Including public perception data in the evaluation of the consequences of sewerage derived urban flooding

This text reports research which was undertaken to assess the failure consequences associated with sewerage systems. In an effort to move away from considering only flood volume, depth or extent, the text will focus on how a survey of public opinion was used to inform the development of a consequence scoring methodology. The failure consequences considered range from internal flooding of properties, to road closure, environmental damage and odour problems. The text reports the extent to which experience of flooding influences perceptions of failure consequence and sewerage system management. It is also outlined how this data was used, along with other data sources, to construct an objective scoring process that can be used to evaluate failure consequence and readily prioritise sewerage maintenance.

BACKGROUND Physician-patient conflicts have increased more than ten times from the 2000s to 2010s in China and arouse heated discussion on microblog. However, little is known about similarities and differences among views of opinion leaders from the general public, physician, and media regarding physician-patient conflict issues on microblog. OBJECTIVE This study aimed to explore how opinion leaders from physician, the general public, and media areas framed the posts on major physician-patient conflict issues on microblog. Findings will provide more objective evidence of trilateral (health profession, general public, and media) attitudes and perspectives on physician-patient conflicts. METHODS A comparative content analysis was conducted to examine the posts (N=545) from microblog opinion leaders regarding the major physician-patient conflicts in China from 2012 to 2017. RESULTS Media used significantly more conflict (M=0.16) and attribution frames (M=0.16) but least popularize medical science frame (M=0.03) than physician (M=0.06, p<0.001; M=0.06, p<0.001; M=0.08, p=0.035, respectively) and general public opinion leaders (M=0.06, p<0.001; M=0.09, p=0.003; M=0.12, p<0.001, respectively). There are no significant differences in the use of conflict, cooperation, negative and popular science frames between general public and physician opinion leaders. CONCLUSIONS This imbalanced use of frames by media would cultivate and reinforce the public perception of physician-patient contradiction. The physician and general public opinion leaders share some commons in post frames, implying that they do not have a fundamental discrepancy on physician-patient conflict issues. It is essential to guide and encourage media microbloggers to make every effort to popularize medical science and improve physician-patient relationships.

This chapter introduces a benchmark theory of public opinion towards European integration. Rather than relying on generic labels like support or scepticism, the chapter suggests that public opinion towards the EU is both multidimensional and multilevel in nature. People’s attitudes towards Europe are essentially based on a comparison between the benefits of the status quo of membership and those associated with an alternative state, namely one’s country being outside the EU. This comparison is coined the ‘EU differential’. When comparing these benefits, people rely on both their evaluations of the outcomes (policy evaluations) and the system that produces them (regime evaluations). This chapter presents a fine-grained conceptualization of what it means to be an EU supporter or Eurosceptic; it also designs a careful empirical measurement strategy to capture variation, both cross-nationally and over time. The chapter cross-validates these measures against a variety of existing and newly developed data sources.

Las relaciones públicas deben concebirse como un proceso de gestión de las relaciones al servicio de la gestión de la comunicación de las corporaciones y las instituciones. En este contexto, el objetivo principal de este trabajo es analizar la Ceremonia de entrega de los Premios Princesa de Asturias como una técnica específica de relaciones públicas institucionales orientada a la legitimación y notoriedad de la Casa Real y los sucesivos Herederos a la Corona ante la opinión pública nacional e internacional, trasladando la imagen de continuidad y normalidad democrática. Para lograr la consecución de este objetivo principal, este trabajo realiza una revisión teórica sustentada en el uso de fuentes de datos secundarios, fundamentalmente bibliográficos y archivísticos. Los resultados evidencian utilidad de la organización de actos como herramienta de gestión de la opinión pública para vehicular y difundir los mensajes institucionales pertinentes en cada momento histórico.  _________________________Public relations should be conceived as a process of managing relationships at the service of communication management of corporations and institutions. In this context, the main objective of this work is to analyze the Ceremony of delivery of the Prizes Princess of Asturias as a specific technique of institutional public relations oriented to the legitimation and notoriety of the Royal House and the successive Heirs to the Crown before the, national and international, public opinion, transferring the image of continuity and democratic normality. In order to achieve this main objective, this work makes a theoretical revision based on the use of secondary data sources, mainly bibliographic and archival. The results show usefulness of the organization of acts as a tool for public opinion management to disseminate and disseminate relevant institutional messages in each historical moment.

As of late there's been great interest in social media’s ability to predict elections. Platforms such as Twitter and Facebook, owing to their cultural ubiquity, offer a plethora of data and an opportunity to track public perception at a granular level in real time. The ability to passively analyze public opinion is a massive step forward in the realm of political prediction, and has the potential to redefine the field of campaign strategy. In this piece of research I analyzed the current state of social media based electoral prediction. I examined the methods and techniques used to collect and analyze data, and compared their results against both each other and other methods of prediction such as telephone polling. In this I found a field that is still in its infancy. Much work remains to be done until a set of best practices surrounding social media based electoral prediction are accumulated.

Effectively managing watercourse crossings is critical for pipeline operators since a failure in a watercourse can not only cause significant environmental damage, but it can also affect the safety of the public and damage public perception. This paper describes the steps that two liquids operating pipeline companies, Spectra Energy Liquids and Kinder Morgan Canada, take in the management of their watercourse crossing programs. It describes four main phases of the program including taking inventory of the water crossings, completing a hazard assessment of the water crossings to determine which hazards could pose a threat to the pipeline integrity if the crossings were to become exposed, completing engineering assessments to determine the actual risk of failure from static or dynamic loading or vortex shedding if the pipe were to become exposed, and finally prioritizing the mitigation of water crossings. This paper also describes steps to be taken to ensure the integrity of the pipeline during flood events.

