Political Corruption in America: A Search for Definitions and a Theory, or If Political Corruption Is in the Mainstream of American Politics Why Is It Not in the Mainstream of American Politics Research?

Lack of a clear definition of political corruption has limited its systematic study by analysts of American politics. This article offers a conceptual framework with which to view corruption. A corrupt act is categorized by its four components: the donor, the favor, the public official and the payoff. For each component, propositions about perceived corrupt and noncorrupt elements can be formulated and tested. The usefulness of this scheme in analyzing attitudes about corruption is demonstrated with data from state legislators. Finally, the article suggests some future research possibilities using this scheme to compare elites and public or other groupings in the political system.

The article is devoted to the research of goals and functions of lobbying activity. The author has processed the ideas of domestic and foreign scientists, proposed his own approaches to the definition of goals and functions of lobbying activities through the prism of public administration. As a result, a generalized vision of the goals and functions of lobbying activities as interrelated elements of the lobbying system was proposed, and a forecast for further evolution of the goals and functions of domestic lobbying was provided. The analysis of lobbying functions allowed us to notice the tendencies in shifting the goals of this activity. If the objectives were fully covered by functions such as mediation between citizens and the state, the information function and the function of organizing plurality of public interests, then the role of strengthening the self-organization of civil society and the function of compromise become increasingly important in the process of formation in the developed countries of civil society and the development of telecommunication technologies. Ukrainian lobbyism will not be left to the side of this process. Already, politicians of the highest level, leaders of financial and industrial groups have to act, adjust their goals (even if they are — declared), taking into account the reaction of the public. In the future, this trend will only increase. The analysis of current research and political events provides all grounds for believing that, while proper regulatory legislation is being formed in Ukraine, the goals and functions of domestic lobbying will essentially shift towards a compromise with the public. It is noted that in spite of the existence of a basic direction of action, lobbying may have several ramified goals. Guided by the goals set, lobbyism can manifest itself in various spheres of the political system of society, combining the closely intertwined interests of various actors in the lobbying process, or even — contrasting them.

This book is an examination of Britain as a democratic society; what it means to describe it as such; and how we can attempt such an examination. The book does this via a number of ‘case-studies’ which approach the subject in different ways: J.M. Keynes and his analysis of British social structures; the political career of Harold Nicolson and his understanding of democratic politics; the novels of A.J. Cronin, especially The Citadel, and what they tell us about the definition of democracy in the interwar years. The book also investigates the evolution of the British party political system until the present day and attempts to suggest why it has become so apparently unstable. There are also two chapters on sport as representative of the British social system as a whole as well as the ways in which the British influenced the sporting systems of other countries. The book has a marked comparative theme, including one chapter which compares British and Australian political cultures and which shows British democracy in a somewhat different light from the one usually shone on it. The concluding chapter brings together the overall argument.

Abstract Background The political system is an important influencing factor for population health but is often neglected in the public health literature. This scoping review uses insights from political science to explore the possible public health consequences of the rise of populist radical right (PRR) parties in Europe, with welfare state policy as a proxy. The aim is to generate hypotheses about the relationship between the PRR, political systems and public health. Methods A literature search on PubMed, ScienceDirect and Google Scholar resulted in 110 original research articles addressing 1) the relationship between the political system and welfare state policy/population health outcomes or 2) the relationship between PRR parties and welfare state policy/population health outcomes in Europe. Results The influence of political parties on population health seems to be mediated by welfare state policies. Early symptoms point towards possible negative effects of the PRR on public health, by taking a welfare chauvinist position. Despite limited literature, there are preliminary indications that the effect of PRR parties on health and welfare policy depends on vote-seeking or office-seeking strategies and may be mediated by the political system in which they act. Compromises with coalition partners, electoral institutions and the type of healthcare system can either restrain or exacerbate the effects of the PRR policy agenda. EU laws and regulations can to some extent restrict the nativist policy agenda of PRR parties. Conclusions The relationship between the PRR and welfare state policy seems to be mediated by the political system, meaning that the public health consequences will differ by country. Considering the increased popularity of populist parties in Europe and the possibly harmful consequences for public health, there is a need for further research on the link between the PRR and public health.

