The present paper attempts to highlight the concept of disability and empowerment especially among women population. The concept is difficult to define but has been defined variously, indicating the type of disability and its prevalence rate among women. Since, they are most vulnerable therefore; the factors contributing to their problems have been mentioned. The disabled are deprived of all opportunities and basic facilities like health, education, and employment are denied to them thus, problems and difficulties faced in attaining access to adequate housing, education, health, vocational training, and employment have been emphasized. Also, in the light of the same, the need to take into account and to address the concerns of women and girls with disabilities in order to make them empowered and integrate them into the mainstream are addressed. Programs especially for the disabled women to get empowered socially, economically at various levels by public and privates institutions have been focused. The measures taken by international agencies like the International Labor Organization (ILO), United National Development Program (UNDP) and Central Government Plans, Skill and Training Development Projects so that women with disabilities can improve their daily living skills. The skill training creates opportunities in various sectors be it in education and training, employment and livelihood. But the disabled are poorest, there are issues like low access, low availability, overlapping and many others that needs to resolved in order to make disabled women empowered more effectively.

Abstract: Clean water as a primary need of human which is generally used for drinking, bathing, cooking and washing should be met in terms of quantity, quality, and affordability and sustainability. The government through the national development program of water and sanitation universal access which declared that by 2019, Indonesia will achieve the 100% target of proper clean water and sanitation for the whole Indonesian people. Water supply and Sanitation community-based Program (PAMSIMAS) is one of the prominent programs of the central government that adopt a community-based approach, where the main actors are the society as well as the person in charge to implement the project. PAMSIMAS II was launched in Aceh since January 2013 to April 2016 in which thre e districts joined PAMSIMAS are Aceh Besar, Pidie and Bireuen, with a total number of villages of the program as 46. The study conducted in the District of Aceh Besar with selected 15 (fifteen) villages as research object. This study aims to identify the level of success of PAMSIMAS II and identified community participation in managing water and sanitation infrastructure that has been built by the program. Those things were measured by the factors namely: 1. Adequacy, quality and continuity of water, also 2. Performance of BPSPAM as management body in village.  This study adopt quantitative analysis that supported by qualitative analysis. Data were collected by observation, questionnaires and interviews. At the end the SWOT analysis is performed for the formulation of a strategic planning in or order to make PAMSIMAS sustainable in achieving access of clean water. The result of this research is information about th position of The PAMSIMAS II after the calculation of EFAS and IFAS which conducted based on the questionair that deliver to the actors of PAMSIMAS II in district of Aceh Besar and also recomendation about priority strategy should be conducted for the development of PAMSIMAS II in the future. Abstrak: Air Bersih sebagai kebutuhan utama dalam kehidupan manusia yang umumnya digunakan untuk minum, mandi, memasak dan mencuci sudah seharusnya terpenuhi secara kuantitas, kualitas, terjangkau dan kontinu. Pemerintah melalui program pembangunan nasional akses universal air minum dan sanitasi menetapkan bahwa pada tahun 2019, Indonesia dapat mencapai 100 % target layanan air minum dan sanitasi yang layak. Program Penyediaan Air Minum dan Sanitasi Berbasis Masyarakat (PAMSIMAS) merupakan salah satu program andalan pemerintah pusat yang menggunakan pendekatan berbasis masyarakat, dimana masyarakat sebagai pelaku utama dan sekaligus penanggungjawab pelaksanaan kegiatan. Program PAMSIMAS II dilaksanakan di Provinsi Aceh mulai tahun 2013 sampai dengan April 2016 di 3 kabupaten yaitu Kabupaten Aceh Besar, Kabupaten Pidie dan Kabupaten Bireuen, dengan total desa yang bergabung adalah 46 Desa.  Penelitian ini dilaksanakan di 15 desa di Kabupaten Aceh Besar sebagai objek penelitian. Penelitian ini bertujuan untuk mengevaluasi keberhasilan Program PAMSIMAS II dan mengindentifikasi peran serta masyarakat dalam mengelola infrastruktur air bersih dan sanitasi yang telah dibangun.  Hal tersebut diukur melalui beberapa faktor, diantaranya: 1. kecukupan, kualitas dan keberlanjutan air dan, 2. Kinerja dari badan pengelola di masyarakat. Penelitian ini menggunakan analisa kuantitatif yang didukung dengan analisa kualitatif. Metode pengumpulan data dengan melakukan observasi, kuesioner dan wawancara. Penelitian ini melakukan Analisa SWOT yang bertujuan untuk perumusan rencana strategis agar Program PAMSIMAS dapat berkesinambungan dalam pemenuhan akan air bersih. Hasil dari penelitian ini berupa identifikasi posisi Program PAMSIMAS II setelah dilakukan perhitungan EFAS dan IFAS yang dilakukan berdasarkan Kuesioner yang telah disebar kepada para pelaksana program PAMSIMAS II, dan kemudian dilanjutkan dengan rekomendasi prioritas strategi yang akan dilakukan untuk pengembangan Program PAMSIMAS II ke depan.

