Lesson learning and trans-boundary waters: a look at the Global Environment Facility's international waters program

The Global Environment Facility (GEF) aims to assist countries in better understanding the functioning of their international water systems and developing an appreciation of how sectoral activities have an impact on the environment. By funding the transaction costs of the learning processes necessary to gain a better understanding of these ecosystems, the GEF hopes countries will collaborate with their neighbors to reach effective solutions collectively. This paper explores lessons learned from GEF efforts concerning trans-boundary water resources. It investigates GEF efforts in (1) creating a shared vision, (2) involving the public and private sectors, (3) coordinating program activities, (4) building governance institutions and capacity, and (5) improving the ecosystem. These lessons reveal relative success in creating a shared vision and building governance institutions and capacity for trans-boundary waters but uncovers significant obstacles in the other areas.

The term “urban mass transit” generally refers to scheduled intra-city service on a fixed route in shared vehicles. Public transportation is an important contributing factor to urban sustainability. Effective transportation networks that incorporate public transit livable by easing commute and transportation needs and increasing accessibility. To assess public transportation accessibility in metropolitan networks, two indices are used: the supply level of urban public transportation facilities resource and the public transportation-private automobile traveling time ratio. As the research in the Wolaita sodo town region and the assessment system, an evaluation technique for urban public transportation facility resource supply is developed based on accessibility. Accessibility is a representative indicator for evaluating the supply of bus system. Traditional studies have evaluated the accessibility from different aspects. Considering the interaction among land use, bus timetable arrangement and individual factors, a more holistic accessibility measurement is proposed to combine static and dynamic characteristics from multisource traffic data. The objective is to highlight the main lessons learned and identify knowledge gaps to guide the design and evaluation of future transport investments. Moreover, studies looking at ways to improve the operational efficiency of systems and those seeking to promote behavioral changes in transport users offer great potential to generate learning that is useful for the public and private actors involved.

During June and July 2014, at the site of Zadruzni Dom in Skelani, archaeological investigations of the late antique building were carried out, whose rooms were first discovered in the course of archaeological excavations in 2008. The building has a rectangular base, of a northeast-southwest orientation, with the discovered part measuring 20.90 x 30.90 m. What is distinguishable within the asymmetrical base is an entrance, along with eleven rooms, two of which have apses, and a peristyle, i.e. an inner courtyard with a roofed corridor surrounding it which connects all the rooms of the building. During the archaeological excavations, entrance thresholds and extremely well preserved mortar floors with mortar skirting were noted in most rooms, along with traces of fresco painting on the walls and mosaic floors, executed in the opus tesselatum technique, observed in several rooms, the peristyle and the encompassing corridor. The discovered mosaic fragments are decorated with geometric motifs in the form of a swastika, a Solomon?s knot, a square, a rhomboid, overlapping circles, etc. and floral motifs of ivy and petals, as well as a double braid motif. Small but, unfortunately, fragmented pieces of a mosaic with a figural representation were discovered in the central part of the peristyle, while the mosaic in room K was decorated with a motif portraying the winged head of Medusa. Two construction phases were noted, an older and a younger, with the walls, which were two Roman feet wide and built from dressed stone, and the older mortar floor belonging to the older construction phase, and the second, younger construction phase comprising mosaics, fresco painting, the younger mortar floor and two furnaces. Contemplating the planimetry of the building, one gets the impression of the rooms being divided between two parts - public and private, whereby the public part of the building would be located near the main entrance hall and would comprise rooms A, B, C, D and F, with mortar floors and traces of fresco painting on the walls. The other, possibly private, part of the building would include five rooms G, H, I, J and K and the inner courtyard. Rooms I, J and K had floor and wall heating, while rooms G and H had an arched apse and possibly functioned as a reception hall and/or a stibadium. The hallway with mosaics, which flanks the inner courtyard, was most likely roofed. Traces of burning in the north-western corridor testify to the destruction of the building in a fire. Based on the architectural elements and the traces of fresco painting and mosaics in the building at the site of Zadruzni Dom in Skelani, it can be deduced that this is a late antique building which can roughly be dated to the period between the end of the 3rd and the mid-4th century AD, and whose lavish decoration implies that it was owned by an affluent resident of Skelani from the aforementioned period.

A significant shift has occurred in the nature of policing over the past 30 to 40 years across jurisdictions and contexts. The paradigm of policing as a purely government function is under challenge. Policing is becoming more “pluralised” with a range of actors, both public and private. This shift has significant social implications for the general public, together with the public and private organisations that provide policing services. These implications are discussed and highlighted through the use of information technology by private police in two areas—CCTV surveillance and intelligence gathering. This case discusses this shift between public and private sectors in policing. The situation is more complex than a simple public/private divide and plays host to a range of interactions that bring many actors into contact, competition, and alliance in networks and assemblages. Most research and regulation remains focused on public policing even though, numerically, private policing is now a major provider of policing services in an increasingly fragmented, pluralized, and commodified market. This case considers the regulation of private policing as it exists in the Australian context and how it applies to the use of information technology, together with issues for human rights, especially privacy.

Korea initiated a new experiment, called a dynamic response system for open democratic societies as a principle to respond to the novel coronavirus (COVID-19). The global pandemic of COVID-19 led to a surge in demand for healthcare medical masks and respirators, and strained the global supply chain of mask production and distribution systems. This study provides a systemic view of critical personal protective equipment for both healthcare staff and the public to stop the spread of COVID-19. This study investigates the dynamic response system of healthcare mask production to the coronavirus and discusses lessons learned in view of systems thinking. The study shows that it is critical to developing a quick and dynamic response system to the evolving market conditions with flexible and agile operations. Visibility with transparency with information sharing with the public is also critical under global pandemic. Due to the shortage of mask supply, smart consumption is required along with collaboration with public and private sectors, as well as global organizations. Democratic leadership and a well-prepared strategic plan for long-term period are essential to the open society to prepare the global pandemic in the future. This study serves as a benchmark for dynamic and timely responses to the global pandemic.

