Penelitian ini mengkaji kelayakan finansial dan dampak dari model pengelolaan ternak yang ditemukan di sekitar hutan Gunung Mutis di Pulau Timor. Data dikumpulkan melalui wawancara terhadap 40 masyarakat sekitar hutan. Terdapat dua model pengelolaan ternak yang ditemukan di sekitar hutan. Model pertama adalah model pemeliharaan ternak di dalam kandang dan model kedua adalah model penggembalaan ternak di hutan. Hasil penelitian menunjukkan bahwa kedua model layak secara finansial. Namun demikian, jika menggunakan biaya tenaga kerja komersial, model pemeliharaan ternak di dalam kandang secara finansial tidak layak untuk dilakukan, sedangkan model penggembalaan di hutan layak secara finansial. Model pengelolaan ternak di dalam hutan berdampak negatif terhadap regenerasi pohon sedangkan model pemeliharaan ternak di dalam kandang tidak berdampak negatif terhadap kelestarian hutan. Dari hasil penelitian disarankan agar pemerintah membatasi areal untuk penggembalaan ternak di hutan.Kata kunci: kelayakan finansial; model silvopasture; Mutis; penggembalaan ternak hutan; Timor Livestock Management Models Around Mt. Mutis Forest and Its Impact on Forest SustainabilityAbstractThe study examined the financial feasibility and impacts of livestock management models found around Mt. Mutis forest in Timor Island of Indonesia. Data was collected through interviewing 40 communities around the forest. There were two livestock management models around the forest, the first model was livestock management which raise livestock in the cattle pen, and the second model was livestock management which graze livestock in the forest. This study found that both livestock management models were financially feasible. However, if commercial cost of workers was counted, the livestock management model which raise livestock in the cattle pen was financially not feasible while livestock management model which graze livestock in the forest was financially feasible. Livestock management model which graze livestock in the forest however had negative impacts on the regeneration of trees. On the basis of this study, it is suggested that the government should limit the forest area that could be used for forest grazing.

The article gives recommendations on the options for transferring specific categories of rights to reposition basic port services from the government to the private sector. Being based on the analysis results, the strengths and weaknesses of the port management models were highlighted. An organizational and economic mechanism is proposed that considers the use of various calculation methods depending on the partnership model and the structure of the seaport. A strategically important element of the proposed mechanism is the implementation of a set of measures aimed at the search, coordination and efficient use of potential components in the system of innovative seaport management. Such system requires constant monitoring, the search for optimal solutions to the problem and the effective reconfiguration of elements and processes for their appropriate solution. Indonesia is a country that has abundant natural resources, both renewable and non-renewable. The wealth of natural resources contained in the motherland can be utilized for the needs and welfare of the people of Indonesia under Article 33 paragraph (3) of the 1945 Constitution. One of the natural resources in Indonesia is forests. The government establishes a forest area as a protected forest area for a benefit that is expected by law. There is a violation of the use of protected forest areas for interests outside the forestry sector, namely the conversion of the function of protected forests used as mining land violations that are contrary to Article 38 Paragraph 4 of Law Number 41 of 1999. Mining business activities have negative impacts as well as positive impacts that arise. Mining will harm environmental conditions that can affect the social life of the community, reducing the environmental quality of the positive impact of the existence of mining business activities in an area will cause changes to the economic level, the legal basis for protecting the affected communities in the mining sector, as mandated by Article 28G Paragraph (1) and Article 28H Paragraph (1) of the 1945 Constitution.  Forest conversion has been identified as one of the several bottlenecks affecting upon the major infrastructure projects in Nepal, especially in the energy and transport sectors. Nepal’s policy requires at least 40% of its land cover under forest. This means if any forest land is converted to non-forest land, it must be compensated with an equivalent area, preferably in the similar ecotype in the nation. In addition, a specified number of trees must be planted for the number of trees felled in the project site, and the site must be managed and protected for five years by the developers. These provisions have led to growing resentment between the developers and the Ministry of Forests and Soil Conservation (MFSC), leading to delay in providing forest lands for infrastructure projects. With a view to develop mechanisms for the government to rapidly provide forest land for nationally important infrastructure projects, the Government databases were examined to analyze the forests handed over to the developers for non-forestry uses. The data showed that a total of 14,028.4 ha of forest area were handed over to the developers for non-forestry uses until the end of 2015. On an average, 263.8 ha forest area was found to be handed over to the developers between the period of 2010–2013. However, there is a declining trend of forest handed over for non-forestry purposes in the recent years. The decline could be due to the strict enforcement of the legal provision which limits the conversion of forest areas to non-forest areas except in the case of the “national priority projects”. It has been recommended that the conversion of forest for infrastructure development should be examined with a holistic perspective by taking all the related components of forest conversion into consideration, from providing forest land for replacement planting. It is recommended that the Forest Product Development Board (FPDB), a parastatal organization under the MFSC, should be entrusted with the work of plantation related to forest conversion. The fund for this work should flow directly from the developers to the FPDB. Purpose The author posits that the management model of an organization determines what kind of business models can be pursued within that organization and that successful 21st century management models are very different from those that succeeded in the 20th century. Design/methodology/approach The author compares and contrasts successful 21st century management models with models that succeeded in the 20th century. Findings Success in the digital age requires a 21st century management model and mindset based on an obsession with delivering value to customers. Practical implications The management model incorporates the key ‘written and unwritten rules’ of the firm. The success of digital innovation can be threatened by 20th Century management assumptions that thwart Agile initiatives. Originality/value Article explains how Agile mindsets and practices are essential to the 21st century management model, and how they potentiate the firm’s focus on creating customers.

