 ABSTRAKPandemi Covid-19 yang terjadi di Indonesia membuat pemerintah membuat kebijakan-kebijakan sebagai stimulus untuk menjaga kestabilan masyarakat dan perekonomian. Pemerintah pusat memberikan kewenangan kepada pemerintah daerah untuk mengelola keuangan daerah untuk menangani covid-19 di daerah masing-masing. Hal ini disebabkan karena pemerintah daerah lebih memahami kebutuhan daerahnya. Permasalahan yang diangkat Pertama, bagaimana hubungan Pemerintah Pusat dan Pemerintah Daerah dalam pengelolaan keuangan untuk penanganan pandemi Covid-19? Kedua, Apa peran Pemerintah Daerah dalam pengelolaan keuangan daerah untuk penanganan pandemi Covid-19? Menggunakan metode penelitian yuridis normatif dengan pendekatan perundang-undangan dan pendekatan konsep. Hubungan Pemerintah Pusat dan Pemerintah Daerah dalam Pengelolaan Keuangan untuk Penanganan Pandemi Covid-19 yaitu desentralisasi fiskal yang mana. Peran Pemerintah Daerah dalam Pengelolaan Keuangan Daerah untuk Penanganan Pandemi Covid-19 yaitu dengan melakukan refocusing kegiatan, realokasi anggaran, dan Penggunaan Anggaran Pendapatan dan Belanja Daerah.Kata kunci: Pemerintah Daerah, Pengelolaan Keuangan Daerah, Pandemi Covid-19 ABSTRACTThe Covid-19 pandemic in Indonesia led the government to make policies as a stimulus to maintain the stability of society and the economy. The central government authorizes local governments to manage local finances to deal with covid-19 in their respective regions. This is because the local government better understands the needs of the region. The issue raised first, how is the relationship between the Central Government and Local Government in financial management for the handling of the Covid-19 pandemic? Second, What is the role of local governments in regional financial management for the handling of the Covid-19 pandemic? Using normative juridical research methods with statutory approaches and concept approaches. The relationship between the Central Government and Local Government in Financial Management for the Handling of the Covid-19 Pandemic is fiscal decentralization. The role of local governments in regional financial management for the handling of the Covid-19 pandemic is by refocusing activities, reallocating budgets, and using regional budgets.Keywords: Local Government, Regional Financial Management, Covid-19 Pandemic

Since 2000 intergovernmental relations in New Zealand have been evolving rapidly as a result of a significant shift in government policy discourse towards a strong central-local government partnership. New statutory provisions empowering local government to promote social, economic, environmental and cultural wellbeing have significant implications for the range of activities in which local authorities are engaged. In turn, this has consequences for the relationship between local government and central government. The effectiveness of the new empowerment and the prospects for further strengthening of the role of local government are critically examined. Despite some on-going tensions, and an inevitable mismatch in the balance of power between central and local government, it is argued that there is a discernible rebalancing of intergovernmental relations as a result of new legislation and central government policy settings which reflect a ‘localist turn’. On the basis of developments since 2000 it may be argued that the New Zealand system of local government is evolving away from the recognised ‘Anglo’ model. However, further consolidation is needed in the transformation of intergovernmental relations and mechanisms that will cement a more genuine central-local government partnership.

Much of state statistical work is done by the local statistical organizations. The reliability of local statistical data is the core of statistical innovation. But, the care of local government and enterprises may be not identical with the target of statistical work. Statistical products must affect utilities of some people, so they may have motives to interfere with statistical affairs. The paper started with dominant rationality, and some game models were built based on the relationship between central government and local government. After analysis on these models, it points out that the new statistical system should be built to make benefit-related people separated from statistical work. That the benefit-related people have no access to interfering with statistical work is essential to ensure the statistical data quality.

Due to ineffectiveness in mitigating fiscal inequalities, Croatian fiscal equalization system has recently been reformed. Before that, criteria for application of fiscal equalization instruments were based on a status of local government units in areas of special national concern and hill and mountainous areas. The aim of this paper is to examine the relationship between the use of equalization instruments and political structure of local government units in 2010. The research revealed a statistically significant relationship between the political alignment of local and central government and the preferential status at areas of special national concern and the distribution of grants through the income tax return.

The relationship between the local government and the central government in handling COVID 19 in Indonesia is considered very bad because the existing disaster management is considered slow in breaking the chain of the spread of COVID 19. This study focuses on coordination between the central government and local governments where there are many mismatched statements in determining policies in handling COVID 19 which is confusing in the application of handling this COVID 19 disaster. The research method using a systematic literature review is one approach to the literature review method by describing the procedure for selecting publication criteria and/or literature that is reviewed with the aim of getting a broad picture related to a particular topic or issue. The results of the study indicate the need for principles of interaction between local and central government authorities in the task of handling the COVID-19 disaster that has not used a good disaster management strategy, this is because it does not implement the relationship responsibility principles of central-local government interaction so it is necessary to strengthen communication. In addition, during the COVID-19 pandemic, there is a complicated bureaucratic system in central-local government interactions

The purpose of this study is to analyze whether there is relationship between level of local government internal auditor (LGIA) capability and local government financial management (LGFM) quality. Furthermore, this study also identifies factors affecting the presence or the absence of a significant relationship between LGIA capability and LGFM quality. This research uses in-depth interviews and focus group discussion to identify factors affecting the presence or the absence of relationship between LGIA capability and LGFM quality. The results show that there is no relationship between LGIA capability and LGFM quality. The absence of the relationship is caused by dominant role of Local Government Working Units (LGWU) in the process of financial management; improvement of LGIA capability is not followed by improvement on the roles and services provided by LGIA; and potential weakness in assessment process of LGIA capability by The Finance and Development Supervisory Agency. Findings of this study will assist both central and local governments to evaluate “what went wrong” with their Improvement of LGIA Capability Programs and assist central government to formulate a better policy on relationship and coordination among head of local government, LGWU, and LGIA.This research develops a new method to measure LGFM quality comprehensively. This study also fills gap in the literature exploring the relationship between LGIA capability and LGFM quality, which is still rare at present.

