The problem of identification of key actors of scientific and technological development of the Russian Federation is considered. Attention is drawn to the absence of domestic companies interested and ready to cofinance R & D in many promising areas. The analysis of the map of the competitive landscape of the technological area “the reprogramming of somatic cells”, the development of which is expected to create the industry of artificial human organs, has been carried out. It has been shown that large transnational companies need 3–5 years to incorporate new technology into their marketing strategy and become a leader in the emerging market of high-tech goods and services.

The current Strategy of Innovative Development of the Russian Federation for the period up to 2020 and the Strategy of Scientific and Technological Development of the Russian Federation determine the goals, priorities and objectives of the state innovation policy and scientific and technological development of the country. A significant role is given to areas that allow us to obtain scientific and technical results that are the basis for increasing the innovative level of production and consolidating the country's position in the foreign market. Among the priority areas is the aviation industry, namely the sector of aircraft engine construction. The creation of aircraft engines is currently one of the most science-intensive and high-tech tasks of the domestic aircraft industry. However, the analysis of the current state of implementation of programms in this area shows that the problems of their functioning and development are not always solved taking into account a wide range of emerging risks, the negative impact of which can lead to significant financial losses. To develop effective methods for assessing and minimizing risks, it is necessary to first analyze and classify them. In the article, based on the analysis, a system of classification of risks arising during development aircraft engines. The results obtained will allow us to give a preliminary qualitative assessment of the negative events that occur at various stages of the development of aircraft engines.

The present research featured scientific and technical policy papers in Russia. The research objective was to study the normative legal acts that determine the strategic scientific and technological development of the country. The paper contains an analysis of the goals stated in these documents and defines the efficiency of the target indicators. The study was based on systematization methods, content analysis, and comparative analysis of the main strategic legal acts that form Russian scientific and technical policy. These documents are divided into two groups. The first one contains the goals and objectives of scientific and technological development, but no quantitative values of targets, or indicators, of scientific and technological development. The second group specifies these indicators. The study revealed that not all the goals outlined in the policy papers have been met, and there are targets for scientific and technological development that have not been achieved yet. Moreover, some of the measures provided in the policy papers were implemented with a noticeable delay or were not implemented at all. For instance, the list of end-to-end technologies still remains unapproved. All these issues hindered the development of Russian competitive high-tech sector of goods and services: the country failed to develop mechanisms that could stimulate its transition to innovative development of real sector enterprises and to improve the resource base for scientific and technological complex.

The research paper focuses on a complex study of scientific and technological development of high-tech companies of the Russian Federation in the context of introducing the conception “INDUSTRY 4.0”, which involves six main phases: 1) Computerisation; 2) Connectivity; 3) Visibility; 4) Transparency; 5) Predictive capacity; 6) Adaptability. The article describes external factors – with the help of such marketing tool as the STEP-analysis – that have an impact on scientific and technological development of Russia’s high-tech companies in the context of introducing the digital economy and conception “INDUSTRY 4.0.” The authors of the research paper present the scheme for cooperation components of scientific and technological development of industrial enterprises in the Russian Federation which includes such important aspects as the forming process a progressive technological base; development methods of objective assessment for the technical development prospects; using of artificial intelligence and neural network; making more efficient use of industrial enterprises; searching for new energy sources and their using; accelerate biotechnologies; research on the new breakthrough technologies; application of achievements in science and technology; development of new design solutions; development of aerospace industry in the military-industrial complex; development of new kinds of materials and their using in the production process and others. The authors present data indicating the number of organizations which perform research and developments. The authors’ research perspectives present practical aspects of scientific and technical development of military-industrial complex as a whole and aerospace industry of the Russian Federation in general.

Цель работы - анализ ключевых постгеномных технологий, ожидаемых в рамках реализации приоритета научно-технологического развития, определённого пунктом 20в «Переход к персонализированной медицине, высокотехнологичному здравоохранению и технологиям сохранения здоровья, в том числе за счет рационального применения лекарственных препаратов (прежде всего антибактериальных)» СНТР Российской Федерации». Результаты. Обозначены наиболее перспективные направления дальнейших исследований. Мировой уровень развития постгеномных технологий (ПГТ) позволяет перейти от этапов исследований и разработок к внедрению в медицинскую практику. На сегодняшний день к основным направлениям успешного практического применения ПГТ в России и за рубежом относят биофармацевтику, включая разработку методов генного редактирования для лечения онкологических и орфанных заболеваний, развитие методов молекулярного профилирования для персонализированной медицины и питания, увеличения активного возраста человека. Заключение. Быстрое развитие высокопроизводительных постгеномных технологий и вычислительных систем позволило беспрепятственно исследовать биологические системы. Индивидуальные и интегративные постгеномные профили полезны для мониторинга состояния здоровья человека, оказания превентивных мероприятий и выбора эффективной лекарственной терапии. The aim of this study was to analyze key expected postgenomic technologies as a part of priority in scientific and technological development defined in item 20 of the Strategy for Scientific and Technological Development of the Russian Federation, «Transition to personalized medicine, high-tech health care and health saving technologies through the rational use of medicines (primarily antibacterial)». Results. The most promising areas of further research were identified. The international level of postgenomic technologies (PGT) allows to move from research and development to implementation in medical practice. Presently, industrial biotechnology, biopharmaceuticals, including development of gene editing methods for treatment of oncological and orphan diseases and molecular profiling methods for individualized medicine, nutrition, and prolonging the active life are considered the main directions for successful practical use of PGT in Russia and other countries. Conclusion. Rapid development of high-performance postgenomic technologies and computer systems has expedited studying biological systems. Individual and integrative postgenomic profiles are useful for monitoring the state of human health, taking preventive measures, and selecting effective drug therapy.