ABSTRACT  Islamic Religious Instructor has a quite strategic role in the midst of society. besides he is a preacher of Islam, also the Islamic Religious Instructor, according to his function as a guide, illuminator, and community builder with religious language. The role of religious counselors in addition to functioning as an impetus for the community to actively participate in development also plays a role in overcoming obstacles that build the course of development, particularly overcoming negative impacts. Religious instructors as religious leaders always guide, nurture, and move the community to do good and stay away from prohibited acts, inviting something that is needed by the community in fostering its territory both for the purposes of social facilities and worship. The Religious Instructor is a place to ask questions and a place to complain for his community to solve and resolve with his advice. Religious Instructors as community leaders act as priests in matters of religion and social problems as well as in matters of state by an effort to succeed the government program. The role of religious instructors in improving and creating the quality of sakinah families in the Muhajirin AL Muhajirin voluntary II Ta'lim Assembly group in Teluk Betung Barat Subdistrict, Bandar Lampung City, it can be concluded that religious counselors play an important role in improving the quality of sakinah families, one of which is in terms of worship , and also able to improve the quality of a new family and has long become a sakinah family.

Population arrangement to islands for settlement is one of the important policies in many ways of each nation. This study was conducted to provide an understanding of the current situation and impacts of the migration to Tho Chu Island, Phu Quoc District, Kien Giang Province, Vietnam. In-depth interviews and survey questions were used to collect preliminary data on displaced people, insular living conditions, positive and negative impacts of the migration process on the socio-economic development on the island. They are also supplemented by secondary data which were collected from various sources in research process. The study shows that the migration to the island not only helps to supplement the labor force for the island, contributes to economic and labor structure restructuring on the island but also contributes to diversifying island economic activities and expand the space, enrich the cultural life of the island. However, the process of migration to the island also poses a number of problems for the people and the government on the island.

<p>The Tegalsari village is the large village with the second largest population in Bruno District, Purworejo Regency. It makes Tegalsari village have several potentiality to become ecotourism place. The government wants to develop ecotourism in Tegalsari Village to boost the economy and the welfare condition that categorized as poor village. The first stage of ecotourism development is planning stage to know the public perception of the development of ecotourism in Tegalsari Village.This research aims to examine public perceptions of the development plan of Tegalsari Village ecotourism, Bruno District, Purworejo Regency. This research uses qualitative basic methods with interactive inductive data analysis methods. The research location was chosen intentionally or purposively. Determination of informants in this study using the snowball sampling technique. The number of informants is 14 informants. The validity of the data is obtained using data triangulation. The results of this study indicate that the community provides a positive perception of ecotourism development. Ecotourism development was initiated and welcomed by the local community. The community hopes that Bukit Sitetepan ecotourism development can improve people’s welfare. There are several supporting factors and obstacles to the process of developing ecotourism and ecotourism development also bring positive and negative impacts. According to the community, the positive impact caused is greater than the negative impact.</p>

