This article presents how contemporary Islamic thought which has been tr ying to find a breakthrough in order to improve the quality of life of the Muslims, then collide with a culture that has been attached to the public, the results of a long legacy of their predecessors. This phenomenon which occurred in Indonesia, because the Indonesian archipelago was not found to be the legacy of Islamic thought advances era (570-1250) in various fields of religion, science and technology. In Indonesia, even contemporary Islamic thought that tr ying to get back to the essence of Islam, which is the religion that is always authentic from times to times and in all palces, always in conflict with the culture of the people who have been acute determinism school of thought.

After a long time was not heard to the public area, lately death penalty toward the criminal cases that classified as extraordinary crime are appear. The author discovers electronic article about the execution of the death penalty which is the prosecutor prepares to execute death penalty toward the drugs dealer. The president of Republic of Indonesia stated that it is necessary to give a deterrent effect to the convicted  criminal and keep the morality of Indonesian teenagers. According to my opinion, the author argues that it will be better and wiser if we discuss about renovating all of the Penitentiary in Indonesia than debating whether death penalty could be done in Indonesia or not, because it will be displeasure many parties, death penalty infringed the human rights of the convicted criminals and cause psychological burden to them, families, the executor of the death penalty, and other parties. Because if we have to improve the quality of the Penitentiary, if the function of Penitentiary for fostering moralily has been optimal or properly enough to the convicted criminals, Indonesia will be no longer need the death penalty option as sanction to the convicted crimanals including for the extraordinary crime (especially for drugs trafficking in our country). Penitentiary is one of the public services which aims for fostering the people that initially have bad habits (commited to the crime), so that they will have the awareness to change their bad attitude into the be better ones, will not harm others, and positively contributed to the society. Already Penitentiary’s conditions should be designed in such a way and as good as possible, so that the inmates feels like at their own home (like having a second home after his own home), and feel humaner to spend their days in the Penitentiary. The author believes that if the Penitentiary has been improved and optimized its function well, then the real purpose of Penitentiary will definitely achieved. As stated in Law Number 12 Year 1995 regarding to Penitentiary Article 2 which states "sanction system are organized in order to fostering the convicted criminals in order to be the real man, aware of their fault, improve themselves, and not to repeat the criminal act so that they can be friendly received by the community, can actively participated in the development of our country, and can socialize themselves as good citizen."Article 3 on this regulation also intensifies the function of Penitentiary "the function of Penitentiary is to prepare convicted criminals to be able to properly integrated to the society, so they can be accepted again as members of the public who are free and responsible ones."

An Environmental Impact Assessment (EIA) is compulsory in all types of new development. EIA is important to ensure that biological diversity is maintained and that development will not have any affect on the people and other species in that area. The aim of this study is to investigate the environmental impact on human wellbeing in the vicinity of quarrying. It will increase the awareness of the local population of the important factors that might affect the quality of their lives. A set of questionnaires was distributed to the community at Bandar Saujana Putra and Taman Kajang Perdana, in Selangor. A total of 60 residents were involved in the study. The results reveal that the community was concerned about health conditions and safety. However, there is still a lack of strategies to mitigate the problem. This study provides suggestions for mitigation that could be considered by the residents to reduce the effect of poor air quality caused by incorrect control and monitoring of activities in the area. It is anticipated that this study could assist both residents and authorities in improving the quality of the air as well as the residents’ quality of life.