Writing the history of a continent is generally a tricky business. If the continent is not even a real continent, but rather ‘a western peninsula of Asia’ (Alexander von Humboldt) without a clear definition of where the continent becomes peninsula, things do not get any easier. Despite these problems there is no dearth of trying. In fact, writing European histories seems to become more fashionable by the year — ironically just as the political and institutional expansion of Europe is losing steam. While the European Union is catching its breath, the historians are catching up. With the first wave of post-Euro and post-big-bang-Enlargement literature written, it is time for the reviewer to survey the landscape — and to provide some guideposts for future exploration.

On 16 February 2003, more than half a million people gathered in Sydney, Australia, as part of a global anti-war protest aimed at stopping the impending invasion of Iraq by the then US Administration. It is difficult to estimate how many millions marched on the coordinated protest, but it was by far the largest mobilization of a generation. Walking and chanting on the streets of Sydney that day, it seemed that a political moment was upon us. In a culture that rarely embraces large scale activism, millions around Australian demanded to be heard. The message was clear: if you do not hear us, we would be willing to bring down a government. The invasion went ahead, however, with the then Australian government, under the leadership of John Howard, being one of the loudest and staunchest supporters of the Bush Administrations drive to war. Within 18 months, anti-war activists struggled to have a few hundred participants take part in anti-Iraq war rallies, and the Howard Government was comfortably re-elected for another term. The political moment had come and gone, with both social commentators and many members of the public looking for a reason. While the conservative media was often the focus of analysis, this paper argues that in a time of late capitalism, the political moment is hollowed out by ‘Politics’ itself. That is to say, that formal political processes (or ‘Politics’) undermine the political practices that people participate in everyday (or ‘politics’). Drawing on an ongoing research project focusing on democracy and young people, I discuss how the concept of ’politics‘ has been destabilised and subsequently, the political moment has been displaced. This displacement has led to a re-definition of ‘political action’ and, I argue, the emergence of a different type of everyday politics.

O artigo se propõe elaborar uma exegese do livro O Aberto: o Homem e o Animal, de Giorgio Agamben, de maneira a expor o argumento central da obra bem como situar o autor na Filosofia Política contemporânea. Para Agamben, o aberto não se situa unicamente numa analítica fenomenológico-existencial do ser: politicamente, o lugar privilegiado de movimentação desse conceito situa-se especificamente na biofilosofia dos graus do orgânico. A definição desses graus torna-se cada vez mais imprecisa à medida em que se propõe distinguir o limite entre o que é o animal e o que é o humano. A inovação de Agamben na abordagem dessa questão, portanto, está no modo como ele politiza o tema do aberto e o situa numa zona estratégica entre a zoologia e as políticas do homem. A entificação do tema, o aberto, não é para o autor um índice de conspurcação cientificista; é, antes, um índice de incessante politização, isto é, realocação conceitual, modulação disciplinar e institucionalização jurídica. Agamben não quer apenas uma ciência da política, mas também uma política da ciência, entendendo a ciência como lugar soberano de mobilização, manipulação e controle dos corpos. Numa palavra, a ciência, especificamente, a biofilosofia e as ciências do homem, são legisladoras da decisão pública acerca do que é homem. E quem decide o que é o homem, decide ex ante, qual política e qual moral deve dispor sobre a ordem pública.Abstract: This paper aims to do an exegesis of Giorgio Agamben´s book The Open: the Man and the Animal, in order to expose its central point as well as to contextualize the author in Contemporary Political Philosophy. According to Agamben the open is not situated only in a phenomenological-existential analytics of being: politically the privileged place of that concept is specifically on the biophilosophy of organic grades. The definition of those grades becomes more and more imprecise as long as it aims to distinguish the limit between the man and the animal. The innovation of Agamben is the way how he politizes the subject of open and places it on a strategic zone between the zoology and the politics of man. Agamen does not want only a science of the political, but alson a politics of science by understanding the science as a sovereign place of mobilization, manipulation, and control of bodies. In a word, the science, especially the biophilosophy and the human sciences, are legislators of public decision about what man is. And who decides what the man is, do it ex ante which politics and which moral should rule over the public order. Keywords: Agamben, mankind, animal, biophilosophy.

