The article presents the concept and main provisions of the bill of the Altai Territory on the leadinguniversities of the Altai Territory. The authors note the desire of the federal government to isolate a specialpool among regional universities in order to retain talent in the regions and reduce migration outflows.At the first stage, the so-called core universities in the constituent entities of the Russian Federation were selected, which received additional financing for development programs. The status of supportinguniversities was never developed in educational legislation, although a number of constituent entitiesof the Russian Federation adopted laws on supporting universities, emphasizing their importance forregional development. Within the framework of the priority national project, it is supposed to be selectedin 2020–2024. 80 educational institutions of higher education that provide training for the basic sectorsof the economy and social sphere of the subject of the Russian Federation. The article proposes a draftlaw of the Altai Territory on the interaction of state authorities of the Altai Territory and educationalinstitutions of higher education, providing training for basic sectors of the economy and social sphere ofthe Altai Territory.

In recent years, higher educational institutions of the Baltic countries have become more and more popular among Russian youth wishing to get higher education (or take a certain course of professional training) abroad. The article, covering the period before the onset of the coronavirus epidemic, highlights the education of Russian students in universities in Latvia, Lithuania and Estonia. It is noted that a significant part of the students from the Russian Federation come from the Russian regions bordering on the Baltic states. The appendix presents the opinions of Russian students about the learning process and the quality of education received in Latvian, Lithuanian and Estonian universities.

The results of monitoring the state of inclusive education in educational organizations of higher education of the Republic of Adygea, Astrakhan region, Volgograd region, the Republic of Crimea and Sevastopol are presented in the article. The information was collected by fi lling out evaluation maps of the accessibility of higher education educational institutions and analyzing the offi cial websites of educational institutions of higher education. Particular attention was paid to the analysis of the requirements put forward to educational institutions of higher education by normative legal documents in the part of inclusive education, approved by the orders of the Ministry of Education and Science of the Russian Federation and resolutions of the Government of the Russian Federation.

Под инвестициями в образование мы понимаем финансовые, имущественные, интеллектуальные и другие ресурсы, которые способствуют развитию образования и повышения ее конкурентоспособности, а следовательно, и конкурентоспособности нашего государства. Проанализировав Федеральный Закон «О Федеральном Бюджете» можно сделать вывод о том, что механизм инвестиционного обеспечения высшего образования в РФ пока развит слабо, что проявляется в фактически полной зависимости вузов от государственного финансирования, объемы которого очень ограниченны особенно в условиях пост-ковидного кризиса. В условиях снижения количества бюджетных средств в обеспечении деятельности высшего образования особую важность приобретает постоянное стимулирование частных инвестиций и поиск дополнительных источников финансирования. Средства отдельных юридических и физических лиц могут быть существенным дополнительным источником развития высших учебных заведений, одновременно влияя на хозяйственные операции в целом в виде повышения уровня  образования в стране и порождения других положительных экстернальных эффектов. Но при установленной фиксированной оплате за обучение для отдельных физических лиц в вузах качество, вариативность и инновационность образовательных услуг определяется не постоянными инвестиционными вливаниями, а имеющимся административным руководством, его стратегией и тактикой деятельности и особенностью функционирования данного заведения в целом. By investment in education, we mean financial, property, intellectual and other resources that contribute to the development of education and increase its competitiveness, and therefore the competitiveness of our state. Having analyzed the Federal Law "On the Federal Budget", we can conclude that the mechanism of investment support for higher education in the Russian Federation is still poorly developed, which is manifested in the virtually complete dependence of universities on state funding, the volume of which is very limited, especially in the conditions of the post-covid crisis. In the context of a decrease in the amount of budget funds in ensuring the activities of higher education, it is of particular importance to constantly stimulate private investment and search for additional sources of financing. The funds of individual legal entities and individuals can be a significant additional source of development of higher educational institutions, while simultaneously influencing economic operations in general in the form of increasing the level of education in the country and generating other positive external effects. But with a fixed tuition fee for individual individuals at universities, the quality, variability and innovation of educational services is determined not by constant investment injections, but by the existing administrative management, its strategy and tactics of activity and the specifics of the functioning of this institution as a whole.

