The use of the term “Four Pillars” by the People’s Consultative Assembly of the Republic of Indonesia (MPR RI) since the end of 2009 has generated numerous debates in Indonesian political life. The term of Four Pillars that consists of Pancasila, the 1945 Constitution, NKRI (Unitary State of the Republik of Indonesia), and Bhinneka Tunggal Ika (Unity in Diversity) is affected by the essence, meaning, and understanding of the four in their original meanings. This research aims to examine and analysis on the philosophical problem of Four Pillars terms in the context of philosophy of language especially in the context of contestation of meaning and the essence of Four Pillars term in public discourse and debate. The research was conducted in 2014 to 2018 through literature studies in Yogyakarta. The research fnds that the term of “four pillars” since it was produced by political elites through the public education program has degraded and legitimized the meaning of Pancasila, the 1945 Constitution, NKRI (Unitary State of the Republic of Indonesia), and Bhinneka Tunggal Ika (Unity in Diversity). Philosophically, the use of term of four pillars for public education to introduce national insight conducted by the People’s Consultative Assembly of the Republic of Indonesia has distorting of meaning and displacing of meaning of Pancasila, the 1945 Constitution, NKRI, and Bhinneka Tunggal Ika. The term of “four pillars” is also not yet known in this history or by the public.

Michael Warner is the Seymour H. Knox Professor of English and American Studies at Yale University, and his career has followed an interesting trajectory, beginning with the study of print and its importance to the emerging American nation and extending into queer theory and contemporary politics. There is an important line of thought that connects three of Michael Warner’s books: The Letters of the Republic (1990), Publics and Counterpublics (2002), and The Trouble with Normal (1999). In The Letters of the Republic, Warner begins to outline the way in which publics emerge and are discursively produced. In Publics and Counterpublics, he more thoroughly engages both the production of normative publics and the resistant communities of counterpublics, the latter of which he often illustrates with examples drawn from queer communities. Finally, in The Trouble with Normal, Warner challenges the efforts of gay and lesbian rights advocates to accommodate and assimilate to heteronormative standards in an effort to join the public constituted by the dominant heterosexual society. As he notes, these efforts effectively undermine the transformative qualities that queerness can bring to a society in refiguring the way sex and relationships are regarded. In effect, The Trouble with Normal seems to be a queer, counterpublic polemic, one that mirrors (in purpose, if not in content) the emerging revolutionary discourse in 18th-century America. In addition, Warner provides some valuable perspectives on the development of public discourse in American, and makes several observations that pre-date, yet bring into sharp relief, some of the issues and concerns that have been raised about social media.

AbstractThe term Four Pillar became a public debate. The main problem is the use of the Four Pillars term consisting of Pancasila, the 1945 Constitution, NKRI, and Bhinneka Tunggal Ika has raised questions from the community. This research is a qualitative research that examines the existing norms and legislation through the normative laws approach. The purpose of this research is to analyze the normative laws and the impact of the Constitutional Court’s decision on the use of the Four Pillars term. The Constitutional Court’s decision is in accordance with the logic of legal language and the prevailing rules related to the concept and the nature of Pancasila, the 1945 Constitution, the Unitary State of the Republic of Indonesia, and Unity in Diversity can not be categorized into one of the same variants is true. In this case the MPR RI has made a mistake in the language logic using the term 4 Pilar MPR RI. IntisariIstilah Empat Pilar menjadi perdebatan publik. Pokok persoalannya yaitu penggunaan istilah Empat Pilar yang terdiri atas Pancasila, UUD 1945, NKRI, dan Bhinneka Tunggal Ika telah menimbulkan pertanyaan dari masyarakat. Penelitian ini merupakan penelitian kualitatif yang mengkaji norma dan peraturan perundang-undangan yang ada melalui pendekatan penelitian hukum normatif. Tujuan penelitian ini adalah menganalisis dasar normatif dampak putusan MK terhadap penggunaan istilah Empat Pilar. Putusan MK telah sesuai dengan kaidah logika bahasa hukum dan kaidah yang berlaku terkait dengan konsep dan hakikat Pancasila, UUD 1945, NKRI, dan Bhinneka Tunggal Ika tidak dapat dikategorikan menjadi satu varian yang sama. Dalam hal ini MPR RI telah melakukan kesalahan logika bahasa dalam menggunakan istilah 4 Pilar MPR RI.

The Unitary State of the Republic of Indonesia (NKRI) was founded on the support of diversity, both ethnicity, religion, and customs. As historical, the building of such a nation could not be separated from the various tests, beginning of rebellions based on ethnicity, religion, and political ideology, to replace the form of a union state with the enactment of the Constitution. RIS has also occurred. In fact, the Republic of Indonesia remained standing up to this moment. As a law that addresses the entire existing local legal system, the Indonesian legal system has actually placed various means integration which is at the same time the national identity of the Republic of Indonesia building. Associated with the goal of the existence of the Republic of Indonesia, the existing legal construction needs to be strengthened by conducting a paradigmatic evaluation that is continuous and continuous related to (1) legal pluralism policy; (2) legalistic legal paradigm; (3) Central and Regional Relations and local communities; (4) Cultivation of cultural aspects and social capital in development policies; (5) the division of public and private space related to the expression of differences between various cultural, religious or ethnic communities; and (6) Liberalization of political life.

