Public service is an important issue for the sustainability of a city. To create excellent service, supporting cities such as South Tangerang and other cities are required to develop smart cities as a new way to serve the community. This study aims to further examine regional innovation policies in encouraging regional competitiveness in South Tangerang City. This research used qualitative descriptive research methods. The descriptive research method is used to describe regional innovation policies in South Tangerang City as a unit of analysis based on the facts as they are. The data collection technique in this study uses interview techniques by collecting information from various stakeholders such as government officials, executive and legislative ranks, Businesses/MSME actors, and communities involved in implementing innovation to improve regional heads and regional competitiveness in South Tangerang City. This study concludes that the implementation of regional innovation policies in South Tangerang has not been maximized. In addition to the quality of human resources, several agencies have not been creative in creating innovations. It can be seen from the control of innovation held by the mayor as the regional head. Furthermore, the role of the Regional Head in implementing innovation to improve regional performance and competitiveness is very important, considering that leaders must be able to leverage the knowledge management movement in government organizations so that organizational knowledge development can be executed into much-needed innovation. Recently, the South Tangerang City Government needed to implement the RAJADO model (Replication, Authority, Innovation Network, Budget, and Digitalization/Online).

Abstract. This research was conducted to determine the urgency of Dawud fasting for women from a physio-psychological perspective. This research is a type of qualitative descriptive research, by making direct observations or observations. The target of this study is to determine the urgency of Dawud fasting in women from the perspective of physio-psychology and Sufism for students of the Jagad Alimussirry Islamic boarding school. The data collection technique was carried out by means of interview and literature review. Meanwhile, for data analysis, the  researcher used an interactive model from Miles and Huberman and to test the validity of the data,the researcher  used Triangulation technique. The results obtained that the habit of Dawud Sunnah fasting for women could make them accustomed to be able to introspect (muhasabah) their own mistakes, be patient and sincere, motivate oneself to think positively and optimistically, be empathetic towards others and adapt well to the environment. Dawud fasting is very important and suitable for the fair sex. By not leaving Lillahita'ala's intention to worship, it will automatically train a variety of things that can guide a women in facing every problems in their life as well as making a women special not only physically but also psychologically and spiritually.

Natural resources and physical cultural resources, referred to in this paper as “Environmental Resources”, can be important assets for regional competitiveness and innovation. In recent years, these types of assets have been increasingly taken into consideration in the design and implementation of regional development strategies, as a consequence of their potential role as a source of differentiation and of new competitive advantages. However, in contrast to environmental policies, which usually focus on the protection of the environment, innovation policies and their instruments are largely shaped by, and geared towards, knowledge-based innovation.In this paper, we discuss the role played by environmental resources in the context of regional innovation policies. We begin by discussing the relationship between environmental resources and regional development, and by emphasizing some contrasting views with regard to the function of environmental resources in regional development. Then, we address the relationship between regional competitive advantages and innovation strategies. The specific issues and problems that arise whenever the aim is to attain competitive advantages through the valorisation of environmental resources constitute the core of section III. In that section, we highlight the specific characteristics of environmental resources and we discuss the applicability of the “natural resource curse” argument to the dynamics based on the valorisation of environmental resources. The reasons that justify public intervention as well as the difficulties concerning the adequate level of intervention (local / regional / national) are also examined. The paper ends with some conclusions and policy implications.

ABSTRACT Vocational High School (SMK) S 8 Grakarsa Bengkulu which is located on Jl. Adam Malik Km 8, Kel. Sido Mulyo, Kec. Gading Cempaka, Bengkulu City. This research is a qualitative descriptive research. The data collection technique in this study was by means of Observation, Interview, Questionnaire and Documentation, when teaching students the teacher went through (3) stages, namely the initial, core and closing stages of using learning media, knowing the concept of learning media, who used learning media, the stages of making learning media and internal and external factors that were found when video-based learning media were applied, in the implementation of learning in the room, students were seen to be active and enthusiastic in participating in learning because the teacher used video-based media by sending videos via android with an attractive display and media on when learning takes place, so that learning is interesting and good.

The paper examines governmental strategies, main actors and instruments of innovation policies shaping innovation-driven economy in Finland, with particular attention to the regional scale. The analysis focuses on how the regional innovation systems approach became a framework for the design of innovation policies. An innovation system involves cooperation between firms and knowledge creating and diffusing organizations, – such as universities, colleges, training organizations, R&D-institutes, technology transfer agencies. Innovations are considered as interactive learning process. Cooperation and interaction between regional/local and national/international actors is necessary to combine both local and non-local knowledge, skills and competences. The key elements of the policy environment, as well as implementation of the main regional innovation policy instruments – the Centers of Expertise Programme and Regional Centre Programme – are described.

