The coronavirus pandemic has affected all spheres of society, including a significant impact on labor markets. The article presents a statistical analysis of trends in the Russian labor market in the context of the spread of coronavirus infection in 2020 and in the first half of 2021. On average, in 2020, the number of people employed in the economy field decreased by almost 2%, respectively, the number of unemployed increased by 25%. Within 2020, the peak of unemployment growth occurred in the third quarter of 2020, when the decline in the number of employed reached 1,9 million people, and the increase in the number of unemployed – 1,5 million people. At the same time, the unemployment rate increased to 6,4%, i.e. by almost a half compared to the corresponding period of 2019. Starting from the fourth quarter of 2020, the recovery of the Russian labor market began. By July 2021, the unemployment rate had dropped to 4,8%. Such serious transformations of the Russian labor market required an analysis of the dynamics and structure of employment in various sections: by type of economic activity, by subjects of the Russian Federation, by gender, by age groups, by place of residence. Along with this, the authors compared the indicators of the unemployment rate, which was calculated using two methods used in Russian statistical practice. An international comparison of the unemployment rate for 2020–2021 was carried out. The indicators characterizing the underutilization of labor, including the number and level of potential labor, are considered. The dynamics of wages in 2019–2021 is considered. Special attention is paid to the analysis of the situation with workers’ wages at the most acute moment of the crisis – in April 2020.

The article deals with the impact of external labor migration on the balance of the labor market in the Russian Federation. The main emphasis is placed on the need to monitor the migration situation and taking timely "migration" measures by the Government of the Russian Federation based on its results. The migration component is presented in strategic planning documents and correlated with the socio-economic development of the Russian Federation. At this moment, against the background of the current unfavorable epidemiological situation caused by the spread of a new coronavirus infection (COVID-19), the Government of the Russian Federation is taking a number of measures to prevent the spread of COVID-19, including those in the field of migration. The article analyzes the current measures preventing departure of labor migrants staying in the Russian Federation and other categories of foreign citizens who have arrived for the purposes other than work in the "shadow sector" of the labor market. It shows the present state of external labor migration by analyzing statistical and informational data, as well as possible risks in the implementation of social and labor relations. Sectors of the economy have been identified that may experience a shortage of labor resources as a result of the implementation of measures to prevent the spread of coronavirus infection. Dependence of the sphere of external labor migration on macroeconomic, international and political factors is stated. Particular attention in the article is paid to the institute of highly qualified specialists (HQS). The need was expressed to improve the procedure for attracting foreign citizens to work on the territory of the Russian Federation as HQS, to set additional criteria for their selection, to introduce an advance payment of income tax on HQS and to increase employers' liability for violation of the established procedure in this area, including the need to diversify control mechanisms for employers who attract foreign citizens as highly qualified specialists.

The article examines the problems of unemployment during the CAVID-19 pandemic in 2020. The dis-tinctive characteristics and features of unemployment are highlighted; the impact of quarantine measures on citizens and their jobs is described. The article analyzes the unemployment rate by types of economic activity and subjects of the Russian Federation. The situation of citizens who have lost their jobs is revealed, and the dynamics of the unemployment rate for 2020 is considered. Measures to support those who are out of work due to the pandemic and the opinion of experts on this issue are given.

In this work, the authors conducted a statistical analysis of fi xed assets in the Russian Federation: dynamics of availability of fi xed assets in the Russian Federation by types of economic activity, the coeffi cient of renewal and disposal of fi xed assets in the Russian Federation by types of economic activity. For formation of eff ective system of stimulation it was given a classifi cation of industry factors in the system of stimulation of labor activity of the personnel of industrial enterprises. In order to improve this system the authors give the developed model of system of stimulation of labor activity of personnel, propose a scheme of interconnection of effi ciency and productivity and incentives, the technique of determining the size of incentive payments.

Conclusion: public policy is divided into protectionism and free trade. Relations with China and Belarus have become more complicated.

