The purpose of the article. The aim of the article is to study the processes of digital transformation of the model of public administration in the regions. Methodology. The theoretical and methodological basis of the study are the scientific works of scientists in the study of the system of digital transformation of public administration in the regions. To achieve this goal, the following research methods were used: theoretical generalization – determination of the main directions of modernization of public administration with the use of digital technologies; methods of statistical analysis – characteristics of the number of public authorities and local governments that provide the opportunity to use the tools of e-democracy. Results. The current state and main trends of digitalization of public administration are studied, which allowed to identify areas and areas of modernization of public administration on the basis of digital transformation, namely: modernization of public services; development of branch e-government; ensuring electronic interaction of state electronic information resources, unification and standardization of electronic registers, state databases, cross-border interaction centers; development of e-democracy and transition to digital document management systems. The level of application of these technologies differs significantly not only at the regional level, but also at the level of municipalities and individual communities and depends primarily on the political will of public administration and local self-government. An analysis of the state of digital transformation of public administration in Odesa region using surveys and studies of national and international rating agencies, which allowed to determine the current comparative state of digital adaptation of public administration in Odesa region and identify the most problematic issues that are typical for other regions and necessary to take into account when developing and implementing a regional strategy for digital transformation of the region for the next planning period, namely: administrative (comparative limited open data on budget information, regulations and procurement, insufficient use of e-democracy elements in management processes); technical (low quality of the basic information and communication infrastructure of e-government; insufficient level of IT support of internal document flow; understaffing of the workforce with the latest technology; problems with communication and quality of the Internet in some areas); organizational (lack of effective coordination, cooperation and control between different departments, functions and subsystems of public administration, low level of data protection) personnel (lack of highly qualified specialists) and financial. Practical meaning. Analysis of the data on the number of public authorities and local governments that provide the opportunity to use the tools of e-democracy will determine the prospects for further work for public authorities. Prospects for further research. Accelerating the transition to the digital administration model requires reengineering management systems, processes and functions in accordance with the capabilities provided by new technologies, in particular using a process approach to management and networking, creating a single regional platform, interactive databases, implementation of electronic democracy in decision-making processes.

The work and work of public administration should strive to continuously improve the quality of its services, as well as to improve the overall quality of public administration as an organization. It is necessary to constantly set new goals and gradually, over time, get closer to those goals. In this way, the effectiveness and efficiency of the organization, that is, the entire system, would be improved. The new concept of management in public administration should improve the functioning of the public sector, which means that administrative bodies operate in accordance with the legitimate expectations of the users of their services. This paper presents a review of the current state of eGovernment and eServices that local governments in Serbia provide to citizens and the economy, from the aspect of service providers on the one hand and service users on the other. The author intends to point out the areas in which there is room for improvement, but also the challenges that local governments face every day in their work. The contribution of the paper is in the theoretical presentation of the importance of the implementation of quality management systems in public service management systems in order to improve them.

The necessity of research of fundamental bases of formation of e-government in Ukraine in the conditions of digital transformation and informatization of a society is substantiated. The aim of the study is to determine the conceptual foundations of the formation and development of the mechanism of e-government in Ukraine in the context of digital transformation. The factors of influence and goals of e-government are generalized. The peculiarities of e- government as a set of tactics and actions of the government (openness of government, temporal and spatial independence, focus on consumer needs, reducing the level of bureaucratization in the provision of services, etc.) are identified. The stages of formation of mechanisms-e-government in the world and key legislative acts in the normative-legal provision of Ukraine concerning formation of mechanisms of e-government are investigated. E-government in Ukraine is systematically developing in accordance with the regulations of the President of Ukraine, the Verkhovna Rada of Ukraine and the Cabinet of Ministers of Ukraine. Based on the analysis of the regulatory framework, the shortcomings of the existing regulatory framework for e-government in Ukraine are highlighted: fragmentation, incompleteness, vagueness, vagueness, inconsistency, inconsistency of some documents and opacity of procedures, non- adaptation to international acts, low quality of preparation of regulations ( acts are developed without a thorough analysis of the problem, without taking into account the risks of their implementation; without analysis of interaction with other acts), low quality of socio-economic and legal expertise, lack of public discussion. It is proved that a prerequisite for quality governance and further development of democracy in Ukraine is the introduction of legal procedures and practices of public involvement in public law decisions at the level of public authorities and local governments in the field of e-government. It is determined that the system of normative-legal documents should correspond to the dynamics of development, emergence of new and modernization of existing documents, establishment of new connections and priorities between them.

