The establishment of a regional marine conservation area in Raja Ampat is a hegemonic practice carried out by the Raja Ampat bureaucracy with conservation NGOs, such as TNC and CI which has reaped various responses. There are people who accept the presence of conservation areas and those who do not. Therefore, this study aims to reveal the resistance and counter-hegemony responses of the Ma'ya tribe in the conservation area to the practice of bureaucratic hegemony in Raja Ampat, West Papua. The research was conducted using a qualitative descriptive method. Data collection by observation, in-depth interviews, FGD and documentation, and the results of the research are presented in a descriptive narrative. The results of the study show that the resistance of the Ma'ya tribe in Raja Ampat to bureaucratic hegemony in the conservation area is through blocking and taking over the monitoring post of the conservation area; prosecution of customary land rights, and reluctance to involve themselves in conservation activities. Counter-hegemony practices are carried out through the formation of customary fishing areas and the struggle for the establishment of regional regulations regarding the rights of indigenous Ma'ya tribes.

ABSTRACTThis study was aimed to knew and analyzed the implementation of the cooperation between Republik Indonesia and South Korea in the construction of submarines ,to the Navy defense equipment resilience. The method used by the researchers in this study was a qualitative descriptive method. Data collection techniques used three techniques, in-depth interviews, observation, library and documentation. Objects in this study that the parties involved in the cooperation Indonesia South Korea in the construction of submarines, especially the executive team officials Defence Industry Policy Committee (KKIP). The results showed that in the implementation of cooperation Indonesia South Korea in the construction of the submarine still lacks the strength of its bargaining Indonesian government, especially KKIP and Defense industry involved in this cooperation program. This was indicated by the presence of the technology transfer process was still below of 85 % as a basis for accelerating the revitalization of the defense industry in achieving the navy defense resilienceABSTRAKPenelitian ini bertujuan untuk mengetahui dan menganalisis pelaksanaan kerjasama yang dilaksanakan indonesia-Korea Selatan dalam Pembangunan Kapal Selam dan mengevaluasi kerjasama Indonesia Korea selatan dalam pembangunan kapal selam terhadap ketahanan alutsista TNI AL. Metode yang digunakan dalam penelitian adalah metode deskriptif kualitatif. Teknik pengumpulan data menggunakan tiga teknik, yaitu wawancara mendalam, observasi, kepustakaan, serta studi dokumentasi. Objek dalam penelitian ini yaitu para pihak yang terlibat dalam kerjasama Indonesia Korea selatan dalam pembangunan kapal selam, khususnya para pejabat tim pelaksana Komite Kebijakan Industri Pertahanan (KKIP). Hasil penelitian menunjukkan bahwa dalam pelaksanaan kerjasama indonesia Korea selatan dalam pembangunan kapal selam memiliki kekurangan berupa kekuatan tawar menawar pemerintahan Indonesia, khususnya KKIP maupun Industri Pertahanan yang terlibat dalam program kerjasama tersebut Hal ini ditunjukkan dengan terlaksananya proses alih teknologi yang masih kurang dari angka 85% sebagai salah satu dasar bagi percepatan revitalisasi industri pertahanan dalam mencapai ketahanan alutsista Angkatan Laut

Longing for a just and wise leader built a horizon of hope for society behind the mythical stories of the king of dreams. Like the fringe warriors in Javanese society, the Malays in Kampong Tua Nongsa have a role model king known as The King of Fuang. This study aimed to reveal the theme of ethnoecology in the Malay community behind the mythical story of Puak sacred in Nongsa, a Batam district. The ethnoecology approach connected a community paradigm that is formed due to natural phenomena. The interaction between humans and nature through the sacred existence of Puak was created by the role model of the king. This study used a qualitative descriptive method with observation data collection techniques and in-depth interviews. Analytical criticism techniques become a meant to reveal the ethnoecology behind the story. The results of this research show that there are two important things to discuss, namely the representation of the just king and cultural products from nature in the form of prohibitions. A king who is a role model for the hope of a community leader in the form of a king who is honest and keeps his promises, a king who does not want to be exalted and exalted, a king who is just and wise, a king who is simple, a king who protects and preserves nature. Meanwhile, the resulting cultural products are in the form of prohibitions on destroying forests, prohibitions on cutting hills, prohibitions on lying, prohibitions on speaking arrogantly, prohibitions on speaking dirty, and prohibitions on wasting wealth.