<p>This research focuses on the Kāpiti Coast District community social services sector, exploring their experience of the 2008 economic and central government social policy changes. The recession and changing social policies increased pressure on the sector, at the same time as they were responding to increased stress and uncertainty in their communities. The research became an opportunity to give voice to the Kāpiti Coast community social services sector. The research was undertaken from a constructionist perspective, using critical inquiry and case study approaches. The research is presented in an approachable way, as it is hoped that the learning will be used by both the community sector and local government to help improve the way they work together. After setting the scene, the methodology used to listen to the Kāpiti Coast community social services sector is explained. The focus then moves onto the sector. Next, the themes that emerged from the data collected during the research are explored. To increase understanding of these themes, a number of theoretical perspectives are used, which have been selected across a range of disciplines, drawing most strongly on the social work discipline. The voice of the participants has been given primacy at all times; which is in line with the intention of the research, which is to empower the Kāpiti Coast community social services sector. It was helpful to delve into the triangle of relationships: the community social services sector, central and local government, and understand these relationships better. The way that the Kāpiti Coast community social services sector perceives itself, and how it works together and with others, proved a very interesting area of research. The research concludes that listening to the sector on their own terms is a way of addressing the power imbalance and an important step in improving the relationship between the sector and local government. Creating a bridge between the sectors can enable good place-based work to occur to improve social wellbeing in the Kāpiti Coast communities.</p>

Peraturan Daerah (Perda) sebagai produk hukum pemerintahan daerah untuk mengatur dan memerintah sendiri sebagai manifestasi otonomi, tetapi dalam praktiknya sering kali dihadapkan dengan penundaan atau pembatalan akibat fungsi pengawasan preventif atau represif oleh Pemerintah. Melalui Putusan Nomor 137/PUU-XIII/2015, Mahkamah Konstitusi (MK) meneguhkan fungsi pengawasan preventif dan membatalkan fungsi pengawasan represif dengan harapan: pertama mengakhiri dilema konstitusional fungsi Pengawasan Pemerintah terhadap Perda; kedua, memperkuat otonomi daerah; dan ketiga, meneguhkan pengujian perda sebagai kompetensi Mahkamah Agung (MA). Namun hal tersebut justru menciptakan dikotomi baru, baik terkait hubungan Pemerintah Pusat dengan pemerintahan daerah maupun dalam memaknai fungsi pengawasan represif dihubungkan dengan kompetensi MA menguji peraturan perundang-undangan di bawah undang-undang terhadap undang-undang. Bentuk dikotomi baru yang dimaksud; pertama, merevitalisasi instrumen sentralisme; dan kedua mereduksi otonomi dan fungsi kekuasaan Pemerintah dengan karakteristik yang bersifat aktif, sepihak (bersegi satu) dalam mengawasi dan memastikan pelaksanaan undangundang. Dimensi konstitusional yang harus dipastikan, bahwa pelaksanaan fungsi pengawasan represif terhadap Perda memberi kedudukan hukum bagi Pemerintah Daerah otonom untuk dapat mengajukan permohonan pengujian kepada MA.Local Regulation (Perda) as a legal product of local government is to regulate and govern itself as a manifestation of autonomy. Yet, in practice it is often confronted with delays or cancellations due to the Government's preventive or repressive supervision functions. Through Decision Number 137 / PUU-XIII / 2015, the Constitutional Court (MK) affirmed the function of preventive supervision and canceled the repressive supervision function in the hope of: first, ending the constitutional dilemma of the Government Oversight function on Local Regulations; second, strengthening local autonomy; and third, confirm the perda review as Supreme Court (MA) competency. However, this actually creates a new dichotomy, both in relation to the relationship between the Central Government and the local government and in interpreting the repressive monitoring function associated with the MA competency in examining the legislation under the regulations toward the statute. The form of the new dichotomy in intended; firstly, revitalize the instrument of centralism; and secondly reducing the autonomy and function of the Government's power with active, unilateral (onesided) characteristics in supervising and ensuring the implementation of the statute. The constitutional dimension that must be ensured is that the implementation of the repressive oversight function of the Local Regulation gives a legal standing for the autonomous local Government to be able to submit an application for judicial review to the Supreme Court.

The concept of the relationship of authority between central and local governments within the unitary state of Indonesia in the context of the widest possible autonomy based on the Constitution of 1945. Whereas, the Republic of Indonesia as a state of law is based on constitutional system so that in every action of law concerning the concept of the relationship between central and local authorities should be established through legislation, whereas in juridical manner of authority is a right and legal authority of government. So, in the concept of the legal state (rechtstaat) all of government action that came from their authority should be based on legality principle. Therefore, the authority which is one form of power has legitimacy (validity), which will be the relationship that authority has a legitimate power. In the legislation related of the division of authority between central government and local government that regulated in Law Number 23 of 2014 on local government is clearly not reflect autonomy broad. Keywords:Authority, Local Government, Autonomy
