The RUDN Law Institute research team headed by the Doctor of Sciences, professor of the Department of Theory of Law and State Nikolay Vlasenko performed an expert and analytical work for the formation of a package of proposals on measures and law-making initiatives in order to implement the amendments to the Constitution of the Russian Federation adopted in 2020. The aim was to assess the need to determine the additional source of income of a constituent of the Russian Federation for state support for the development programs of higher educational organizations by changing the system of distribution of tax revenues between federal and regional levels of the budget. The research team included Sergei Zinkovskiy, Ph.D., associate professor of the Department of Theory of Law and State, Mikhail Katsarsky, Ph.D., associate professor of the Department of Theory of Law and State, Irina Gronik, Ph.D., assistant professor of the Department of Civil Law and Civil Procedure Law and Private International Law, Denis Dobryakov, Irina Chernykh and other specialists of RUDN Law Institute. The results of the research can be used by the Government of the Russian Federation, the Ministry of Higher Education and Science of the Russian Federation to form theoretically based proposals related to the dynamics of financial and legal support for state efforts for programs of higher education organizations development in Russia on the territories of subjects of the Russian Federation in connection with the implementation of the amendments to the Constitution of the Russian Federation.

The article is based on the results of research work of the Financial University under the Government of the Russian Federation “Improving the regulation of labor and the organization of new approaches to the organization of labour processes and the remuneration of certain categories of employees in higher education”, fi nanced by budget funds for State job in 2014. The article analyzes the legal regulation of improving remuneration of support staff , including from the standpoint of personnel management system, assessment of the role and importance of this category of workers working in the educational process; discusses possible approaches to remuneration of support staff to meet the requirements of the legislation of the Russian Federation, including the policy objectives for improving the system of remuneration in the budgetary organizations, as set out in the Order of the Government of the Russian Federation of 26.11.2012, № 2190«On Approval of the gradual improvement of the system wages in the state (municipal) institutions for 2012–2018». The article also provides an analysis of the main problems in the existing institutions of higher education in pay systems, off ers a practical solution for the formation conditions of remuneration of support staff and the positioning of functional processes, which employ this category of personnel in connection with the performance of tasks to ensure the increase the quality of the educational process in the organization of higher education.

The results of monitoring the state of inclusive education in educational organizations of higher education of the Republic of Adygea, Astrakhan region, Volgograd region, the Republic of Crimea and Sevastopol are presented in the article. The information was collected by fi lling out evaluation maps of the accessibility of higher education educational institutions and analyzing the offi cial websites of educational institutions of higher education. Particular attention was paid to the analysis of the requirements put forward to educational institutions of higher education by normative legal documents in the part of inclusive education, approved by the orders of the Ministry of Education and Science of the Russian Federation and resolutions of the Government of the Russian Federation.

The subject of this research is the support measures provided by the government Russian Federation for self-employed citizens who fall under a special tax regime “tax on professional income” in the conditions of the spread of the new coronavirus infection (COVID-19). The experiment of implementation of a special tax regime and the adoption of measures to support self-employed population in the time of pandemic plays an important role for the Russian economy. Legalization of activity of the growing number of self-employed citizens is the indicator of awareness and the manifestation of legal culture of the Russian population, and support provided by the government testifies to their participation in well-being of the population. Successful accomplishment of the set task is reflected in the statistics – as of December 31,.2020, the number of self-employed population amounted to 1,603,638 persons, while in the beginning of the pandemic it was 563,722 persons across the Russian Federation. The authors determine the two types of state support measures: general measures for businesses and the self-employed; as well as special measures intended solely for the self-employed. The application of systematic, formal-legal, comparative-legal, and structural-functional methods, allows examining the state support measures for the self-employed within the framework of implementation of the economic function by the government. Analysis is conducted on the actual statistical data and recent amendments to the legislation. The scientific novelty and practical importance of this work lies in comprehensive examination of the key measures of provided by the government of the Russian Federation for self-employed citizens in the time of COVID-19 pandemic, as well as in comparative analysis with the measures provided in foreign countries. Special attention is given to the comparative analysis of state support measures in Russia and Germany.

