Teucrium arduini L. is an endemic of the Mediteranean to sub-Mediterranean part of the Western Balkans. The ecological plasticity, i.e., inter-population differentiation, of the species Teucrium arduini was analyzed on the basis of morpho-anatomical variability of six populations from different types of vegetation, i.e., of rocky crevices, rocky ground, and a thermophilous forest in the eu-Mediterranean, sub-Mediterranean, and transitional sub-Mediterranean-Central-European climate zones. Univariant statistic analysis included 22 quantitative characters related to leaf and stem anatomy and morphology. In order to establish the variability and significance of morpho-anatomical differentiation, principal component analyses (PCA), multivariant analyses of variances (MANOVA), and discriminant components analysis (DCA) were done. The analyses of plants from these spatially separated populations confirmed that the species T. arduini belongs to the category of xerophytes with malacophyllous leaves.

The aim of this paper is to analyze the transformations that occurred in the area of private property ownership following the change of political regime in former socialist or communist countries. The six countries looked at are: Albania, Bulgaria, Croatia, Romania and Serbia. These countries illustrate well the whole range of contentious problems in a region where the Communist regimes have varied tremendously in their approach to private property, intensity of social control, repression and overall legitimacy. This diversity of situations poses today different types of dilemmas for the property restitution process, dilemmas which are approached by each country in a different manner. The main question for the countries is how an emerging democracy can "respond to public demands for redress of the legitimate grievances of some without creating new injustices for others. " Moreover, property rights and transparency represent the very bases of a functioning market economy: each of the countries faces the difficult task of finding a balance between remedying violations of property rights and guaranteeing a functioning land market, which enables or will enable full freedom of movement of capital in the EU. There are a number of fundamental difficulties and dilemmas regarding nationalization and restitution/compensation policies in the post-Communist governments in Albania, Bulgaria, Romania and the Western Balkans had to face.

Abstract The acoustic-based automatic speech recognition (ASR) technique has been a matured technique and widely seen to be used in numerous applications. However, acoustic-based ASR will not maintain a standard performance for the disabled group with an abnormal face, that is atypical eye or mouth geometrical characteristics. For governing this problem, this article develops a three-dimensional (3D) sensor lip image based pronunciation recognition system where the 3D sensor is efficiently used to acquire the action variations of the lip shapes of the pronunciation action from a speaker. In this work, two different types of 3D lip features for pronunciation recognition are presented, 3D-(x, y, z) coordinate lip feature and 3D geometry lip feature parameters. For the 3D-(x, y, z) coordinate lip feature design, 18 location points, each of which has 3D-sized coordinates, around the outer and inner lips are properly defined. In the design of 3D geometry lip features, eight types of features considering the geometrical space characteristics of the inner lip are developed. In addition, feature fusion to combine both 3D-(x, y, z) coordinate and 3D geometry lip features is further considered. The presented 3D sensor lip image based feature evaluated the performance and effectiveness using the principal component analysis based classification calculation approach. Experimental results on pronunciation recognition of two different datasets, Mandarin syllables and Mandarin phrases, demonstrate the competitive performance of the presented 3D sensor lip image based pronunciation recognition system.

Spectroscopy rapidly captures a large amount of data that is not directly interpretable. Principal Components Analysis (PCA) is widely used to simplify complex spectral datasets into comprehensible information by identifying recurring patterns in the data with minimal loss of information. The linear algebra underpinning PCA is not well understood by many applied analytical scientists and spectroscopists who use PCA. The meaning of features identified through PCA are often unclear. This manuscript traces the journey of the spectra themselves through the operations behind PCA, with each step illustrated by simulated spectra. PCA relies solely on the information within the spectra, consequently the mathematical model is dependent on the nature of the data itself. The direct links between model and spectra allow concrete spectroscopic explanation of PCA, such the scores representing ‘concentration’ or ‘weights’. The principal components (loadings) are by definition hidden, repeated and uncorrelated spectral shapes that linearly combine to generate the observed spectra. They can be visualized as subtraction spectra between extreme differences within the dataset. Each PC is shown to be a successive refinement of the estimated spectra, improving the fit between PC reconstructed data and the original data. Understanding the data-led development of a PCA model shows how to interpret application specific chemical meaning of the PCA loadings and how to analyze scores. A critical benefit of PCA is its simplicity and the succinctness of its description of a dataset, making it powerful and flexible.

AbstractThe trade in falsified medicine has increased significantly and it is estimated that global falsified sales have reached $100 billion in 2020. The EU Falsified Medicines Directive states that falsified medicines do not only reach patients through illegal routes but also via the legal supply chain. Falsified medicines can contain harmful ingredients. They can also contain too little or too much active ingredient or no active ingredient at all. BARDS (Broadband Acoustic Resonance Dissolution Spectroscopy) harnesses an acoustic phenomenon associated with the dissolution of a sample (tablet or powder). The resulting acoustic spectrum is unique and intrinsic to the sample and can be used as an identifier or signature profile. BARDS was evaluated in this study to determine whether a product is falsified or genuine in a rapid manner and at lower cost than many existing technologies. A range of genuine and falsified medicines, including falsified antimalarial tablets from south-east Asia, were tested, and compared to their counterpart genuine products. Significant differences between genuine and falsified doses were found in their acoustic signatures as they disintegrate and dissolve. Principal component analysis was employed to differentiate between the genuine and falsified medicines. This demonstrates that the tablets and capsules included here have intrinsic acoustic signatures which could be used to screen the quality of medicines.

