The article focuses on the peculiarities of teaching speaking in E-learning educational environment, which today is a must for organizing educational process of high quality. The material to analyze is based on the on-line part of the course "Foreign language practice (English)", worked out for the students of Bachelor’s Program "Pedagogical Education (double major) and Second Foreign language " (5 years, full time) of Kazan Federal University. The status of foreign language teachers has always been high as they play an important role in fostering cross-cultural communication, in promoting tolerance and bridging nations and countries. It is up to teachers to make students understand the essence of successful communication that lies in respecting the diversity of cultures, peoples, nations, and languages. In this respect being culturally competent is of great importance (MINGAZOVA; MELLO; GAFIYATOVA, 2017). The course "Foreign language practice (English)" is located on the platform edu.kpfu.ru. Special attention is paid to the implementation of a communicative approach when teaching speaking, considering the individual educational trajectory of the student or the study group. In addition, the research gives the gist of the theoretical analysis and the results of the experimental testing of the teaching speaking approaches, the effectiveness of the methods used when forming speaking skills of the students. Thus, we could state that when teaching speaking in E-learning educational environment, it is necessary to conduct preparatory stages in the form of studying and training new vocabulary online, which leads to the possibility to give more time to group forms of work during face-to-face classes. The groundwork and analysis of the selected factual material indicate that, teaching speaking can be effectively carried out online, if certain requirements are met, such as the use of a communicative approach, the proper organization of individual and group work, high self-discipline and motivation of the student and the teacher. The use of E-learning educational environment can improve the quality of training speaking skills in higher educational institution.

Introduction. The modern system of domestic higher education is designed to flexibly respond to the challenges of the modern world, one of which is the possibility of obtaining knowledge through distance learning. The use of electronic services in this process, acting as an online and offline learning tool, actualizes the urgent need to develop in a digital environment a high-quality content of academic disciplines that meets the requirements of educational standards in various areas of training of future subject teachers, primary school teachers, preschool educational institution teachers, psychologists, speech therapists, defectologists. At the same time, it is important to assess all the risks that can devalue the physical, moral and material costs of organizing the educational process in the e-learning system from both teachers and support service specialists and the university as a whole.Materials and Methods. The paper uses a descriptive method based on the study and systematization of survey data of pedagogical university students of different directions and training profiles for several years. The respondents were full-time and part-time students. The data collection tool was the e-learning service of Minin University.Results. The analysis of respondents' answers to questions about the pros and cons of distance learning in the system of electronic information educational environment of the pedagogical university allowed us to draw some conclusions about the existence of both positive and negative consequences of the implementation of distance learning, which threaten the psychological safety of participants in the educational process.Discussion and Conclusions. Taking into account the fact that the creation of an e-learning system at Minin University is a large-scale project of modernization of the higher education system, during the implementation of which, since 2012, some experience has already been accumulated that requires reflection, today we can talk about the possibility of considering this electronic information educational environment as minimizing the risks of distance learning through electronic services. Further work in the direction of optimizing the work of the e-learning system of the pedagogical university, including working out the strategy of the "individual educational route" of each student, including assistance to students with special educational needs, should certainly be carried out from the position of involving students in assessing the opportunities and difficulties of working in an electronic educational environment.

E-learning technologies in the context of full-time and distance education have long passed the stage of innovation and have become an integral part of modern professional education. However, a number of issues related to the implementation and maintenance of the educational process based on e-learning are still relevant. This paper analyzes the problem of unification of software products, cloud technologies and services that form the electronic information and educational environment (EIEE) of a university. The authors interpret homogeneity and heterogeneity concepts in the context of the EIEE and illustrate the industry specifics of requirements and expectations for homogeneity. It is clearly proved that the heterogeneous EIEE of the university acts as a useful object/model of study when training specialists for work in cultural institutions in the fields of computer science and computer engineering, applied computer science. In these cases the EIEE structure of the university through the provision of experience develops students readiness for subsequent formal and non-formal life-long training. The paper also presents tools for assessing the existing level of heterogeneity of the EIEE and a method of expert evaluation that allows to predict the optimal level of heterogeneity-homogeneity for the EIEE of a particular university.