Introduction. Unemployment is one of the fundamental issues of macroeconomics and has a significant impact on the socio-economic development of regions and the country as a whole. Based on the results of the conducted study, the article identifies the correlation between unemployment and volumes of output in the regions of the Russian Federation. Materials and Methods. The paper used open statistical data for 79 constituent entities of the Russian Federation. The methods of comparative, economic, and statistical analysis were used to identify the trends in the development of regional labor markets. The trends of the labor market, including the correlation between the gross regional product and the unemployment rate, were studied based on the economic and statistical models and the statistical data for Russian regions for 1997–2017. Results. The study has revealed the increasing discrepancy between the aggregates of the labor market – the registered unemployment rate and the unemployment rate according to the conducted sample surveys of the population. The inertia of the indicator of “the registered unemployment rate”, associated with the institutional constraints of the labor market, has been shown. The slow response of the gross regional product to the change in the aggregates of unemployment has been revealed. No clear correlation has been observed between volumes of output and changes in the unemployment rate according to the methodology of the International Labour Organization based on the data from the sample labor force surveys. Discussion and Conclusion. The increasing divergence of aggregates of unemployment reveals a distortion of the formal institutional environment of the labor market and is due to the financial constraints of public authorities. Further research will focus on the assessment of the impact of the sectoral structure of the economy on the closeness of the correlation between changes in the gross regional product and the aggregates of the labor market. Understanding the trends in the development of the labor market is necessary for conducting a balanced policy of managing its transformation and the socio-economic development of the regions and the country as a whole.

Purpose of research. Analysis of the information capabilities of the methodology of the UN national accounts system as amended in 2008 to solve the problems of regional identification of production losses from the COVID-19 pandemic. The coronavirus infection pandemic caused a decline in production in almost all types of economic activity. The Russian government has identified a strategy to counter the extraordinary economic crisis triggered by the pandemic. The range of addressees of anti-crisis measures of the executive branch in the sectors of producers is determined, at the federal and regional levels, according to the main type of activity declared during registration, in accordance with the approved list of codes of the Russian National Classifier of Types of Economic Activity for the types of activities that are most affected by the pandemic and self-isolation regime. The approved list of such types of activities over the past 2 months has been repeatedly adjusted by the Government of the Russian Federation, taking into account the recommendations of experts and proposals of business-structures, in order to ensure the highest efficiency and targeted state support for manufacturers. Ensuring targeted state support during optimization of the federal resources distribution between regions - is an urgent task that requires accurate regional identification of production losses from the COVID-19 pandemic. However, the solution of this problem is significantly difficult in relation to the activities of multi-regional producers - enterprises that carry out production simultaneously in several territories of the Russian Federation. This is due to the characteristics of the organization system of statistical accounting of resources and production results in the enterprise sector. The paper considers the possibility of assessing the gross value added at the regional level for the aggregate of local producing units, grouped by the type of economic activity, based on methodological principles harmonized with international standards and guidelines of the current version of the national and regional accounts system and provided with resources of official (state and administrative) statistics of the Russian Federation.Materials and methods. The research information base was made up of official statistical sources: metadata and international statistics guidelines in the field of subnational accounting, methodological provisions and an album of ROSSTAT forms, as well as methodological materials of administrative statistics of the Federal Tax Service (FTS) and the Social Insurance Fund. The methodological basis of the study was the United Nations system of national accounts as amended in 2008, including the European system of regional accounts as amended in 2010.Results. The paper analyzes the principles of the European system of regional accounts, which are useful to use in Russian statistics for adequate accounting of the activities’ results of multiregional enterprises at the place of actual production and methodological approaches to assessing the number of such enterprises and the results of their production at the subnational level are proposed. The results obtained will allow us to estimate the loss of multiregional enterprises of different types of activity from the decline in production as a result of the ban on interregional relations during the COVID-19 pandemic, in order to determine the recipients of state support for enterprises in the regions. In particular, the proposed indicator for reducing the regional GVA for the most affected by the quarantine measures activities can be used as a condition for the allocation of funds as part of overcoming the consequences of the pandemic. The application of the proposed methodology in calculating the gross value added at the place of actual production for the aggregate of geographically separate divisions of multiregional enterprises will increase the targeting and effectiveness of state support for enterprises and entrepreneurs affected by the consequences of the spread of coronavirus infection, and will optimize the distribution of federal resources between regions, which is a prerequisite for successful overcoming “coronacrisis”.

Article is devoted to the analysis of the Order of the Russian Ministry of Health of 19.03.2020 № 198n (an edition of 29.04.2020) “About a temporary order of the organization of work of the medical organizations for implementation of measures for prevention and reduction of risk of spread of a new koronavirusny infection of COVID19” regarding formation of the temporary staff list of the division of the medical organization providing medical care to citizens with a koronavirusny infection of COVID-19 and also the requirement with the staff of this division. The criteria recommended by the Ministry of Health of the Russian Federation for determining the number of rates of medical workers in these divisions, requirements for medical workers of the division have been considered, a practical example of calculation of rates has been given.