One of government policies to alleviate poverty was through a Family Hope (Keluarga Harapan) Program. This Family Hope Program delivered cash grants to poor households who met some certain conditions and criterion. This was to improve the well-being and education of Family Hope’s recipients and members of family. This study intends to review and analyse Planning, Budgeting, Implementation and Evaluation processes of Family Hope Program in the municipality of Jayapura. This Research used a descriptive statistics. The study found that the planning process of Family Hope Program was prepared by Government of Jayapura Social Work Unit. Also, the budget came from the central government through Ministry of Social Affairs. The Family Hope Program grants payment was made through Post Office in Jayapura. Meanwhile, the evaluation for Family Hope Program arranged Provincial Government through its Social Work Unit, the Ministry Of Social Affairs and National Development Planning Agency Key Words :Poverty, Family Hope Program, Prerequisite Cash Grants

Nigeria is a country characterized with natural resources in its abundance which can cater for the well-being of the citizens, yet the citizens especially the youths are living below poverty level as many are victims of unemployment and cannot offer meaningful and positive contribution to the development of the nation. The unemployment rate is as a result of the abandonment of Technical Vocational Education and Training (TVET) that can offer skills to the youths for self-reliance and employment. In this vein, this paper seeks to address how a developed TVET programme can develop the youths in order to build the nation for sustainable national development in Nigeria. The following outlines provide a guide to the content of this paper; the concept of sustainable development, the meaning of TVET and its role in sustainable development, how to develop TVET for sustainable development in Nigeria. Others were the definition of youth and the concept of TVET for youth development. The researcher suggests that TVET can be developed for sustainable development in Nigeria through making a flexible TVET policies, establishment of TVET special training centres on local basis, improvement of the linkages between training institutions and the industries, provision of adequate training facilities, giving of grants to individual who successfully complete TVET training, granting of soft loans to established business, establishment and effective management of financial institutions such as Micro-Finance Banks, Bank of Industries (BOI), employment in both public. The implementation of these strategies will enhance the development and sustainability of TVET programmes in Nigeria. Based on the discussion made in this paper, the study recommends that the period of National Youth Service Corps (NYSC) should be converted to be a compulsory training period for all graduates on different types and kinds of TVET skills, For non-graduates youths, there should be a skill training organized and supervised through government agencies such as Niger Delta Development Commission (NDDC), National Directorate of Employment (NDE) and other commissions, Government should grant soft loan to those venturing into TVET as this will enable the establishment of the acquire skills. Also, loan should be given to graduates who have completed a training programme for easy establishment.

Obtaining dietetic licensure in Ontario requires completion of a Dietitians of Canada (DC) accredited four-year undergraduate degree in nutrition and an accredited post-graduate internship or combined Master’s degree program. Given the scarcity of internship positions in Ontario, each year approximately two-thirds of the eligible applicants who apply do not receive a position XX, XX, XX, XX, XX, XX, in press). Anecdotally, not securing an internship position is known to be a particularly disconcerting experience that has significant consequences for individuals’ personal, financial, and professional well-being. However, no known empirical research has yet explored students’ experiences of being unsuccessful in applying for internship positions. Fifteen individuals who applied between 2005 and 2009 to an Ontario-based dietetic internship program, but were unsuccessful at least once, participated in a one-on-one semi-structured interview. Findings reveal that participants’ experiences unfold successively in four phases that are characterized by increasingly heightened emotional peril: naïveté, competition, devastation, and frustration. The authors conclude that the current model of dietetic education and training in Ontario causes lasting distress to students and hinders the future growth and vitality of the dietetic profession. Further research is required to understand the impact of the current model on dietetic educators, internship coordinators, and preceptors as coincident participants in the internship application process.

