Financial support for universities in the top of Project 5–100 and its impact on the quality of education

Analysis of the main trends in the development of the market for higher education services, affecting the transformation of university financing models, shows that improving the quality of educational services in Russian universities directly depends on an increase in the share of revenues received from research and development, as well as the ability of universities to present the results of their research and development in the form of a complete product from a marketing point of view and build a competent strategy for promoting innovations in the market. In the context of creating a long-term strategy for increasing the competitive advantages of leading universities, the author pays special attention to Project 5–100 of the Ministry of Education and Science of the Russian Federation, the purpose of which is to maximize the competitive position of a group of leading Russian universities in the global market of educational services and research programs. It is noted that university funding comes from various sources, while budgetary revenues dominate the structure of income, and the reduction in budgetary provision significantly affects the financial condition of Russian universities. The author comes to the conclusion that the forms and mechanisms of financial management of universities and research organizations are not strictly regulated, they independently choose the sources of funding.

ABSTRAKSI: Sebagai LPTK (Lembaga Pendidikan Tenaga Kependidikan), UPI (Universitas Pendidikan Indonesia) perlu melakukan suatu kajian untuk merancang sistem pengelolaan keuangan perguruan tinggi berbasis aktivitas dengan metode ABC (Activity-Based Costing), yang diharapkan akan dapat mengukur secara lebih rinci aktivitas-aktivitas utama dan pendukung dalam penyelenggaraan pendidikan. Hasil penelitian menunjukan bahwa seluruh Fakultas yang ada di lingkungan UPI menyatakan kesiapan untuk menerapkan sistem ABC. Berdasarkan FGD (Focus Group Discussion), terdapat beberapa kendala yang dihadapi untuk menerapkan sistem ABC di UPI di Bandung, Jawa Barat, Indonesia. Secara keseluruhan diperoleh hasil bahwa sistem ABC dapat diterapkan di UPI selama ada niat dan kerjasama yang baik dari Kementerian Pendidikan dan pimpinan Universitas.KATA KUNCI: Biaya Pendidikan Berbasis Kegiatan; Uang Kuliah Tunggal; Mutu Pendidikan; Universitas Pendidikan Indonesia; Niat dan Kerjasama yang Baik. ABSTRACT: “The Implementation of Activity-Based Costing to Improve the Quality of Education in Higher Education Institutions: A Case Study of Indonesia University of Education”. As an institute of teacher training and education, UPI (Indonesia University of Education) needs to conduct a study on designing college financial management systems based on activity through the method of ABC (Activity-Based Costing), that is expected to be able to measure in more detail the main and supporting activities in the implementation of education. The results show that all Faculties at UPI declare their readiness to implement the ABC system. Based on the FGD (Focus Group Discussion), there are several problems in implementing ABC system at UPI in Bandung, West Java, Indonesia. The textbook systematizes basic knowledge in the field of finance, financial analysis and financial management, presented in their direct relationship and significance from the point of view of evaluation, diagnosis, forecasting and monitoring of the continuity of the organization's activities. It includes seven chapters grouped into three sections. The first section is devoted to the theoretical foundations of the organization's financial management, stakeholders and sources of the organization's activities. The second section discusses the basics of financial analysis, providing knowledge of the main directions, information base and methods of financial analysis, as well as allowing them to be applied reasonably, calculate and evaluate analytical indicators, determine the impact of globalization processes, various macro-and microfactors on the financial condition of the organization. The third section contains the basics of financial management, providing an understanding of the essence of the financial mechanism of the organization and algorithms for justifying decisions in the field of financial management. It complies with the federal state educational standards of higher education of the latest generation and provides the formation of basic competencies in the field of finance, financial management and financial analysis. For bachelor's, specialist's and master's students studying in the field of Economics, the system of additional professional education, training centers for advanced training of auditors and other financial market specialists, as well as for individual preparation of applicants for qualification certification and passing qualification exams.

The reform of state financial management in 2003 was aimed at realizing transparent and accountable government financial reporting. Reform of state financial management is the first step in improving the quality of state finances. In the government environment, fixed assets play an important role in government operations and also benefit the community. The problem studied is how the suitability of accounting for fixed assets at the Lubuklinggau Police with PSAP number 07 concerning Accounting for Fixed Assets from the point of view of recognition, measurement, presentation, and disclosure of Fixed Assets in Financial Statements. The research method used is a qualitative method, the method of data collection is carried out by means of observation and interviews with parties related to accounting at the Lubuklinggau Police Station. The results of this study are the Lubuklinggau Police Station has implemented Fixed Asset Accounting in accordance with PSAP 07, namely Assets are recognized when future economic benefits have been obtained and their value can be measured reliably, Fixed Assets are measured at cost, depreciation is carried out using a straight line and presented in Balance sheet according to PSAP 07.

In various views of the theory of the question, educational services are considered as services for the state, society and the student. The article considers the main approaches to determining the quality of educational services and the regulatory and legal support of the educational process. The object of the research is the theoretical foundations of the quality of educational services. The subject of the study is the quality of educational services.