Public services represent an important dimension of quality of society, as they create the contextual conditions for people to further their quality of life. Romanian public administration reform has brought about a constant institutional transformation, which has influenced both the specific features and the quality of the services. This article aims to analyse trends regarding the perceived quality of public services in Romania, in European comparative perspective, using the data of the European Quality of Life Survey (2003–2016). The article aims to understand the low satisfaction with public services in Romania against the background of the public service reform measures taken by government in this period. The article describes the context of Romanian public administration and public service reform, the most important public policy measures adopted and the most important challenges. The lack of vision in the public service reform, the partial introduction of reform elements, the permanent and, sometimes, conflicting changes are issues that may have influenced the way in which the population perceives the quality of public services. The decentralisation process of public services and the insufficient allocation of public funds for delivering such services at local level might have an impact on their quality and quantity perceived by the population. Today, the need for economic development is self-evident to the millions of people in Asia, Africa and Latin America who suffer from malnutrition, are ill-housed, poorly educated, and either unemployed or grossly underemployed. The ultimate objective of economic development is to raise the standard of life – the quality of life - for the mass of the people, to widen their area of choice, to open up new opportunities for human well-being. The less developed countries have two-thirds of the 3.5 billion people but receive only 12.5 percent of the world's gross national product. Life appears to be an economic treadmill with the future blighted by an excessive rate of population growth for millions of people. India provides a good illustration of the problem. With an estimated population of 525 million at mid-1968, India had 15 percent of the world's population, 2.4 percent of the world's land area, hardly 2 percent of the world's income, and an annual per capita income level of around $75.

Abstrak. Pesatnya pertumbuhan penduduk dan tingginya perkembangan pembangunan, menyebabkan banyaknya kawasan yang beralih fungsi menjadi kawasan yang bukan peruntukan yang sesuai yang telah ditetapkan oleh pemerintah termasuk ruang terbuka hijau (RTH) yang berfungsi untuk menunjang kualitas hidup masyarakat di dalam suatu kota baik dari segi lingkungan maupun kesehatan. Pesatnya perkembangan suatu kota tentu banyak menarik minat masyarakat untuk pindah menuju kota tersebut, semakin meningkatnya jumlah penduduk tentu juga meningkatkan kebutuhan akan oksigen. Untuk itu Kota Bireuen dituntut mampu menyediakan RTH untuk mengimbangi kebutuhan oksigen masyarakat kota itu sendiri. Penelitian ini bertujuan untuk menghitung ketersediaan RTH yang direncanakan di dalam RDTR Kota Bireuen. Metode yang digunakan dalam penelitian ini ada lah metode deskriptif dengan teknik survai. Sedangkan analisis kecukupan RTH menggunakan rumus berdasarkan luas daerah dibagi dengan RTH yang tersedia. Hasil perhitungan analisis RTH di dapat bahwasannya RTH Kota Bireuen sebesar 46,96%.Kata Kunci: Bireuen, RTH, RDTR Abstrack. The rapid growth of population and the high development of the developmental, causing the number of areas that switch functions to areas that are not appropriate designation established by the government including green open space (GOS) that serves to support the quality of life of people in a city both in terms of environment and health . The rapid development of a city would attract many people to move to the city, the increasing number of people of course also increases the need for oxygen. For that Bireuen City is required to provide GOS to compensate for the oxygen needs of the people of the city itself. This study aims to calculate the planned GOS availability in the DSP of Bireuen City. The method used in this research is descriptive method with survey technique. While the analysis of GOS adequacy using the formula based on the area divided by the available GOS. The calculation result of GOS analysis can be that the GOS of Bireuen City is 46.96%.Keyword: Bireuen, GOS, DSP

Introduction National Cancer Control Programmes (NCCPs) provide a country’s policy framework for the development of cancer control, focussing on the reduction of cancer morbidity and mortality and improving quality of life of cancer patients. Objective Exploring and analysing to which extent some of the key elements of the European Guide for Quality National Cancer Control Programmes (Guide) are implemented in NCCPs in the EU. Methods Survey carried out through 30 countries, EU members, Iceland, Montenegro, Norway and Turkey, focussing on stakeholders’ participation, inclusion of all the envisaged chapters from the Guide as well as implementation and dissemination. Results The results of the policy survey on European NCCPs carried out within Cancer Control Joint Action (CANCON JA) are presented. The response was 30 out of 35 countries. In total, 28 out of 30 countries, which completed the survey, had an NCCP or another cancer document. Cancer documents were mostly single documents, managed and supervised by the respective Ministries of Health and communicated to the public via websites and press. Nine documents were defined as programmes, eight as plans and six as strategies; in five countries, terminology was mixed. Regarding the content, recommended by the Guide from 2015, comprising ten chapter areas in three parts. Only 10 countries included in their NCCPs all elements suggested in the Guide. Conclusion Based on our results, we can see that a more comprehensive approach in the process of NCCPs is needed. Policy should focus on the development of instruments for efficient cancer management, which would encompass the entire trajectory of the cancer care from diagnosis to survivorship and supportive care.

