Today, in a modern market economy, one of the main factors of production is the labor market. The labor market and its mechanisms regulate the levels of employment of the population, supply and demand for labor, the level of wages, and the characteristics of the distribution of labor. To study the labor market, it is necessary to collect statistical data and analyze them. Labor market statistics are an important component of socio-economic statistics. It is closely related to other sections of socio-economic statistics, such as population statistics, statistics of economic sectors, the system of national accounts, etc. The conclusions drawn from the statistical study of the labor market characterize the state and development of the economy and are necessary for making informed economic and social decisions. The main branch of law that regulates relations in the labor market is labor law. It is one of the leading, complex and most important branches of law in the Russian Federation. In the conditions of economic recession and pandemic, new problems of the labor market of the Russian Federation and its legal support have emerged. This monograph, dedicated to modern problems of the labor market, is the result of the joint work of teachers and students of the Department of Economic Security, Accounting and Law of the Don State Technical University.

This article discusses the current state, operating conditions and forecasts for the development of the Russian labour market after the election of the President of the Russian Federation in 2018. It was revealed that at the end of the elections, the organizations resumed the necessary recruitment of personnel for key positions, without which the full-fl edged business development would be impossible. It is noted that applicants have ceased to pay much attention to the “white” design for work under the Labour Code. There was a process of reducing the increased demand for blockchain projects and blockchain specialists. Regarding wages, it was revealed that employers increased and indexed the wages of their employees, especially this trend can be traced in large cities of the Russian Federation. It is noted that the results of the reforms of the Government of the Russian Federation have led to an increase in the prestige of working professions and specialties. Trends in the development of the labor market in 2019, as well as over the next 5-10 years, are considered.

The general economic damage as a result of drug addiction of citizens is reflected. The need to improve the assessment of the activities of the anti-drug commissions of the constituent entities of the Russian Federation is substantiated. A specific technique is proposed.

The purpose of this paper is to analyze the economic development and the diversification of the individual regions of the Russian Federation (RF) on the basis of taxonomic indices and a convergence/divergence analysis of five macroeconomic variables, namely registered unemployment rate, investment per capita, gross domestic product (GDP) per capita, wages, and the number of organizations conducting research and development (R&D) per million inhabitants, for the period between 2000 and 2012 (the period was chosen due to lack of data for years 2014, 2015 and 2016 for few regions). The study covers 79 regions, and the data used for the analyses comes from the Russian Statistical. The principal method of analysis is the taxonomic index based on Euclidean metrics. The spatial differentiation in the development of RF regions demonstrates the specific character of the individual regions of Russia. The analysis made leads to the conclusion that the most developed regions in terms of the analyzed variables are of industrial and mining character, while the least developed ones are agricultural in character. The structure of this paper is as follows: the spatial differentiation of macroeconomic variables in RF regions, registered unemployment rate, per capita investment, per capita GDP, wages, and number of organizations conducting R&D activities per million inhabitants is discussed in section 2; the definition of a taxonomic index based on Euclidean metrics is presented in section 3; the analysis of the diversified development of RF regions based on taxonomic indicators is given in section 4, a preliminary convergence/divergence analysis is presented in section 5, while section 6 provides a key conclusions.

The article examines the background of legislative consolidation and the main problems of the introduction by pharmaceutical companies of a new legal institution for the prevention of violations of antimonopoly legislation — antimonopoly compliance, introduced by Federal Law No. 33-FL of March 1, 2020.The definition of the concept and a brief description of the current state and trends in the development of the pharmaceutical industry in connection with the relations of competition are given.The necessity of introducing antimonopoly compliance by pharmaceutical companies as a relatively independent part of pharmaceutical compliance as the most general (universal) tool for self-prevention of any offenses by the company itself and all its employees in connection with official activities is substantiated.The main antimonopoly risks associated with the implementation of pharmaceutical companies’ economic activities are named. Typical examples of violations of antimonopoly legislation by pharmaceutical companies are considered.The results of a sample survey of pharmaceutical industry representatives conducted by the author on their attitude to the introduction of antimonopoly compliance are presented.Proposals have been formulated to amend the Code of Administrative Offences of the Russian Federation in order to create additional incentives for the implementation of antimonopoly compliance.

