Natural-industrial complexes development is dictated by need of production and natural potentials comparison due to changes in environmental legislation. Functional model of simulation modeling natural-industrial complex with base and bank of excess information in single structure of geo-information system is proposed. Modern concept of environmental regulation on sector wide level has been applied. Algorithm for simulation modeling based on geo-information simulating system to achieve target state and stability of all elements in natural-industrial complex with identified functional relations is developed. Integrated indicators of production environmental capacity and ecological technical intensity of territory are harmonized. Various scenarios of simulation modeling are considered in accordance with management structure of territorial natural production complex, provided that ecological and technological models are interconnected within single functional model. As criteria, regional and national norms and standards are applied. Each nature user receives, in accordance with modeling results, certain share of accumulating capacity and corresponding quota. Main stages of geo-information model creation for natural-industrial complex management are determined. Principal functional model on geo-informational basis and management structure of territorial-natural-industrial complex are built. Considered methodology allows to apply modern geo-information technologies both to create databases for all subjects of natural production complex under consideration, and to justify model and parameters of its management with definition of individual allowable load quotas.

A systematic approach based on environmental and technological criteria has been proposed to ensure the achievement of environmental quality standards of the environment at the regional intersectoral level for the management of industrial and municipal waste. A list of indicators and criteria has been formed for comparing the accumulating capacity of a given natural system without serious violations of its structural and functional characteristics on the one hand. On the other hand, there is production potential and production capacity for natural resources for individual enterprises and a diversified industrial complex. An algorithm for comparing production and natural potentials on the basis of a geographic information basis on the scale of a territorial natural production complex has been developed and the structure of a GIS project has been determined. The latter made it possible to interconnect the natural intensity of production (NP), the level of environmental friendliness of production (EFP), the ecological technological capacity of the territory (ETT) using the criteria of commensuration (NDV, VAT, PDRO and NDT).

Обозначена значимость состояния российской экономики и отраслей пищевой промышленности в решении проблем социально-экономического благополучия граждан. Рассмотрено влияние ресурсной декомпенсации в создании предпосылок для управления конкурентоспособностью производственного комплекса. Введено в научный оборот понятие маркетингово-поведенческой миопатии, обозначающей процесс нарушения маркетинговых и поведенческих реакций субъектов в результате модуляционных воздействий от субъектов внешнего окружения и приводящей к усилению внутренней инерционности трудового ресурса на разработку и реализацию инновационных решений и торможению экономического роста пищевой промышленности. Реструктуризационные преобразования на инновационной основе в цепочках создания стоимостей способны обеспечить субъектам производственной сферы в отраслевых сегментах региональной экономики укрепление их конкурентных позиций даже в условиях нестабильной экономики и наличия противоречий разного характера. Аргументировано, что ресурсный дефлектор обладает дихотомическими свойствами, присущими ему как инструменту управления ресурсами и катализатору построения рациональных коммуникационных взаимодействий в процессах реструктуризационных преобразований. Ресурсный дефлектор как драйвер экономического роста бизнеса в производственной сфере пищевой промышленности интегрирован в предлагаемую модель антикризисного управления конкурентоспособностью производственного комплекса, что создает предпосылки эффективной реализации инновационных изменений его составляющих. The importance of the state of the Russian economy and the food industry in solving the problems of the socio-economic well-being of citizens is indicated. The influence of resource decompensation in creating prerequisites for managing the competitiveness of the industrial complex is considered. The concept of marketing-behavioral myopathy has been introduced into scientific circulation, which denotes the process of violation of marketing and behavioral reactions of subjects as a result of modulation influences from subjects of the external environment and leading to an increase in the internal inertia of the labor resource in the development and implementation of innovative solutions and to the inhibition of economic growth in the production area of the food industry. Restructuring transformations on the basis of innovation in value chains can provide the subjects of the production sector in the industry segments of the regional economy with the strengthening of their competitive positions, even in an unstable economy and the presence of contradictions of various kinds. It is argued that the resource deflector has dichotomous properties inherent in it as a tool for resource management and as a catalyst for building rational communication interactions in the processes of restructuring transformations. The resource deflector as a driver of economic growth of business in the food industry is integrated into the proposed model of anti-crisis management of the competitiveness of the production complex, creating prerequisites for the effective implementation of innovative changes in its components.