There is an urgent need nowadays to reduce current levels of GHGs emissions. On the other hand the EU countries are largely dependent on energy imports and are vulnerable to disruption in energy supply which may in turn threaten the functioning of their current economic structure. The EU imported 54% of its energy sources in 2006 and this value was projected to increase even further by 2030. Reducing its import dependency is one of the EU’s main goals of the 20-20 by 2020 target – this legislative package is believed to reduce the expected imports of energy by 26% compared to the development before the 20-20 initiative.One of the most important environmental problems is the energy consumption of the buildings. Current paper shows that buildings built with industrialized technology can deliver large energy and GHG emission reductions at low costs.Only 1-2% part of the building stock is exchanged every year, so it is very important to increase the energy efficiency of the existing buildings, too.Present paper focuses on the buildings built with industrialized technology only, and their potential in nearly zero-energy buildings sector. Up till now the Central European support schemes concentrated most financial resources on buildings built with prefabricated technology. Present paper explains the past and present of the “panel” problem in Hungary with a short outlook to some other countries.

Food fraud is a growing problem and happens in many ways including mislabelling. Since lack of consumers’ knowledge about mandatory food labeling information and different types of food fraud may impact public health, the present work assesses consumers’ knowledge about these issues. Principal component analysis was performed to obtain a smaller number of uncorrelated factors regarding the usefulness and confidence of information displayed in food labels and the perception of food fraud. Results indicated that information displayed in food labels is useful, however the way it is presented may decrease consumer interest and understanding. Regarding respondents’ confidence in foodstuffs, over half of them stated that information provided in food labels is reliable. However, a lack of confidence about food composition is observed in those processed foodstuffs such as meat products. Food fraud is recognized by more than half of respondents with a higher perception of those practices that imply a risk to public health than those related to economic motivation. Age and education of consumers influenced the perception of the information displayed in the food labels, their confidence and knowledge about food fraud. Implementation of education programs to increase consumer knowledge about food labelling and fraud is essential. Respondents’ perception results could be use as guidelines by the food industry to improve food label design in order to enhance consumer understanding.

Before the Covid-19 pandemic hit, the scheduled passenger air transport sector was already subject to several horizontal concentrations. The mix of free competition and strict regularization in the air transport sector in the EU raises the question whether the current framework will still be able to provide a level playing field to the market participants, notably airlines and airports. The study focusses on how EU competition law has influenced horizontal concentrations (i.e. mergers and horizontal co-operations) in the scheduled passenger air transport sector. The results of the discussion are the basis for a reflection of the effects of different types of horizontal concentrations on the negotiation power of airlines vis-à-vis airports. A third focus of the study is the identification of regulatory weaknesses with regard to airport financing under the Airport Charges Directive (Directive 2009/12/EC), how those weaknesses benefit airlines and how they might interfere with efforts made under the application of competition law.

Near Infrared (NIR) Spectroscopy technique combined with chemometrics methods were used to group and identify samples of different soy cultivars. Spectral data, collected in the range of 714 to 2500 nm (14000 to 4000 cm-1), were obtained from whole grains of four different soybean cultivars and were submitted to different types of pre-treatments. Chemometrics algorithms were applied to extract relevant information from the spectral data, to remove the anomalous samples and to group the samples. The best results were obtained considering the spectral range from 1900.6 to 2187.7 nm (5261.4 cm-1 to 4570.9 cm-1) and with spectral treatment using Multiplicative Signal Correction (MSC) + Baseline Correct (linear fit), what made it possible to the exploratory techniques Principal Component Analysis (PCA) and Hierarchical Cluster Analysis (HCA) to separate the cultivars. Thus, the results demonstrate that NIR spectroscopy allied with de chemometrics techniques can provide a rapid, nondestructive and reliable method to distinguish different cultivars of soybeans.

European Union towards Western Balkans in the Context of Migration Crisis 2015‑2019 The aim of the article is to analyse the actions taken by the European Union towards the Western Balkans in the context of the migration crisis. The study assumes that the migration crisis was an important factor accelerating the accession process of the Western Balkan countries to the European Union. In order to fulfil the research goal, an analysis of sources (European Union documents) was conducted. The paper uses elements of the theory of the regional security complex as a theoretical framework. Firstly, the activities of the European Union before the migration crisis are discussed. Next, the paper focuses on presenting the course of the crisis on the Western Balkan route. The further part of the study discusses the actions taken by the EU towards the countries of the Western Balkans in response to the migration crisis.