The modern educational space is characterized by its gradual digitalization and inclusion of electronic educational platforms not only in distance education, but also in online interaction between a teacher and a full-time student. Moreover, students devote more time to learning on their own. In such conditions, teachers spend more time on developing and providing electronic teaching materials, which means changes in the requirements for the teacher’s information literacy. It is getting more important to look for the most effective methods of teaching, the ways of providing information and material. Moreover, it is necessary to create a natural learning environment in the conditions of digitalization, which provides for productive activities, the development of a student’s personality, and cognitive processes. Methodologists try to obtain traditional results from online interaction. Modern universities often use electronic educational platforms where teachers can provide their courses supplementing the classroom work. The success of such teaching combined with computer technologies will largely depend on the teacher’s ability and willingness to use the Internet. This article is devoted to a foreign language teacher’s professiogram in the conditions of digitalization of the educational process and a wide use of electronic educational platforms. We will focus on the teacher’s professional competence, which allows to organize online interaction between teachers and students and to promote e-learning.

At present, in Russia there is a contradiction between the familiar, time-tested, and innovative technologies in the field of education. It is possible to overcome this conflict by combining full-time and distance learning in the context of a digital educational environment that requires certain applied skills from an educational institution employee. Special operational systems that integrate information from related sciences may be the basis of the digital educational environment in the context of the application of information management technologies. Such systems are required to facilitate the unification, accumulation and preservation of knowledge, as well as ensuring free access to intellectual resources. The authors of the article identified four basic functions of the application of information-type technologies during the training of future representatives of a particular profession: informational and educational, formative, estimative and corrective, research. It is noted that these functions do not act separately, but as elements of a single system, depending on conditions determined by the characteristics of the information educational environment. The analysis allows the authors to argue that at this stage of the educational process evolution, the main task is to create a methodology related to the use of information management technologies in the development of educational electronic materials and their implementation in the context of pedagogical activity.

The search for effective tools used in teaching English in a military college within the constraints posed by limited time resources is a top problem of foreign language learning theory and practice. The implementation of the principle based on visual aids involves the visualization of linguistic and socio cultural material at foreign language classes and fulfills the requirements of new federal educational standard to the educational process in a higher educational institution, creates the conditions of better assimilation of information studied at the lesson, and encourages cadets to speaking activities. The author gives a very detailed analysis of the infographic method, as a mean of developing students’ communication and speaking skills, relating to the field of foreign language teaching. In the present article it is considered as a graphic way to present the information that combines text material, as well as graphic elements, which provide a visual support for speaking monologue on the topic. The didactic ability of the use of infographics at practical English classes was analyzed by the author. The detailed description of the pedagogical objectives, reached by means of this method, its advantages, possibility of its use for solving educational problems at different lesson stages was given. The methodological recommendations for the purposes of organizing infografic-based activities at English classes and the plan of speaking monologue (support scheme) on infografics were proposed for use. Also, the examples of tasks based on the infographic method, which can be used at foreign language classes in a military college, were given.

The article presents the experience of mass organization of distance learning in organizations of secondary general and vocational education in March—May 2020 in connection with the difficult epidemiological situation in Russia. The possibilities of the 1C:Education system for organizing the educational process in a distance format, the peculiarities of organizing distance interaction in schools and colleges are considered, the results of using the system are summarized, examples of the successful use of the system in specific educational organizations are given. Based on the questionnaire survey of users, a number of capabilities of the 1C:Education system have been identified, which are essential for the full-fledged transfer of the educational process from full-time to distance learning. The nature and frequency of the use of electronic educational resources in various general education subjects in schools and colleges are analyzed, the importance of the presence in the distance learning system not only of a digital library of ready-made educational materials, but also of tools for creating author’s content is assessed. On the basis of an impersonal analysis of user actions in the system, a number of problems were identified that teachers and students faced in the process of an emergency transition to distance learning.