This article discusses the principles of construction and prospects for the development of digital public administration in modern Russia, the goals and objectives pursued by public authorities in realizing this digital transformation of their performing functions, planned results and assessing the impact on the socio-economic development of the state. The urgency of the problem of developing mechanisms of digital public administration in Russia is due to the need to optimize and improve the quality of public administration through the implementation of new forms of interaction between citizens and government at various levels and on a wide range of issues. Possible options and directions for the implementation of new digital solutions in the system of regional and municipal government, including in the system of interagency cooperation and the formation of personnel reserves, are described.

Slogans play an important role in conveying information to targeted audiences, and the translation of slogans tends to be studied under the rubric of public-notice translation. Previous research mainly uses researchers’ expertise to evaluate the quality of this type of translation. Yet, little is known about what the targeted readers think about the translation, although their opinions present key information that helps to determine whether the translation has achieved the intended effect. This paper elicits and systematically analyzes readers’ responses. We investigate the case of Macao, a rapidly growing economy where the demand for English translation has markedly increased in recent decades. Public administration bodies in Macao have commissioned Chinese-to-English translation in varied areas such as tourism, social security and welfare, cultural and sports events. We sampled ten translated slogans that were used in the public sector, and administered survey questionnaires (n=130) to both source-text and target-text readers. The two groups of readers’ evaluations, based on the criteria of fluency, conciseness, persuasiveness and mnemonic effect, reveal that the translations are perceived significantly less favorably than the originals are. Readers most strongly disliked word-for-word translations, and pointed out numerous problems with the translations such as ungrammaticality, inappropriate word use, lack of appeal, and unintelligibility due to insufficient background knowledge. This research demonstrates the tangible value of using readers’ responses to evaluate translation quality. It also has implications for translator training, and recommends that public authorities should institute a rigorous quality assurance system.

A consistent approach to improving the quality of draft of normative legal acts contributes to the development of socio-economic relations in the country, reducing bureaucratic procedures and generally improves public administration. The quality of rule-making and its effectiveness largely determine the implementtion of a particular state policy task. Kazakhstan has created all conditions for the development of legislation and its improvement. Moreover, measures are being taken to introduce new information technologies to adjust existing legal norms. The article describes the existing system of state rulemaking, as well as the prospects for using new technologies.

Problem and purpose. The problem of improving the training of IT specialists in the field of electronic document management in the process of studying at a university is examined. Methodology . The study used an analysis of practical activities in working with electronic document management systems and training in working with these systems in the process of training IT specialists in the field of electronic document management. Results. A proposal has been put forward on the need to create a special educational system for electronic document management for use as an object of study and as a means of training in the education of IT specialists in the field of electronic document management, the requirements for it were formulated, and step-by-step models of its preparation are described. Conclusion. The proposed software and technological tools and organizational and methodological methods will allow solving the problem of improving the quality of training of IT specialists in the field of electronic document management.

The article considers the concepts and history of Agile and Lean, the possibility of application in local self-government in Ukraine, analysis of the experience of local government in other countries. The aim of the article is to find ways to learn the best experience to improve the work of local self-government in Ukraine.Foreign publications related to the possibility of implementing the Agile methodology in the field of public administration and local self-government are analyzed. Examples of interaction and mutual influence of Agile and Lean are given. Demonstrates how references in international ISO standards to the above-mentioned methodologies, values and ways of thinking are used. ISO standards for management systems are universal and can be applied by both private and public sector organizations. One of the main ideas behind the standards is continuous improvement based on the PDCA cycle, and organizations that have implemented management systems such as ISO 9001 can use international best practices, tools and techniques to improve efficiency and effectiveness, satisfaction of customers and other interested parties and reduce unwanted losses. Such methods are those which are considered in this article. Historically, most management practices have emerged in the private sector, driven by a competitive environment. And then adapts to public administration and local government. In Ukraine, the process of decentralization of local self-government is gaining momentum. Sustainable development of local self-government is the basis for ensuring the comfort and quality of life of the local communities. In a rapidly changing environment, there is a need to find new management approaches. It is proposed to conduct short-term pilot projects to test the Agile method in local governments. It is advisable to include consideration of the methods specified in the article in training and retraining of employees. Continuous improvement requires, first of all, a change in organizational culture and awareness and involvement of staff for the most effective implementation of world best practices.

