Abstract The sponge city concept is a new strategy for China designed to solve its urban water problems. The tasks involved in sponge city construction (SCC) have brought new challenges regarding the urban construction process for local Chinese governments. However, there is still no comprehensive and systematic study of the government mechanisms for guiding the construction of sponge cities. This paper aims to develop an evaluation index system of government mechanisms at the whole-of-nation scale. This system covers five elements of government mechanisms. This evaluation index system covers the specific content of the government mechanism anticipated before the process of SCC. Since work systems, functions, and capacities differ with each given local government, the work mechanism of local governments can be adapted to local conditions according to the research results of this paper. By doing so it is possible to make full use of the constraint and management function of each indicator, so that all departments can constantly optimize the allocation of resources and clarify responsibilities, so as to effectively promote the construction of a sponge city.

Building is the focus of the city's comprehensive disaster prevention and mitigation. The comprehensive disaster prevention ability of the construction directly affects the safety of the people, the city and even the society as a whole. According to Civil Construction Reliability Evaluation Criteria and the Standard of Dangerous BuildingAppraisal, the evaluation index system is establisshed in this paper, which is including structure, facilities and personnel ,to evaluate the comprehensive disaster prevention ability of the construction. Also the fuzzyevaluation method is put forward to solve the complexity of the evaluation objects and the difficult quantitative of the evaluation index directly .The research results help owners and the government managers to fully understand the usage of the building, and formulate the specific prevention measures .It also provides a reference basis for the maintenance and reinforcement of building.

This paper aims to create an eco-city evaluation index system for Wuhan based on a data collection and comparative analysis on a large amount of cases in Wuhan, and a questionnaire survey targeting specialist and professionals. And there should be an emphasis point about the core index selection according to the character of different construction area, creating zoning control, to discuss further about the implementation of eco-city construction in planning aspect.

The city of Qingdao as an important coastal city in Shandong Province, in the 2006-2020 city plan clearly proposed to build an ecological city goals. This paper uses the optimization evaluation index system by AHP, landscape evaluation method for the construction of ecological city of Qingdao City, the evaluation results show that: the current level of ecological city construction in Qingdao City, eco city construction has a long way to go.

Ecological civilization, a word with distinctively Chinese characteristics, will be the key strategy to address a series of problems in China’s economic transformation in the future. This study elaborated the concept and connotation of an ecological civilization from both narrow and broad perspectives, and established an evaluation index system with 26 specific indicators. These indicators were based on concepts to evaluate the development level of ecological civilization in mainland China and its 31 provinces (excluding Hong Kong, Macao, and Taiwan), autonomous regions, and municipalities from 2004 to 2016. The results reveal that China has achieved a transition in the development level of ecological civilization from low to intermediate as a whole, however, even rapid economic growth at the expense of the ecological environment cannot enable China to get rid of the fact that its social and economic development is lagging behind developed countries and regions. China and its various provinces, autonomous regions, and municipalities should gradually reduce their own deficiencies in the process of ecological civilization construction, under the premise of maintaining their own advantages, so as to achieve sustainable development and accelerate the construction of an ecological civilization.

Building an index system of circular economy evaluation scientifically, evaluating the state of development of circular economy correctly, is not only main contents of the circular economy research, but also an important way to achieve the sustainable development of circular economy. Based on promulgated by the government, combined with the actual development of Ningbos circular economy, a comprehensive evaluation index system of Ningbos circular economy development has been built. And therefore the state of circular economy development from 2001 to 2011 has been evaluated dynamically.

With the update and development of technologies such as IoT, the smart city revolution is boosting construction. Several excellent CBD construction projects designed in smart city construction models have emerged around the world. Exploring the construction model of the CBD through the establishment of an evaluation index system of construction effect is of great significance for CBD’s future development. The main objective of this study is to analyze the factors that affect the effectiveness of the construction of the CBD by using the Delphi method and AHP and to provide a systematic method to establish an index evaluation system for the construction effect of the smart CBD, which reflects the influencing factors of the construction effect in the CBD district from six perspectives: construction, management, service, innovation, strategy, and users. This paper also introduces the construction and development of CBD in the Jiangbei New District in Nanjing, China, and uses the indicator system established in this study to evaluate its construction effect. This paper establishes a four-level indicator system, from general to specific, and discusses the degree of impact of each indicator on the effectiveness of smart CBD construction. In order to obtain the initial evaluation data more accurately, this study classified the survey subjects into three categories, which are managers, commercial enterprise users, and ordinary residents. Finally, through the analysis of the evaluation results, the effectiveness of the construction of the Jiangbei New District CBD was evaluated, and the focus of the future smart CBD construction was pointed out. The evaluation index system for the construction effect of the smart CBD established is considered to supply a good foundation for the CBD-related study.

In order to build a scientific pre-evaluation system for the industrialization of local science and technology (sci-tech) achievements, based on the analysis of the characteristics and laws of the industrialization projects of sci-tech achievements, the pre-evaluation of the industrialization projects of sci-tech achievements at home and abroad, the importance of the pre-evaluation of the industrialization projects of local sci-tech achievements and the research methods, the pre-evaluation index system of industrialization projects of local sci-tech achievements has been established from six aspects: policy environment, technical performance, economic benefits, resource guarantee, organizational guarantee, and social benefits. The research took the smart manufacturing project in Xiqing District of Tianjin as the object of empirical analysis and applied the fuzzy analytic hierarchy process (FAHP) to comprehensively evaluate the project. The overall score of the smart manufacturing project was 87.639, and the evaluation result was good and in accordance with the actual situation. The feasibility and validity of the evaluation index system and the evaluation model are verified, the risks of economy and policy in the industrialization of sci-tech achievements are reduced, and the optimization rate of the industrialization project is improved, which provide a reliable basis for local governments to realize the industrialization of sci-tech achievements.

Soil remediation technology has achieved good results at present, but evaluation research on the soil remediation effect is relatively lacking. In the field of soil remediation effect evaluation, there are problems such as unscientific and imperfect indices and the inability to guarantee the authenticity of data. Based on the research results of domestic and foreign scholars and the soil remediation standards of some developed countries, a set of recommended indices for soil remediation evaluation has been formed through the analysis and screening of a large number of documents and the results of expert consultation. However, there are phenomena such as lack of data authenticity, information asymmetry, and low supervision efficiency. Based on the technical characteristics of the blockchain and the current soil remediation effect evaluation requirements, combined with the research results of domestic and foreign scholars and the soil remediation standards of some developed countries, the core technology and corresponding application scenarios were analysed for functional requirements in this paper. The introduction of blockchain technology will improve the authenticity of data and form a decentralized, trustworthy, and traceable supervision model. Finally, an evaluation index system of the soil remediation effect based on blockchain was constructed from the following five aspects: collection of soil remediation indices, the addition of a new blockchain-based soil remediation effect evaluation and supervision model, the determination of index weights, a list of soil remediation effect evaluation indices, and providing feedback and suggestions. Through the application of blockchain technology and the innovative addition of the “regional policy” evaluation index, changes and innovations were made in all aspects of the soil remediation effect evaluation process.