Основная цель исследования - сопоставление основных критериев получения ученых званий, присваиваемых Министерством науки и высшего образования Российской Федерации и Номинационной комиссией Учебного комитета Русской Православной Церкви, а также изучение мотивации и обоснование необходимости получения учёных званий руководящими, научными и научно-педагогическими работниками высших духовных учебных заведений Русской Православной Церкви. Главным противоречием в получении работниками духовных образовательных организаций государственных учёных званий на сегодняшний день является половинчатая позиция Министерства науки и высшего образования по отношению к богословским учёным степеням и званиям. Это выражается в том, что при прохождении процедуры государственной аккредитации богословские учёные степени и звания учитываются, а при присвоении учёных званий и при приёме на работу (на должности профессора и доцента) - нет. Однако, сам факт признания богословских степеней при прохождении процедуры государственной аккредитации является значимым фактором обоснования необходимости получения церковных учёных званий руководящими, научными и научно-педагогическими работника ми высших духовных учебных заведений Русской Православной Церкви. Сопоставление основных критериев получения учёных званий, присваиваемых Министерством науки и высшего образования Российской Федерации и Номинационной комиссией Учебного комитета Русской Православной Церкви, показывает, что основные различия в том, что Номинационная комиссия признаёт государственные учёные степени и звания, а Министерство образования и науки не признаёт богословские степени и звания. The main goal of the study is to compare the main criteria for obtaining academic titles assigned by the Ministry of Science and Higher Education of the Russian Federation and the Nomination Commission of the Study Committee of the Russian Orthodox Church, as well as to study the motivation and justification for the need to obtain academic titles by leading, scientific and scientific pedagogical workers of higher theological educational institutions Russian Orthodox Church. The main contradiction in the receipt of state academic ranks by employees of spiritual educational organizations today is the halfhearted position of the Ministry of Science and Higher Education in relation to theological academic degrees and ranks. This is expressed in the fact that when passing the procedure of state accreditation, theological academic degrees and ranks are taken into account, but when awarding academic ranks and when hiring (for the positions of professor and associate professor) - not. However, the very fact of recognition of theological degrees during the state accreditation procedure is a significant factor in substantiating the need for church scholars to receive leading, scientific and scientificpedagogical workers of high er theological educational institutions of the Russian Orthodox Church. A comparison of the main criteria for obtaining academic degrees assigned by the Ministry of Science and Higher Education of the Russian Federation and the Nomination Commission of the Study Committee of the Russian Orthodox Church shows that the main differences are that the Nomination Commission recogniz es state academic degrees and titles, and the Ministry of Education and Science does not recognize theological degrees and ranks.

The article analyzes traditionally developed approaches to self-education, advantages and disadvantages of forms of enhancing professional skills through self-education. Recommendations for improving the process of self-education of a teacher of higher education are presented.

At a new stage in the development of the Russian higher education system, missions are being adjusted, strategies and programs for the development of universities are being developed in accordance with global trends in the development of higher education and the challenges facing the country and regions. Amodern university plays an important role in ensuring the socio-economic development of the country and the region, participates in the implementation of national, federal and regional projects, strategic development programs. The basis of university development programs is the provision of training for the priority areas of scientific and technological development of the Russian Federation, sectors of the economy and the social sphere, the development and implementation of breakthrough scientific research and development, new creative and social and humanitarian projects, as well as their implementation in the economy and social sphere of high technologies. Important aspects of strategic planning of the university are the analysis of trends and challenges in the higher education system in Russia, as well as the study of the educational services market in the region. The paper analyzes the structure and dynamics of development of the national and regional (using the example of the Samara Region) higher educational systems in Russia, identifies general patterns and tendencies, identifies the directions of development of regional universities.

Introduction. Legislative consolidation of a right is not always implemented in practice. This can be fully attributed to the situation in the sphere of equality of people of different sexes in the economy, including the sphere of public administration. The purpose of the article is to assess the status of women in the economy of modern Russia, based on the study of official statistics, as well as the possibility of women’s participation in solving key problems of the development of society through representation in public authorities at different levels of government. Materials and Methods. The author analyzed data from Russian Federal State Statistics Service, publications of scientists involved in the study of the issue concerned, as well as materials from authoritative international organizations. The systemic approach, analysis and synthesis, the monographic method, content analysis, as well as the employed methods of economic and statistical analysis made it possible to identify the main trends in the changing status of women in the Russian labor market and public authorities at different levels of government. Results. The status of women in the Russian labor market and public authorities at the federal, regional and municipal levels has been characterized. Violation of the rights of women has been established in terms of remuneration when filling the same positions as men with equal amount of working time. It has been revealed that the representation of women in the highest bodies of state power lags behind the benchmark level of 30 %, proclaimed by the Fourth World Conference on Women in Beijing and supported by the Russian Federation. Discussion and Conclusion. A conclusion has been drawn that women are underrepresented in senior government positions in the Russian Federation. In the Russian labor market, violation of women's rights is manifested in lower wages, despite higher overall level of education of women. The results may prove useful when conducting research in the field of gender equality, as well as when developing and implementing measures aimed at improving the status of women in the country's economy and ensuring their right to participate in making decisions important for the society.

The paper analyzes the main normative legal and theoretical provisions concerning the concept, content and key features of anti-corruption education, as well as anti-corruption propaganda in higher education institutions of the Russian Federation. The relevance of the paper is predetermined by the concentration of state policy on the fight against corruption in all fields of social life, including the educational field. The paper investigates federal laws, laws of constituent entities of the Russian Federation, by-laws on anti-corruption. The paper discusses the experience of Russian educational institutions of higher education in the prevention of corruption relations. The authors focus on the positive experience of Kutafin University (MSAL) concerning anti-corruption activities. The authors have made reasonable conclusions and proposals on improving the work on combating corruption in educational institutions that can be used in practice.

The directions of modeling the main factors of the enemy's combat resistance, the impact of extreme situations on students, through practical actions and the use of mental capabilities of the students themselves, are proposed.
