Youth unemployment is currently among the most serious problems on the Polish and EU labour markets. The young account for nearly half of the unemployed on the two markets. The purpose of the paper is to determine the interest of young unemployed residents of rural areas in labour market programmes and to diagnose the methods of seeking employment used by those people. The information presented mainly comes from the results of questionnaire surveys carried out in three rural counties of the Siedlce subregion.

We began with the premise that South African recent migrants from rural to urban areas experience relatively lower rates of participation in formal labour markets compared to local residents in urban communities, and that these migrants are overrepresented in the informal labour market and in the unemployment sector. This means that rural to urban migrants are less likely than locals to be found in formal employment and more likely to be found in informal employment and among the unemployed. Using perspectives from Development Economics we explore the South African National Income Dynamics Study (NIDS) panel datasets of 2008 and 2010, which only provide a perspective on what has happened between 2008 and 2010. We find that while migrants in general experience positive outcomes in informal labour markets, they also experience positive outcomes in formal markets, which is contrary to expectations. We also find that there are strong links between other indicators of performance in the labour market. Earned incomes are closely associated with migration decisions and educational qualifications (e.g. a matric certificate) for respondents between the ages of 30 and 60 years. The youth (15 to 30 years old) and senior respondents (over the age of 60) are the most disadvantaged in the labour market. The disadvantage is further reflected in lower earned incomes. This is the case even though the youth are most likely to migrate. We conclude that migration is motivated by both push (to seek employment) and pull (existing networks or marriage at destination) factors. For public policy, the emerging patterns – indicative and established – are important for informing strategies aimed at creating employment and developing skills for the unemployed, migrants and especially the youth. Similar policy strategies are embodied in the National Development Plan (NDP), the National Skills Development Strategy (NSDS), etc.

Indian labour markets are segmented based on caste, gender groups, region, types of workers and types of contractual arrangements. An important feature of the labour markets in India, notwithstanding intersectionalities across segments, is greater access to high-quality work with social security benefits to the privileged sections of the society as compared to the socially oppressed sections, including women. The latter dominate in low-quality, less stable and insecure work in the informal sector.The COVID-19 pandemic and associated lockdown measures have increased the vulnerability of the informal workers, including the migrant workers. The article analyses the features of rural and urban labour markets, prior to the outbreak of the pandemic, that had contributed to vulnerability of the workforce. The analysis was based on the National Statistical Office ( NSO, 2020 )—Periodic Labour Force Survey (PLFS) database of 2018–2019, NSSO (2014)—Report of the Situation of Agricultural Households in India, NSSO (2014)—Employment and Unemployment Survey, Labour Bureau, and the Economic Survey of India. It also analyses the impacts of the pandemic on the rural labour market based on the Centre for Monitoring Indian Economy (CMIE) database. Our analysis reveals that the rural labour market in India was more adversely affected by the lockdown measures than the urban counterpart. In the rural areas, there was collapse of non-farm employment and increased participation in agricultural work was largely an outcome of distress. Furthermore, reverse migration of workers had led to sharp decline in remittances, particularly in the eastern Indian states that are largely agrarian and poor. The article advocates policy initiatives that include expansion of the rural employment programmes for providing relief to the poor and working population in India.

Abstract Using Spain and the Czech Republic as examples of two EU countries with different labour market performance, we apply a gross flow analysis based on EU-SILC longitudinal data. We find that while in Spain the increases in youth unemployment are driven mostly by young people who lose their jobs, in the Czech Republic, this is mainly due to new labour market entrants who failed to find a job. The analysis of flow transition rates suggests that youth labour markets with enormously high unemployment rates have not failed in all relevant respects. Their development seems to be hindered predominantly by high risk of job losses and diminishing employment prospects of the unemployed, rather than by impeded transitions from inactivity to employment. In countries with lower youth unemployment rates, unemployment policy agenda appears to be challenged by quite the opposite tendency

Information and communication technologies have long been predicted to make cities as hubs of economic organisation obsolete and spread economic opportunities to rural areas. However, the actual trend in the 21st century has been the opposite. Knowledge spillovers have fuelled urbanisation and pulled job-seekers into large cities, increasing the gap to deprived rural areas. We argue that new assemblages of technologies and social practices, so-called ’online labour platforms’, have recently started to counter this trend. By providing effective formal and informal mechanisms of enforcing cooperation, these platforms for project-based remote knowledge work enable users to hire and find work across distance. In analysing data from a leading online labour platform in more than 3,000 urban and rural counties in the United States, we find that rural workers made disproportionate use of the online labour market. Rural counties also supplied, on average, higher skilled online work than urban areas did. However, many of the most deprived regions of the country did not participate in the online labour market at all. Our findings highlight the potentials and limitations of such platforms for regional economic development.

Youth unemployment in Serbia is almost twice as higher than it is the average of European Union member states. Assuming how certain similarity exists between Serbia?s and EU?s labour market, our objective is to identify these similarities and differences related to labour maket conditions. In this context, we are discussing following topics: unemployment indicators, labor market flexibility, qualitative labour market mismatch, work migrations of the youth, family legacy influence on employment outcomes and labor market policies. Based on comparative analysis of relevant researches and current statistical data, increasing similarity of European Union member states and Serbian labour markets is evident, especially in the aftermath of the economic crisis. The reasons for similarity can not be simply considered as convergence due to Serbia?s accession to the European Union. We also highlighted considerable differences of the labour market conditions in analysed cases that can permanently affect the socio-economic situation of young people.