The research study was conducted in two stages, in 2015 and 2016 from March 15 to April 15 utilizing the method of formalized interview.  Each phase of the survey involved 560 Yerevan residents. As the results of the research come to prove, the mosaic of the public perception and the psychological reflection of the phenomenon of the Armenian Genocide is very sophisticated. The moods of regret, pain, depression, declining moods, complaint, wrath, revenge, hope and optimistic views for future are intertwined and bound together. These moods and feelings appear next to each other and quickly alternating.According to the results of both 2015 and 2016 surveys the moods of overcoming pain, faith and hope, optimistic attitude towards the future (91.4%) are dominant over complaint, anger, revenge, struggle for compensation (85.5%) and regret, pain, depression, declining moods (69.6 %).The indicators of the moods and feelings of the first and second groups are generally stable. In this connection both studies in 2015 and 2016 recorded similar results. However, the indicators of the following moods decreased from 76.2% to 69.6%: regret, pain, depression, declining moods, the manifestations of the complex of a victim. The indicator of more intense expression of such moods dropped from 47.2% to 35.6%.The authors explain such change by the influence of three internal and external political factor groups.

The European Union (EU) is a supranational political system that unites more than twenty-five European countries. European integration began to facilitate economic cooperation. Over time, it evolved into both an economic and political union. The progress in European integration accelerated in the 1980s and the 1990s. As a result, the European Union was established in 1993 and assumed more political power. The process of establishing the European Union was slowed by the results of a referendum in Denmark, which at first did not approve the treaty establishing the EU. This referendum made it clear that public support for European integration could no longer be taken for granted and that public attitudes toward the EU are crucial for the European Union’s future development. In other words, the era of permissive consensus ended and it became clear that public opinion has become a powerful force in the development of European integration. Since then, public opinion has had a clear influence on the direction of European integration in a number of ways. Examples of this influence include the rejection of the single European currency in Sweden, the failure of the Constitution for Europe, and, most notably, the United Kingdom’s decision to exit the EU. Public opinion has influenced European politics in other ways as well. For example, national political elites, acting at the European level, are constrained in their decisions by public opinion at home. The importance of understanding public opinion toward the EU has given rise to a lively research program. In their quest to understand citizens’ attitudes toward the EU, researchers first had to conceptualize the key concepts in this field, in particular the meaning of public support for the EU. Following this, scholars began to investigate why people support or oppose the European Union, which became the most widely studied topic in this field. In addition, studies have examined public support for specific European policies, determinants of voting in EU-related referendums, public support for EU membership in countries outside the EU, and the extent to which public opinion matters for policymaking in the EU. All these topics are included in this annotated bibliography. The section devoted to General Introductions and Review Articles lists review articles and textbook chapters that provide a quick overview of the topic as a whole. The next section, What Is Public Support for the EU and How Do We Explain It?, digs deeper into the concept of public support for the EU, asking how the concept is defined and what explains support for the EU. The following three sections deal with public opinion toward specific EU policies (Public Opinion toward Specific EU Policies), public support for the EU in nonmember states (Public Support for the EU in Candidate Countries and Other Nonmember States), and the question of public opinion’s influence on policymaking in the EU (Does Public Opinion Matter for Policymaking in the EU?). The second-to-last section is devoted to referendums on European matters (Referendums: Explaining the People’s Vote, Explaining Brexit). The last section (Data Sources) looks at data sources that can be used in the study of public attitudes toward the EU.

Cultural heritage professionals are becoming increasingly concerned about the lack of care being taken by municipalities for their cultural heritage objects which include works of art in public places. They have therefore begun to ask the public to help take care of “their” cultural heritage through so-called public participation projects. Cultural heritage professionals tacitly assume that if they “teach” the public to treasure such objects of “their” heritage, the public will become more proactive in helping to conserve them. However, research being conducted by the authors is showing that a majority of the general public often has a completely different awareness and/or feeling about cultural heritage objects in their neighborhoods than the cultural heritage professionals think they have, or think they should have. Three recent case studies carried out by the authors show that these differences are most noticeable during so-called “value moments” at the beginning and at the perceived end of an object’s life. These are the two moments when decisions are made, usually by cultural heritage professionals, to place an object in a neighborhood or have it significantly changed or removed, often to the surprise and disagreement of the residents. Between these two moments lay many moments when an object is taken for granted, grudgingly accepted, or not even noticed. Given the fact that cultural heritage professionals often make the ultimate decisions and do not always consider or outright ignore public opinion, it should not be surprising that there is an increasingly negative public perception of what they do. The results of the case studies illustrate the need for professionals to consider and accept as valid, public feelings about cultural heritage objects in their neighborhoods.

This study aims to describe the public perception of the existence of asphalt minning in relation to the environmental inpact caused in the Winning Vilage of Pasar wajo Distric in Buton District. This research is descriptive qualitative whit case study approach. Data collection is done by using method: questionare, interview, observation and documentation. Data obtained from 55 respondents, then presented in tabular from percentage, then described qualitatively. The result showed that the public response about the presence of asphalt mining in Winning Vilage, divided into positive and negative impacts. Positive impacts of asphalt mining such as: increased local income, creation of employment opportunities for local communities, exposure of territories from isolason. While the negative impact is asphalt mining activities caused environmental damage include: 1) land danmage, land disruption, 2) Damage to flora and fauna, communities responding to asphalt mining activities caused damage to vegetation and people responded to asphalt mining activities causing damage/wild animal/wildlife, 3) The contamination river water, times and swamps where people respond to the mining activitie of asphalt cause pollution of riverwater/times and swamps, 4) Air pollution mainly dust produced from the development process and the means of transportation passing by, 5) Noise, where people respount to asphalt mining activities generate noise, 6) The existence of healt problems where people respoud to asphalt mining activities cause public health problems,
