The development of Digital Government Services (DGS) is a form of bureaucratic transfor-mation. This research focuses on virtual digital technology used in the government, especially in the tourism office department of Yogyakarta special administrative region which is also known as Daerah Istimewa Yogyakarta (DIY) Province. Based on Ministry of Communication and Information (MoCI) 2012 report, e-Government adoption in DIY was ranked 4th in the country. The province has the vision of becoming a cyber province as one of the ways to fulfil the needs of its residents. The objectives of this study encompass: 1) description of the imple-mentation of e-government in DIY Tourism department; 2) mapping and utilizing the tourism communication strategies to identify e-government implementation in the Tourism department; and 3) assess the role that e-government technology adoption can help to strengthen service encouraging the enhancement of service and creative industries towards contributing to im-prove the higher tourism development in DIY. The research used a case study approach with data collected using informal interview and documentation. Results of the research showed that: 1) the expertise in information and communication technology (ICT) is pivotal for was necessary for the development of ing the tourism-based websites and e-government applica-tions; 2) the importance of developing multimedia-based content to ensure relevant and updat-ed content; and 3) the importance of taking into account the needs and interests of undergradu-ates and undergraduate audience in developing and adoption of e-government services because they constitute the largest segment that uses the virtual digital government services.

Over the years, the rise of digital economy has confused countries in their efforts to tax foreign companies without physically presence within their jurisdiction. One of the potential tax revenues that have not been optimally digging comes from the digital sector. The digital economy sector has enormous potential along with the rapid development of information and communication technology, especially the internet. This digital economy market is dominated by internet-based services commonly called Over The Top (OTT) services and is filled with global content owned by foreign companies. This article argues the provisions of taxation for foreign OTT lending providers in England, Australia, India, and Japan. This research used a qualitative non-case study approach. This study outlines the strengths and weaknesses of each alternative.

This study aims to review the use of ICT in learning at SLB N Boyolali, with all educators in the school as respondents. This study uses a qualitative descriptive method with a case study approach, and examines the use of ICT using strategic management theory by David (2011). Data collection techniques used in this study were observation and interviews. The data analysis used was Creswell's analysis and interpretation technique. The results of the study show that ICT in learning in terms of strategic planning, implementation, and evaluation have not been fully utilized by all educators and not all students get the same learning experience. This is due to the lack of understanding of educators in utilizing information and communication technology is still very limited.

E-Governance is the process of delivering public services to the citizens through the Information and Communication Technology with reliability, transparency and efficiency, without breaking the concept of cost-effectiveness. E-governance saves money, fuel and time of citizens by avoiding the visits of the government offices and on the other hand it saves money of government which is used for office maintenance. Though the concept of e-Governance was started in eighth decade of the 20th century, it entered the second phase (organized / wireless + satellite) in India with NeGP-1.0 in 2006. This article explores the growth and development of e-Governance in INDIA. The authors also present the analysis of the implemented e-Governance projects based on comparison with other regions of the world. Moreover, this paper also identifies the obstacles that need to be overcome to provide seamless access to the government services to the citizens.

Abstract The development of information and communication technology makes all things we need is more practical and easy. For example, ordering or booking ticket for cinema through an application. It is an example of the application of technology that is used to attract the number of buyers by service providers. The easy access on getting product or item is the desire of every consumer. The entry of technology changes the patterns of consumer behaviour from manual to digital or online. The service provider of online cinema ticket provides some features which can attract and will be the important thing for some buyers. The changing of ticket sales through application will definitely change ticket sales figures. This study aims to determine the factors which influence audience buying interest through the online cinema ticket application. The method used is a qualitative method with a case study approach. Data collection is done through interviews with viewers who use the online ticket booth application in buying tickets in the mall jatinangor town square. The results showed several factors that influence the interest in buying tickets using the application, namely time efficiency, promos and discounts, the latest films available (coming soon), the opportunity to get bigger tickets, can determine the choice of seats, avoid the queue, easy to use in transactions.

With the e-Government concept, government services, which were normally delivered from physical infrastructures of public offices, now move closer to the clients via Information and Communication Technology (ICT). Recent advancement of mobile computing devices has made the idea of omnipresent government highly likely where the government services can be accessed by everyone anytime-anywhere. This chapter begins with the discussion of the current development of e-government followed by the evolution of e-government models. The chapter also addresses how the good governance features have been incorporated as guiding principles in e-governance practices in different societies in recent years. Finally, as its focal interest, the chapter examines and analyzes the issue of building people’s trust through e-governance. Elements of trust are discussed thoroughly, and a trust model for e-governance is put forth and proposed as a guideline to develop a trusted e-governance system.