The values of the natural environment in the subject literature are commonly indicated as an asset conducive to development shaping the competitiveness of areas with such values. The paper attempts to assess the use of endogenous potential of such areas in shaping the multifunctional, sustainable development of rural areas that have such qualities. In particular, the aim was to check to what extent the sme sector, dominating in the economic structure of rural areas, solves the key problem of labour market imbalance and population migration in environmentally valuable areas. The area of detailed research is Podkarpacie, the Polish region considered as a peripheral, border region, the least urbanized region with the highest share of areas covered by various forms of nature protection and forestation, with one of the lowest gdp per capita indicator in the country. For the purpose of implementing the research assumptions, a taxonomic unit (using the complete linkage method) consisting of powiats with the highest concentration of features characteristic for rural areas of high natural values was separated. Synthetic indicators calculated on the basis of the Hellwig taxonomic development pattern method and a positional method using Weber's median were used to assess the diversity of entrepreneurship level. The research confirmed that the non-agricultural economic activity sector is less developed in areas of high natural value. Despite positive developments in the enterprise sector, their potential is too weak an economic base for addressing unsustainable labour market problems, as evidenced by high unemployment and a high negative migration balance. This limits the use of the endogenous potential of these areas and is not conducive to the concept of multifunctional, sustainable development. Migration poses a threat to the depopulation of these areas with all the negative consequences associated with such processes. This is a challenge for the studied areas and regional policy.

This article deals mainly with new forms of Intra-European migration, processes of integration and inequality, and the dynamics of emerging transnational labour markets in Europe. We discuss these issues against the background of fundamental changes which have been taking place on the European continent over the past two decades. Drawing on available comparative European data, we examine, in a first step, whether the changes in intra-European migration patterns have been accompanied by a differentiation of the causes of migration. In a second step, we discuss the extent to which new forms of transnational labour markets have been emerging within Europe and their effects on systems of social stratification.

The article reflects the results of a study of the impact of migration on regional labour markets amidst a decline in the working-age population in Russia. After substantiating the relevance of the issues under consideration, the authors propose a methodological analysis toolkit, the author’s own methodology for calculating the coefficients of permanent long-term external and internal labour migration in regional labour markets, and the coefficient of total migration burden. In addition, the authors provide an overview of the information and statistical base of the study. According to current migration records, data of Rosstat sample surveys on Russian labour migrants leaving for employment in other regions, regional labour resources balance sheets based on the calculated coefficients of labour market pressures, the authors analyzed the impact of migration on the Russian regional labour markets over the past decade. It revealed an increasing role of internal labour migration in many regions, primarily in the largest economic agglomerations and oil and gas territories. At the same time, the role of external labour migration remains stable and minimum indicators of the contribution of permanent migration to the formation of regional labour markets continue to decrease. It has been established that irrational counter flows of external and internal labour migration have developed, which indicates not only an imbalance in labour demand and supply but also a discrepancy between the qualitative composition of migrants and the needs of the economy. It is concluded that the state does not effectively regulate certain types of migration, considering its impact on the labour market. The authors justified the need for conducting regular household sample surveys according to specific programs to collect information about labour migrants and the conditions for using their labour. In addition to the current migration records, using interregional analysis, this information allows making more informed decisions at the federal and regional levels to correct the negative situation that has developed in the regional labour markets even before the coronavirus pandemic had struck.

The purpose of the study is to conduct a statistical analysis and to perform a quantitative assessment of the degree and the dynamics of the interregional differences in youth unemployment in Russia between 2005 and 2013. We decompose the interregional differentiation into “within-group” and “between-group” differences. We also analyse the dynamics of the within-group and between-group differences and estimate their contribution to changes in the interregional differentiation of youth unemployment. Additionally, we estimate the degree and the dynamics of the interregional differences of the youth labour market in Russia in times of crisis and recovery growth. The results show a reduction in the interregional differences in unemployment rates between 2005 and 2008, while in 2009–2013, the interregional differentiation of the labour market increased. We found that the socio-economic effects of youth unemployment, as well as the behavioural response to economic shocks in the age groups of 15–19 and 20–29 years were significantly different.

The European Union (EU) has undergone significant economic crises in recent years. Therein, young people were amongst the hardest hit groups, with youth unemployment rising as high as 50% in some member states. Particularly high rates of youth unemployment were often observed in rural areas, where labour market supply in relation to demand were notably divergent. One of the core pillars of the EU’s agenda is to tackle the persistent problem of youth unemployment. Since the recent crisis, this has been via the “Youth on the Move” initiative, which involves the promotion of intra- and international mobility of young adults in order to gain access to job opportunities. However, what has received little attention so far is the question of what the general willingness of young adults to move is like, and to what extent this varies, for example, depending upon the area they live in. This paper therefore asks if rural youth differ from youth in urban areas in relation to their willingness to move for a job within their country or to another country. Moreover, what influences the general willingness to be mobile? Based on the Cultural Pathways to Economic Self-Sufficiency and Entrepreneurship (CUPESSE) Survey, which includes data on 18–35-year-olds in a sample of 11 European countries, it is shown that living in a rural area is strongly associated with the willingness to move. Furthermore, it shows that rural youth are more willing to move within the country but less willing to move to another country. Based on the presentation of the various factors, which promote or curb mobility readiness, the results make it clear that the success of EU initiatives depends on the preferences and willingness of the target group in question.
