Malaysian government aims to transform rural areas into economic focal points, improves rural livelihoods, living environment and narrows the life quality gaps between those living in urban and rural areas. Inspired by the government directive-aspirations and the emergence of new technologies in national and global rural practices, this paper attempts to discuss the formulation of a framework for rural development in Malaysia based on a modern approach. The process undertakes two main stages, namely focused literature study and review of the national existing policies and strategies to identify the key assessment elements and criteria for modern rural development. The next stage was to conduct an expert view survey to validate the developed elements and criteria, and then formulate a Malaysia modern rural development framework (FMRD). The FMRD was finally formulated by incorporating the elements and criteria promoted in the national policies and strategies and integrating them with smart technologies and ICT practices to reflect a holistic approach for rural issues. This paper concludes that the FMRD is a timely approach for the rural assessment measure to maximise its performance towards the future niches in Malaysia - rural liveability-resilient-and-smart.

India is a country which is in forefront of being called a developed nation. To be a developed nation, India has to first look at its rural development, because 70 percent of the population live in rural areas, which means more than 700 million people are spread across 6,27,000 villages. Rural development is more than ever before linked to entrepreneurship. Establishments and agencies promoting rural development now look at entrepreneurship as a strategic development medium that could speed up the rural development process. Development institutions believe that rural entrepreneurship offers a huge potential for employment. In this paper a case study of a young entrepreneur who has taken up horticulture (vegetable plants nursery) as his full time profession, with a mission to help the neighbouring farmers is studied, the purpose of this paper is to understand the government role (policies and schemes), the difficulties faced by the entrepreneur during the startup time and knowledge transfer from the horticulture department, nursery management. The methodology followed is in-depth interaction with the entrepreneur. The outcome of paper will be to understand how rural entrepreneurship is helping improve the quality of life for families, communities and individuals leading to sustainable economy and environment.

This paper explores the potency of rural cooperatives for the effective planning and implementation of rural strategies to address poverty. Rural cooperatives function as a participatory approach that provides the potential to equip and empower people in rural areas with various skills. Hence, rural cooperatives represent the means and strategies to unshackle rural people from the vicious circle of poverty. The contestation about a deadlock of rural development has become pertinent in the recent and ongoing political transformation in South Africa. This paper is grounded on the social capital theory and its ideals. As such, it depends on a literature review for its premise, argument, crux and purpose, as well as drawing up results and conclusions. The paper gathers information in respect of various scholars’ notions on rural cooperatives and rural development from related articles, journals and books. The paper reveals that where the South African government is confronted and characterised by some form of upheaval and service delivery challenges, so rural cooperatives are fit to capacitate citizens to avoid depending on the government for scarce resources. The paper further reveals that rural cooperatives are deemed to ameliorate the long-standing patterns of developmental backlogs in almost all South African municipalities. The conclusion that can be made from this paper is that the authentic promotion of rural development in the formulation of a well-informed legislative framework, that is clear and unambiguous, can deal effectively with the challenges of rural cooperatives.

To stimulate rural development and reduce poverty in rural areas, The Government of Indonesia enacted the policy of Village Fund in 2014. However, a few studies have been conducted to examine this program. This study describes how poverty alleviation goes following Village Fund Program in Indonesia between 2015-2019. The poverty reduction was represented by holistic data, including insufficient and village status improvement through the Village Development Index (VDI). The analysis is conducted using a descriptive method by dividing the areas into six regions, Sumatera, Java & Bali, Kalimantan, Sulawesi, Maluku & NT, and Papua. The result showed that over five years, the village fund dramatically increases. Moreover, this growth is along with the slight decline the poverty. The researchers found that the decreasing number of poverty from 2015 to 2019 is about 15%. The VDI status for districts/municipalities shows that the status improved from underdeveloped villages in 2015 to developing villages in 2019. Java is the region that contributed to making the status improved either to be developing, developed, or independent. At the same time, it is the Papua region known as the region consisting of most of the least underdeveloped villages. Since the goal of this policy in poverty reduction still works slowly, it needs a lot of effort from many levels of government, from the village, regional, and national officials, to work together cooperatively.

One of the problems faced by the Indonesian people is the unequal distribution of doctors, especially in villages and other disadvantaged areas. One of the causes is the low interest of medical students and doctors to work in the area. The government as the highest authority holder should have made efforts to solve a state problem as outlined in the form of government policy. Recent research conducted by Kharinnisa et al in 2016 identified several factors that influenced the interest of medical students to work in rural areas. This study was conducted to determine the relationship of these factors with government policy. This study is a descriptive qualitative study in the form of a literature study. Of the eight factors, only half are supported by government regulations, namely having visited rural areas, career opportunities, income potential, facilities in rural areas and factors not yet supported by government regulations include university location, family economic status, closeness to family and spouse. Therefore it is necessary to study the formation of government policies that can support all these factors along with the proper implementation of these policies.

Ever since the country gained independence, the Government of India has taken a plethora of measures for the development of rural areas along with the urban areas. This is perceptible from the first Five-year plan to the latest schemes announced by the Government, which distinguishably emphasize on rural development and enhancing farmers’ income & welfare. To achieve these aims, RBI gives directives to banks for development of rural areas and for opening of bank branches in these areas. Personalized services targeted for the rural residents will make them active participants in the banking sector and they will contribute towards the growth of the economy. The objective of this research paper is to understand the preference of personalized services by bank customers residing in different areas of the Mysore and Tumkur. More than half of the population in Karnataka is residing in rural areas. The results of the study reveal that the urban bank customers have more preference for personalized services as compared to their rural counterparts and there is need to motivate the rural dwellers for utilizing more personalized banking services for their own development and for the development of the economy.