The regional government policies on vegetables agribusiness development is carried out through agropolitan area development program. The aims of this study are : (1) To get informations on perception of vegetables farmer’s towards the regional government policies in the efforts of vegetables agribusiness development, (2) To get informations on the vegetables farmer’s efforts to increase vegetables agribusiness through agropolitan area development program, and (3) To analyze the correlation of farmer’s perception towards the regional government policies in the efforts of vegetables agribusiness development with the farmer’s efforts to increase vegetables agribusiness. The method of this study is using descriptive correlation. Some important results of this study are : (1) The vegetables farmer’s perception towards the regional government policies in the efforts of vegetables agribusiness development is high, (2) Vegetables farmer’s effort to increase vegetables agribusiness is high, and (3) There is significant correlation between vegetables farmer’s perception and the efforts of the vegetables farmer’s to increase vegetables agribusiness, such as : partnership with the entrepreneurs, on-farm management, and marketing management. The supporting sub-system merit such as : the micro financial institutions, agricultural education and training, agricultural extention, faciliting of regional governments to provide market places at main market in Jakarta should be increased.

Our spatial environment is one of the most important determinants of our well-being and life chances. It relates to schools, opportunities, businesses, recreation and access to public services. Spatial injustice results where discrimination determines that spatial environment. Since Apartheid in South Africa epitomised the notion of spatial injustice, tools and instruments are required to transform spatial injustice into spatial justice. One of these is the employment of principles of spatial justice. While the National Development Plan (NDP) recognised that all spatial development should conform to certain normative principles and should explicitly indicate how the requirements of these should be met, the Spatial Planning and Land Use Management Act 16 of 2013 (SPLUMA) contains a more concrete principle of spatial justice. It echoes aspects of both the South African land reform programme and global principles of spatial justice. Essentially section 7(a) of SPLUMA entails three components: (1) redressing past spatial imbalances and exclusions; (2) including people and areas previously excluded and (3) upgrading informal areas and settlements. SPLUMA directs municipalities to apply the principle in its spatial development frameworks, land use schemes and, most importantly, in decision-making on development applications. The aim of this article is to determine whether the application of this principle in practice can move beyond the confines of spatial planning and land use management to address the housing issue in South Africa. Central to housing is section 26 of the Constitution, that has received the extensive attention of the Constitutional Court. The court has not hesitated to criticize the continuing existence of spatial injustice, thus contributing to the transformation of spatial injustice to spatial justice. Since planning, housing and land reform are all intertwined not only the role of SPLUMA, but also the NDP and the myriad other policies, programmes and legislation that are attempting to address the situation are examined and tested against the components of the principle of spatial justice in SPLUMA.