The management of marine resources should be managed effectively and sustainably for the welfare of the people, especially local people living in coastal areas and small islands. This study aims to assess the benefits of marine conservation areas for community welfare. The method used is case study with field survey approach through focus group discussion and then interview with key informant. The research is located in the area of ​​Coastal and Small Islands Conservation (KKP3K3K) Small Island Park-Koon Island, Small Islands and Its Surrounding Waters, East Seram District, Maluku Province. The analytical method used is qualitative descriptive analysis. The results show that coastal communities living around the conservation area know that conservation areas are a prohibition zone for fishing utilization. Determination of this conservation area provides important benefits for coastal communities, especially fishermen because it can increase the catch of fishermen before the establishment of conservation areas.

Tourism is known as a borderless sector or has no separating boundaries. It is important to facilitate accessibility for tourist with disability, so the development of a destination will increase as it can be enjoyed by anyone. The research was conducted using qualitative descriptive method. Data were collected through observation and in-depth interviews. Then the data are analyzed by qualitative descriptive technique include: data reduction, data presentation and conclusion. The results revealed that the needs of tourists with visual impairment include: guide tiles, tacticle map, signs, showroom lighting, audio availability, Braille text and hands on. The needs of tourist with mobility impairment include: accessibility in parking areas, ramps, doors, toilets, pathways, signs, plenty of seats, enough space in exhibit room, and displays are in suitable height. Describe the implementation of the fingerprint electronic absence policy on the discipline and performance of civil servants as well as the impact it has on implementing the fingerprint electronic absence policy. Qualitative descriptive method describes various conditions and situations as the object of research. The data collection techniques used were observation, documentation and interviews. After the implementation of fingerprint electronic attendance, discipline increases and obligations as employees have been carried out in accordance with applicable regulations. The application of sanctions in the regional government of seluma regency is in accordance with the regulations of civil servants and the provision of rewards for employees who excel has been carried out properly, to inspire other employees, so that they can work better.

This study was conducted to determine the imposition of a progressive tax rate on motor vehicle taxes based on The Four Maxims in Pasaman Barat Regency, Sumatra Barat. The method used in this study was a qualitative descriptive method. The type of data used in this study was primary and secondary data. Data collection techniques in this study were interviews, observations, and documentation. The purpose of this study was to determine how to impose a progressive tax rate on motorized vehicle tax based on four principles of tax collection. The results show that the tax principle as still appropriate and relevant to be applied, namely the principles of tax collection proposed by Adam Smith, which are equality, legal certainty, the convenience of payment, and principles efficiency (economic of collection).

The resources of Customary Forest play an important role for Talang Mamak Indigenous People to survive. The exploitation of the forest by private company and investor has caused a violent conflict. The situation of the indigenous people becomes worsen since local government does not fully protect their rights on the forest.  Even, Local government tends to defend private company and investor in addressing the conflict. Customary forest of Talang Mamak indigenous people is in the oligarchs grip and conflict of interest with their elder. The Indigenous people are in crossroad, to preserve or to release their heritage and right. This study aims to determine the efforts of Talang Mamak Indigenous People to maintain their existence in the customary forest resources battle with private company and investor. This study used qualitative descriptive method. The data collection were documentation analysis and other relevant literature. This study used Theory of Oligarchy (Winters 2011) as grounded theory. The result found that the efforts of the indigenous people to fight for their rights getting weak. Some of them begin to accept compensation from the company and investor, in other word, some of them are willing to release their heritage and right on the forest.

The purpose of this study was to determine the pricing policy applied by selling PT.Wicaksana Overseas Internasional.Analisis data in this study using qualitative descriptive method and data collection by observation and interviews. These results indicate that the right pricing will affect the volume increase in sales and satisfaction to consumers. Because prices affect the volume of sales and the purchasing decision. Therefore, setting the selling price of products made by the International Overseas PT.Wicaksana already running well by doing and observation visit directly into the field, and conduct periodic surveys in the field and carried out by the marketing department who has been given the task by the leadership and results of the research findings discussed in the meeting and obtained conclusions and results that have been agreed. This means that pricing in the International Overseas PT.Wicaksana doing some process so that pricing is done going well and accepted by consumers.
