Although our daily life within a modern society is unimaginable without the use of information and communication technologies (ICT), the COVID-19 crisis really highlighted the ways we can maximise the use of digital technologies in optimising our work in distance working conditions with limited ability to contact each other physically, make direct sales and ensure the physical document rotation. All these limitations have pushed the governmental organisations, enterprises, and households to utilize numerous means of digital services and digital transformation aspects that had been started to be used, but the last year has rapidly pushed forward such aspects of digitalisation as digital sales, distance work using co-working platforms and cloud storage, electronic signature of documents and others. This study aims to assess the trends in online sales and use of e-tools from the perspective of enterprises and individuals in Europe in the sector of bioeconomy with the focus of the Baltic States and Latvia that could be used to strengthen the digitalisation component during and post COVID-19. In this paper, the authors have reviewed the scientific literature, policy planning documents, analysed relevant statistical data, performed statistical analysis, and estimated the tendency of the use of eSignatures in Latvia by applying the Holt's two-parameter model of exponential smoothing. The main results indicate a significant increase in motivation towards digitalisation that has increased rapidly in line with the necessity for an online shopping and distance work setting. Authors suggest supporting this tendency also in the after-COVID life, which would have a great impact on the overall digital transformation and potential to unlock new markets for bio-based products.

Smart Cities represent a vital pillar of the modern society and they are influenced by constant development of information and communication technologies. Nowadays we can speak about transition to the third generation Smart Cities featuring complex digital transformation. The presented article introduces The Smart City concepts in Russia and its implementation in St.Petersburg. It highlights the level of the Smart city in Russia, realized and planned projects through selected indexes. The article identifies the problem areas and formulates recommendations leading to the Smart Cities level improvement.

However, „unprocessed“, „unprepared“ information is not valuable, but quite the opposite – it causes great damage economic, technical, psychological, political and others). With the development of modern society, the consumer attitude of people to the world is increasing. There is a danger of information dependence. In the digital era, organizations are increasingly tasked with creating and utilizing new content, applications, and/or services through the use of advanced information and communication technologies (ICT) to sustain a competitive advantage. Indeed, sustainability is now an embedded and overarching feature of organizations’ strategic planning. Research has shown that information technology (IT) departments are vital to organizations’ digital transformation. However, the role of IT departments in non-ICT-oriented organizations undergoing digital transformation has yet to be explored. Our study reveals that although the IT departments of non-ICT-oriented organizations play an important and proactive role in the early stages of organizational transformation and a dominant role in developing ICT capabilities, they will be unable to assume a leadership role within the organizations after transformation is complete.

Digital transformation is an ongoing process that is driven by the recent advances in digitalization as well as the development of information and communication technologies (ICT) that penetrate all socio-economic fields of everyday life and business. In this paper, we describe the digital transformation of energy companies. We show that successful transformation is based on skills, expertise and knowledge of the employees that need to be created and maintained. In addition, we show that digital competences become a key element in building capacities that are required for the digital transformation. This is of a particular importance for the energy companies that are experiencing major changes on the path of transition toward low-carbon economy and renewable energy.


A developed information community assumes a broad and active use of information and communication technologies (ICT) in the education system, which is due to a number of factors that accompany the process of social development. One of the first to highlight is the introduction of information and communication technologies in education in order to accelerate the transfer of knowledge and experience accumulated by mankind from generation to generation, and from person to person. The second factor to be called is the possibility of improving the quality of education in the process of mastering information and communication technologies, which allows a person to more successfully adapt to what is happening around, i.e. to social changes. The third factor is the active and fairly effective implementation of information and communication technologies in the education system, which is a guarantee of updating the education system in accordance with the needs of modern society. This paper discusses the use of information and communication technologies in the preparation of future bachelors-designers as one of the organizational forms of innovative type teaching at a university, based on modern achievements of the psychological and pedagogical sciences, educational materials of a new generation and widespread use of electronic educational resources. The variety of diverse actions performed by a designer requires their systematization by means of information and communication technologies and bringing them into line with the competencies mastered in the learning process. Through the introduction of computer technologies in the design education system and mastering ArchiCad and Artlantis Render programs by a student going improvement of his/her professional skills as future experts in the field of design, and accordingly, increasing their competitiveness in the labour market. At the same time, the process of forming the creative activity of future designers requires, first of all, the development of their spatial and design thinking; therefore, when teaching a teacher, it is necessary to make the process of mastering information and communication technologies proportionate to the process of developing student's intellectual characteristics

The rate of information asymmetry impact on the consumer markets, including socially significant ones, is high. This leads to the situation, when a buyer making a choice often doesn’t satisfy his needs and is exposed to all sorts of risks. Various economic mechanisms can reduce information asymmetry, but it is impossible to completely avoid it. Therefore, the consumer, when making decisions, should primarily overcome the incompleteness of information using different means. In modern society, due to the development of information and communication technologies, tracking and analysis of market information becomes important. Paradox of a modern society is that the buyers have a great amount of information at their disposal, but they are not able to isolate basic knowledge or to tell reliable information from deliberate false data, and, as a result, make a wrong choice. There has been presented a marketing mechanism of overcoming negative effects of information asymmetry, which reduces the risks of the consumer market agents. The conceptual approach proposed is based on the application of consumer behavior modeling and aimed at achieving maximum opportunities in the today objectivity of decisions made by customers. It has been inferred that the marketing mechanism has different subject-object structures in the goods and services markets and in the socially significant markets; as a result of the functioning of the marketing mechanism information asymmetry is reduced, since unreliable information is detected in a timely manner. Both the market and the state benefit from control over information, as there are no institutional traps due to the contradiction of interests between the interactive subjects.

Forty years of empirical research on the use of ICT (Information and Communication Technologies) in schools has repeatedly shown that ICT is by no means “wild” and “threatening”, but rather largely ineffective. Therefore, I argue that the “wildness” of ICT in schools is primarily a matter of impactful teachers’ beliefs. I analyse some elements of these beliefs and suggest that its them that need “taming”. On this basis I propose that they can be tamed by becoming closely familiar with their content and structures, by professionalising them based on research and thirdly by reframing the use of ICT in school as a question of enabling participation in a world that is changing through digital transformation.