Purpose Effective BIM application hinges on the development of appropriate strategies for its implementation. Though some strategies have been deployed to facilitate BIM implementation in China, their outcomes are not clear. The purpose of this paper is to provide recommendations regarding appropriate strategies for promoting the development and implementation of BIM in China based on lessons learned from advanced implementation experiences in other countries. Design/methodology/approach First, existing strategies are investigated and barriers to BIM implementation mentioned in previous studies are summarized. Then, the identified barriers are mapped to the strategy contents. Finally, a comparative analysis on different areas is conducted to propose suggestions for identified items of BIM implementation strategies that need to be improved. Findings Six unaddressed barriers to BIM implementation strategies in China were identified from the mapping results: insufficient government lead/direction, organizational issues, legal issues, high cost of application, resistance to change of thinking mode and insufficient external motivation. Originality/value The findings of this study can be used to facilitate the development of appropriate strategies within the public and private sectors for promoting BIM implementation in China and elsewhere.

ABSTRACT Faced with training and travel dollar constraints, California's Department of Fish and Game and the 11th U.S. Coast Guard District worked to form a multiorganizational partnership designed to leverage required resources to conduct a premier operational-level oil spill response training program in the state. The partnership included no less than six major organizations from both the public and private sectors, each playing critical roles in planning and conducting the training. Major hurdles overcome were curriculum development and operational support. Both of these challenges were resolved through a unified management approach in which the ultimate objective became success of the course. The lessons learned from the program provide guidance and rationale for future such efforts.

This article investigates the use of collective action in the public sector by analysing the Danish teacher lock-out in 2013. The social partners in the public sector in Denmark (and the other Nordic countries) engage in negotiations and reach agreements regarding wages and working conditions in accordance with an institutional set-up developed in the private sector. This also applies to the use of the so-called weapons of conflict – strikes/blockades and lock-outs/boycotts – in connection with labour disputes if the parties are unable to reach agreement through negotiations or mediation. But there is a big difference in the premises and conditions upon which collective industrial conflict as an institutionalised form of collective action proceeds when comparing the public and private sectors in Denmark. The article shows how the use of collective industrial conflicts in the public sector has a number of built-in systemic institutional flaws, as the public employers are the budgetary authority and legislators at the same time. This is not a new finding; however, these multiple roles become problematic when public employers use the lock-out weapon offensively in combination with state intervention to end the dispute, which was the case during the teacher lock-out in 2013 in Denmark. The article concludes with the presentation of a number of proposed institutional adjustments for bringing the public bargaining model into balance.

Work in public and private sectors compared Work in public and private sectors compared During the past years, Dutch media made mention of work problems and social unrest in the public sectors. However, research did not focus very strongly on the quality of work in these sectors. Therefore the aim of this article is to describe working conditions and terms of employment in the public sectors in comparison with the private sectors in the Netherlands. The data used were gathered by TNO and Statistics Netherlands in 2010 with the annual Netherlands Working Conditions Survey. The 2010-sample contained 23.000 workers, representative for the Dutch work force.The analyses – centered on 10 public and 10 private sectors – show clearly that mental-emotional strain is higher in the public sectors than in private sectors. On the other hand, physical strain, dangerous work and irregular working hours, are encountered more frequently in the private sectors. In the public sectors employees work more with permanent contracts and in shorter working weeks. Work uncertainty is seen above average in the financial and commercial services and in the transportation sector, but also in government departments, the judiciary and the police. Feelings of burn out are found most often in the three educational sectors. Pay satisfaction is highest among workers in the financial services, higher education and government departments, and lowest in the police and the hotel and catering industry. On average overall work satisfaction is highest in the public sectors.In addition, the analyses show that the 10 public sectors cannot be seen as one whole; the same is true for the 10 private sectors. As far as the quality of work is concerned, government departments, local governments, provinces and higher education resemble commercial and financial services. But primary and secondary education, health care and the police differ significantly from the other public sectors.

At a time of renaissance in the nuclear power industry, when it is estimated that anywhere between 60 to 130 new power reactors may be built worldwide over the next 15 years, why should we focus on decommissioning? Yet it is precisely the time to examine what decommissioning considerations should be taken into account as the industry proceeds with developing final designs for new reactors and the construction on the new build begins. One of the lessons learned from decommissioning of existing reactors has been that decommissioning was not given much thought when these reactors were designed three or four decades ago. Even though decommissioning may be sixty years down the road from the time they go on line, eventually all reactors will be decommissioned. It is only prudent that new designs be optimized for eventual decommissioning, along with the other major considerations. The overall objective in this regard is that when the time comes for decommissioning, it can be completed in shorter time frames, with minimum generation of radioactive waste, and with better radiological safety. This will ensure that the tail end costs of the power reactors are manageable and that the public confidence in the nuclear power is sustained through the renaissance and beyond.

This study presents a theoretically-based model for economic analysis of electronic commerce in developing countries. The Porter diamond model is adopted for proper economic examination of the factors that affect e-commerce. The model not only captures the factors as the driving forces of e-commerce, but also facilitates the assessment of e-commerce and identification of the global competitive advantages of the firms. The new model can be used as a framework for better policymaking by the public and private sectors and to predict changes in the rapidly expanding e-commerce in the global environment, especially in developing countries.
