This article discusses the role of cooperation between Russia and China in the energy sector in the conditions of de-dollarization. Trends in the development of relations between the two countries are formulated. Finally, it is concluded that the partnership between Russia and China is united by a common goal to resist the international system, which is dominated by the West. Their relationship is tactical and opportunistic, but increasingly compatible with economic, political and security interests.

Abstract As the world moves away from the West-centered international system, IR scholars are increasingly turning their attention to substance and formation of national values. Using the case of Russia, we show how distinct schools of IR theory and foreign policy dominant in the country have come to recognize the importance of national values as a lens through which to assess the country's means and goals of development. Each in its way, these schools—Civilizationists, Statists, and Westernizers—have prioritized “the national” in the country's future. We explain Russia's turn to the national by stressing the country's ontological insecurity, the role of the Russian state, and Western actions that contribute to creating and exacerbating the conditions of ontological insecurity. The case of Russia has important implications for understanding the role of national values in the formation of foreign policy and IR theory.

This article is a continuation of the analysis of the structure and extent of the foreign trade of the Polish-Lithuanian Commonwealth in the 16th to 18th centuries, the starting point of which is the problematic place of the concept of the capitalist world system (CWS) which has exaggerated too much the influence of international trade on the socioeconomic development of the Commonwealth. Having analysed Poland’s foreign trade structure in the 16th to 18th centuries, as well as the scale of its economic involvement in international trade, the article seeks to determine the foreign trade structure of the Grand Duchy of Lithuania (GDL) in the 16th to 18th centuries, and the scale of its involvement in international trade. The article consists of two sections (The Integration of the GDL’s Foreign Trade in the 16th to 18th Centuries into European Market Relations: The Role of Sea Trade and its Growth; and The Foreign Trade of the GDL with the West in the 16th to 18th Centuries: Structure and Scale), and a Summary. The latter contains a comparative analysis of the structure and scale of the foreign trade of Poland and the GDL with the west, and the scale of the Commonwealth’s involvement in international trade is determined.

The article deals with the issues that have not been previously studied, notably trade cooperation between Ukraine and Turkey, the role of the Turkish market in foreign trade of the Ukrainian SSR, trade activity of Turkey nationals in the territory of Ukraine in the early 1920s. The research reveals the setting, in which trade relations between Turkey and the Ukrainian SSR have been formed at the beginning of the 1920s. The contractual and legal framework, organizational forms of the Ukrainian SSR’s trade activity in Turkey and port infrastructure are described. Trade representatives as well as their suggestion as to the activities of the trade mission of the Ukrainian SSR are named. The organizational and staff structure of the trade mission of the Ukrainian SSR in Turkey is examined. The issue of subordination of the Crimean branch of the People’s Commissariat of Foreign Trade to “Ukrzovnishtorh” with the view to trade with Turkey and difficult social and economic situation on the peninsula is highlighted. The role of the trade mission of the Ukrainian SSR in Istanbul as part of the foreign trade activity of the Ukrainian SSR is described. The place of the Istanbul market in export-import operations of the Ukrainian SSR is exposed. The monetary value of the volume of export-import operations is indicated. The author states that with the establishment of the USSR and further centralization of power in the area of foreign trade, Russian official was assigned as trade permanent representative of the Ukrainian SSR in Turkey. Until the beginning of 1923, the activities of the trade mission of the Ukrainian SSR in Istanbul in the field of export and import of goods were cut down to a minimum. Предметом исследования стали внешнеторговые связи китайского региона – Автономного района Внутренняя Монголия (АРВМ). Рассматривая итоги внешнеторговой деятельности за последние два десятилетия, автор отмечает, что в годы высокой положительной экономической динамики АРВМ внешнеторговая квота региона, напротив, имела тенденцию к сокращению. Анализ географической структуры внешней торговли АРВМ свидетельствует о растущей роли сопредельных стран – Монголии и России. Подчёркнуты приоритеты внешнеторговой деятельности АРВМ, озвученные в апреле 2019 г. на втором международном форуме «Один пояс, один путь». Регион намерен продвигать на мировые рынки продукцию своих приоритетных отраслей промышленности, а в импорте больше сосредоточиться на природных ресурсах, включая ввоз угля, нефти, железной руды, древесины. The study researches foreign trade relations of the Chinese region - Inner Mongolia Autonomous Region (IMAR). The article discusses the results of foreign trade over the past two decades. The author notes that, in the years of high positive economic dynamics of IMAR, the foreign trade quota of the region, on the contrary, tended to decrease. Analysis of the geographical structure of foreign trade indicates the growing role of neighboring countries - Mongolia and Russia, especially in terms of imports of natural resources. The foreign trade priorities of IMAR, announced in April 2019 at the second international forum “One Belt, One Road”, are highlighted. The region intends to export the products of its priority industries to world markets, and to import natural resources, including the import of coal, oil, iron ore, and wood.

Based on the analysis of foreign trade relations, the potential and problems of cooperation between China and Russia in the field of small and medium-sized businesses are determined. The main directions of the development of cooperation between China and Russia in the field of small and medium-sized enterprises have been clarified as a condition for realizing the potential in this area.