The purpose of the research are to find out the percentage of concept error, prosedur error, computation error, and the most dominant error in resolving the problem description of cube discussion subject VII A grade students MTs Negeri Ngablak The object of this research is student’s mistake in resolving the problem description of the set discussion subject. The type of this research is qualitative descriptive research. Data collection technique uses test technique and interview technique. Test Instrument in this research have 5 description problem test. The result of research indicate descriptively that students of MTs Negeri Ngablak undertake the average of concept error 67,77%, the average of procedure error 51,96%, and the average of computation error 28,41% with low category. The most dominant mistake type in resolving the problem which is done by VII A students MTs Negeri Ngablak is concept error.

Abstract Regional innovation policies have been criticised for being too standardised, one-size-fits-all and place-neutral in character. Embedded in these debates, this paper has two aims: first, to analyse whether industries with different knowledge bases in regions in Germany have different needs for regional innovation policies, and secondly, to investigate whether knowledge bases can contribute to the fine-tuning of regional innovation policies in particular and to a modern, tailor-made, place-based regional innovation policy in general. It concludes that although needs differ due to differences in knowledge bases, those bases are useful only to a limited extent in fine-tuning regional innovation policies

This research aims to analyze whether Intellectual Property assets of Federal Institutes (FIs) in Northeast Brazil are being measured, accounted for and evidenced in Financial Statements (FSs) of these Scientific, Technological and Innovation Institutions (STIIs).Therefore, in order to achieve the proposed objective, a bibliographic, exploratory, and descriptive research was carried out. This survey was achieved through a qualitative approach from document analysis and collection of secondary data related to innovation policies of FIs, and valuation and accounting of IP assets. The results showed that patent registrations granted and Technology Transfer (TT) are still incipient, although the majority of the Technological Innovation Nuclei (NITs) of Northeast FIs have innovation policies that support intellectual protection of inventions. Even though there are Brazilian Accounting Standards (NBCs) that uphold the process of measuring, recording and disclosing of IP assets, such as NBC TG 04 (R4, 2017a) and NBC TSP 08 (CFC, 2017b), this result can also be due to an absence of structured and guiding procedures within the scope of NITs’ innovation policies.

This article describes on how the implementation of good governance is carried out by Padang City Government in sustainable tourism management. This research is aimed to (1) Overseeing the good governance implementation in Padang City Government in term of the development of sustainable tourism destinations. (2) Analyzing the sustainable tourism management viewing it from agency theory. It is a qualitative descriptive research, and performed in Padang City Culture and Tourism Office. More over, data collection utilizes observation, interview, and documentation. The good governance principle employed in this research are accountability, participation, and transparency. The result shows that the implementation of good governance at Padang City Culture and Tourism Office has been achieved well. It is as a result of the agency relationships occured within local government; the relationship with the executive in the role of Culture and Tourism Office, and with public as the community.

This research aims to analyze public policy and service implemented to people with disability. This research is important and interesting because of lack of government’s attention in fulfilling the rights of people with disability.This qualitative descriptive research shows that Yogyakarta City Government has made serious effort to give friendly public service to people with disability. Education Office has launched inclusive education program to give them opportunity to access equal and indiscriminative education. Furthermore, the presence of Blind Corner in Arpusda shows City Government’s effort to equalize them. In term of health, there is Jamkesmas special for people with disability, even though in its practice it is still rarely used by the group. In term of social, Social, Labor, and Transmigration Office has given some aids and capital mentoring every month to families with disability and employed them. The presence of Transjogja and special vehicle for them is effort to equalize them in society. However, programs to make friendly service have not been optimum because of the obstacles in its implementation. Human resource barrier, budget and people’s stigma toward people with disability make fair public service implementation is less effective. Keywords: public service, disability, Yogyakarta City.

The study was intended to analyze the casual language variations in the iloquestionnaire's speechs on the public discussion activities. This study uses sociolinguistics concepts from John R Searle’s theory to analyze the problems of casual language variations and any form of iloquestionnaire's speechs. This study is a qualitative descriptive research. The data collection technique that used is purposive sampling method, which in taking samples is concerned with the purpose and problems of research. Data obtained by using transcription videos of “diskusi publik kedaulatan dan kebudayaan bersama cak Nun”. This study uses data analysis techniques in the form of content analysis. The data analysis techniques are as follows: 1) looking back over the data already collected, 2) classifying the data according to the question of variations in casual language and iloquestionnaire's speech, 3) interpreting the data with a sociolinguistic approach and John R Searle's theory, and 4) concluding the findings. Studies showed that discussion activities use a variety of casual language with characteristic Javanese, Alegro forms, elliptic sentences, and a mixture of the foreign language code, English and Arabic, and Normative. In the discussion activities, there are various forms of iloquconsequence, referral, commission, expressive, and declarative
