In this paper, the author discusses contradictions in the contemporary process of globalization related to its current proponents (participants). The first part of the papers tries to solve the enigma of the key participants and social forces shaping the globalization, so it discusses the tree rival theories: the theory of classes, oligarchy and elite of power. The author chooses the third theory of the global elite of power. Its theoretical foundations range from classic theories of elite (Pareto Mosca, Weber) to Mill's famous elite of power. However, the trans-national elite of power is an entirely new social entity. The global elite of power is firmly established in the economic sphere, in the ownership and management of global means of production and capital, and in the use of global labor force. It is characterized by a highly articulated status culture or "class consciousness" - the cosmopolitan "Davos-culture". It represents more a network of groups than one monolithic entity, so it should be discussed synthetically. The second part analyses a collective portrait of the global elite of power in which the outstanding place is occupied by the owners and top managers of trans-national corporations and banks (whose capital highly surpasses the wealth of many countries in the world) together with them, there is the political elite (the leaders of the G-7 Group and the rulers of the trans-national organizations like MMF, World Bank, Security Council of the UN,NATO). The intellectual elite, like "The Trilateral Committee" or "Economic Forum" occupies a less conspicuous, but not insignificant place. The third part discuses the current role of the dominant (authoritarian) wing of the global elite of power, and the fourth points to the alternative possibilities and potential participants in the democratization of the global world order. The concluding, fifth part points to the historical situation in which the democratic alternative although necessary, is almost powerless. Due to the un-intended consequences of the activities of the global elite of power, future of the world society is quite uncertain.

The contemporary world economy, the world order, international organizational and economic relations are all involved in the intensive process of global development. There is no country in the world that is able to form and implement foreign economic policy without taking into account the behavior of other participants within the world economic system. Scientific and practical analysis of the subject area of the existing research has predetermined the key objective of this article – to determine the factors of contemporary global development.

Тhe article reveals the main directions of transformation of the modern world order caused by the decline of the American-centric system, as well as the crisis of European integration. The main factors that determine the development of these processes, problems and prospects for the formation of a new world order at the beginning of the third decade of the XXI century are determined. The most significant aspects of the transformation of the policy of the United States and its European allies in relation to Russia are considered, and historical analogies are drawn with the processes of transformation of the world community in the XIX and XX centuries.

This paper explores the implications of “decolonisation,” first by focusing on the work of African thinker, Frantz Fanon’s work in this regard, particularly his insistence that decolonisation entails the creation of “new” people, before moving on to the related question of “identity.” Here the emphasis is on the work of Manuel Castells, specifically his examination of three kinds of identity-construction, the third of which he regards as being the most important category for understanding this process in the 21st century, namely “resistance identity.” It is argued that this casts the decolonisation debate in South Africa in an intelligible light. An interpretation of E.M. Forster’s paradigmatically “decolonising” novel, A Passage to India, is offered to unpack the meaning of the concept further, before switching the terrain to the question of the urgent need for a different kind of decolonisation, today, pertaining to the economic neo-colonisation of the world by neoliberal capitalism. The work of Hardt and Negri on the emerging world order under what they call “Empire” is indispensable in this regard, and their characterisation of the subject under neoliberal Empire in terms of the figures of the indebted, securitised, mediatised and represented, stresses the need for global decolonisation in the name of democracy. This part of the paper is concluded with a consideration of what decolonisation is really “all about,” namely power.

The publication contains the present day consideration of the new global world order general structure came up after well-known developments of the Dignity Revolution in Ukraine. There has been also revealed the controversial essence of the new phase of the international standoff between the systemic composing segment of the Transatlantic origin (EC states, the USA, British Common-wealth of Nations) and Ukraine in addition on the one hand, and Russia – on the other. It clearly shows the Russia’s policy of expansion: annexation of Crimea and unleashing war in Donbas region as well as to become one of the key centers of the world global poles of the superpowers arrangement. The degree of systemic impact on the present day historical  background’s  developments  as factors of reversely acted effect of overall  outcome after the World War II has been analyzed as well.

