The article focuses on the main driving forces that force telecom operators to introduce the latest achievements of scientific and technological progress into their networks and provide subscribers with new opportunities and advantages. One of the latest advances in the world of telecommunications is the IP Multimedia Subsystem (IMS). Based on literary sources, a review of the IMS concept is carried out, the main ideas embodied by it are highlighted. The paper provides a solution for the implementation of virtual IMS technology in the telecommunications network infrastructure, defines the main network equipment on which the functional components of the vIMS network are implemented.

Innovation and inventive activities related to the development of highly efficient equipment, technological equipment, tools, means of mechanization and automation, and improvement of production technology are important in accelerating the pace of scientific and technological progress. Innovative and inventive activities are carried out on the basis of design and technological knowledge and skills. The greater the amount of this knowledge and skills the manufacturer has, and the deeper they are, the greater its potential capabilities are. Providing such opportunities to specialists is carried out within the walls of the Institutions of Higer EducationWestern Military District, in the process of teaching them the basics of scientific research, the basics of technical creativity of design and modelling. So far educational the design and technological activity is the preparation for the corresponding production activity, then the question arises: what is the content of design and technological activity in the conditions of modern production and what professional requirements it puts forward. To answer these questions, you need to analyze the activities of the designer and technologist. This analysis was carried out by us on the basis of literary sources and personal experience. The conducted researches confirm the importance of the systematic process of organizing and using intersubject relations, the necessity and expediency of applying the system of methods of technical creativity to activate the educational and cognitive activities of students of technological faculties of higher pedagogical institutions.

To spatially analyze the effects of the major drivers on carbon dioxide equivalent (CO2eq) emissions in Inner Mongolia, a typical area with high CO2eq emissions in China, this paper quantitatively investigates the factors that affect county-level CO2eq emissions and the corresponding spatial mechanisms. Based on a spatial panel econometric model with related energy and economic data from 101 counties in Inner Mongolia between 2007 and 2012, four main results are obtained: (a) The CO2eq emissions in Inner Mongolia rapidly increased at an average annual growth rate of 7.27% from 2007 to 2012, increasing from 287.69 million tons to 510.47 million tons. (b) The county-level CO2eq emissions in Inner Mongolia increased, but the growth rate decreased annually. Additionally, CO2eq emissions are highly heterogeneous in the region. (c) Geographic factors were the main cause of the spatial spillover effects related to county-level CO2eq emissions. Specifically, the levels of urbanization and technological progress were conducive to CO2eq emission reductions, and the economic growth and industrial structure had the opposite effect in Inner Mongolian counties. (d) Technological progress had a significant spatial spillover effect in Inner Mongolian counties, and the effects of other factors were not significant. Implementing relevant strategies that focus on the inter-county interactions among the driving forces of CO2eq emissions could promote energy savings and emission reductions in Inner Mongolia.

The article examines the state of scientific development of problems of investigation of criminal offenses related to violations of safety rules at the coal industry enterprises. On the basis of the conducted analysis the source base is systematized according to chronological and other criteria, having established their scientific and practical value for development of bases of methodic of investigation of criminal offences of the named category. The scientific literature devoted to the investigation of criminal offenses related to violations of safety rules in the coal industry, is divided into four groups on a chronological basis: the first – the literature published before 1953; the second – sources of years 1954-1991; the third is for publications of the postSoviet period (1991-2012), the fourth is the latest literature published after adoption of current Criminal procedure code of Ukraine in 2012. The author notes that in modern forensic science there is a sufficient array of literary sources, which allows in-depth disclosure of the subject of this study. However, given the presence of scientific and technological progress in the mining industry, the relevant forensic recommendations need to consider the renewal of production processes. Therefore, there is a need to adapt forensic programs to existing technological regulations. The methodics of investigation of criminal offenses related to safety violations in the coal industry should be based on industry, field of production, which gives grounds to define it as a separate intraspecific forensic methodics. Given the blanket nature of the dispositions of criminal law, which provide liability for violation of safety rules in the mining industry, a separate methodology of investigation should implement the provisions of current legislation in terms of intersectoral and sectoral safety rules. In addition, these forensic recommendations should be developed taking into account the production processes, which are constantly evolving.

In the era of economic globalization, small and medium enterprises (SMEs) are recognized as an engine of sustainable economic development in both the developed and developing world. In literature, three competitive challenges—the sustainability challenge, the global challenge and the technological challenge—faced by industrial entities in the current globalized economy, are categorized. Of them, this paper undertakes a systemic review of the literature covering the theme of SMEs and technology in order to identify how technological progress in the SMEs, correlates with SMEs survival improvement in the global competition. The review identified six driving forces—social capital, link with Multi-National Corporations (MNCs) and Transnational Corporations (TNCs), innovation, sharing and networking, information technology, and adoption of productivity-enhancing technology—influencing technological upgrade in the SMEs. The review also identified two conditions for successful technological adaptation in the SME sector—availability of technologically skillful workforce in the economy, and identification of opportunities of new technologies in the competition. These conditions could be viewed in the macro environment and emphasize the need for the economies’ readiness towards SMEs’ success.

