The floods in urbanized areas damage systemically the Brazilian municipalities during the highraining periods. The economic lost that the nation face with this phenomenon are not yet measured, althoughthrough the impacts’ extension it is possible to observe that they are affecting the South and Southeastregions during this decade. Disasters within the urban tissue are complex, as they turn the various types ofrisks in a mess, mixing the natural risks with the social ones and also with the technological and biologicalrisks. If society occupies inadequate areas like the floodplains of the rivers and change the hydrologicalregime of the river basins, they pay a higher price, both with the public works to control these floods, andwith the losses generated with floods and their aftermath. So, controlling a flood means intervene in severalprocesses and involved elements, trying to minimize their effects. The recognition and monitoring of areassubject to risk are indispensable tools to for avoiding or reducing the undesired effects and the measures thatassist the management of flooded areas are: maintenance, structural and non structural measures. This article objective is to study the potentialities of the non structural measures to combat the accidentsrelated to floods, through a local research. These measures can be adopted by the architects and urban planners and engineering professionals and collaborate in a systemic and efficient form to decrease these natural disasters damages and frequency. The first methodological procedure used for this research was the survey of actions and public worksimplemented in European, Asian and American cities during the last decade and analyze the probabilityof adapting these works to the Brazilian reality. These research findings are important subsidies for thepublic policies and urban projects development so that they minimize the urban floods, thus helping thesustainable development.

In 1916, the Forest Preserve District of Cook County began acquiring land to create a natural retreat for Chicagoans in that booming metropolitan region. Since district officials acquired many properties along county streams, water pollution soon interfered with their mission of creating an urban wilderness for recreational pleasure. To address the problem, in 1931, county leaders appointed the Clean Streams Advisory Committee that collaborated with forest preserve staff members to pressure polluters to clean-up their operations and to persuade enforcement agencies to prosecute ongoing offenders. They also lobbied the Public Works Administration to earmark New Deal funding for sewage treatment in Cook County. Their efforts suggest that early activism against water pollution in American cities emerged not only from efforts to ensure clean drinking water, but also struggles to protect nature. The interwar campaign to clean forest preserve streams anticipated the goals of the federal Clean Water Act (1972) to make all American waterways fishable and swimmable. The movement also preceded the burst of anti-pollution activism that historians have documented in U.S. suburbs after WWII and laid the groundwork for postwar efforts to mitigate water pollution in Cook County.

Urban floods are considered urban socio-environmental problems since the populations are affected by the tables due to the construction of residences in APP ´ S. Based on these assumptions, the present work aims to perform the analysis Spatial of the hydrographic sub-basin of the Angelim Creek from the mapping of the flooded areas and the social spatialization of the monthly income of the heads of family in the study area. For this, some methodological procedures were carried out, such as: bibliographic and Cartographic survey, organization of the work Environment, fieldwork, mapping of flooded areas, income and spatial analysis Of the flooded areas. From the data obtained, 5 flooded areas were mapped in the area under study, which are APP's. They are inserted in more fragile and inadequate geomorphological compartments for human occupation. It was concluded that the inefficiency of Brazilian laws associated with the occupation process determined by the real estate market have contributed to the spatial segregation of individuals. Keywords: Spatial analysis, Angelim Creek, income, springs and floods.

June 15, 2011 marked the date of the Vancouver riots that followed the Canucks loss of the Stanley Cup final. Social media as a form of communication between the public and police was a distinguishing feature during the 2011 riots, and is compared to the context of a similar Vancouver riot occurring in 1994. Through the review of literature on the criminal justice system, crowdsourcing, social media as a tool in policing, surveillance, language on Facebook and Facebook as a communication tool I explore the practice of communication as it unfolds on the Facebook group, “Vancouver Riot Pics: Post Your Photos” and examine the efficacy of this communication tool. The Facebook comments underneath the uploaded images are evaluated through a content analysis. Five Facebook images and there associated comment threads are collected in chronological order for the sample based on the outlined criteria of: 25-40 comments, a non-manipulated image, and being published in either the Globe and Mail or the National Post online news source. Erving Goffman’s theoretical orientation of frame analysis is applied to understanding the development of the Facebook comments; more specifically his concept of the social primary framework is directly related to the intended purpose outlined by the Facebook group. The purpose of “Vancouver Riot Pics: Post Your Photos” is to identify rioters through the public’s contribution of images and Facebook comments. Research findings suggest that the intended purpose of the Facebook group is achieved, as there is a significant emergence of the frames identification and crowdsourcing; therefore, Facebook is deemed a helpful tool in police investigation.

