The relationship between the local government and the central government in handling COVID 19 in Indonesia is considered very bad because the existing disaster management is considered slow in breaking the chain of the spread of COVID 19. This study focuses on coordination between the central government and local governments where there are many mismatched statements in determining policies in handling COVID 19 which is confusing in the application of handling this COVID 19 disaster. The research method using a systematic literature review is one approach to the literature review method by describing the procedure for selecting publication criteria and/or literature that is reviewed with the aim of getting a broad picture related to a particular topic or issue. The results of the study indicate the need for principles of interaction between local and central government authorities in the task of handling the COVID-19 disaster that has not used a good disaster management strategy, this is because it does not implement the relationship responsibility principles of central-local government interaction so it is necessary to strengthen communication. In addition, during the COVID-19 pandemic, there is a complicated bureaucratic system in central-local government interactions

Pemerintah pusat memberikan kewenangan kepada pemerintah daerah untuk mengelola keuangan daerah untuk menangani covid-19 di daerah masing-masing. Hal ini disebabkan karena pemerintah daerah lebih memahami kebutuhan daerahnya. Permasalahan yang diangkat Pertama, bagaimana hubungan Pemerintah Pusat dan Pemerintah Daerah dalam pengelolaan keuangan untuk penanganan pandemi Covid-19? Kedua, Apa peran Pemerintah Daerah dalam pengelolaan keuangan daerah untuk penanganan pandemi Covid-19? Menggunakan metode penelitian yuridis normatif dengan pendekatan perundang-undangan dan pendekatan konsep. Hubungan Pemerintah Pusat dan Pemerintah Daerah dalam Pengelolaan Keuangan untuk Penanganan Pandemi Covid-19 yaitu desentralisasi fiskal yang mana. Peran Pemerintah Daerah dalam Pengelolaan Keuangan Daerah untuk Penanganan Pandemi Covid-19 yaitu dengan melakukan refocusing kegiatan, realokasi anggaran, dan Penggunaan Anggaran Pendapatan dan Belanja Daerah.Kata kunci: Pemerintah Daerah, Pengelolaan Keuangan Daerah, Pandemi Covid-19 ABSTRACTThe Covid-19 pandemic in Indonesia led the government to make policies as a stimulus to maintain the stability of society and the economy. The central government authorizes local governments to manage local finances to deal with covid-19 in their respective regions. This is because the local government better understands the needs of the region. The issue raised first, how is the relationship between the Central Government and Local Government in financial management for the handling of the Covid-19 pandemic? Second, What is the role of local governments in regional financial management for the handling of the Covid-19 pandemic? Using normative juridical research methods with statutory approaches and concept approaches. The relationship between the Central Government and Local Government in Financial Management for the Handling of the Covid-19 Pandemic is fiscal decentralization. Relation between e-Government and social media is an inseparable relationship. The purpose of e-Government who wants to improve public services, with the help of information and communication technology. The best solution is using social media. In Indonesia, e-Government is a concept that is implemented not only by the central government, but also by regional/local governments. Right now, many local governments in Indonesia already implemented e-Government. However, not all of Indonesia local governments that implemented egovernment have a social media-based e-Government application. There is a chance that a certain city/regency at Indonesia using same social media-based e-Government application. If the application is seen in terms of features, each application also has different features combination, which are the strengths and the uniqueness of each application. In this study, there are 9 applications that examined from 9 cities / regency in Indonesia. The purpose of this study is to analyse the relation between e-government and social media, in terms of using social media features and identified features that exist in each e-Government application that examined from 9 cities / regency in Indonesia with Systematic Literature Review. The feature found will be categorized with feature functionality categorization: Identity, Conversations, Sharing, Presence, Relationships, Reputation, and Groups. Each feature found can be having more than 1 feature functionality. The result of this study can be used as an indicator about features available at social media-based e-Government application and this study can be used to be a comparison or references for making another social media-based e-Government application in the future

The purpose of this paper is to identify the relationships between teamwork, knowledge management and human values, categorizing the studies focused in the interplay of these three variables, with a focus on their appliance to the industrial shop floor context. By doing so, this paper seeks to identify literature gaps to be explored in subsequent researches. The research method adopted was a systematic literature review from databases related to the teamwork, knowledge management and human values published in periodicals within the period comprehended between 2000 to 2015. Thirty-five open categories were initially identified in the interplay of the three variables, with the vast majority of them emphasizing the relationship between two of the three variables. Lately, these original categories converged to nine axial categories or different areas of research. As a main finding of the study, it was possible to identify one main gap in the literature, suggesting the development of new researches focused on investigating how team’ design and levels of autonomy impact the performance of team members’ knowledge management activities in different groups on which different values prevail.