The article is devoted to the study of conceptual foundations of the Agile management, the need and prospects for implementing its methods in the sphere of public authorities. Systemic shortcomings of traditional governance in public authorities hinder the effective, prompt solution of important tasks of local socio-economic development and the country as a whole, and do not respond quickly to changes in the external environment. Now, during the period of active transformation of social, economic, political systems caused by the COVID 19 pandemic, the speed and quality of digitalization of all processes play a significant role. In the future, such changes will only deepen, covering all areas of socio-economic relations. Emphasis is placed on the processes of reforming the sphere of public administration and local self-government, in particular in terms of digitalization of public administration elements. The analysis of preconditions of active use of flexible methods of management in the public sphere is carried out. The introduction of the Agile technologies to project-oriented structures of public authorities is argued. The essence and practical aspects of effective application of Scrum methodology are considered, and the scheme of its introduction to work of bodies of regional management and local government is offered. The article analyzes the experience of practical application of the Agile approach in the public sector in some countries of the world (such as Great Britain, USA, Australia) and defines the basis for further «State Agile» development in Ukraine. The relevance of further the Agile approach popularization in public administration is confirmed by the need for changes in public-management relations, and prospects for the public digitalization in the following areas such as: development and implementation of a strategy for digital transformation of regions; implementations of digital solutions for increasing the public authorities' efficiency; ensuring electronic interaction between national, regional and local registries; digital democracy development, and so on.

The relevance of the article is that the granting of special status «child divorced from the family» in the Ukrainian legislation includes three aspects: 1) identification of a person who is a child separated from the family; 2) granting the status of «child deprived of parental care»; 3) it is possible to grant the status of “refugee” or “person in need of additional protection”, as any person recognized as a child divorced from a family is recognized as a child deprived of parental care and can apply for asylum in Ukraine (and receive refugee status or a person in need of additional protection). Each of the identified aspects of the above status is the responsibility of certain public authorities, ie public administration entities, which are endowed with the appropriate powers. The purpose of the article is to identify the subjects of administrative and legal support for the identification of children separated from their families, ie the subjects of public administration, which are empowered to identify such children in Ukraine. It was found that in fact, the identification of a child separated from the family at the present stage in Ukraine does not belong to the responsibilities of public administration, but is the responsibility of the child who was forced to leave the country of origin or residence and arrived in the territory of Ukraine unaccompanied by a family member or persons determined by law/custom who are responsible for such a person, or who were left unaccompanied after arriving on the territory of Ukraine, or its legal representatives. In our opinion, the absence in the legal acts that determine the legal status of public administration entities, whose activities include the identification of children separated from their families, their obligation to identify such children is a shortcoming of administrative and legal support for child status. , separated from her family, in Ukraine. It is determined that the subjects of public administration, which have the authority to identify children separated from their families, include the State Border Guard Service of Ukraine, executive authorities, local governments, the National Police of Ukraine, the Prosecutor’s Office of Ukraine.

This article seeks to reflect on the already existing and inseparable rela­ tionships between society, sustainability, culture and leisure, bringing to the core of the reflection the concept of MIL Cities (Media Information as a potential scenario for developing new urban, human, cul­ tural and technological. Initially, a review of the concept of leisure was made, addressing its foundational pillars and cultural contents, poste­ riorly the relationship between individual and quality of life in cities is explained, through body practices and body awareness, as well as through environmental practices and the promotion of an increasingly active and collective environmental awareness. The relationship of oc­ cupation, belonging and right to the city is also addressed and, precisely at this point, the potential for the use of new technologies by the private sector, public authorities and civil society in the construction and appli­ cation of possibilities that permeate the universe of MIL Cities.
