Selected approaches to digital transformation of public administration

The article describes the features of digital transformation for public administration and civil service. Public administration should become the basis of changed public relations; ensure the solution of the most significant issues affecting citizens through the use of data in a single information (digital) space. Coordinated work and ensuring horizontal and vertical cooperation between public authorities and local self-governments are an integral part of this process. Digital transformation is understood as the process of creating a single national digital space. The provision of public services and the execution of powers take place through the interaction of digital twins of government bodies and government civil servants. At the same time, other business entities, non-profit organizations, residents of the country, and their associations will be able to connect to this information space. The implementation of this concept will contribute to improving the efficiency and quality of public administration.

The article examines the historical and legal preconditions for the formation of self-regulation in Ukraine and other countries. On the basis of the conducted research, the peculiarities of the development of self-regulation in the territory of Ukraine in different historical periods are determined. The preconditions for the formation of the institution of self-regulation in the field of management and professional activity are described. It is determined that self-regulation has been inherent in society since the beginning of the primary forms of the common cause. The primary forms of SROs developed rules of professional activity, performed the functions of control and supervision due to the vacuum of state regulation in such areas. The peculiarity of such organizations was certain legalization by the state. Such SROs regulated their own activities at the level of development and adoption of local acts. A feature of national self-regulation was the transition from voluntary to compulsory regulation. to distinguish three periods of development of legislative support in the field of self-regulation. Declarative (from 1991 to 1996): this period is characterized by the formal consolidation at the legislative level of the right of participants in public relations to create an SRO. However, the status of SROs was practically not regulated at the legislative level. At the state level, there was no strategy for the development of self-regulation in the field of management and professional activities. Institutional (from 1996 to 2016): during this period the system of delegation of powers from public authorities of the SRO, the system of legalization of the SRO is introduced. However, the rules on SROs are still chaotic, there is no clear mechanism for control and supervision of SRO activities by public authorities, the concept of participation in SROs as business entities and persons of certain professions is not defined. In a number of areas, despite the consolidation of the right to create SROs at the level of laws, SROs have not worked. Reformation (from 2016 to the present): characterized by the development at the legislative level of the Concept of reforming the institution of self-regulation, which outlines the problematic issues of the institution of self-regulation in Ukraine, identifies areas for improvement. The article presents the theoretical and methodological foundations of the development of forms of communicative influence of civil society on the public policy, provides the main methods and conditions of their use for gaining advantages in solving problems of public-management relations. A wide range of issues related to the peculiarities of public relations organization, taking into account domestic and foreign experience, is covered. The specifics of the use of marketing communications in communicating of public authorities with the public are shown. It is substantiated that in the institutional sense, the greatest interest is the classification, depending on the scope of distribution. The public, when communicating with government, through certain communication tools, is called the external form of communication. The external forms of the communicative influence of civil society on state policy help them convey to the state authorities the necessary information about their thoughts, needs, requests, etc. Of course, such information should be constantly updated and accurate. All non-governmental organizations should maintain friendly relations with state organizations and prevent any misinformation of the latter. At the same time, informatization of public administration contains both positive potential and difficulties and contradictions, neglection which, as practice shows, turns negative result. To date, they are insufficiently developed and require scientific comprehension and substantiation, in particular, the issue of organizational, regulatory and legal support for the implementation and implementation of modern marketing tools and management in public administration. Concerning the prospects for further research on the concept of "the form of communicative influence of civil society on state policy", they consist in streamlining its conceptual apparatus as the basis for improving its system, since incomplete and inaccurate information becomes, as a result, the cause of many problems in the system of reforming public administration .

The article is dedicated to researching the impact of environmental factors on the processes of digital transformation of public administration. In today's digital economy, the effectiveness of the executive branch providing public services to citizens and organizations largely depends on the political will of the country's leadership, the socio-economic situation, as well as the technological and technological development of the public sphere. The authors to assess the impact of environmental factors were pest analysis, which reveals the most significant aspects of the impact of the macro environment and develop a strategy for the development of public authorities in the context of the digital transformation of their activities. The methodological basis is research into the problems of the system of providing electronic public services, the regulatory framework for their digitalization, the study of statistics, indicating the level of quality of the provision of public services. The results of the study revealed the most significant political, economic, social and technological factors of the macro environment and presented the main directions for improving the processes of digital transformation of public administration. Specific measures have been proposed for each group of factors to enable the executive branch to adapt to the external environment, thereby improving their performance. The results of the study can be used to develop programmes and plans for government agencies to digitize their public services

The high rate of global development of economic processes is increasingly strengthening the global nature of the sustainable development concept, which is characterized by the interconnection of environmental, economic, social and institutional problems that are increasingly exacerbated by rapidly changing technological, geopolitical and other factors. In this context, it is necessary to see comprehensive provision and continuous support of sustainable development, which provides for coordinated actions and interaction of governments, business entities, non-profit organizations and society as a whole. Their effective implementation is possible through the creation of an appropriate institutional system, where management institutions occupy one of the key places. The subject of the research is the essence and features of the innovative mechanism for implementing modernization processes in the system of public administration. The purpose of writing the article is to justify the need to develop and implement an innovative mechanism to form a new model of public administration in Ukraine, define its components from the standpoint of system approach and the development of proposals for the promising directions of its implementation. The methodology of the research is the principles of innovation and public administration theories, the concept of service state. On the basis of the system approach, the paper identifies the components of the innovative mechanism of public administration modernization that influence the nature of the decentralization process in Ukraine. Using the methods of statistical and expert analysis, the problems of decentralization in the country are determined. The methods of structuring and synthesis  underpin the developed proposals for strengthening the role of the innovative public administration mechanism in ensuring economic growth and solving social problems. The results of the research is the assessment of progress in decentralization in Ukraine and identification of problems that complicate the achievement of goals and require increased efforts of public authorities to solve problems accumulated in society from the standpoint of innovative approach. Conclusions. The modern Ukrainian economy needs specific, different from the traditional economy approaches to define the objectives of forming a new model of public administration in terms of introducing an innovative mechanism to accelerate the process of developing relations between public authorities and civil society participants. Particular attention is needed for the methodology in developing the components of reforming the public administration innovative mechanism and determining the relationship between them from the point of view of the system approach as well as elaborating tools for their implementation in order to increase the level of manageability in the process of providing citizens with high-quality public services.