Maintenance and repair (M&R) of electric network equipment is one of the crucial methods for reliable power supplying. For implementing the condition based maintenance strategy is necessary to solve a number of problems, including prioritizing of preventive measures order and determining optimal time of their periodic. This paper points out two specific aspects: 1) development of an adequate reliability simulation model to optimize the operational factors of electric network equipment; 2) advantages of the proposed M&R optimization methodology in the operational process of real distribution system. Developed probabilistic mathematical model of M&R allows determining criteria for obtaining the optimal solution according to the results of numerical calculations procedures. Described mathematical model is based on the theory of controlled Markov processes. This mathematical method allows describing “ageing” systems. The main advantages of the model are the possibility of considering all random processes for described type of equipment and obtaining the analytical solutions for basic reliability and economical indexes. Based on this, the criterions and strategy for choosing an optimal time intervals of M&R procedures have been formed. Improving the efficiency of M&R of electrical equipment is considered on a real distribution network.

The problem statement: based on the analysis of the features of the development of modern public information and telecommunications networks (ITN), which consist in the geographical dispersion of network resources, sources and recipients of information; the pulsating nature of network traffic; heterogeneity of elements and applied network technologies; randomness of functioning; “intolerance” to management; the essential inconsistency of the main char-acteristics and the impossibility of a complete mathematical description, make it impossible to use the existing methods of control of the information and telecommunications system and the need to synthesize its subsystem of intellectual monitoring, as well as to develop new methods based on intelligent approaches. The purpose of the work is to provide synthesis of the subsystem of intelligent monitoring of the information and telecommunications network of the Ministry of Transport of the Russian Federation, as one of the key segments of the situation center of the department being created at the present time. Structuring of the controlled space by the terms “monitoring zone”, “critical element” and “technical condition classes” form the basis of a new approach to intelligent monitoring, regardless of the constant improvement (evolution) and heterogeneity of heterogeneous network infrastructures. The values obtained in the course of parametric synthesis of acceptable optimal values of the degree of loading of channels with measuring information make it possible to calculate the throughput of technological channels of tele-measurement-tele-signaling and the necessary amount of buffer memory with a known network topology and a given gravity matrix, providing the average minimum delivery time of intelligent agents (packets of measuring information) and the value of the maximum probability of failure in their service within acceptable limits. Based on the proposed hypergraph of the topological relationship of the monitoring zones of ITN of a household, the structure of its monitoring subsystem is constructed at the levels of fragmentation during the aggregation of controlled processes. The obtained results of the structural and parametric synthesis form the basis of the conceptual model of intelligent monitoring of ITN of the department

Innovation is one of the driving forces of countries' economic and technological progress today. This key skill is at the heart of the engineer's profession and has been developed since initial training. Innovation must be fostered in engineering training establishments, through tools and methods that make it possible to organize and develop it. This work is part of improving innovation in engineering education. We have followed and studied the progress of projects carried out as part of the course "ISO14001 Environmental Management System", by engineering students in the third year of mechanical engineering at the National School of Electricity and Mechanics. In these activities, we have tried to highlight the different aspects of innovation in training. We used educational innovation tools when supervising students, and we integrated the notion of "Smart city" into the themes of the projects. This study made it possible to determine the main stages of the realization of an innovative project carried out by the students, as well as the elements framing these stages. Our goal is to achieve a systemic modeling of the innovation process in the training of engineers.

Owing to the increasing complexity of managing IT infrastructure caused by rapid technological advancements, organizations are transforming their datacenter management environments from on-premises to the cloud. Datacenters operating in the cloud environment have large amounts of IT infrastructure, such as servers, storage devices, and network equipment, and are operational on all days of the year, thus causing power overconsumption problems. However, efforts to reduce power consumption are not the first priority as datacenters seek stable operation to avoid violating their service level agreements. Therefore, a research model that reduces power consumption of the datacenter while enabling stable operation by utilizing virtual machine (VM) consolidation is proposed here. To obtain the optimal solution for the proposed VM consolidation model, an adaptive harmony search methodology is developed, which expends less effort to set the parameters of the model compared to existing harmony search methods. Comparative experiments were conducted to validate the accuracy and performance of the proposed model. As a result, Original harmony search (HS) showed better performance than the existing heuristic algorithm, and novel self-adaptive (NS)-HS showed the best result among Adaptive HS. In addition, when considering workload stability, it showed better results in terms of datacenters (DC) stability than otherwise.

A new approach to understanding socio- economic development is proposed, based on consideration of the evolution of coordination mechanisms. The work consists of two parts. In the first part, a critical analysis of four recently proposed theories of development, focusing on geographical, institutional, or cultural factors, is given. These theories have greatly enriched our understanding of the evolution of society. However, as our analysis shows, none of them provides a satisfactory description of the driving forces and mechanisms of this evolution; the main reason is rooted in their common shortcoming — monocausality. It is proposed to distinguish between two types of development, catching-up and leading one. Basic ideas of the theory of catching-up development are presented. It explains the phenomenon of the “economic miracle” as a result of mutually conditioned changes in culture, institutions, technological progress and well-being in the context of interaction of competition, power and collaboration mechanisms. The second part is devoted to the theory of leading socio-economic development.
