The paper studies the structure of the banking sector, namely, six medium-sized banks in the Russian Federation, using the standards of instant, current and long-term liquidity of assets to identify weaknesses in the banking sector and study the behavior and ability of medium-sized banks to neutralize the consequences of serious economic changes and stabilize the economy of organizations. Studied the trend over the past ten years, as well as the current situation in the ratio of own funds to short-term and long-term liabilities.

The relevance of the study is explained by the fact that the spread of the coronavirus epidemic has become a serious challenge to achieve the goals and objectives set by the national project, especially taking into account the need to obtain relevant results already in 2030. The author analyzed the impact of the pandemic on the results of achieving the corresponding milestones of federal projects in the short term - in particular, the degree of achievement of the parameters of federal projects in the dock 2019 and in the crisis year 2020 was considered. The long-term implications of the coronavirus-related restrictions are also considered, including in the aspect of a qualitative change in the national project as a whole, associated with a change in the federal projects that fill it. Based on the results of studying the issue, the author presents scenarios about the possibility of implementing a national project by 2030, taking into account the existing market situation, and also gives recommendations on possible mechanisms for the successful completion of all project activities within the timeframes determined by the President of the Russian Federation.

The worldwide spread of the coronavirus caused a worsening of the economic situation, as well as an aggravation of existing socio-economic problems. At the same time, the inability of supranational structures to respond to the current situation cast doubt on the prospects of a globalized world. So, modern realities lead to the fact that each state will have to seek a way out of the economic crisis on its own, this applies to both large players and members of supranational associations as European Union. Therefore, the main task of states is to formulate a national plan to adapt to the current situation, minimize costs and losses, and also take specific measures to reach pre-coronavirus indicators. Given the scale of the Russian Federation and the differentiated level of development of the Russian regions, it seems effective to work out regional levers to stimulate economic activity. In this case, the author proposes the development of the regional banking sector, the purpose of which is to stimulate regional financial and economic activity, including creating conditions for business.

In our study, a comparative analysis is made between cities and regions of the Baikal natural territory and the Arctic zone of the Russian Federation. The main goals of sustainable development for the Baikal natural territory are outlined. By focusing on sustainable development, we focus on the long-term, not the short-term. Analyzing this complex concept, the article presents several aspects and constituent elements of sustainable development. The paper presents the analytics of sustainable development of cities and regions of the Arctic zone of the Russian Federation and the Baikal natural territory. The article analyzes the socio-economic indicators of the development of the regions of the Arctic zone of the Russian Federation and the Baikal natural territory.

The situation of small and medium-sized enterprises (SMEs) in the Russian Federation during the COVID-19 pandemic and the resulting restrictive measures introduced by the state are analyzed in the context of the long-term dynamics of the sector and changes in public policy towards SMEs over the last two decades. Based on the analysis of official statistics and business demographics in 2005–2020, it is revealed that unfavorable trend – first of all, a decline in business start ups and an increase in firms’ shutdowns – in the sector had developed already before the crisis of 2008 and further it continued to progress. The main factors for such negative dynamics have been analyzed by the authors both in Russia as a whole and in different groups of regions. The study shows that negative developments of the SME in the country should be understood in the context of negative socio-economic changes influenced by a series of established institutional traps which occurred during the systemic transition and the limited effectiveness of the measures applied to support SMEs. An analysis of the feasibility and efficiency of the urgent state support measures of small business under the CIVID-19 has been carried out. In conclusion, the authors draw practical recommendations on the principles of reloading the public policy toward SME which should be formed in future after the pandemic, as well as indicate possible junctions in their implementation.

Over the past several years the Russian Federation (RF) has removed from service a large number of nuclear powered submarines (NPSs) from their Navy. The current RF concept of NPSs dismantlement typically involves the following steps: in-place floating storage, transporting (towing) to a dismantlement shipyard, removing the nuclear reactor fuel, and final dismantlement and disposal of the NPS. Appropriate technical systems and funding has not been allocated for their proper dismantlement. Therefore, long-term floating storage of the NPSs is required. To ensure that the NPSs remain afloat, a system has been developed for inserting polystyrene into the NPSs main ballast tanks (MBTs). The process has been successfully applied to a limited number of intact submarines. This system could also be applied to sections of decommissioned submarines, such as reactor compartments, currently floating in unstable conditions in bays in Northwest and Far East Russia.

The review presents the analysis of epidemic and epizootic situation on Crimean hemorrhagic fever (CHF)in the Russian Federation in 2009–2018. Over the past decade, 980 CHF cases have been registered in Russia (2,8 %lethal). In 2009–2018, there was a significant expansion of the epidemiologically active area of the natural CHF focus.Epizootiological monitoring of the territory of natural CHF focus showed that in 2009–2018 the number of imago andpreimaginal phases of Hyalomma marginatum – the main vector of the CCHF virus in Russia, remained consistently high.The average long-term rate of Ixodidae ticks infestation by the CCHF virus in 2013–2017 was 3,3 %. In 2009–2018 in the south of the European part of Russia CCHF virus variants belonging to the genetic lines Europe-1 (V), Europe-3 (VII) and Africa-3 (III) were detected. There were no significant changes in the ratio of circulating genetic variants of the virus in the regions of the Russian Federation, which confirms the relative stability of the CCHF virus population. In 2018, CHF morbidity rate in the Russian Federation retained downward trend, however, in some regions of South Federal District the number of CHF cases increased. One of the reasons for CHF morbidity rate decrement in the Russian Federation in 2018 was the well-timed acaricidal treatments of cattle and natural biotopes in most of CHF endemic regions.

Summary This article elaborates on the issue of recognition and enforcement of foreign arbitral awards in the Russian Federation. It is common knowledge that foreign companies seeking R&E in Russia suffered damage because of the broad interpretation of Russian public policy in the past decades. However, it is uncertain how the present judicial development appears like and where it will lead in the future. The article specifically considers two basic ideas on the issue at hand: one is slightly critical (Karabelnikov) while the second is rather optimistic in regard with the recent development (Zykov). The main goal is to introduce the issue to the respective readers and to try to inflame a discussion.

Subject. This article analyzes the changes in poverty of the population of the Russian Federation. Objectives. The article aims to identify macroeconomic variables that will have the most effective impact on reducing poverty in Russia. Methods. For the study, I used the methods of logical, comparative, and statistical analyses. Results. The article presents a list of macroeconomic variables that, according to Western scholars, can influence the incomes of the poorest stratum of society and the number of unemployed in the country. The regression analysis based on the selected variables reveals those ones that have a statistically significant impact on the financial situation of the Russian poor. Relevance. The results obtained can be used by the financial market mega-regulator to make anti-poverty decisions. In addition, the models built can be useful to the executive authorities at various levels for short-term forecasting of the number of unemployed and their income in drawing up regional development plans for the areas.
