Indonesia is a country that has abundant natural resources, both renewable and non-renewable. The wealth of natural resources contained in the motherland can be utilized for the needs and welfare of the people of Indonesia under Article 33 paragraph (3) of the 1945 Constitution. One of the natural resources in Indonesia is forests. The government establishes a forest area as a protected forest area for a benefit that is expected by law. There is a violation of the use of protected forest areas for interests outside the forestry sector, namely the conversion of the function of protected forests used as mining land violations that are contrary to Article 38 Paragraph 4 of Law Number 41 of 1999. Mining business activities have negative impacts as well as positive impacts that arise. Mining will harm environmental conditions that can affect the social life of the community, reducing the environmental quality of the positive impact of the existence of mining business activities in an area will cause changes to the economic level, the legal basis for protecting the affected communities in the mining sector, as mandated by Article 28G Paragraph (1) and Article 28H Paragraph (1) of the 1945 Constitution. <p class="Abstract"><em>The protected forest area has various functions for human living. The protected forest area is a strategic area which has a function to protect the biodiversity and macro climate, as well as water use balancer. The Act No. 12 of 2012 be the basic for Balikpapan City detailing the spatial planning (RTRW) to the detail spatial planning (RDTR) as the strategic areas of socio-cultural and the environment. The region includes three strategic areas, i.e. protected areas, education, and housing on the water. The concept of sustainable development that focuses on balancing environmental, social and economic become a macro approach to the preparation of a detailed plan for the third strategic area.Currently, the protected forest areas of Wain River and Manggar River currently indicate endangered in the future due to the growing activity over the land, as well as coal mining industry around protected areas. The article aims to determine the direction of development planned in the structuring of protected forest areas that could potentially reduce the impact of threats in the future. The results showed that the management of protected forest areas conducted through the concept of "developmental conservation". This concept was conducted through the collaboration role between the government as the regulator to the development of the natural attractions activity and the local communities as the main stakeholder of tourism development. This concept provides the protection conservation of protected forests at the same time generating economic value for local communities and government.</em><strong><em></em></strong></p>

The revitalization of the Old Town of Semarang is to support the Old Town as a heritage tourist destination and to overcome environmental problems such as tidal flood, slums, old buildings that are not maintained, and street vendors. Revitalization efforts have positive and negative impacts on the people in it. The positive impact caused by the existence of tourism activities in the Old Town area is the developing economy of Semarang City. While the negative impacts caused are physical, economic, and social gentrification; and affect the quality of life of local people. So it is necessary to study the relationship between gentrification and the quality of life of the community. The analysis to achieve that goal is the identification of revitalization, gentrification, and quality of life of the communities. Data collection methods were questionnaires, field observations, interviews, and document review, and also analysis techniques in the form of spatial planning. Based on the results of the study, there is relationship between gentrification and revitalization. That is, the facilities in the Old Town area cannot reach all levels of the people who live there. Besides, the presence of gentrification worsens the quality of life of local people. The government is still only focused on the physical development of the Old Town but has not considered the community's economic and social revitalization.

Agrarian conflict between the people living in the villages of the pelalawan district is due to the change of government policy related to the pattern of management of natural resources such as forest, land and river, from "subsistence" pattern to the pattern of industrialization in the forestry sector becoming the root of agrarian conflict in Riau province . The change of development policy from the pattern of Subsistence to the pattern of industrialization in the forestry and plantation sectors created by the government led to changes in the control of natural resources such as land, rivers and forests from the "Subsistence" pattern based on ulayat concept, to become widespread land tenure (monopoly) by the owners of capital (the corporations).