The purpose of this study is to analyze whether there is relationship between level of local government internal auditor (LGIA) capability and local government financial management (LGFM) quality. Furthermore, this study also identifies factors affecting the presence or the absence of a significant relationship between LGIA capability and LGFM quality. This research uses in-depth interviews and focus group discussion to identify factors affecting the presence or the absence of relationship between LGIA capability and LGFM quality. The results show that there is no relationship between LGIA capability and LGFM quality. The absence of the relationship is caused by dominant role of Local Government Working Units (LGWU) in the process of financial management; improvement of LGIA capability is not followed by improvement on the roles and services provided by LGIA; and potential weakness in assessment process of LGIA capability by The Finance and Development Supervisory Agency. Findings of this study will assist both central and local governments to evaluate “what went wrong” with their Improvement of LGIA Capability Programs and assist central government to formulate a better policy on relationship and coordination among head of local government, LGWU, and LGIA.This research develops a new method to measure LGFM quality comprehensively. This study also fills gap in the literature exploring the relationship between LGIA capability and LGFM quality, which is still rare at present.

The concept of the relationship of authority between central and local governments within the unitary state of Indonesia in the context of the widest possible autonomy based on the Constitution of 1945. Whereas, the Republic of Indonesia as a state of law is based on constitutional system so that in every action of law concerning the concept of the relationship between central and local authorities should be established through legislation, whereas in juridical manner of authority is a right and legal authority of government. So, in the concept of the legal state (rechtstaat) all of government action that came from their authority should be based on legality principle. Therefore, the authority which is one form of power has legitimacy (validity), which will be the relationship that authority has a legitimate power. In the legislation related of the division of authority between central government and local government that regulated in Law Number 23 of 2014 on local government is clearly not reflect autonomy broad. Keywords:Authority, Local Government, Autonomy

Establishment of Regional Owned Enterprises (BUMD) An effort to reduce the dependence of local governments on balancing funds from the central government. This Regionally Owned Enterprise is mostly or wholly owned by regions of wealthy regions. This BUMD is a government instrument that has a role to develop the regional and even national economy. The existence of BUMD in successful regional economic activities is a new thing, but has been going on for a long time. The obligation to establish BUMD is to carry out regional development through services to the community, implementing public benefits and increasing the level of local government. The purpose of this study is to determine the legal description of BUMD in taking legal actions and what factors are obstacles for BUMD to achieve their orders. The research method used is normative juridical research method.

Purpose The purpose of this study is to examine the state of research into knowledge management within local government in developing countries, to identify themes that have been studied and to identify important gaps in the literature that can inform a research agenda going forward. Design/methodology/approach A structured literature review method was used in this study. The authors reviewed academic literature published between 2009 and 2019. A total of 15 articles were identified and reviewed. Findings The findings reveal that, few authors have contributed to knowledge management within local government in developing countries and there is little international collaboration between authors. The authors found limited methodological and theoretical diversity and rigor in the reviewed work. The review identified themes that have been researched but evidenced a lack of guidelines and frameworks developed to promote knowledge management initiatives within local governments in developing countries. Overall, it was evident that this area was still little explored. As a result, there are many possibilities for future research. Originality/value This study provides a comprehensive systematic literature review of papers published on knowledge management in local governments in developing countries, identifying themes that have been studied and gaps for further research.

The issue of decentralization in Zimbabwe’s local government system has been topical since the colonial era. In the post-independence epoch the expectation was that the new majority government would address the centralization of governance which was motivated by racial imbalances. However, decentralization was not achieved as local government was not recognized in the Lancaster House Constitution adopted at independence in 1980. For years this allowed the central government to control all the local government structures in the country. The relationship between local governments and the central government became bitter and tense after the formation of a formidable opposition, MDC, which has been controlling most urban local authorities since its formation. The 2013 Constitution has not improved things either as the central government has not been willing to implement the new law to its latter and spirit. In all this it is the citizens who have been bearing the brunt as there has been poor service delivery owing to the bad relationship between the center and local structures. The study found out that if decentralization is fully implemented in Zimbabwe it has the potential of bringing efficient and effective service delivery, citizen participation, democracy and accountability in the local government system. The paper also makes recommendations on what needs to be done to achieve decentralization in the country’s local government system.

State of Indonesia is a very large country. It can be seen from many tribes, nations, cultures, languages, and others who are in Indonesia. As a unitary state with extensive autonomy, takes the concept of the relationship of authority between the central government and local governments. Administratively, the pattern of the relationship of authority between the central government and regional governments born of the delegation of authority. Who was born on the theory of delegation, supervision concept embraced by local governments in Indonesia are more inclined to form Hybrid variations (supervision), transfer of power from central to local government could be said to embrace open-end arrangement or general competence. therefore, a new paradigm in central and local relations should be established with the pattern of center-periphery relations towards a more harmonious, it's time developed progressive thinking that is based on relations that are complementary and interdependent.

Abstract Although stakeholder theory has been on the academic agenda for more than 30 years, empirical evidence is still scant about stakeholders’ influence as determinant factors of local governments’ performance. Evidence from 82 empirical studies on stakeholder influence as a source of local government effectiveness is assessed in this article. The choice of studies was based in a systematic literature review, encompassing articles published in the period from 2007 to 2017 in which stakeholder influences are considered determinant factors of local government performance. This research contributes to this field of knowledge by synthesizing the pertinent publications and pointing out an agenda for future studies.