Purpose Globalisation has remained a subjective term as the magnitude unfolded. Every new decade witnesses new opportunities for global integration of the economies. One among such initiatives, it is argued, is the One Belt One Road initiative of the People’s Republic of China. It is assumed to be beneficial for the world and at least for the region, if not to say more. The world has witnessed efforts and trends of protectionism as well, but China comes up with new vigour. One Belt One Road has entered into consistent talks and deliberations at the world level. It is therefore imperative to identify the emerging linkages between the participant countries in One Belt One Road. This study aims to take up the task of enquiring about the effect of One Belt One Road on the gravity between China and the nations of Eurasia. This study looks for the realisation of the expected economic ties and internationalisation emerging from One Belt One Road and the evidence for the same. This will be identified in the present study. The paper also attempts to theorise a model for One Belt One Road. Design/methodology/approach This study takes up the task of enquiring about the effect of One Belt One Road on the gravity between China and the nations of Eurasia. The hypothesised economic ties and internationalisation will be a reality or not. And what are the evidences for the same. This will be identified in the proposed study. An attempt to theorise the model for One Belt One Road is also taken. Findings It is perceived that the mega project would fill the wedge between China and Eurasia and convergence will follow with the start of the One Belt One Road. Originality/value The emergence of China in the global world order as the initiator of mega deals and projects and its dominion in every realm of economic activity is a topic of scrutiny for the entire world. In this context, the One Belt One Road initiative offers huge potential for exploration. As the project is in its early stages of planning and execution, its prospects of tying entire Europe and Russia with China through two of the revived ancient routes are essential to the entire world.

According to Kant, the path to an eternal peace demands the foundation of transnational legal relations. Kant’s prediction of the necessity of a global world order becomes true in a remarkable way in light of the world-wide surveillance of telecommunication systems by secret services. In this context his philosophy of peace deserves particular attention. The analysis shows that the said methods of secret services threaten world peace in a Kantian sense and have to be limited.

The article is devoted to the analysis of conceptual approaches, methods and tools used by the United States and its allies for political and manipulative influence upon national elites of the “ascending” and other strategically important States of the world in order to retain a dominant position in the global world order and to gain advantages in geopolitical competition. The authors consider the structure of the elites, targeted by political manipulation from the point of view of the vulnerability of their elements and elite groups to external pressure, blackmail and other forms of manipulation. It is shown that among the tools of manipulative pressure upon national elites, an important role belongs to the information and communication impact on the object of manipulation. The article calls for scientific cognition of the mechanisms and practices of political manipulation of national elites in order to protect the interests of the Russian state and to ensure conditions for the upward development of the country.

The First World War created no other principles for world formation than an abstract notion of national self-determination. Such an abstract notion could not solve the historical challenges the world faced, of which the outbreak of the Second World War provided evidence. Each state/nation must realize its world-historical mission to construct the world-historical world in which states/nations would be united to form ‘a global world (sekai-teki sekai)’ while maintaining their own historical uniqueness. For such historically unique entities to be united into the whole without losing their uniqueness, it would be necessary an intermediate process of forming ‘a particular world (tokushu-teki sekai)’. In this process, each state/nation transcends itself, connects to neighboring states/nations, and follows its own regional (supra-national) tradition at the same time, leading to the establishment of non-Western worlds. East Asian nations must realize their world-historical mission and construct a particular world based on the idea of East Asian culture. There must be a central player to tackle such challenges and no country but Japan would be in the position to play such a role.

This paper is a critical analysis of the conditions under which a decent world order is possible, an order in which the different peoples of the world can thrive under the conditions of peace, cooperation, freedom, justice, and prosperity. This analysis is done from the standpoint of Janusz Kuczyński’s philosophy of universalism as a metaphilosophy. More than any other in the contemporary period, this philosophy has advanced a focused, systematic, and comprehensive analysis of these conditions on the basis of a universal vision of nature, human nature, and the meaning of human life and destiny. The paper is composed of three parts. The first part is devoted to a short overview of activism in the history of philosophy. The second part is devoted to an analysis of the main elements of universalism as a metaphilosophy, especially the theoretical conditions of establishing a decent world order. The third part is devoted to a discussion of the practical steps that should be taken to establish a decent world order.