Debates on whether or not depleted uranium (DU) causes cancer and other diseases is a hot topic in the public discourse and quite controversial in the scholarly research literature. The issue has grown in importance in the Republic of Serbia after increased rates of morbidity and mortality from malignancies since the 1999 NATO aggression and its use of DU ammunition. At the same time, the fact that the peacekeeping contingents of foreign military personnel involved in clearing the contaminated areas subsequently developed malignant diseases led to what has become known as the Balkan Syndrome. Beside health implications, the social and economic burden of cancer is significant in all countries, especially in transitioning economies, because of health care spending as well as lost productivity due to morbidity and premature death. Therefore, the main aims of this article are to summarize and discuss the current state of knowledge about the negative impact of DU on human health and social impact of cancer, specifically in Serbia, and to encourage rigorous and objective examination of health impacts of DU ammunition and, ultimately, to spotlight the inextricable connection between public health and security, and the indispensable consideration of health from the perspective of national security.

The article presents some results of a sociological survey within the framework of the second stage of work on the topic “Ethnic factor in the socio-political life of the regions of Russia: from ethnopolitical mobilization to civic integration (the Republics of Bashkortostan, Mari El, Mordovia, Udmurtia, Chuvashia)”, conducted among the students of Izhevsk. The survey was aimed at identifying current youth problems and studying social identities, the nature of interethnic relations, the peculiarities of ethnopolitical processes in the republic, the perception of migrants, the public activity of student youth in the capital of Udmurtia. According to preliminary results, new social risks and threats related to the pandemic and attacks on educational organizations are being updated; the trend of the formation of Russian identity continues; the assessment of the sphere of inter-ethnic relations differs at the federal and regional levels, while some conflict potential remains; at the same time, there is no request for active protest actions among young people; there are sentiments on migration outflow from the region under the influence of a whole range of reasons and concerns related to the possible mass arrival of new arrivals in the region; social activity of students is multi-vector, the desire to prove themselves in the work of ethno-cultural organizations is not among the priorities. The results of the study will be used to develop practical recommendations to the authorities and public associations involved in the implementation of the state youth policy.

‘WITHOUT TRUST WE WILL NOT SOLVE OUR PROBLEMS,’ WARNED Johannes Rau, the former German Federal president in his last ‘Berlin speech’ in May 2004. As one reason for an alarming loss of trust in Germany, creating a serious obstacle to necessary changes, he identified an irresponsible, egoistic and greedy behaviour among parts of German elites. Actually, Johannes Rau did not blame only political elites but also elite members in other sectors such as business, trade unions or mass media. His statement implies that parts of German elites are causing a decline in trust in Germany by losing touch with the people. Likewise, various observers in the public discourse argue that the immoral, cynical and increasingly incompetent behaviour of several elite members especially fosters a crisis of trust in Germany by creating a diffuse climate of distrust, pessimism, uncertainty and Zukunftsangst.

Public education is an important component of providing for the safety of individuals and communities. Although it is often not given the resources seen by response units, a good public education program can and does save lives. A good program empowers people to help themselves and their neighbors in times of need until help from professional responders can arrive. This chapter will examine the important role that gaming and simulation currently plays in teaching the public and will lay out ideas on how it can be used for better and more efficient training programs in the future.

The many threats of radicalization in the middle of society, the demonstration actions that often ask for the application of certain ideologies within the state of Indonesia, the conflict between ethnic, religious, racial and custom makes the tranquility of Bhinneka Tunggal Ika society to be threatened and the erosion of values Pancasila among the younger generation that endanger the survival of the Indonesian nation.The problem of this research is how the Political Law of the State in the concept and context of Pancasila and Diversity in defending the Unitary State of the Republic of Indonesia and How the Strength of the Unitary State of the Republic of Indonesia Based on Pancasila and Unity in Diversity and How Radicalism and Threat Against the Unity of the Unitary Republic State Indonesia.This research uses normative juridical approach method, then data collection procedure is done by literature study, data processing procedure is done by data classification, data inventory, systematization of data, and data analysis is done by qualitative method.The result of the research, the politics of constitutional law in the concept and context of Pancasila and Diversity in defending the Unitary State of the Republic of Indonesia in accordance with the nationalist ideology set forth in the 1945 Constitution, the power of the Unitary State of the Republic of Indonesia based on Pancasila and Diversity is based on the strength of local wisdom from all elements of the nation Indonesia, radicalism and threats to the unity of the Unitary State of the Republic of Indonesia through the strengthening of national insight among the younger generation and the people and leaders of the nation and state apparatus.Suggestion in this research, expected to government can reinforce study of nationality and education of Pancasila and Diversity, to Indonesian society.