Despite the fact that various authors have expressed concern about a general decline of civic engagement in Western societies, other indicators portray a transition from traditional and formal participation formats to more informal participation forms. This replacement thesis, however, entails the question whether these new forms can still be regarded as a form of political participation. The Alternative Food Circles in Belgium can be considered as a typical grass-roots example of 'political consumerism', which is portrayed as a contemporary alternative for institutionalised politics. In a member survey, 163 members of the Circles were questioned about their motives to participate. They clearly paid little attention to influencing the political system, but notions of solidarity and social change were clearl y present. This form of political consumerism therefore cannot be considered a full form of political participation (using an institutionalist definition of 'politics'), but it clearly is a form of 'life style politics' (Giddens).

Resumen Lo que algunos ya llaman una cultura política del escándalo (Barkin, 1999; Thompson, 2001; Castells, 2009) ha supuesto el reconocimiento del poder de los medios en la construcción simbólica del escándalo, a partir del énfasis en ciertos marcos interpretativos con los que se narran las conductas que condicionan la percepción pública de los escándalos políticos. Este trabajo se centra en la representación simbólica de los escándalos de corrupción política. El análisis de la cobertura periodística sobre un caso de gran actualidad en Murcia, el ‘caso Umbra’, demuestra que, además de por el relato político-técnico, legal y moral, los escándalos de corrupción política pueden ser también enmarcados desde el enfoque reputacional, es decir, a partir de preocupación por el deterioro de la imagen que la proliferación de escándalos de corrupción política ofrece sobre un territorio concreto y  sus instituciones.Palabras clave Escándalo político, corrupción política, framing, cultura política, poder político.AbstractWe live in, as some scholars called, a scandal political culture (Barkin, 1999; Thompson, 2001; Castells, 2009) that has supposed the recognition of the media power in the symbolic construction of scandals, where the emphasis in certain interpretive frames with which behaviours are narrated determine public perceptions of the political scandals. This article focuses on the symbolic representation of political corruption scandals. The analysis of the media coverage on this great current importance case in Murcia, called the ‘Umbra’ case, demonstrates that, besides the political- technical, legal and moral, the political corruption, scandals can be framed also from the reputation approach, that is to say, from the worried deterioration on the public image that political corruption scandals proliferation supposes on a concrete territory and his institutions.Keywords Political scandal, political corruption, framing, political culture, political power.

Its particular aim is to explore the various contexts in which Athenian practice might be understood. How do these monuments fit into the wider picture of Athenian burial and commemoration, in terms of both form and physical location? How do they relate to the political system and ideology of the city that created them? And how might these contexts shape the way in which the monuments were used and understood by contemporary and later viewers?

It is a long-established commonplace in any debate on immigration that immigrants should integrate into their receiving society. But integrate into what precisely? Into the labor market, into the legal order, into the political system, into a national culture whatever this might comprise? The Article tries to approach the question from the legal point of view and looks for hints or clues in the constitution which might help us with the answer. For this purpose, it explores the general theory of the constitution as it has been shaped by its professional interpreters as well as by political actors, the media and the public. The main intuition is that “constitution” is not only a written document, a text with a predefined, though maybe hidden meaning; instead, it is a social practice evolving over time and thereby reflecting the shared convictions of a political community of what is just and right. Talking about constitutional expectations toward immigrants then also tells us something about ourselves: about who we are and what kind of community we want to live in. As it turns out, we may not have a very clear idea of that.
