This research aims is to obtain empirical evidence of the influence of Organizational Structure Business Process and Information and Communication Technology, Humanz Resource Management, Good Governance and Taxpayer Awareness of the compliance of individual taxpayers at the Primary TaxeOffice (KPP) Tabanan. Sample determination method using the incidental sampling method. Data collection is done by distributing questionnaires. The data is analysis by using multiple linear regression analysis. The results showed that the Organizational Structure, Business Process and Information and Communication Technology, Human Resource Management and Taxpayer Awareness had a positive effect on taxpayer compliance, while Good Governance had no effect on tax payer compliance. Penelitian ini bertujuan untuk mendapatkan bukti empiris pengaruh Struktur Organisasi, Business Process dan Teknologi Informasi serta Komunikasi, Manajemen Sumber Daya Manusia, Good Governance, dan Kesadaran Wajib Pajak terhadap kepatuhan wajib pajak orang pribadi di Kantor Pelayanan Pajak (KPP) Pratama Tabanan. Metode penentuan sampel menggunakan metode incidental sampling. Pengumpulan data dilakukan dengan penyebaran kuisioner. Teknik analisis data yang digunakan adalah analisis regresi linier berganda. Hasil penelitian menunjukan bahwa Struktur Organisasi, Business Process dan Teknologi Informasi serta Komunikasi, Manajemen Sumber Daya Manusia dan Kesadaran Wajib Pajak berpengaruh positif terhadap kepatuhan wajib pajak, sedangkan Good Governance tidak berpengaruh terhadap kepatuhan wajib pajak. Kata Kunci: Modernisasi sistem administrasi perpajakan; kesadaran wajib pajak; kepatuhan wajib pajak.

The 20th and 21st centuries have witnessed major paradigm shifts in the conceptualization of development and governance. These phenomena are aided and propelled by a new “network intelligence” consummated in the introduction of information and communication technology (ICT). The world has also witnessed a reinvention of the whole process of governance that has impacted society in various ways. Through the Internet and digital connectivity, today’s world has come to be closer than ever before. Efficiency and processes of governance have been improved through faster information flow in the governance chain. Bottlenecks and cost of labor have been reduced across the world. Furthermore, ICT has opened new possibilities, improved transparency and access to information as well as partnership and collaboration, leading to improved relationships between the citizen and state. While Europe and North America, as well as some countries of Asia and the pacific, have taken advantage of this development to improve their economies and governance process, Ningo (1999) observes that sub-Saharan Africa has remained either passive or in the periphery, often reduced to a consumer for reasons related to its history or its system of governance—or lack of one. This has led to a yawning digital divide (especially between Africa and developed states of the world. What led to this divide and how can Africa, then, benefit from this revolution? What are the obstacles?

Although the macroeconomic effects of information and communication technology (ICT) has been a topic of many debates in the literature over the past 20 years, the effect of ICT on terrorism is still largely unexplored. Using the Generalized Method of Moments (GMM) technique, this paper investigates the impact of ICT on terrorism on a panel of 49 African countries over the period 1998-2012. Two ICT indicators (Internet and Mobile) and four different but linked terrorism indicators (Domestic, transnational, unclear and total terrorisms) are used. The paper finds a significant positive effect of ICT on terrorism.

E-governance is the new as well as important form of governance in the twenty-first century. To be particular, in the system of e-governance Information and Communication Technology (ICT) is used to its processes as well as to the functioning of the government so that a kind of SMART governance can be brought which means ‘Transparent, Accountable, Responsive, Simple and Moral’ governance. In other words, it can be defined as the process of interaction between the government of a country and its citizens as well as internal governmental operations for effective implementation of different government policies with the application of ICT. It is believed that e-governance is a major weapon which is wielded to remove corruption and to make public delivery system clutter-free. The main purpose of this paper is to show the importance of the ICT in the processes of e-governance which will in turn ensure good governance.

Teaching in 4.0 era cannot be separated with Information and Communication Technology (ICT). There are many applications that can be used in learning and teaching process. ORAI application is chosen to be used as teaching tool in learning pronunciation. The main objective of this research is to discover the pro and cons from students as the main user in using ORAI application in learning pronunciation. This research implemented qualitative as research method and the participants of the research was 35 students of third semester of English students in IKIP Siliwangi. The data were collected by observation and interview. The result of the research showed that most of the participants agree that ORAI brings more benefits in learning pronunciation practice class. Their agreement can be classified into four categories: accessibility, comfortability, technicality, and integrated learning. The students were motivated and they could learn effectively. While, some of the students indicated that they did not want to use this application, they just delivered that this application has weaknesses in their process of practicing English pronunciation. Their cons on the use of ORAI are classified into two categories; topic difficulties and technicalities. Overall, the implementation of ORAI has positive effect for students in pronouncing correctly and they have good feedback to trigger them for practicing a lot. On the other hand, pronouncing English well will make a big contribution to their communication skills.��

This study aims to determine the effect participation review structural budgetary hearts, and organizational commitment, professionalism, and organizational structure against the boarding costs managerial north minahasa regency. The role of government officials is very important because implementation wheels good governance And Services showed to the society takes with be effective, committed or responsibility, professional and cooperative hearts organizational structure of every government officials through regional work units (SKPD) from the head up subordinate.The population of this research are the 2rd, 3rd, and 4rd echelon of the structural officials on 32 SKPD governments north minahasa regency as many as 701. Samples using Proportional Stratified Random Sampling method , that is random sampling and proportional to the strata. Samples were taken at 10% of the population with a note that the samples taken can represent the population as a whole with a total of 70 respondents.Data analysis method used is multiple linear regression analysis, to test the validity and reliability, Classic assumption test, correlation coefficient, coefficient determination, and hypothesis testing (test f and t), to complete the overall analysis used the software Statistical Product and service Solutio (SPSS) version 20 .The results showed a partial that influence participation structural officers in budgeting significant effect on managerial performance of North Minahasa Regency , for the commitment the organization has no significant effect on the performance of managerial North Minahasa Regency, for professionalism significant effect on managerial performance of North Minahasa Regency, and to the organizational structure significant effect on managerial performance of North Minahasa Regency. And the simultaneous participation of structural officer (X1), organizational commitment (X2), professionalism (X3) and organizational structure (X4) is jointly affect managerial performance of North Minahasa Regency (Y).Keywords:       Participation structural officials in budgeting, organizational commitment, professionalism and organizational structure to managerial performance.