Kulon Progo Regency is one of the districts that has many innovations, one of which is community empowerment in collaboration with a modern shop abbreviated as the shop name owned by the people (tomira). This research was motivated by the achievements of the Kulon Progo district government in carrying out development and innovation in the development of the Kulon Progo region by fully involving the Kulon Progo district community through community empowerment. This initiative was taken by the government of Kulon Progo Regency to improve community empowerment and protect the people of Kulon Progo Regency from various economic threats. Considering that in the past few years many modern shops have mushroomed in each district/city, so this is what makes Kulon Progo Regency move quickly to empower the community by collaborating between MSMEs or cooperative with modern shops. This study uses a qualitative method which case study approach. With the empowerment that has been done, the original products of Kulon Progo Regency or local products can be traded in modern stores so that local products in Kulon Progo Regency can compete with national products in these modern stores. The existence of such cooperation will indirectly improve the image of Kulon Progo Regency and lift the original products of Kulon Progo Regency. The lifting of the original products of Kulon Progo Regency will have a positive impact on the community, where indirectly the economy of the community will increase so that there will be prosperity for the community. Kabupaten Kulon Progo adalah salah satu kabupaten yang memiliki banyak inovasi, salah satunya adalah pemberdayaan masyarakat bekerja sama dengan toko modern disingkat nama toko yang dimiliki oleh masyarakat (tomira). Penelitian ini dilatarbelakangi oleh pencapaian pemerintah kabupaten Kulon Progo dalam melakukan pengembangan dan inovasi dalam pengembangan wilayah Kulon Progo dengan melibatkan sepenuhnya masyarakat kabupaten Kulon Progo melalui pemberdayaan masyarakat. Inisiatif ini diambil oleh pemerintah Kabupaten Kulon Progo untuk meningkatkan pemberdayaan masyarakat dan melindungi masyarakat Kabupaten Kulon Progo dari berbagai ancaman ekonomi. Menimbang bahwa dalam beberapa tahun terakhir banyak toko-toko modern telah menjamur di setiap kabupaten/kota, jadi inilah yang membuat Kabupaten Kulon Progo bergerak cepat untuk memberdayakan masyarakat dengan berkolaborasi antara UMKM atau bekerjasama dengan toko-toko modern. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus, dengan metode yang digunakan adalah dokumentasi. Dengan pemberdayaan yang telah dilakukan, produk asli Kabupaten Kulon Progo atau produk lokal dapat diperdagangkan di toko modern sehingga produk lokal di Kabupaten Kulon Progo dapat bersaing dengan produk nasional di toko modern ini. Adanya kerjasama tersebut secara tidak langsung akan meningkatkan citra Kabupaten Kulon Progo dan mengangkat produk asli Kabupaten Kulon Progo. Pencabutan produk asli Kabupaten Kulon Progo akan berdampak positif bagi masyarakat, di mana secara tidak langsung perekonomian masyarakat akan meningkat sehingga akan ada kesejahteraan bagi masyarakat.

The paper presents the research results on conflicts in the forestry sector. The theoretical framework of the research is based on the belief that conflicts are a universal phenomenon. The basic constituents of conflicts are elements and aspects. The elements of conflicts are the substance, processes and relations between participants, which affect the social, cultural, institutional and economic aspects. They also include the aspect of natural resources, which is a feature of the forestry sector. Such a theoretical framework gave grounds for the analysis of employees' opinions about the type and significance and the stage in which the observed conflicts were. The opinions of the people employed in enterprises and organizations benefiting from state forests, protected areas and administrative state bodies in the forestry sector were collected through a survey. The data collected were processed using descriptive statistics. A lot of conflicting situations were identified and they were classified into 10 groups. The most serious one is the conflict between regular measures and works in the forest of nature protection. Nine participants were identified in these conflicts. It was found that some conflicts had been resolved, while some were in the latent phase, with the possibility to escalate.

Population arrangement to islands for settlement is one of the important policies in many ways of each nation. This study was conducted to provide an understanding of the current situation and impacts of the migration to Tho Chu Island, Phu Quoc District, Kien Giang Province, Vietnam. In-depth interviews and survey questions were used to collect preliminary data on displaced people, insular living conditions, positive and negative impacts of the migration process on the socio-economic development on the island. They are also supplemented by secondary data which were collected from various sources in research process. The study shows that the migration to the island not only helps to supplement the labor force for the island, contributes to economic and labor structure restructuring on the island but also contributes to diversifying island economic activities and expand the space, enrich the cultural life of the island. However, the process of migration to the island also poses a number of problems for the people and the government on the island.

<p>The Tegalsari village is the large village with the second largest population in Bruno District, Purworejo Regency. It makes Tegalsari village have several potentiality to become ecotourism place. The government wants to develop ecotourism in Tegalsari Village to boost the economy and the welfare condition that categorized as poor village. The first stage of ecotourism development is planning stage to know the public perception of the development of ecotourism in Tegalsari Village.This research aims to examine public perceptions of the development plan of Tegalsari Village ecotourism, Bruno District, Purworejo Regency. This research uses qualitative basic methods with interactive inductive data analysis methods. The research location was chosen intentionally or purposively. Determination of informants in this study using the snowball sampling technique. The number of informants is 14 informants. The validity of the data is obtained using data triangulation. The results of this study indicate that the community provides a positive perception of ecotourism development. Ecotourism development was initiated and welcomed by the local community. The community hopes that Bukit Sitetepan ecotourism development can improve people’s welfare. There are several supporting factors and obstacles to the process of developing ecotourism and ecotourism development also bring positive and negative impacts. According to the community, the positive impact caused is greater than the negative impact.</p>

