Political trust, conceptually understood as a trust in politics, refers to the positive expectation from the citizen that the government, as an institution leader, will deliver citizen’s best interest through policies and regulations. Political trust is considered as one of the indicators that mark legitimation of existing government in addition to the result from election. Trust in politics is a fundamental element that can connect government and citizens for which benefit policies acceptance and avoid political conflict. The dynamic interaction between government and citizens is the most valuable aspect in democracy, of which the government, as the highest administrator, carries aspiration from the public. For Indonesia, a democratic country with its uniqueness in culture, it is crucial to investigate factors that might contribute as the dimensions of political trust. Such comprehensive understanding can inform the betterment of the democratic practices in Indonesia towards a more robust democracy. In this review study, the author analyzed political trust from a psychological perspective and proposes four basic dimensions to understand political trust from Indonesian perspective. These are cultural dimension, gender dimension, subjective preference dimension, and performance dimension.

Performance of the Nigerian public service has been a major concern to policy makers and researchers alike. This is because despite all measures put in place to arrest the ugly trend, it seems, it has defied all approaches towards tackling the problem of inefficiency and capacity collapse. Work ethics, attitudes and values can be influenced by the organization, through interventions like training, motivation and coaching, etc. However, they cannot be changed forcibly because they are intrinsic. It is, therefore, of fundamental importance that public functionaries act justly and fairly to all, not only paying lip service to ethical conduct but also ensuring that these are manifestly and undoubtedly seen to be done. This paper discusses the challenges of work ethics, values, attitudes and performance in the Nigerian public service. The major causes of unethical conduct in the public service were identified and the institutional mechanisms established by the government to curb these unethical behaviours were examined. This paper adopted content analysis as a method of data gathering and analysis. It suggested viable options for effective and efficient service-oriented public service.

AbstractThe objective of this research is to verify the level of relationship between the mechanisms of corporate governance and the performance of the companies of the public subsector, listed on BM&FBovespa. The research was based on the financial statements from 2010 to 2014, obtained on the BM&FBovespa website, resulting in a sample of 63 companies with 315 observations. In order to calculate the performance proxy of the company, the ROA was used, and for the calculation of the proxies of the corporate governance mechanisms were used for the quality of the audit, the concentration of ownership in common shares and preferred shares, participation in the levels of governance of BM&FBovespa, number of shares held by the government and number of directors in the Board, adapted from the Mollah and Zaman (2015) survey. Convergence with national and international research, the findings of the study showed that such variables as quality of profit, concentration of ownership in preferred shares, participation in governance levels and size of the Board are positively related to the performance of the company; already a concentration of ownership in common shares and number of shares held by the government are negatively related to performance. For future reference, it is recommended to expand other sectors of the market as well as to use other mechanisms of corporate governance, presented in the literature.Keywords: Corporate Governance. A pesquisa teve como base os dados das demonstrações financeiras de 2010 a 2014, obtidas no sítio eletrônico da BM&FBovespa, resultando assim, em uma amostra de 63 empresas, com 315 observações. Para o cálculo da proxy de desempenho da empresa foi utilizado o ROA, e para o cálculo das proxies dos mecanismos de governança corporativa foram utilizadas a qualidade da auditoria, concentração de propriedade em ações ordinárias e em ações preferenciais, participação nos níveis de governança da BM&FBovespa, número de ações mantidas pelo governo e número de diretores no Conselho, adaptado da pesquisa de Mollah e Zaman (2015). Convergente com pesquisas nacionais e internacionais, os achados desse estudo evidenciaram que as variáveis qualidade do lucro, concentração de propriedade em ações preferenciais, participação nos níveis de governança e tamanho do Conselho são positivamente relacionados com o desempenho da empresa; já a concentração de propriedade em ações ordinárias e o número de ações mantidas pelo governo são negativamente relacionadas com o desempenho. Para pesquisas futuras, recomenda-se ampliar a outros setores do mercado bem como utilizar outros mecanismos de governança corporativa, presentes na literatura.Palavras-chave: Governança Corporativa. This article discusses expressions of hatred as a political category that has become a topic of discourse among Indonesian netizens on Twitter. The Twitter conversations data used in this analysis were obtained through a Twitter thread reader application operated by DEA (Drone Emprit Academic). As a political category, hatred is considered new. It emerged as  and became a conversational topic for netizens on Twitter due to  various political promises President Joko Widodo has made during his campaign and has not fulfilled. Political hatred has spread extensively owing to Twitter leading to   absolute freedom of expression. On Twitter, political hatred has increased because of two main clusters during the 2019 Presidential Election campaign. The two clusters represent  two pairs of presidential and vice-presidential candidates, namely Joko Widodo-Ma’ruf Amin (Number 01/JKW-MA) and Prabowo Subianto-Sandiaga Uno (Number 02/PS-SU). This study may have implications on broader hatred-based political conflict. Additionally, political hatred may also have implications on the waning of the public’s function to criticize political actors and the government because criticism may be suppressed on the basis of it being an expression of hatred. This will, accordingly, turn into a new dilemma in a democratic country, between freedom of expression and potential rise of new authoritarianism.