Purpose: The conducted research was aimed at constructing a structural and functional model for the interaction of bodies providing aviation safety during crisis management. Design/methodology/approach: The methods of mathematical simulation and the graph theory, the methods comparison and formalization have been applied to study the process of interaction between the bodies assuring aviation safety. Using methods of the linear algebra allowed constructing a mathematical model for the functional structure of the interaction process that contains description of this process by the main methods of interaction. Findings: It has been proved that the interaction process has a certain functional properties that reflect the functional relations between the modes of violator actions, the modes of using the response forces and the modes of interaction. A structural and functional model of interaction in semantic, algebraic forms and in the form of graphs has been created. using typical operations with incidence matrices, the possibility of obtaining the physical interpretation of the simulation results within the introduced algebra of functional structure models has been justified. Research limitations/implications: Discusses interactions between the bodies that assure aviation safety and at the same time, the possibility of a crisis situation is taken into account. Practical implications: The developed models allow reflecting the current state of the functional system and the elements of the process of interaction rather completely. It makes a structural and functional analysis of interaction possible and allows defining the priority directions of its organization, simulating the options and methods of interaction in solving relevant tasks by the bodies that assure aviation safety. Originality/value: That allowed not only describing the formal relations between the methods of interaction and interacting units, between the interacting units and the modes of violator actions, but also considering the influence of the interaction process on the current state of the functional system.

With the production system of modern manufactures complexity increasing, it is very difficult to establish a practical model to satisfy the current trend by means of traditional methods and theories of modeling. According to IDEF0 modeling method, this paper presents a functional model of the production line object model framework. Based on this, an object-oriented abstraction mechanism is considered to solve the camshaft production line complexity practical situation and an object-oriented Petri nets (OPNs) modeling is proposed. Simulation models are established by using Witness 2008 simulation software based on camshaft production line to analyze the layout and bottleneck of production line, to check the design programs, and to optimize configuration and layout of the production line furthermore. The manufacturing capacity of the line is also discussed in this paper. Finally the corresponding solutions to avoid the existing bottleneck of the line are also discussed in detail.

The interaction of agricultural entities is based on modern market relations and the state agrarian policy. Managing the subjects of the agricultural sector of the economy is the primary task of the state, since the provision of food security of the state depends on this. The subject of the study is the establishment of relations of the agricultural sector of the country. In the grouping method, a direct relationship was established between the sum of agricultural production in farms of all categories in the constituent entities of the Russian Federation and the number of employees in the regional agro-industrial complex of the agricultural sector, as well as the number of departments in them. The purpose and objective of the study is to highlight the main functions of state administration of the agricultural sector at the regional level, to identify the lack of an effective mechanism for interaction of the subjects of the agricultural market with each other and with the regional authorities of the agricultural sector. The presented model of optimizing the relationships between the agrarian entities of the region will increase the efficiency of the agrarian sector of the region’s economy and ensure its food security. The necessity of planning and forecasting the volumes of production and use of agricultural products and raw materials is substantiated. The system of such forecasting includes such subsystems as agricultural enterprises, processing enterprises, and the population of the region. It is concluded that each subsystem works on a well-formed and well-founded functional model, which includes input and output information, controls that regulate functioning, as well as mechanisms that ensure such functioning. A special role in the forecasting process is assigned to the regional management bodies of the agro-industrial sector represented by the department for optimizing the interaction of agricultural entities in the region. The final forecast result should be a balance model of the degree of food security in the region's population.

It is emphasized that economic crimes affect all types of economic activity, are reflected in various spheres of society. Not only intentional encroachments on property have increased, but also other crimes related to economic activity: economic abuse, abuse of power by employees of institutions, enterprises, organizations, "bribery", fraud, forgery of documents. The main burden of combating economic crime falls on the National Police, and the priority role in the prevention of economic crime belongs to the criminal police, which includes the Department of Strategic Investigations. The effectiveness of prevention of economic crimes is ensured by high-quality information and analytical activities, the presence of scientifically sound prognostic estimates of high probability. The police should assess the following indicators: the actual level and trends of the criminal busi-ness, both parasitic on the legal economy and that which exists in illegal economic activities; the share of criminal communities in it; comparative intensity of fraud by areas and territories. The objects of preventive activities of the National Police should be: negative phenomena and processes that contribute to the commission of specific economic and tax crimes or facilitate their commission; persons planning or preparing to commit economic crimes; persons in respect of whom the National Police controls their behavior in cases provided by law; persons with persistent illegal behavior and who have previously been prosecuted for economic crimes; persons who are prosecuted for the commission of these crimes, as well as suspects or accused of committing economic crimes, if the criminal proceedings are terminated due to non-rehabilitative circumstances, as well as persons in respect of whom criminal proceedings were refused on the same grounds. The modern concept of combating economic and organized crime should be based on a strictly developed methodology for comprehensive analysis of certain features as a result of criminal analysis of a large amount of data obtained from various sources, including integrated information retrieval systems of the National Police of Ukraine.