Local self-government, as one of the most basic forms of the constitutional order, can be credible only in case of its practical coexistence with the public authorities. Local self-government, as a special form of people power, guarantees non-interference of the State in addressing local affairs. The constitutional-legal model of local self-government in Georgia is based on the renewal of democratic traditions of self-organization of the population and territorial self-government. This is primarily due to organizational specificities of local self-government. In addition, the constitutional norms establish a high level of independence of local self-government in addressing local affairs. However, the influence of the State at the level of local democracy persists in any case. In the current context, local self-government is an integral part of a unified system of public relations, which is organizationally, institutionally and functionally closely linked to other levels of public administration. We believe that a task of local self-government, unlike the pubic authorities, is not to try to regulate everything, but to coordinate and harmonize the governance «from above» and self-regulation «from below». In public administration there is a need to align people’s and the self-government’s interests. Public governance is intended to take into account the existing reality, to objectively assess the role and place various norms and carry out governance activities only on that basis. Nearly thirty years of experience in public-political governance in Georgia have demonstrated that in post-socialist Georgia, clearly, there is a gradual redistribution of power from the legislature to the executive branch. In addition, the country is witnessing a transformation in public-political governance.

This article discusses the principles of construction and prospects for the development of digital public administration in modern Russia, the goals and objectives pursued by public authorities in realizing this digital transformation of their performing functions, planned results and assessing the impact on the socio-economic development of the state. The urgency of the problem of developing mechanisms of digital public administration in Russia is due to the need to optimize and improve the quality of public administration through the implementation of new forms of interaction between citizens and government at various levels and on a wide range of issues. Possible options and directions for the implementation of new digital solutions in the system of regional and municipal government, including in the system of interagency cooperation and the formation of personnel reserves, are described.

The purpose of the article. The aim of the article is to study the processes of digital transformation of the model of public administration in the regions. Methodology. The theoretical and methodological basis of the study are the scientific works of scientists in the study of the system of digital transformation of public administration in the regions. To achieve this goal, the following research methods were used: theoretical generalization – determination of the main directions of modernization of public administration with the use of digital technologies; methods of statistical analysis – characteristics of the number of public authorities and local governments that provide the opportunity to use the tools of e-democracy. Results. The current state and main trends of digitalization of public administration are studied, which allowed to identify areas and areas of modernization of public administration on the basis of digital transformation, namely: modernization of public services; development of branch e-government; ensuring electronic interaction of state electronic information resources, unification and standardization of electronic registers, state databases, cross-border interaction centers; development of e-democracy and transition to digital document management systems. The level of application of these technologies differs significantly not only at the regional level, but also at the level of municipalities and individual communities and depends primarily on the political will of public administration and local self-government. An analysis of the state of digital transformation of public administration in Odesa region using surveys and studies of national and international rating agencies, which allowed to determine the current comparative state of digital adaptation of public administration in Odesa region and identify the most problematic issues that are typical for other regions and necessary to take into account when developing and implementing a regional strategy for digital transformation of the region for the next planning period, namely: administrative (comparative limited open data on budget information, regulations and procurement, insufficient use of e-democracy elements in management processes); technical (low quality of the basic information and communication infrastructure of e-government; insufficient level of IT support of internal document flow; understaffing of the workforce with the latest technology; problems with communication and quality of the Internet in some areas); organizational (lack of effective coordination, cooperation and control between different departments, functions and subsystems of public administration, low level of data protection) personnel (lack of highly qualified specialists) and financial. Practical meaning. Analysis of the data on the number of public authorities and local governments that provide the opportunity to use the tools of e-democracy will determine the prospects for further work for public authorities. Prospects for further research. Accelerating the transition to the digital administration model requires reengineering management systems, processes and functions in accordance with the capabilities provided by new technologies, in particular using a process approach to management and networking, creating a single regional platform, interactive databases, implementation of electronic democracy in decision-making processes.

This publication is defined institutional framework for development of tourism state management and recreational activities on the basis of property relations on natural resources. Public administration institutions of tourist activities and recreational natural resources are analyzed. Positive and negative aspects in state management of natural resources and tourist activities are defined. The institutional principles of public administration development of recreation and tourism activity and ownership relations on the natural resources, that provide it, are offered. State structures authorized on behalf of the people in the disposal of recreation and tourist natural resources does not define effective forms and ownership of recreational and tourist natural resources and the appropriateness of changing the forms required socio-economic and ecological restrictions on property forms. For developing institutional foundations of property relations on recreation and tourist natural resources offered to refer follows: - formation special state policy according to the development ownership forms on natural recreation resources, with the definition of the resources that can only be in state ownership and those that may be in the different forms of appropriation and used by different business entities; - implementation by public authorities acceptable forms and ownership on recreation and tourist natural resources with taking into consideration their social significance, uniqueness and determination of the basis of natural recreational resources; - improvement of the legal framework concerning the implementation of different forms of ownership on recreation and tourist natural resources that occur between the state, owners, users and third parties; - contract relations development between the state and the owner of the natural resources on any right of ownership on natural resources.