Chinese people have long been a subject in the social history in Indonesia and their emotional expressions in front of the public especially have been affected by history. The previous empirical research findings in the Batam Island showed that Chinese people had unique emotional expression and this uniqueness may inflict interpersonal conflict with people of other ethnicities. This research was held to describe the emotional expression of the Chinese in the Batam Island. Their expressions compared with those of non Chinese. The adapted Display Rules Assessment Inventory (Matsumoto & Yoo, 2007) were distributed to the research participants (men and women in the Batam Island, totally 195 Chinese and 132 non Chinese). The analysis data result were presented in percentage and it showed that there were several similarities and differences between these two ethnic groups on (1) the display rules of seven basic emotions and (2) the display rules of emotion toward targeted persons, both in public and in private places. Based on the socioculutral paradigm, this finding will help solve any interpersonal – related problems faced by the Chinese with people of other ethnicities in the Batam Island.

I. Sewage Under CapitalismThe preservation of the wealth and welfare of nations, and advances in culture and civilisation depend on how the sewage question is resolved.(von Liebig, 1850s).Delhi is a very suggestive and moralising place—such stupendous remains of power and wealth passed and passing away—and somehow I feel that we horrid English have just ‘gone and done it’, merchandised it, revenue it, and spoiled it all. (Emily Eden, 1838).Veena Oldenburg argues that after the Rebellion of 1857 British colonial officials inaugurated a process of urban reconstruction following three imperatives: safety, sanitation and loyalty. To make the cities of India safe, clean and loyal, the colonial regime exerted a measure of ‘social control . . . In an era when tinkering with the structure of society had been officially and unambiguously forsworn.’. If the highest offices of the colonial regime proclaimed its remove from society, she argues, the ‘lowest levels of decision making and action’, intruded effectively to reconstruct the social fabric of urban life. In this essay, we will examine this lowest level of the colonial regime in the local government of Delhi (the Delhi Municipal Corporation [DMC], the commissioner's office, the army, the Public Works Department [PWD], the railway officials) and its relations with the local nobility (the rais and amirs), the merchants, and working people.

Health is the basic right for everybody, therefore every citizen is entitled to get the health care. In enforcing the regulation for Jaringan Kesehatan Nasional (National Health Supports), it is heavily influenced by the foreign interests. Economically, this program does not reduce the people’s burdens, on the contrary, it will increase them. This means the health supports in which should place the government as the guarantor of the public health, but the people themselves that should pay for the health care. In the realization of the health support the are elements against the Syariah principles. Indonesian Muslim Religious Leaders (MUI) only say that the BPJS Kesehatan (Sosial Support Institution for Health) does not conform with the syariah. The society is asked to register and continue the participation in the program of Social Supports Institution for Health. The best solution is to enforce the mechanism which is in accordance with the syariah principles. The establishment of BPJS based on syariah has to be carried out in cooperation from the elements of Social Supports Institution (BPJS), Indonesian Muslim Religious (MUI), Financial Institution Authorities, National Social Supports Council, Ministry of Health, and Ministry of Finance. Accordingly, the Social Supports Institution for Helath (BPJS Kesehatan) based on syariah principles could be obtained and could became the solution of the polemics in the society.

The article examines the contribution of the representatives of the Samarin family to the development of the Parish issue in the Russian Empire in the late 19th and early 20th centuries. The issue of expanding the rights of the laity in the sphere of parish self-government was one of the most debated problems of Church life in that period. The public discussion was initiated by D.F. Samarin (1827-1901). He formulated the “social concept” of the parish and parish reform, based on Slavophile views on society and the Church. In the beginning of the twentieth century his eldest son F.D. Samarin who was a member of the Special Council on the development the Orthodox parish project in 1907, and as such developed the Slavophile concept of the parish. In 1915, A.D. Samarin, who took up the position of the Chief Procurator of the Most Holy Synod, tried to make his contribution to the cause of the parish reforms, but he failed to do so due to his resignation.