Pakistan is exposed to various natural calamities due to its geophysical condition and climatic changes. In addition, man-made disasters also pose a threat to human lives and properties which includes industrial and transport disasters including oil spills, civil unrest, wars and conflicts. Although it is not possible to stop or prevent natural disasters, but the negative impacts of natural disasters can be minimized through human efforts. The government of Pakistan has adopted participatory approach as part of its policy for disaster management. This research paper is based on the analysis of secondary data for reviewing the existing policies with emphasis on disaster risk reduction in pre and post disaster period. The paper concludes that participation of target community is indispensable for disaster risk reduction on sustainable basis. The article suggests that community should be meaningfully involved in disaster risk reduction efforts at the local level. In this connection the role of social workers is indispensable for disaster risk reduction on sustainable basis.

Abstract: The regional government is at the forefront of sustainable development. Through policies issued by local governments can help improve the quality of education at the Madrasah level. The study aims to describe 1) a comparison of education policies by the Nganjuk Regional Government. 2) The authority of education policy providers by the Nganjuk regional government. 3) positive and negative impacts of the comparison of government policies on the implementation of Madrasah education. This research uses qualitative research with a descriptive-analytic approach. Data collection techniques are done using observation, interviews, and documents. Data analysis of the results of the study was carried out by data reduction, data presentation, and concluding (data verification). The results of the study show that (1) Problems and comparisons of educational policies namely regarding the qualifications of the establishment of schools and madrasas, and differences in the admission schedule for new students that are still not aligned between the Education Office and the Nganjuk Ministry of Religion Office due to the centralization and decentralization of the government system. (2) The authority exercised by the Education Office and the Regional People's Representative Assembly Commission 4 does not affect Madrasas (3) The positive impact is that madrasas can choose students who are superior and can meet the ceiling set by the government. The negative impact is that madrasas are said to be a factor in merging schools and the lack of local government attention to madrasas.Keywords: School, Madrasa, Educational Policy, Local Government Abstrak: Pemerintah daerah menjadi ujung tombak dalam pembangunan yang berkelanjutan. Penelitian ini menggunakan jenis penelitian kualitatif dengan pendekatan deskriptif-analitik. Teknik pengumpulan data dilakukan dengan menggunakan observasi, wawancara serta dokumen. Analisis data hasil penelitian dilakukan dengan reduksi data, penyajian data, dan penarikan kesimpulan (verifikasi data). Hasil penelitian menunjukkan bahwa (1) Permasalahan dan perbandingan kebijakan pendidikan yaitu mengenai kualifikasi jarak pendirian sekolah dan madrasah, dan perbedaan jadwal penerimaan siswa baru yang masih belum selaras antara Dinas Pendidikan dan Kantor Kementerian Agama Nganjuk dikarenakan sentralisasi dan desentralisasi sistem pemerintahan. (2) Kewenagan yang dilakukan Dinas Pendidikan dan DPRD Komisi 4 tdak berpengaruh kepada Madrasah (3) Dampak positif yaitu madrasah mampu memilih siswa yang unggul dan bisa memenuhi pagu yang telah ditentukan oleh pemerintah. Dampak negatinya adalah madrasah dikatakan sebagai faktor penggabungan sekolah dan masih kurangnya perhatian pemerintah daerah terhadap madrasah.Kata kunci: Sekolah, Madrasah, Kebijakan Pendidikan, Pemerintah Daerah

The government determines forests based on the main functions of: Conservation forest, protection forest and production forest. The Petungkriyono protected forest is one of the conservation areas located in the Petungkriyono, Pekalongan City. Conservation of protected forests in Petungkriyono is very much needed considering the development of the wider city, so that the forests that were originally forest areas that functioned as green open spaces have been greatly reduced, especially in areas along the river that leads to Pekalongan City. The research method used in this study is to use descriptive research methods. The data collection technique used is the study of literature. Data analysis techniques were performed using a Likert scale calculated by discriminant analysis. Type of participation contributed by the community in the protected forest area of Petungkriyono; a) participation of ideas, b) energy, c) property, d) skill e) social participation. The form of community participation in the conservation of the Petungkriyono protected forest area; a) active participation, b) passive participation. Geographical factors that serve as a reference for the importance of conservation of the Petungkriyono protected forest are: a) habitat, b) consideration of the area, c) physical and human factors, and d) economic value.