The article reveals the circumstances under which trade relations between the Austrian Republic and the Ukrainian SSR were established in the early 1920s. The contractual and legal framework, organizational forms of commercial activity of the Ukrainian SSR in Austria are clarified. The author introduces the activities of Ukrainian trade representatives in Austria, namely S. Derevenskyi and Zuckerman. The organizational and staff structure of the trade mission of the Ukrainian SSR in the Austrian Republic is provided. The role of the trade mission of the Ukrainian SSR in Vienna in foreign trade activity of the Ukrainian SSR is revealed. The place of the Austrian market in export-import operations of the Ukrainian SSR is highlighted. The transit value of Austria and the Danube in the trade of the Ukrainian SSR with the countries of Central and South-Eastern Europe is indicated. The monetary equivalent indicates the volume of export-import operations and their subject. «The Ukrainian aspect» of the USSR trade mission’s activities in the Austrian Republic in 1923–1924 is noted. It was emphasized that the establishment of mixed Austrian-Ukrainian partnerships was important in trade with Austria. Among the Ukrainian goods exported to Austria were horsehair, soda, leather, guts, hair, medicinal herbs. Sickles, scythes, light bulbs, stationery (paper, pencils), typewriters, microscopes, automobiles, cigarettes and books were imported from Austria. It is proved that in establishing trade relations with Austria, the Council of People’s Commissars of the Ukrainian SSR (Radnarkom) counted on mutual interest, relative territorial proximity, ancient Ukrainian-Austrian historical ties, which dated back to the time of the Austro-Hungarian monarchy. The establishment of trade relations between Austria and Ukraine was facilitated by the decision of the leadership of the Ukrainian Ministry of Foreign Trade, according to which Austria was referred to as a country ‘important for Ukraine’. Despite some inaccuracies originating chiefly in statistical discrepancies, the analysis has shown that the role of developing countries in foreign trade of the Czech Republic reveals a clearly downward trend. This is observable even in comparison with the prevailing trends characterizing trade relations between developing countries and transformation economies as a group. In view of the fact that developing countries including China and Vietnam have been the most dynamic segment of the world economy during the first half of the 1990s, this downward trend gives no reasons to satisfaction. Moreover, their trade has been growing at markedly rapid rates than GDP. In these circumstances, the falling share of developing countries in Czech exports and imports indicates that Czech trade tends to lose opportunities to grow.

The methodological approach to the assessment of parity of trade relations is proposed. The analysis of the volume of export and import, their commodity structure is considered as a traditional cost approach to assess the equivalence of foreign trade operations of the country. The use of branding tools in assessing the technological or status level of trade relations between countries is substantiated. The mechanism of calculating the indicator of territorial branding and the indicator of branding of the country per capita is demonstrated. The efficiency of the brand-oriented format for the development of the national economy has been proved. In order to increase the competitiveness of the national economy, adoption and implementation of brand-oriented development strategy by Ukraine is recommended. Background. Contemporary globalization determines the development strategy of each country, affects the change in the economic behavior of its subjects of business and the nature of consumer behavior, which is perceived as a tendency to seek benefits that would ensure the competitiveness of domestic goods, services, companies producing and providing them, territories, in within the limits of which the economic activity is carried out. Countries compete in the search for resources, highly skilled specialists, but the world market of goods and services remains the main area of competition, where the destiny of national economies is resolved in relation to their specialization, cooperation, socioeconomic efficiency and establishes the geopolitical role of the country in the world «scenario» of development. The assessment of foreign trade relations between the countries serves as an indicator of compliance with modern geo-economic challenges, and a comparative analysis of this assessment demonstrates the equivalence of trade relations between countries. Branding as a sign of modern trends in the promotion of goods, services, companies, even territories by the countries proves the efficiency and reliability of its use, the long-term nature of its results, the wide range of its implementation, which makes it considered as a tool for assessing the parity of trade relations between countries. This proves the relevance of the chosen topic of study, distinguishes its scientific and practical tasks. Analysis of research and publications. The issue of the parity of foreign trade relations between the countries of the world attracts research institutions, in particular the National Institute for Modern Studies, many domestic and foreign scientists. Thus, Parakhonsky B. and Yavorskaya G. [1] thoroughly study the theoretical aspects of Ukraine's strategic partnership; Professor Rainert E. explores strategies of mutual trade relations between countries as a factor for their enrichment [2]. There are many analytical studies on establishing the parity of economic relations of some countries through the analysis of exports and imports, their commodity and geographic structure. The unexplored part. At the same time, the above-mentioned researches are kept untouched in the light of modern tendencies, where branding is of key importance, the role of which is devoted to this article. The purpose of this study is to develop a methodological approach to assessing the parity of foreign trade relations between countries using branding as an instrument for managing the competitiveness of the national economy and an indicator of compliance with modern trends in economic development. Based on the purpose of the study, let's single out the following tasks: 1) Determination of the methodological approach to the assessment of the parity of foreign trade relations between countries; 2) Demonstration of his individual results; 3) Formulating the role of branding in the formation of parity between countries. Material and methods. The fulfillment of this scientific study is guided by the following general criteria: conceptual, that providing the possibility of obtaining integrated conclusions; systematic, that showing results in dynamics; objectivity, on the basis of which it is possible to check and control the research; comprehensiveness, which allows to reveal the general laws and to design the necessary direction of the following actions; publicity, whose competence permits the existence of other views on the proposed approach.
