for the specialist, as well as requirements for education and practical activities which are necessary for their implementation. For the each working function included into the standard there are identified required knowledge and skills. The Federal educational-methodical Association in the field of the science of health and preventive medicine prepared a new educational standard in which the professional tasks and competences of the future specialist were both harmonized with the labor functions described in the standard and aligned with the major employer of graduates - Federal Service on Surveillance for Consumer rights protection and human well-being. Conclusion. The implementation of the professional standard provides a number of advantages for specialists of preventive medicine, its employers and professors of universities. Continuous updating of professional standards will allow to assess the quality and level of employee competencies, mainstream vocational training programs at all levels, aimed at creating and improving the professionalism of preventive medicine direction.

Currently, the issue of the quality of professional education and compliance of the competencies of university graduates with the requirements of professional community is acute. New technologies require new approaches to the educational process and teaching methods . The development of humanitarian training in technical universities was initiated by economic considerations related to transformations in the economy and the restructuring of higher education. However, the high efficiency of such educational programs is now confirmed if they combine special competencies and knowledge of the characteristics of a specific industry, which becomes a competitive advantage of graduates in the labor market. A good example confirming this approach is the training of bachelors in the field of Advertising and Public Relations in technical universities. The authors evaluated the effectiveness of communication features of bachelors training of a humanitarian profile in technical universities on the basis of such criteria as (1) the use of the scientific and educational potential of the university and its resources; (2) the interest caused by this direction among prospective students; (3) the specifics of the educational process; (4) the uniqueness of the competencies that graduates of a technical university have, (5) their demand in the labor market and socio-professional assessment. This study finalized in a poll of fourth (final) year undergraduate students studying in training profile “Advertising and Public Relations in the Aerospace Industry”. As the poll showed, graduates of humanitarian fields of training in technical universities can be characterized by lateral thinking, erudity, knowledge of industry specifics, and motivation to work in the chosen field. An important advantage of such training it the perception of students consists in application of knowledge gained in other industries. It is important to note that the high level of training is confirmed by the social and professional accreditation of the faculty.