The Global Value Chain is an easy way to apply to Small and Medium Enterprises (UKM: Usaha Kecil Menengah) so that they can immediately rise to a higher level. The success of the GVC method can be applied to export-oriented UKM. The goals to be achieved in the community service program Upgrading Export-Oriented Coconut Shell Charcoal Briquettes are as follows: spurring the growth of UKM product exports in Indonesia through competitive market growth, improving management quality of UKM to enter the global market through improving product quality and marketing, accelerating technology transfer and community management of universities to UKM communities, developing synergies between UKM, Universities, Local Governments and the community. The methodology used is upgrading the production process through coordination and scientific discussion, training and simulation, making tools with technology transfer for production efficiency, health checks, and providing tools and facilities to improve employee health. The results of this activity are: increasing the percentage of export volume by expanding production units and adding employees, achieving production efficiency through the technology of permanent conveyor belt machine transfer and oven, forming financial management with Zahir accounting software, training on the use of fire extinguisher and first aid to the employees who get burned, checking employee health, increasing marketing knowledge capacity with English language courses to improve the quality of presentations.

Purpose. The aim of the work is to consider promising directions for reforming legal education in Ukraine, providing for the development of the corresponding conceptual framework. An indication of the gaps in the current legislation on the staffing of the main areas of legal activity. Focusing on the difference between the concepts of “right to education” and “access to a profession”, as well as the need for market regulation of the provision of educational services with the help of independent institutions. The methodology. The methodology includes a comprehensive analysis and generalization of the available scientific and theoretical material and the formulation of appropriate conclusions and recommendations. During the research, the following methods of scientific knowledge were used: terminological, logical-semantic, system-structural, logical-normative, comparative-historical. Results In the course of the study, it was determined that despite the fact that a draft Concept for the Development of Legal Education has been developed, its perfection from the point of view of the prospects for influencing the improvement of the quality of lawyers' training raises many objections. On the basis of a comparative study, it was determined that promising areas for improving the training of lawyers in Ukraine are: the activities of independent agencies to confirm the quality of the services provided, as well as the improvement of regulatory regulation, which implies access to the profession. Originality. In the course of the study, it was established that the improvement of the quality of training of lawyers in Ukraine should occur through natural development: a specially authorized body should establish only compliance with accreditation requirements; the institution of higher education must, taking into account the principle of autonomy, ensure an appropriate level of quality in the provision of educational services; access to certain legal professions requires significant procedural improvements. The draft Concept for the development of legal education at the moment needs substantial revision, as well as to provide an understanding of the impact of previous reform steps in the field of education, cannot be adopted in the near future. Practical significance. The results of the study can be used in law-making activities to improve the norms of the current legislation providing for access to legal professions, as well as for further scientific research of the problems of legal education in Ukraine.

Purpose The export of Russian educational services worldwide was not considered by the Russian Government as a full-fledged economic sector until recently. However, the situation has changed since the early 2000s, when in 2002, the Russian Government approved the national strategy for higher education promotion abroad and since then has been actively working on development of incentives and measures to support Russian universities to better market themselves in a global competitive market place of higher education. The paper aims to discuss these issues. Design/methodology/approach In this paper, the authors use a systematic approach to analyze different instruments for promoting higher education services abroad, consider the current state of this issue in Russia and look at what difficulties may arise at various levels when the state attempts to implement its strategy. Findings They are formulated as a set of marketing activities at different levels (national, regional and institutional), allowing a more advantage positioning of Russian universities in the global environment. Practical implications This paper focuses on the development of a marketing strategy for universities in a dynamic setting. The urgency of the problem is determined by the fact that today universities have to deal with a number of challenges: the reduced funding; increased competition at the regional, national and global markets; the growth of the importance of international and national rankings; and demographic and social challenges. Effective positioning in the global market place can be viewed as a source of new opportunities, as well as a challenge, not easy to master in some cases. Originality/value The paper scrutinizes strategies for the promotion of Russian universities to increase effectiveness of their positioning and create for them comfortable conditions for development in the world markets of educational services. The topic of marketing of educational services worldwide for a post-Soviet country is not an issue commonly addressed in the literature today.

The essay presents the author's subjective perception of a number of state institutions’ activities regarding their implementation of the directives of the Decree of the President of Ukraine «On the Development of Sociological Science» dated 25.04.2001 for twenty years from the date of its publication. The author's subjective point of view, in particular, is a consequence of the fact that he was a member of the working group on the development of this decree, and the beginning of the 21st century was a time when the Ukrainian society, state, political, public figures, scientists were expecting the decisive development of various spheres of life. However, in fact, these expectations met with latent resistance from shadow structures, the essence of which was to avoid publicly disclosing their intentions through science and education. So, because of the Ministry of Education and Science order No. 642 of July 9, 2009 «On the organization of the study of humanitarian disciplines at the free choice of the student», the active part of youth, namely students was given a very narrowed way of social development understanding; primarily it have happened in technical universities, where the members of executive branch of the power will have been taught en masse. It is when the financial interests are embodied through the implementation of large-scale technical and economic projects, for example, the construction of highways, and not the protection of public health. However, in the leading universities, where sociologists have been taught, the initiative of teachers to show their will to improve the quality of the students’ preparing and evaluation does not subside.

The quality of our environment is of great concern in our society today. Hence, we are personally and academically concerned. One general topic is directed toward “The Economics of Pollution Control.” I much prefer to approach this subject from the point of view of the optimist and define our orientation as that of opportunity and positive attitude toward our environment. Thus, we approach the subject in terms of the quality of our environment, rather than in terms of pollution control. The shock effects, from discussing pollution, have registered with most of us so we can proceed with the opportunity to improve the quality of our environment.