Subject. The article investigates the program-targeted planning methodology, which is implemented in the Russian Federation and leading foreign countries, for high-tech industry development. Objectives. The aim is to identify the specifics of program-targeted planning for the development of high-tech industries, to shape programs and plans for innovative development in the Russian Federation and leading foreign countries. Methods. The study employs general scientific methods of systems analysis, including the statistical and logical analysis. Results. I reviewed methods of program-targeted planning, implemented by the world’s leading countries (the Russian Federation, United States of America, France, Great Britain, Netherlands, Norway, Japan, Canada), in the interests of the development of various high-tech sectors of the economy. The study established that the methodology of program-targeted management is an effective tool for resource allocation by various types of economic activities in accordance with national priorities. I developed proposals by priority areas for improving the methodology for program-targeted planning and management in the Russian Federation in modern economic conditions. Conclusions. The findings and presented proposals can be used to improve methods for program-targeted planning to develop high-tech sectors of the economy; to design various long-term programs and plans, reducing the risk of their implementation; to determine the ways and methods of sustainable socio-economic and innovative and technological development of the world's leading economies.

The author presents a vision of the mainstream vectors of global development against the backdrop of the “Grand Challenges” of the 21st century. He formulates optimal ways for Russia and Africa to interact in order to achieve the goals set by the UN Third International Conference on Financing for Development. The author proposes a RUSAFRICA project, which combines a dual goal of boosting economic, social and technological development of both Russia and Africa. The project envisages an integrated cooperative approach to mutually significant economic, technological and infrastructural requirements and capacities while prioritizing the human development aspect. Innovative approaches to mutual cooperation shale open ways to promoting Russian technologies and innovative products to new markets, generating growth of income from exports of high technology products and services with the aim to enhance Russia’s influence and competitive strengths, in accordance with the Scientific and Technological Development Strategy of the Russian Federation.

The article is meant to analyze current problems and prospects for the development of effective tax policy as part of digital transformation of Russian economy. Introduction of a digital tax and the consequences of the digital tax reforms in the EU, the USA and OECD countries are highlighted. The necessity of qualitative transformation of the tax system of the Russian Federation in response to modern challenges is substantiated, taking into account the changes of the Tax Code of the Russian Federation adopted at the end of July 2020. The authors suggested their own concept of a digital tax and the prospects for its adoption in Russia, and consider it inappropriate to impose taxes on Internet users who do not use the Internet for business. Today, the main focus should be made on creating and testing effective technologies that allow on-line monitoring the tax basis of digital economy entities, taking into account the cross-border movement or use of digital products (goods and services). In addition, it would be extremely important to provide for a potential tax exemption for part of the profits of international ICT companies that are received on the territory of the Russian Federation and reinvested in joint with Russian companies projects in the high-tech for civil purposes area.

Nowadays countries are focused on the development of high-techology industries, which will allow them to increase their competitiveness. However, Russia specializes in the export of raw materials and goods with a low degree of processing. In this regard, one of the key aims of Russia is to develop high-technoligy production and expand its presence in the markets of goods with a high degree of processing. The abstract reveals the export of high-technology goods and services. The article analyzes position of the Russian Federation in the world market of high-technology goods and services. Russia specializes in the export of such high-technology goods as aerospace production, nuclear technologies and weapons. Russia specializes in the export of such high-technology services as telecommunications, computer and information services, professional and consulting services, engineering services, services in technical fields and in the field of architecture. Special attention is paid to the promising directions of high-technology exports, the importers of Russian high-technology products and trends in exports and imports of high-technology goods as well as trends in exports of high-technology services. For example, Russia should develop exports of such high-technology goods as jet engines, nuclear reactors and their components, fuel rods, nuclear technologies and weapons. The most promising export directions from the machine-building industry are vehicles and equipment production. Russia should focus on the export of such high-technology services as information, telecommunications, computers, professional and consulting services. To stimulate the export of these services, it is necessary to create a favorable business climate in Russia, eliminate the shortage of specialists in the field of ICT, as well as improve the quality of their training.