Abstract: The regional government is at the forefront of sustainable development. Through policies issued by local governments can help improve the quality of education at the Madrasah level. The study aims to describe 1) a comparison of education policies by the Nganjuk Regional Government. 2) The authority of education policy providers by the Nganjuk regional government. 3) positive and negative impacts of the comparison of government policies on the implementation of Madrasah education. This research uses qualitative research with a descriptive-analytic approach. Data collection techniques are done using observation, interviews, and documents. Data analysis of the results of the study was carried out by data reduction, data presentation, and concluding (data verification). The results of the study show that (1) Problems and comparisons of educational policies namely regarding the qualifications of the establishment of schools and madrasas, and differences in the admission schedule for new students that are still not aligned between the Education Office and the Nganjuk Ministry of Religion Office due to the centralization and decentralization of the government system. (2) The authority exercised by the Education Office and the Regional People's Representative Assembly Commission 4 does not affect Madrasas (3) The positive impact is that madrasas can choose students who are superior and can meet the ceiling set by the government. The negative impact is that madrasas are said to be a factor in merging schools and the lack of local government attention to madrasas.Keywords: School, Madrasa, Educational Policy, Local Government Abstrak: Pemerintah daerah menjadi ujung tombak dalam pembangunan yang berkelanjutan. Melalui kebijakan yang dikeluarkan pemerintah daerah dapat membantu peningkatkan mutu penyelenggaraan pendidikan di tingkat Madrasah. Penelitian ini bertujuan untuk mendeskripsikan tentang1) perbandingan kebijakan pendidikan oleh Pemerintah Daerah NganjukDalam Penyelenggaraan Pendidikan Madrasah. 2) Kewenangan penyelenggara kebijakan pendidikanMadrasah oleh pemerintah daerah Nganjuk.3) dampak positif dan negatif dari perbandingan kebijakan pemerintah terhadap penyelenggaraan pendidikan Madrasah. Penelitian ini menggunakan jenis penelitian kualitatif dengan pendekatan deskriptif-analitik. Teknik pengumpulan data dilakukan dengan menggunakan observasi, wawancara serta dokumen. Analisis data hasil penelitian dilakukan dengan reduksi data, penyajian data, dan penarikan kesimpulan (verifikasi data). Hasil penelitian menunjukkan bahwa (1) Permasalahan dan perbandingan kebijakan pendidikan yaitu mengenai kualifikasi jarak pendirian sekolah dan madrasah, dan perbedaan jadwal penerimaan siswa baru yang masih belum selaras antara Dinas Pendidikan dan Kantor Kementerian Agama Nganjuk dikarenakan sentralisasi dan desentralisasi sistem pemerintahan. (2) Kewenagan yang dilakukan Dinas Pendidikan dan DPRD Komisi 4 tdak berpengaruh kepada Madrasah (3) Dampak positif yaitu madrasah mampu memilih siswa yang unggul dan bisa memenuhi pagu yang telah ditentukan oleh pemerintah. Dampak negatinya adalah madrasah dikatakan sebagai faktor penggabungan sekolah dan masih kurangnya perhatian pemerintah daerah terhadap madrasah.Kata kunci: Sekolah, Madrasah, Kebijakan Pendidikan, Pemerintah Daerah

The government determines forests based on the main functions of: Conservation forest, protection forest and production forest. The Petungkriyono protected forest is one of the conservation areas located in the Petungkriyono, Pekalongan City. Conservation of protected forests in Petungkriyono is very much needed considering the development of the wider city, so that the forests that were originally forest areas that functioned as green open spaces have been greatly reduced, especially in areas along the river that leads to Pekalongan City. The research method used in this study is to use descriptive research methods. The data collection technique used is the study of literature. Data analysis techniques were performed using a Likert scale calculated by discriminant analysis. Type of participation contributed by the community in the protected forest area of Petungkriyono; a) participation of ideas, b) energy, c) property, d) skill e) social participation. The form of community participation in the conservation of the Petungkriyono protected forest area; a) active participation, b) passive participation. Geographical factors that serve as a reference for the importance of conservation of the Petungkriyono protected forest are: a) habitat, b) consideration of the area, c) physical and human factors, and d) economic value.

Java is very densely populated since it is inhabited by more than 60% of the total population of Indonesia. Based on data from the Ministry of Forestry, forest loss between 2000-2005 in Java was about 800,000 hectares. Regardless of the debate on whether the different methodologies of forest inventory applied in 2005 have resulted in an underestimation of the figure of forest loss or not, the decrease of forest cover in Java is obvious and needs immediate response. Spatial modeling of the deforestation will assist the policy makers in understanding this process and in taking it into consideration, when decisions are made on the issue. Moreover, the results can be used as data input to solve environmental problems resulting from deforestation. The authors of this chapter modeled the deforestation in Java by using logistic regression. Percentage of deforested area was considered as the response variable, whilst biophysical and socioeconomic factors, that explain the current spatial pattern in deforestation, were assigned as explanatory variables. Furthermore, the authors predicted the future deforestation process, and then, for the case of Java, it was validated with the actual deforestation derived from MODIS satellite imageries from 2000 to 2008. Results of the study showed that the impacts of population density, road density, and slope are significant. Population density and road density have negative impacts on deforestation, while slope has positive impact. Deforestation on Java Island tends to occur in remote areas with limited access, low density population and relatively steep slopes. Implication of the model is that the government should pay more attention to remote rural areas and develop good access to accelerate and create alternative non agricultural jobs in order to reduce pressure on the forest.