Digital governance or e-governance is the application of information and communication technology (ICT) for delivering government services, exchange of ICT between government and people. The government services are made available to the citizens in a convenient, efficient and transparent manner through e-governance. The purpose of this study is to highlight digital governance in Nepal during and after international pandemic COVID-19. This paper emphasizes review of different studies on development of e-government and e-governance in Nepal as well as in developing countries. The outcome of the study will be helpful for policy makers and leaders to formulate effective e-government policies and standard during crisis.

The purpose of the current article is to identify the frequently used terms for the field of study that deals with the information and communication technology usage in the government and explore the difference and relationship, if any, between these terms. This field of study is inundated with old and new terminologies that lack clarity of usage leading to opportunistic usage, confusion, and impacting accumulation of knowledge. A three-stage search was followed to: (1) identify key terms used to refer to the field of study; (2) identify top ranked journals across social science, computer, and business management that publish in this field; and (3) identify the most frequently used terms in these select journals. The seven terms thus identified are smart government, e-government, e-governance, digital government, open government, e-democracy, and e-participation. The origin, definitions, and models of these terms is further explored, and their relationship is illustrated in diagrams of concentric and overlapping circles. The current study is a step toward developing a stable and dependable vocabulary that may benefit scholars in operationalizing the terms and practitioners in policy implementation and assessing policy effectiveness.

The development of information and communication technology (ICT) now is unstoppable. This condition had impacted the calung show development, due to people's appreciation has shifted and tend to like popular culture which is introduced by ICT products than the calung show. The issue in this study is how the development of the performing group calung Pitaloka as a medium of communication in the era of convergence. The purpose of this study is to analyze the strengths, weaknesses, opportunities, and threats, develop strategies, and formulation development of Pitaloka the group of calung show as a communication medium in the era of convergence. This study used a qualitative method with a case study approach. In this study determination of informants is using purposive sampling technique. The results showed that based on the conditions of Pitaloka the group of calung show currently they have more weaknesses than strengths, but they still have a chance even though the treat still exist from the outside, therefore the strategy could be implemented is to utilize the existing facilities and utilize the support and good cooperation with all parties.

Abstract This research was conducted using the qualitative method so that the researcher can thoroughly and comprehensively elaborate on the phenomenon being studied. The research was focused on the process of e-Budgeting policy implementation in the government of Jakarta Province, as well as the supporting and obstacle factors of the process of e-Budgeting policy implementation in the Government of Jakarta Province. The process of e-Budgeting policy implementation is a part of the process of budget planning in the Regional Revenue and Expenditure Budget, therefore, the implementation process follows the APBD budgeting, which is started from the preparation of the General Budget Policies and Provisional Budget Ceiling and Priorities to the stipulation of the APBD. The implementation of the e-Budgeting policy is conducted to facilitate the effective and efficient establishment of APBD. The effectiveness of the e-budgeting policy implementation is influenced by the human resources capacity in the mastery of information and communication technology, budgeting politics, and the opposing interests of the executives and legislatures. The supporting and obstacle factors of the process of e-Budgeting policy implementation are in the factors of commitment and executives’ interests, coordination and communication between the executives and legislatures, competence and commitment of the legislatures, coordination and competence of the OPD, as well as the factor of law. Additionally, the allocation of budget by the executives in the discussion of RAPBD, beside the inadequate planning in the initial preparation, there are also attempts to prioritize interests. Meanwhile, the issues in the SKPD in planning the budget based on working achievements, as mandated in the RKA-SKPD, is actually still related to the competence of the SKPD.

This study aims to analyze and explain how the implementation of distance learning during the COVID-19 pandemic by first graders teacher. How the learning process  was held, what information and communication technology was used, how was the preparation, what obstacles are faced by the respondents. The research method used a case study of descriptive qualitative approach with a phenomenological paradigm. The research subject is the first grade teacher of SDIT Al Iman Bintara. Data collection techniques using observation and questionnaires conducted online. Data analysis used descriptive statistics, with stages of data reduction, data presentation and conclusions. The result of the research is that the implementation of distance learning at SDIT Al Iman Bintara is running well according to the policies and technical implementations made by the school. The most widely used information and communication technologies during distance learning are Zoom, Edmodo and WhatsApp. The use of information and communication technology makes it easier for respondents in teaching activities, because previously respondents had attended special training from schools. Although 100% of respondents are used to using it every day, there are still obstacles that occur, such as internet signals that are not supported (disconnected/disappeared) or signal struggles with fellow teachers at school; internet packages for educators from the government that are not enough to use for one month when teaching from home; the material presented is less understandable by students, especially when there is a signal problem, which makes students no longer want to continue learning even though the signal is smooth again