AbstractThe ‘Agenda 2000’ introduces the Rural Development Policy, as part of the Common Agricultural Policy (CAP), as a complex policy that can ensure a stable income and a reasonable standard of living for the rural population. Rural development is a major CAP objective since over 50% of the population lives in rural areas and accounts for 80% of E.U. Territories. As a concept, the ‘rural area’ is defined both at a national and European level following specific criteria; however, these criteria differ from one country to another. A complete definition can be found in the European Charter of Rural Areas. Between 2014-2020, the development of rural areas in Romania is supported by the National Rural Development Program. It provides non-reimbursable funds from the European Union and funding from the Government of Romania. Convergence with the Europe 2020 Strategy is ensured through the Partnership Agreement with the European Union, which covers a number of challenges and thematic objectives. In order to achieve them, well-founded investment programs are needed. These programs must have a direct impact on increasing the living standards of the population residing within rural areas. Over 19 billion euros were allocated to Romania for the 2014-2020 period; these funds were used for agricultural policy and rural development. The total budget of the NRDP (2014-2020) is 9.4 billion euros, of which 1.3 billion euros comes from national funding. We believe the achievements recorded in rural areas, up to 2020, are modest and do not reflect the proposed objectives. Thus, projects were drawn up at national and local levels seldom support rural development and do not reflect development needs; sadly, these projects are often drawn up without focusing on efficiency.

Indian economy is agricultural economy and real India lies in villages. Without the development of the rural economy, the objectives of economic planning cannot be achieved. Hence, banks and other financial institutions are considered to be a vital role for the development of the rural economy in India. NABARD are playing a pivotal role in the economy development of the rural India. In the Indian context rural development assumes greater significance as nearly 70% of its population lives in rural areas. Most of the people living in rural area draw their livelihood from agriculture and allied sectors. Such areas are distinct from more intensively settled urban and suburban areas. Life styles in rural area are different than those in urban areas, mainly because limited services are available. Governmental services like law enforcement, schools, fire departments may be distant, limited in scope, or unavailable. Rural development is a national necessity and has considerable importance in India. The main objective of the rural development programme is to raise the economic and social level of the rural people. National Bank for Agriculture and Rural Development (NABARD) is set up as an apex institution by the Government of India with the main objective of providing and regulating credit and other facilities for the promotion of rural development. It is a single integrated organisation which looks after the credit requirements of all types of agricultural and rural development activities. The present study is a modest attempt to the credit potential for agriculture during the year 2021-22. The study covered aspects such as functions, objectives, management and organizational structure, sources of funds, activities achieved, loan assistance to various institutions, Methodology for preparation of potential linked credit plans (PLPs) and Development Projects in Andaman and Nicobar Islands. NREGA, enacted in 2005, forms the basis of a massive employment guarantee scheme, implemented throughout India, with two main objectives – to enhance the livelihood security of people in rural areas, and to boost the rural economy. Ever since its implementation across the country (2008-09 to 2015-16), on an average Rs.40, 000 crore per financial year has been invested under Mahatma Gandhi NREGA. In conformity with the National Act, the Government of Andhra Pradesh is implementing this Act since January 2006 and made considerable progress in fulfilling the programme objectives. The present study attempts to capture to what extent the employment was generated and durable assets are created during the last ten years of implementation of MGNREGS in Andhra Pradesh State. The study is based on secondary data such as official records of Ministry of Rural Development and Panchayat Raj, Government of Andhra Pradesh, Ministry of Rural Development,  Government of India, Journals, magazines etc. It reveals that the performance of Andhra Pradesh in terms of providing employment and generating person days to rural households particularly Women, SC and ST is significant and it could be able to provide 100 days of employment to only 5.5 per cent of the participatory households. Further, the state Govt. has created substantial number of assets during this one decade of implementation in different categories. However, it was observed that the rate of completion of works is very poor and it is gradually decreased over the years of implementation.Key words: MGNREGA, Employment, Asset creation, Livelihood Security, Rural Economy

Since reform and opening up, the development of Chinese urban and rural areas has shown an evolution of integration from isolation. The government promulgated national policies and related planning strategies, aiming at realizing the goal of rural revitalization through the system reform and planning adjustment of balancing urban and rural development. In the complex process of social development, there are many problems with rural areas, such as lack of infrastructure, unbalanced economic development, dilapidated living environment and insufficient sharing between urban and rural areas. On the premise of meeting the requirements of national laws and policies, this paper takes the planning of Batang village in Yunfu city of Guangdong province as an example. Combine with ReBAM theory to make sure Batang village is suit for developing tourism. And based on field survey made a Batang plan by planning knowledge. Through literature review and field survey to explore how to realize the revitalization of the rural areas under the development mode of balancing urban and rural development. The conclusion of the research took rural tourism as the breakthrough point, and formed complementary and dislocation development mode with the city. In living aspect, the research optimized infrastructure and improved people's living environment as well as summarized cultural elements to inherit rural civilization. In production aspect, it exploited rural commercial potential and income-generating path, and completed the transformation from passive development to active revitalization to achieve prosperity industry and life. In ecology aspect, it combined with sustainable development model to create an ecological and livable rural landscape. At last, the research established urban and rural co-management system and shared rural information platform to achieve effective governance, to ensure that tourism mode as a starting point for rural revitalization planning can be sustainable development. The research of this paper practiced the national experience of rural revitalization as a pilot project, facilitated the implementation of relevant policies and supported planning for rural revitalization, and explored the methods of rural revitalization under the background of balancing urban and rural development. Based on the acceptance of the plan by local villagers, the approval of Guangdong Postgraduate Education Innovation Project in 2018 and got the third prize of National Competition for Ecological Wisdom Inspired Urban and Rural Practice in 2019, it is hoped that the research will contribute to the rural revitalization under the background of balancing urban and rural development.