This note is a response to the criticism of colleagues who expressed their opinion about the publication: Razumov V.I., Orekhovsky P.A. Carnival Time: Russian Higher Education and Science in the Postmodern Era // Ideas and Ideals. – 2020. – Vol. 12, N 3, pt. 1. – P. 77–94. The article received ten different responses, including both agreements with some of the theses, and objections, as well as alternative proposals. The works represent a wide scientific geography from Abakan to Moscow, although the bulk of the reviews came from Novosibirsk. The authors represent various humanitarian specialties. An analysis of the works published in Ideas and Ideals allows us to conclude that the reforms of science and education undertaken by the Government of the Russian Federation are alarming. At the same time, attention is drawn to both dissatisfaction with the current state of affairs and a wide range of ideas about what strategy for the development of science and education is required in modern Russia. Similarly, very different positions are presented in relation to postmodernism and its role in changes in science and education. The authors make an attempt to characterize the grounds for the coincidence and difference of the positions of the debaters and authors.

The article presents the concept and main provisions of the bill of the Altai Territory on the leadinguniversities of the Altai Territory. The authors note the desire of the federal government to isolate a specialpool among regional universities in order to retain talent in the regions and reduce migration outflows.At the first stage, the so-called core universities in the constituent entities of the Russian Federation were selected, which received additional financing for development programs. The status of supportinguniversities was never developed in educational legislation, although a number of constituent entitiesof the Russian Federation adopted laws on supporting universities, emphasizing their importance forregional development. Within the framework of the priority national project, it is supposed to be selectedin 2020–2024. 80 educational institutions of higher education that provide training for the basic sectorsof the economy and social sphere of the subject of the Russian Federation. The article proposes a draftlaw of the Altai Territory on the interaction of state authorities of the Altai Territory and educationalinstitutions of higher education, providing training for basic sectors of the economy and social sphere ofthe Altai Territory.

Основным направлением национальной политики в области развития МБ является вывод инструментов и мер поддержки бизнес-сектора на новый качественный уровень. Развитие территории МП характеризуется как один из основных факторов инновационного развития страны и совершенствования структуры экономического сектора. Стратегия развития малого и среднего предпринимательства в России до 2030 года, утвержденная Постановлением Правительства Российской Федерации от 16 июля 2012 г. №1083-р от 2 июня 2016 г., основана на принципах упрощения, и ее положения являются ключевым комплексом национального законодательства, регулирующего предпринимательскую деятельность, что определяет актуальность исследования.Целью данного исследования является оценка повышения эффективности государственной поддержки малого бизнеса РФ в современных условиях как фактора его влияния на государственное регулирование.В работе представлены исторические аспекты становления предпринимательства и определена его роль в обществе. Изучены вопросы, связанные с операционными процессами систем государственной поддержки, и дана оценка их эффективности. Также в работе выявлены ключевые вопросы и детали процесса создания механизмов повышения эффективности государственной поддержки малого бизнеса. Small business is an integral part of a developed economic system. The main direction of the national policy in the field of MB development is to bring tools and measures to support the business sector to a new qualitative level. The development of the MP territory is characterized as one of the main factors of the country’s innovative development and improvement of the structure of the economic sector. The Strategy for the development of small and medium-sized businesses in Russia until 2030, approved by the Decree of the Government of the Russian Federation of July 16, 2012. No. 1083-r of June 2, 2016, is based on the principles of simplification and its provisions are a key set of national legislation regulating entrepreneurial activity, which determines the relevance of the study.The purpose of this study is to assess the increase in the effectiveness of state support for small businesses in the Russian Federation in modern conditions as a factor of its influence on state regulation.The paper presents the historical aspects of the formation of entrepreneurship and defines its role in society. The issues related to the operational processes of state support systems are studied and their effectiveness is evaluated. The paper also identifies key issues and details of the process of creating mechanisms to increase the effectiveness of state support for small businesses.