The quality of life of individuals, groups and communities depends on many factors, starting with what each person and family undertake, continuing with the interventions at the community level and ending with the public policy measures. Purpose: This study makes a quantitative and qualitative analysis of overall quality of life as perceived by young people who practice sports, and it also highlights the differences in perception of the quality of life among youth, according to gender and the sport practiced (individual or team sport), for the 16 life domains. Methods: The participants were 69 athletes. Quality of life has been measured using the Quality of Life Inventory (QoLI) for Romania, developed by Michael B. Frisch. Results: After processing the data, it has been found that the highest weighted satisfaction is obtained for Goals and Values, Play, Health and Self-Esteem, and the lowest satisfaction is recorded for Children, Money, Community and Neighborhood. Statistical processing also reveals an average overall quality of life for the study participants, regardless of gender and the practiced sport. Conclusions: It has been concluded that the influence of practicing individual sports on the overall quality of life for the participants in the study is at a higher level than in team sports.

This research explores the concept of understanding of mosque managers in the public space about the importance of facing the direction of Qibla. Samples Mosque located in the public space of the Hospital Jogja International Hospital, Adisutjipto Airport and Mall Plaza Ambarrukmo be proof of the tendency of pattern of understanding of managers of religious orders to face the direction of Qiblah correctly. By using qualitative analysis method and data collection method in the form of observation, interview and documentation, it is found that first, that understanding of mosque managers in public space at three places reflects the quality of life of Islami ie measuring to the expert so that the direction of qibla . Secondly, the accuracy of the direction of the mosque building in the public space in Sleman Yogyakarta is included in the category of accurate with the maximum reason for the 6 minute arc disturbance, where the direction of the largest deviation on the mosques is 0o 1 '20.8 "or equivalent to 3,074 km which means still leads the city of Mecca.Keywords: Accuracy, Understanding and Mosque in Public Space Penelitian ini menggali konsep pemahaman para pengelola Masjid di ruang publik tentang pentingnya menghadap arah kiblat. Sampel Masjid yang berada di ruang publik yakni Rumah Sakit Jogja International Hospital, Bandara Adisutjipto dan Mall Plaza Ambarrukmo menjadi bukti kecenderungan pola pemahaman pengelola terhadap perintah agama untuk menghadap ke arah kiblat dengan tepat. Dengan menggunakan metode analisis kualitatif dan metode pengumpulan data berupa observasi, wawancara dan dokumentasi diperoleh hasil penelitian, pertama bahwa pemahaman para pengelola masjid di ruang publik pada tiga tempat tersebut mencerminkan kualitas hidup Islami yakni melakukan pengukuran kepada pihak ahli sehingga arah kiblat sesuai dengan keilmuan astronomi. Kedua, akurasi atau ketelitian arah kiblat bangunan Masjid di ruang publik di Sleman Yogyakarta termasuk dalam kategori akurat dengan alasan maksimal penyimpangan 6 menit busur, di mana arah penyimpangan paling besar pada masjid-masjid tersebut adalah 0o 1’ 20,8” atau setara 3,074 km yang berarti masih mengarah kota Mekah.Kata kunci: Akurasi, Pemahaman dan Masjid di Ruang Publik

Nowadays, several mega-trends capture the attention of governments, academia and the public in general given their implications for the quality of life and the development of nations. This work deals with two of them: entrepreneurship and environmental protection, as a result of research aimed at analyzing the processes, actors and results of the “Entrepreneurship for Life” Program led by the Valle de Aburrá Metropolitan Area, executed during the period from 2012 to 2015, in order to contribute to the improvement of public policies on eco-entrepreneurship. The methodology of the Synergy System1, applied by the Colombian Government, was used to appraise public policies. The required information was collected through in-depth interviews with the creator of the program, the entrepreneurs who benefited from it, officials of the entities involved and experts. Then, it was complemented by the analysis of documents such as minutes, reports and other sources. Among other results, it was evident that, although the public policy on environmental entrepreneurship is still incipient, the evaluated Program met the objectives for which it was created.