The issue of reforming the Moroccan educational system has become an important national topic. The government is looking forward to achieve the objectives that have been defined forward for this system and contribute to let it be performant.Effectively, the Moroccan educational system is the second national priority. All the national speeches of his majesty king of Morocco are focalized in reorganizing this system by detecting the problems and developing pertinent solutions and tools able to make the difference in the future. The Moroccan context is characterized by the will of government to establish the notion of governance and performance in the public services in general and in the national educational system especially. The aim of our paper is to study how can we introduce the concept of performance in the educational system by integrating a system of management control in the system of education?The hypothesis that the three habitual summits of management control namely- means –objectives and realizations arenot enough for studying the complexity and the missions of such a sector like the educational system where the satisfactions of users is an important factor that must be took into consideration.

With the transition from government to e-government, greater transparency in government accountability has occurred. However, state government budgets and performance reports are voluminous and difficult to understand by the average citizen. There is a need for government Websites to promote public trust while providing understandable, meaningful, and usable government accountability information. The public needs to have access to information that links the outcome of government spending so that government can be accountable for their spending. There are three fundamental functions for government: accountability, budgeting, and policy-making. The chapter discusses literature specifically relating to government accountability resulting in a checklist being developed to provide a mechanism for evaluation of government Websites from a technical and usability perspective. Therefore, it is not only important for a Website to have the government accountability information but to also display it in a useful and meaningful format understandable by citizens accessing the Website.

The main purpose of the study is to contribute to knowledge by assessing the moderating role equity in financialcompensation plays on the relationship between employees’ behavior and performance of state owned universities inGhana. The targeted population for the study was the 10 public universities established by an Act of Parliament andare recognized by the National Accreditation Board. Out of this, 7 public universities were selected usingconvenience sampling. The choice of this sampling method was based on accessibility and easy access toinformation to facilitate the research. In each of the sample, 15 employees’ mainly senior members both fromadministration and academic totalling 105 were randomly selected for the study. The main instrument used forcollection of primary data was questionnaires and interviews whilst review of selected public universities websites,published textbooks, journals and newsletters constitute the secondary data. The instrument used for the study wastested for its reliability and fitness and the result was positive with cronbach’s alpha value of 0.856. Analysis for thestudy was done using correlation and regression to test for the hypotheses developed. The results show that employees’behaviour has high positive relationship with performance of public universities with equity in financial compensationplaying a moderating role. The study therefore recommends the need for the Government of Ghana to continue with thefull implementation of its single spine pay policy since it will ensure fairness in the public sector wage which will inturn influence employees’ behaviour positively and performance of the sector as a whole.

Participatory governance in public sector is of great importance especially for a democratic country like Pakistan. In this paper we discuss Youth Volunteerism as tool to ensure participation of young people in public service delivery as partners of the government. This research is based on primary data collected on convenience sampling basis, through questionnaires distributed among 243 youth studying in colleges of selected areas of Pakistan.  The objective of this research was to find out the perception of young people about Volunteerism in public sector and to find factors that may encourage them to engage in participatory governance through volunteering in public sector institutions of Pakistan. Data was analyzed through SPSS-21, using Multiple Regression Analysis and Pearson’s Correlation techniques. The results show that young people in Pakistan are willing to volunteer their services in the public sector because they think it is honor for them, it is need of the time and that it will increase the productivity of the public institutions. This study concludes that promoting culture of volunteerism in the public sector of Pakistan will enable young people to become part of government in service deliver, will reduce public-government gap, will help reduce shortage of workforce in public sector and will increase the productivity of public institutions.

The prediction that full employment will have a great political future is based on the fact that economic policies of this kind reach large segments of the public not previously accustomed to political action or only recently made aware of the potentialities of politics. Only the war itself has served to remind these relatively non-political people as urgently of the new importance of the government to every one as they are likely to be reminded by the establishment of the principle that public authority and public resources ought to be used to promote or produce sixty million jobs. What people do about the government depends on what they think the government is able to do. Therefore, the idea that the government is now able to protect people against the most dreaded of the manifestations of economic instability is almost certain to have a great impact on the political behavior of millions of people, many of whom have never before been drawn into the orbit of politics.Moreover, unless the millenium is here, it seems probable that a prolonged and disturbing controversy over employment policies is in the making. In fact, a major political conflict over these policies can probably be avoided only by the abandonment of the whole project, i.e., by conceding the argument that full employment is none of the business of the government. The friends of the new policies are, therefore, in the position of having to pray for stormy weather.

AbstractWell-functioning democracies depend on citizens’ ability to make accurate political judgments and express them in the public sphere. Thus, in this research, we aim to better understand the role of political knowledge and political trust in shaping young Poles’ willingness to engage in unconventional participation such as signing a petition, boycotting specific products, taking part in a peaceful demonstration, or engaging in social media activities. We distinguish between two types of political knowledge: knowledge about the rules of the game and current political knowledge, which provide a more insightful look into the complex nature of relationships between political knowledge, political trust, and unconventional participation. In two studies (Study 1, N = 570 and Study 2; N = 1048) we found that unconventional participation was positively predicted by political trust, and political knowledge about the rules of the game. We also found a significant interaction effect between political trust and current political knowledge, suggesting that those high in current political knowledge may be more willing to participate only when being distrustful towards the current political system. Implications and limitations of these findings are discussed.