The article is devoted to control and feedback in foreign language teaching in a technogenic environment. The educational process is transformed in terms of the implementation and active use of digital technologies. ICT-rich environment provides new models of interaction between the teacher, students and digital tools. It also enriches the diversity of tasks and expands the range of possible forms of control and feedback. According to the authors, automated evaluation takes place both in out-of-classroom activities and directly in the classroom using Bring Your Own Device technology (BYOD). Automated control contributes to the intensity of the educational process. It provides all the participants with an opportunity to choose a convenient mode of work and get instant feedback, thereby allowing self-assessment and self-reflection of their own actions. When teaching foreign languages, special attention should be paid to chatbot technology. Chatbots imitate human actions and are able to perform standard repetitive tasks. The growing popularity of bots is explained by a wide range of usage spheres and the ability to integrate chatbots into social networks and mobile technologies. In the technogenic educational environment, ICT can be the basis for interaction, co-editing and peer assessment in collaborative projects. In this case, students receive feedback not only from the teacher, but also from other students, which increases the motivation for independent learning. Thus, automated control, self-assessment and peer assessment can both identify problem areas for each student and design an individual learning path, which increases the effectiveness of learning a foreign language.

The article is devoted to one of the advanced formats of foreign language teaching at high school, which effectively complements extramural and full-time forms of education – distance learning. The author emphasizes that the quality and effectiveness of foreign languages distance learning athigher educational establishments depends on effectively organized course; the pedagogical skills of teachers, participating in the educational process; the quality of applied methodical content.The main principles of foreign languages distance learning in higher education has been covered, the means of improving the quality and effectiveness of this educational format has been proposed, the key conceptual regulations of foreign languages distance learning has been determined. The article proposes a model for organizing foreign languages distance learning course for future specialists, describes a system to control and monitor the knowledge of all types of speech activities. It is also noted that independent work in the foreign languages distance course at high school should not be passive, but on the contrary, the student should be involved in active cognitive activities, not limited to acquiring foreign language skills, but necessarily includes their practical application; to solve certain communicative tasks in the future professional activity.The article concludes that in the process of organizing the foreign language distance learning course at high school, it is necessary to take into account not only the didactic characteristics and functions of multimedia and telecommunications as a technological basis, but also the conceptual trends of didactic distance learning as a component of modern education. Education like others spheres of life of modern society is in the state of dynamic changes. New formats of universities as well as their missions and roles in the social and economic development are actively discussed by professional environment. A number of external and internal factors that determine the depth and scale of transformation have effects on the development of the system of higher education. The system of higher education is under the influence of the system and institutional dynamics, which dictate the need for changes. The activity of universities as centers of education, science and culture is one of the most important bases of social progress. This role becomes especially important in XXI century, which is based on new knowledge and principles of technological development. First of all a university takes new features in the current conditions of globalization. The fundamental task that needs to be solved in order to achieve the goals of a modern University is the change of meanings, goals and content of education by active participation in the internationalization processes of the system of higher education and by introducing reforms in educational process. Of course new economic conditions (global market and information technologies) require modifications. It was stated that the commercialization of University innovations in Azerbaijan is a relatively new direction, since the country is just adopts the path of an innovative economy. In this regard the transformation of a scientific idea to a product or a service faces a number of difficulties. It was investigated the problem of commercialization of the results of scientific activities of higher educational institutions in Azerbaijan. For the first time Azerbaijan State University of Economics has implemented its rebranding in the educational system of the country in order to strengthen the market position of the educational institution and realization of innovative marketing strategies. The University’s strategic goals were defined under the UNEC brand, and the brand development was successfully continued with the support of the scientific and expert community. An integrative educational environment is created in Azerbaijan State University of Economics and such environment ensures the unity of the “education – science – innovation – commercialization – production system”. It is important to note that UNEC strategy also provides for clustering of economical education and so that it provides for increasing the integration pace of the University into the world scientific and educational space. The article presents the innovative infrastructure of Azerbaijan State University of Economics connected with its integration into the global scientific and educational environment. The paper studies the matters of the international cooperation issues of the University with universities of such countries as USA, EU, Russia, Turkey, which expands the academic potential of the University and increases its competitiveness. The article substantiates the conclusion that the globalization of higher education increases the importance of commercialization of higher education institutions in the field of education and science. The article reveals the successful experience of UNEC University in the creation and implementation of joint educational programs, expanding academic mobility, attracting foreign applicants, conducting joint researches and international scientific events in partnership with universities in the EU, Russia and Turkey.
