ABSTRACT Understanding policy process involves many distinctive approaches. The most common are institutional, groups or networks, exogenous factors, rational actors, and idea-based approach. This paper discussed the idea-based approach to explain policy process, in this case policy change. It aims to analyse how ideas could assist people to understand policy change. What role do they play and why are they considered as fundamental element? It considers that ideas are belong to every policy actor, whether it is individual or institution. In order to answer these questions, this paper adopts Kingdon’s multi streams approach to analyse academic literatures. Through this approach, the relationship between ideas and policy change can be seen clearer. Ideas only can affect in policy change if it is agreed and accepted by policy makers. Therefore the receptivity of ideas plays significant role and it emerges policy entrepreneurs. They promote ideas (through problem framing, timing, and narrative construction) and manipulate in order to ensure the receptivity of ideas. Although policy entrepreneurs play significant role, political aspects remains the most important element in the policy process. Keywords: policy change, ideas, idea-based approach, Kingdon’s multiple streams, policy entrepreneurs.

AbstractMarketing and publicity have played a very significant role in promoting touristic destinations. Over the years, destinations promoted in papers, magazines and even movies, have become more and more crowded. This phenomenon even happened to the extent that it threatens the local environment and the wellbeing of locals. By studying recent news regarding popular tourist destinations, the article will observe the shift in the mindset of both tourists and policy makers. Therefore, should campaigns be held to raise awareness regarding different threats a destination faces, a shift of mindset will occur. This can be observed from the point of view of policy makers, locals and even tourists. The aim of this article is to study and compare both, publicity done for sustainability and publicity done for the sake of popularizing a touristic destination. Through this comparison the article wants to see if there are any changes in the behavior of tourists when reaching specifically advertised destinations but also if certain types of publicity have determined policy makers to take a stand for sustainability.

The post 9/11 terrorism and subsequent wave of violent extremism has generated a significant interest in the role of religion in both peace and conflict. Religion is a significant part of the lives of a significant majority the global population. This realization has led policy makers to seek ways in which religious leaders can and had impacted the community resilience towards violent extremism. Swat and Dir valleys have seen the brunt of violent extremism in the recent past. This extremism was generated and exploited by a few religiously motivated violent organizations. However, we believe there were religious leaders who opposed this surge of violent extremism in those specific communities. This research aims at finding out whether religious leaders mobilized the communities for countering violent extremism. In order to do that, a quantitative survey was designed whereby a community perception was measured. The data was collected from 180 respondents from both the districts of Dir valley, i.e., lower Dir and upper Dir. Our data shows that religious leaders played some role in building community resilience. In terms of bonding, they played a significant role. In terms of bridging, they also played a significant role. However, in terms of linking, the religious leaders played a little role.

This study aims to investigate the role of descriptive norms and personality traits in predicting contraflow riding behavior among motorcyclists. A correlational study was conducted to 156 riders who have the active riding licenses, aged 17 to 51 years old. Participants was given validated scenarios to measure descriptive norm and the contraflow riding behavior, and the Indonesian adapted version of the Big Five self-report to measure extraversion and conscientiousness traits. The results show that descriptive norms have a significant role in predicting contraflow riding behavior. Age has also a significant role in predicting contraflow riding behavior.  When the riders perceived that many riders perform contraflow behavior and the younger their age, they are more likely to perform the contraflow riding behavior. Based on this study, the policy makers should make a serious effort in developing the descriptive norms to reduce contraflow riding behavior, especially among young motorcyclists.

From the late 1990s, the European air transport deregulation has led to the increasing use of the plane to reach tourist destinations. This article investigates the impact of tourists’ changed traveling habits on Italy’s seasonal tourism demand pattern. The role of transportation on seasonality, indeed, has been almost neglected in empirical research. We analyze international monthly arrivals by transport modes from 1997 to 2018, and we use the Gini index as a measure of seasonality. The Gini’s decomposition allows us to evaluate the effects of the growth in the use of each transport mode (cars, planes, ships, trains) on seasonality. A beta regression model confirms that an increment in the proportion of tourist arrivals by airplane determines a reduction in Italy’s overall seasonality of international tourism demand. These results might be a starting point for policy makers in developing strategies to counteract seasonality.

Background.India is the highest contributor to child anemia. About 89 million children in India are anemic. The study determines the factors that contributed to child anemia and examines the role of the existing programs in reducing the prevalence of child anemia particularly in the EAG states.Methods.The data from the latest round of the National Family Health Survey (NFHS-3) is used. Simple bivariate and multinomial logistics regression analyses are used.Results.About 70% children are anemic in all the EAG states. The prevalence of severe anemia is the highest (6.7%) in Rajasthan followed by Uttar Pradesh (3.6%) and Madhya Pradesh (3.4%). Children aged 12 to 17 months are significantly seven times (RR=7.99,P<0.001) more likely to be severely anemic compared to children of 36 to 59 months. Children of severely anemic mothers are also found to be more severely anemic (RR=15.97,P<0.001) than the children of not anemic mothers.Conclusions.The study reveals that the existing government program fails to control anemia among preschool children in the backward states of India. Therefore, there is an urgent need for monitoring of program in regular interval, particularly for EAG states to reduce the prevalence of anemia among preschool children.