Approaches to the definition of the number of low-wage workers, developed in the world practice, are investigated in the paper. Using Eurostat approach, the author defines decency wage threshold and the share of low-wage workers in the Russian Federation in 2007-2009. The reasons for low wages in the Russian regions are revealed, and recommendations to reduce the number of low-wage workers are offered.

This article provides a statistical analysis of registered and solved crimes committed by using computer and telecommunications technologies on the territory of the Russian Federation, and offers a definition of cybercrime. Further, the author identifies the types of criminal behavior, in his opinion, related to cybercrime in general. Based on the content of the report of the Secretary-General of the United Nations «Countering the use of information and communication technologies for criminal purposes», the article examines the main problems that accompany the prevention of this category of crimes on the example of 61 reports of UN Member States, prepared as part of the requests of the Secretary-General, on the basis of General Assembly resolution No. 73/187 «Summary of national and international difficulties encountered in combating the use of ITT for criminal purposes». This research examines the current state of criminalistic crime prevention in Russia, provides an analysis of the current state associated with the disclosure and investigation of cybercrimes. The article presents proposals for amendments to the draft federal law «On Cyberdrugs», and suggests the development of a centralized forensic public prevention of cybercrime. Based on the responses to the relevant requests to the most well-known public organizations involved in the prevention of cybercrime, the author analyzes the activities of cyberdrugs on the territory of the Russian Federation. In the resolving part of the article, the author forms reasoned proposals for formatting the activities of Russian cyber-soldiers, in order to increase the effectiveness of their activities.

Проведен сравнительный анализ демографической ситуации в городах Костомукша, Лахденпохья, Питкяранта, Сортавала, Вяртсиля, Кухмо (Кайнуу Kainuu), Йоэнсуу (Северная Карелия Pohjois Karjala), Тохмаярви (Северная Карелия Pohjois Karjala), Лиекса (Северная Карелия Pohjois Karjala), Париккала (Южная Карелия). Указаны общие проблемы приграничных территорий: уменьшение численности населения снижение уровня рождаемости, высокий уровень безработицы. Crossborder cooperation between the Russian Federation and Finland is one of the important areas of international relations. The article discusses the current state of the border municipalities of the Republic of Karelia and the border cities of Finland. A comparative analysis of the demographic situation in the cities of Kostomuksha, Lakhdenpokhya, Pitkranta, Sortavala, Vyartsilya, Kuhmo (Kainuu), Joensuu (North Karelia), Tohmayarvi (North Karelia), and Parikkala (South Karelia). The general problems of the border areas are indicated: population decline reduced birth rates, high unemployment.

In the current socio-economic conditions in Russia, there are tendencies for an increase in the number of foreign migrants arriving in the country for different purposes, for example, work and education. In the process of finding a job, migrants face various kinds of problems. Relying on the work of Russian scientists, theorists and practitioners, as well as statistics, the relevance, novelty and significance of the study of the problems of managing the employment of migrants on the territory of the Russian Federation are substantiated. The article presents a description and results of an empirical study of problems in the field of management of employment of migrants on the territory of the Russian Federation. The features of the management of the employment of migrants in the territory of the Russian Federation are revealed. The significance of the study of the problems of managing the employment of migrants on the territory of the Russian Federation was determined, which made it possible to identify: the negative consequences of the influence of the problems in the sphere of managing the employment of labor and educational migrants on the Russian economic situation and the labor market; the positive consequences of solving the problems of managing the employment of labor and educational migrants and their productive impact on the Russian economic situation and the labor market. The result of the study is to identify vectors for solving the problems of managing the employment of migrants on the territory of the Russian Federation. The importance of studying the problems of employment management of labor and educational migrants is of practical interest, since it allows, on the basis of personnel management, to successfully implement this process in the conditions of the Russian economy. The information obtained will contribute to the development of employment and professional career management programs, taking into account the specifics of the problems of labor and educational migrants.