During the market evolution, a brand new structural-functional model of the social marketing concept was forming based on the interaction between three sectors of the economy and society as the consumer and regulator. Modern economic conditions facilitate the development of a scientific-methodological interpretation of social marketing based on the simultaneous consideration of many factors, including the profits of the commercial sector, the level of demand of consumers and society as a whole, the quality of the social effect from the activity of non-profit organizations, the public sector, etc. The relevance of studying the modern concept of social marketing, its structural-functional model, specific aspects of interaction between its structural elements, and technologies of practical implementation consists in finding and substantiating methods and ways of maximizing the positive social effect in society, which would in turn strengthen and improve the efficiency of the socio-economic development of the country.Aim. The presented study aims to examine methodological approaches to the formation of the concept of social marketing in the context of modern economic transformations.Tasks. The authors develop a structural-functional model of social marketing and the specific features of its structural elements; analyze problems that arise during the interaction of the public, commercial, and non-profit sectors and society as the consumer and regulator; substantiate possible technologies for implementing social marketing under modern economic conditions.Methods. This study uses general scientific methods of cognition, analysis of scientific works of foreign and Russian authors on the evolution and specific aspects of social marketing, and its methodology.Results. The authors substantiate the structural-functional model of the modern concept of social marketing, analyze the problems of interaction between its structural elements, and present the fundamental technology for implementing social marketing that would help outweigh the arising problems of interaction between three sectors of the economy and would be aimed at maximizing the positive social effect in society.Conclusions. Systematic implementation of the modern concept of social marketing makes it possible to maximize the positive social effect for the target groups under specific market conditions; ensures healthy competition and competitiveness of all market actors, irrespective of the directions and types of activity, for the limited resources of society and investments; provides the necessary funding for the activity of successful market actors and ensures efficient use and maximization of the limited resources of society.

The production of electronics and instrumentation is currently based on technologies that can be harmful to the environment. The strategy for the modernization and development of electronic and instrument-making industries in accordance with the requirements of modern environmental legislation includes the development of technological standards based on the best available techniques. The work analyzes the status and development prospects of radio electronics and instrument-making enterprises according to environmental indicators and criteria of the best available techniques. A method for assessing the life cycle of an electronic device is considered as a tool for obtaining data on the environmental impact of its production. In order to develop environmental standards for permissible impacts of electronic and instrument-making industries, a fuzzy linear programming method with probabilistic restrictions has been proposed. On the basis of this method, a model has been formed for a water management system within territorial natural-production complexes, taking the impact on water objects of all water-using enterprises into account. The proposed decision-making algorithm for load normalization allows the company to develop a strategy for planning the volumes of water consumption and water disposal, while considering regional conditions and the influence of other entities of the territorial natural production complex.

Abstract The article deals with the concept of the safe production process of forage by improving the means of mechanization in order to reduce injuries to workers and improve working conditions. A modern feed mill is an industrial complex and is quite specific, characterized by the peculiarities of the developing the factors that affect the health of workers, as well as the nature and level of their morbidity. Sources of hazards are power plants (transformers, electric motors, distribution panels and points, compressor stations, boiler plants, etc.), a significant number of various technological, transport and auxiliary equipment; mobile and self-propelled means of mechanization. A large number of different types of raw materials, often with specific properties, finely dispersed, with tendency to caking, dust releasing, pass through the communications of the enterprise, are stored in silos, bunkers, floor-type warehouses. With the effective implementation of the developed model, the process becomes explosion and fire safe, safe for the environment and comfortable during operation.