Aceh is a special province in Indonesia and different from other Indonesian provinces especially in the context of Shari'ah related laws. Aceh was granted special autonomy and legal right by the Indonesian central government in 2001 to fully apply Islamic law in the province. Generally, Islamic law which is applicable to Muslims in Indonesia is limited to personal laws just as in Malaysia. However, with the passage of time, Islamic law has expanded to include Islamic banking and finance. Besides that, Islamic law in Aceh is also extended to govern criminal matters which are in line with the motto of Aceh Islamic government to apply Islamic law in total or kaffah. Since 1999, the legal administration of Aceh has begun to gradually put in place the institutional framework to ensure that Islamic law is properly administered and implemented. Equally important, such framework is also aimed to ensure that punishments are fairly executed. This paper attempts to analyse the extent of the applicability of Islamic criminal law in Aceh. It is divided into three major parts. The first part discusses the phases in making Aceh an Islamic province and the roles played by Dinas Syariat Islam Aceh as the policy maker in implementing Islamic law as well as educating and training the public about the religion of Islam. The second part gives an overview on the Islamic criminal law and punishment provided in Qanun Aceh No.6/2014 on Hukum Jinayat (hereinafter Qanun Hukum Jinayat or “QHJ”) as well as the criminal procedural law concerning the methods of proof codified in Qanun Aceh No.7/2013 on Hukum Acara Jinayat (hereinafter “QAJ”). The third part of this paper highlights the challenges in the application and implementation of Islamic criminal law in Aceh, and accordingly provides recommendations for the improvement of the provisions in the QHJ and QAJ. Inputs from the interviews with the drafters of QHJ, namely Prof. Dr. Hamid Sarong and Prof. Dr Al Yasa are utilized in preparing this paper. In addition, inputs gathered from nongovernmental organizations (NGOs), namely Indonesian Syarie Lawyers Association (APSI) and Jaringan Masyarakat Sipil Peduli Syariah (JMSPS) are employed. The findings of this research are important in providing an in-depth understanding on the framework of Islamic criminal law in Aceh as well as in recognizing the flaws in its application or practical aspects of the law in Aceh. Abstrak Aceh merupakan sebuah Wilayah Istimewa di Indonesia dibandingkan dengan wilayah-wilayah lain dari segi pelaksanaan undang-undang Islam. Aceh diberi status Wilayah Istimewa yang berautonomi oleh Pemerintah Pusat Indonesia pada tahun 2001 untuk melaksanakan undang-undang Islam secara menyeluruh. Pemakaian dan pelaksanaan undang-undang Islam di Aceh tidak terhad pada Undang-undang jenayah tetapi telah meliputi bidang perbankan dan kewangan Islam. Sejak tahun 1999, Pentadbiran Undang-undang Aceh telah merangka undang-undang bagi memastikan undang-undang Islam dapat ditadbir dan dilaksanakan dengan baik. Selain itu juga, undang-undang yang dirangka juga turut bertujuan untuk memastikan hukuman yang berasaskan undang-undang Islam dapat dilaksanakan secara adil. Oleh itu, kajian dalam kertas kerja ini dibuat uuntuk menganalisa sejauh mana undang-undang jenayah Islam dilaksanakan di Aceh. Kertas ini terbahagi kepada tiga bahagan utama, yang mana bahagian pertama membincangkan latas belakang awal kewujudan wilayah Islam Aceh dan peranan yang dimainkan oleh Dinas Syariat Islam Aceh sebagai mpembuat dasar dalam pelaksanaan undang-undang Islam, mendidik serta menyediakan latihan kepada masyarakat umum di Aceh mengenai Islam. Bahagian kedua menyediakan gambaran umum tentang undang-undang jenayah dan hukuman dalam Islam sebagaimana termaktub dalam Qanun Aceh No.6/2014 berkenaan Hukum Jinayat (“Qanun Hukum Jinayat” atau “QHJ”) serta undang-undang prosedur jenayah berkenaan cara pembuktiaan jenayah sebagaimana yag termaktub dalam Qanun Aceh No.7/2013 berkenaan Hukum Acara Jinayat (“QAJ”). Bahagian ketiga kertas ini menekankan masalah atau cabaran yang dihadapi daam pelaksanaan undang-undang jenayah Islam di Aceh, serta menyediakan cadangan-cadangan bagi penambahbaikan peruntukan-peruntukan yang ada dalam QHJ dan QAJ. Maklumat hasil dari temuramah dengan Prof. Dr. Hamid Sarong dan Prof. Dr Al Yasa telah digunakan bagi menyiapkan makalah ini. Selain itu, maklumat yang diperolehi daripada organisasi bukan kerajaan iaitu Indonesian Syarie Lawyers Association (APSI) dan Jaringan Masyarakat Sipil Peduli Syariah (JMSPS) turut dimanfaatkan. Dapatan dari kajian ini penting bagi menyediakan kefahaman terhadap kerangka undang-undang jenayah Islam di Aceh serta mengenal pasti masalah dalam aspek peruntukan undang-undang tersebut atau pelaksanaannya di Aceh. This study describes the border management policy conducted by the central government, provinceof East Kalimantan and Nunukan. Policies such as the establishment of regulatory, institutionalstrengthening, programs and infrastructure development. The policy is getting good responsefrom the elite and the masses. On the other hand policy makers have expectations of localcommunities border synergism Sebatik Island in order to build and develop the border areas so asto break the chain of dependence on Malaysia. The research was conducted in Sebatik Island,East Kalimantan province Nunukan with the formulation of the problem (a) what policies areoriented to maintain borders, (b) How is the public response to government policy, (c) What areyour expectations of policy makers in local communities to regional border. This study usedqualitative methods to phenomenological research strategy. Techniques of data collection in thisstudy using two ways, namely in-depth interviews and secondary data view Results indicate thatthe existing policy of both the central and provincial to district borders do not solve the problembecause it is made on the island of Sebatik with other border regions. The policy does not includelocal knowledge, where it is desperately needed by the people Sebatik. In addition to policies onprograms and infrastructure development of the center, the district adopted a policy of inactionagainst the illegal cross-border trade, which on the one hand against the rules but if enforced thenpeople can not perform economic activities that impact well-being. Policies like this gets a positiveresponse from the public. Expectations for the future border policy is to load local content orlocal knowledge.Keyword: border policy, local knowledge, dependent relationship

AbstractGraduate schools provide students opportunities for fieldwork and training in archaeological methods and theory, but they often overlook instruction in field safety and well-being. We suggest that more explicit guidance on how to conduct safe fieldwork will improve the overall success of student-led projects and prepare students to direct safe and successful fieldwork programs as professionals. In this article, we draw on the experiences of current and recent graduate students as well as professors who have overseen graduate fieldwork to outline key considerations in improving field safety and well-being and to offer recommendations for specific training and safety protocols. In devising these considerations and recommendations, we have referenced both domestic and international field projects, as well as those involving community collaboration.
