Red tides and eutrophication have been frequently observed over the past two decades in coastal waters around Hong Kong, which are caused by many factors and one of them is the nutrient from nonpoint source pollution (NSP). This paper concentrates on the nutrients carried by river flow from watersheds. Since there are no systematical data sets of nonpoint source pollution in Hong Kong, monthly river water quality measurements, rainfall and river flow data, land uses, and other related information are used to analyze the characteristics of NSP and estimate the nutrient loads for Hong Kong region. Main achievements are as follows: firstly, besides mean concentration for single land use, the concept of integrated mean concentration for mixed land uses was proposed and applied. Secondly, mean concentrations were carried out for different land uses (agriculture, town, grassland, shrubland and woodland), each Water Control Zone, and Hong Kong region. Thirdly, the annual nutrient loads were estimated, for the first time in this paper, with various methods for the whole area of Hong Kong, and about 8,000 tons of TN and 1,500 tons TP are transported into coastal waters from Hong Kong's land in 1998.


<em>Abstract</em>.—Red tides or blooms of the naturally occurring dinoflagellate <em>Karenia brevis </em>occur in the Gulf of Mexico from Texas to Florida and in the Atlantic from Florida to North Carolina. Blooms are particularly frequent and prolonged along Florida’s southwest coast. In recent years, red tide blooms have been persistent and devastating. These events have heightened the public perception that increased nutrient loads are exacerbating the frequency and severity of red tides in bays and nearshore coastal waters. In 2001, a telephone survey of 1,006 randomly selected households in southwest Florida was conducted to assess the public’s knowledge of red tide. Adult respondents were queried about their awareness of red tide and their knowledge of the biology, environmental effects, and human health effects of red tide. The most frequently cited sources of information were television and newspapers, followed by radio and word of mouth. Brochures, Internet Web sites, workshops, and meetings were less important sources of information. One of the most significant findings was that respondents were not aware that red tides originate in offshore waters. This finding is particularly important as citizen groups are seeking strategies to either minimize or control red tides in bays and nearshore coastal waters.

Coastal area of Bitung Municipality is one of the economical activities centers in North Sulawesi Province such as for land-uses and the exploitation of natural resources. Those activities are exaggerating day bay day and tended to be uncontrollable. The excess of those conditions, it has been recorded the change of waves in Bitung waters that has impacts to coastal areas and can affect the utilization of coastal and marine resources. This research was aimed to observe waves altitude variations in Bitung waters with Svedrup Munk and Bretchsneider (SMB) method that had been used to predict waves altitudes. The results showed that the wind speed during West Season was 0.33 m and were dominant to the East, while during East season was 0.91m from South-East to North-West, and then on transition period (March to May) was 1.08m from South-East to East. The results of those wind speed to the waves altitudes in Bitung waters is discussed in this paper© Pesisir pantai Kota Bitung merupakan salah satu pusat aktivitas ekonomi (misalnya pemanfaatan lahan dan eksploitasi sumberdaya) di Provinsi Sulawesi Utara. Aktivitas tersebut semakin hari semakin meningkat dan memiliki kecenderungan tidak terkontrol. Akibat dari keadaan tersebut, telah terjadi perubahan fenomena gelombang di perairan Bitung yang berdampak pada keberadaan daerah pesisir pantai di mana hal ini dapat mengganggu aktivitas pemanfaatan sumberdaya pesisir dan laut tersebut. Penelitian ini bertujuan untuk mengetahui variasi tinggi gelombang di perairan Bitung dengan menggunakan metode Svedrup Munk and Bretchsneider (SMB) yang biasa digunakan untuk peramalan tinggi gelombang signifikan. Hasil penelitian menunjukkan bahwa kecepatan angin pada Musim Barat sebesar 0,33 meter dan dominan ke arah Timur, sementara pada Musim Timur sebesar 0,91 meter dari arah Tenggara ke Barat Laut, serta pada Musim Peralihan (antara bulan Maret-Mei) adalah sebesar 1,08 meter dari arah Tenggara dan Timur. The water quality in the 12 priority watercourses of Hong Kong was appraised in respect of the various environmental control measures being undertaken. It was noted that water quality in Lam Tsuen River had been significantly improved since 1983. This is attributed to recent resumption of unsewered lands for town development, training of river basin to increase flow, and declaration of the catchment as a “Water Control Zone” under the Water Pollution Control Ordinance. In contrast with the other heavily polluted watercourses to which little abatement measures were implemented, the water qualities of Shing Mun River and Tuen Mun River were slightly upgraded because of the efforts to rectify unauthorized industrial discharges back to foul sewer and provision of interceptors and sewers to villages. The 10 year Livestock Waste Control Scheme enforced on 24 June 1989 was found in parallel with BOD and suspended solids decrease in watercourses. To assess its effectiveness, however, a longer term monitoring is required to get a conclusive result.

The regulation of development-related activities can require complex approaches to the management of nonpoint source pollution (NPSP) associated with such activities. Experience has shown that growth and transportation needs can be accommodated in a manner which avoids and minimizes stream and wetland impacts while remaining compatible with effective NPSP management strategies, herein referred to as stormwater management (SWM). The Maryland Department of the Environment (MDE) has developed a “one stop shop” review and assessment procedure where applicable federal and State regulatory programs are combined into a single process where on-site conditions are assessed, potential impacts are identified and mitigative practices are proposed sufficient to offset habitat loss and comply with water quality standards. The example presented is the first of several development projects in a 405 hectare (1000 acre) watershed of the Potomac River in the greater Washington, DC area of Maryland. The project, submitted in 1989, proposed stream and wetland impacts for road construction and runoff catchment basins which were determined by MDE to be avoidable. Impacts were reduced and mitigated by design revisions and innovative approaches to wetland re-creation and SWM. Subsequent development projects in this watershed are currently expanding in a manner which utilizes and refines data obtained from this initial project with completion expected by 2003.
