Since the declaration of independence, Ukraine has been involved in a rapid pace of events, aimed at building statehood and understanding the direction of the political course. However, it is becoming increasingly difficult to understand why, despite a series of revolutions, Russian aggression and numerous difficult steps to democratize the country through decentralization and territorial development, Ukraine has not yet formed a clear political course and ensured the stability of key state institutions, such as judicial, police and taxation systems. Such questions arise quite often and probably do not have an unambiguous answer. This article is devoted to those aspects of the Ukrainian mentality that have caused the current political situation in the state. The article reveals why, despite a series of revolutions, Russian aggression and a number of important steps to democratize countries through decentralization and territorial development, Ukraine does not form a clear political course and does not ensure the stability of key state institutions, such as the judicial, police and tax systems. The article utilizes the method of analysis, which is based on the comparison of historical events and their reflection in modern conditions. In addition to the aforementioned, the method of induction is introduced, which provides possibility of identifying a pattern in the presence of a limited amount of observations of recurring historical events. The article contains sections that consistently consider the historical facts, that have influenced the formation of the mentality of Ukraine, which has a significant impact on the formation of society and the choice of the leader, elected by the society. The article seeks to reveal the causes of certain political events in Ukraine from the influence of the Ukrainian mentality on them and to consider those aspects of it that hinder or help Ukrainians in the difficult process of state building. The purpose of the article is to determine the factors shaping the Ukrainian mentality that have an impact on the political processes that have been taking place for decades in Ukraine. The article does not criticize or accept the Ukrainian mentality, but on the contrary, reveals its historical stages of formation and influence on political processes in Ukraine in order to analyze, understand and predict them.

After thirteen long years of military dictatorship, national elections on the basis of adult franchise were held in Pakistan in December 1970. The Awami League, led by Sheikh Mujibur Rahman, and the Pakistan Peoples Party, under Zulfiqar Ali Bhutto, emerged as the two majority political parties in East Pakistan and West Pakistan respectively. The political party commanding a majority in one wing of the country had almost no following in the other. This ended in a political and constitutional deadlock, since this split mandate and political exclusiveness gradually led to the parting of ways and political polarization. Power was not transferred to the majority party (that is, the Awami League) within the legally prescribed time; instead, in the wake of the political/ constitutional crisis, a civil war broke out in East Pakistan which soon led to an open war between India and Pakistan in December 1971. This ultimately resulted in the dismemberment of Pakistan, and in the creation of Bangladesh as a sovereign country. The book under review is a political study of the causes and consequences of this crisis and the war, based on a reconstruction of the real facts, historical events, political processes and developments. It candidly recapitulates the respective roles of the political elites (both of India and Pakistan), their leaders and governments, and assesses their perceptions of the real situation. It is an absorbing narrative of almost thirteen months, from 7 December, 1970, when elections were held in Pakistan, to 17 December, 1971 when the war ended after the Pakistani army's surrender to the Indian army in Dhaka (on December 16, 1971). The authors, who are trained political scientists, give fresh interpretations of these historical events and processes and relate them to the broader regional and global issues, thus assessing the crisis in a broader perspective. This change of perspective enhances our understanding of the problems the authors discuss. Their focus on the problems under discussion is sharp, cogent, enlightening, and circumspect, whether or not the reader agrees with their conclusions. The grasp of the source material is masterly; their narration of fast-moving political events is superbly anchored in their scientific methodology and political philosophy.

Аннотация: В данной статье автор исследовал феномен победы действующего президента Мохаммада Аршаф Гани, выигравшего во второй раз президентские выборы у своих оппонентов, его персональные качества в отличие от его оппонентов, проигравших выборы на пример Абдуллы Абдуллы. Названы глубинные причины возникновения политического кризиса, как недоговороспособность политических элит Афганистана, разрозненных личными и местечковыми интересами своих кланов. Сделан анализ, почему годами оставаясь у власти, оппоненты Ашрафа Гани, не использовали свои властные полномочия не улучшили политическую ситуацию Афганистана. Автором приведены аналитические выводы их отрицательного влияния на развитие политических процессов, это связано большей частью для сохранения собственных корыстных интересов и благ. Автор на примере анализа деятельности президента и его оппонентов на выборах, выразил собственное экспертную оценку вокруг сложившийся политической ситуации вновь избранного действующего президента Ашрафа Гани Ахмадзая, как политической персоны, выделив его слабые и сильные стороны и оппонентов. Түйүндүү сөздөр: жеңүүнүн феномени, саясий кризис, шайлоо Annotation: In this article, the author explored the phenomenon of victory of incumbent President Mohammad Ashraf Ghani, who won the second time the presidential election against his opponents, his personal qualities, unlike his opponents, who lost theelection by the example of Abdullah Abdullah. The underlying causes of the political crisis are identified as the lack of maturity of the political elites of Afghanistan, fragmented by the personal and local interests of their clans. An analysis is made of why staying in power for years, opponents of Ashraf Ghani, did not use their power, did not improve the political situation in Afghanistan, the author gives analytical conclusions of their negative impact on the development of political processes, this is mainly due to preserving their own selfish interests and benefits. The author, using an example of analysis of the activities of the president and his opponents in the elections, expressed his own expert assessment around the current political situation of the newly elected incumbent president Ashraf Gani Ahmadzai as a political person, highlighting his weaknesses and strengths and opponents. the author analyzes the problems of the activity and development of the political elite. The current political situation in Russia puts forward new requirements for the functioning of the management system of state institutions and determines the need for professionally trained, highly moral personnel of the modern political elite. The paper considers the possibility of introducing modern and progressive mechanisms of interaction between the government and society – crowdsourcing, which involves the wide involvement of citizens with an active civic position and public associations in the process of public discussion and political decision-making.

Political socialization may be thought of as having three aspects: the degree to which people interpret the conditions of their milieu in terms of distant political processes, the ideas of social causation with which they interpret such distant processes, and the interpretation of specific political events and structures of their country. This paper attempts to show that the first is determined mainly by men's educational and migration biography, the second mainly by men's occupational experience, and the third mainly by the history and structure of the political system men live under. The data come from a study of the contrasts between industrial bureaucrats and the traditional middle classes in steel cities in three South American countries, Chile, Argentina, and Venezuela.

ANALYSTS OF THE ISRAELI POLITICAL SYSTEM HAVE COMMONLY attributed the stability of the polity to factors closely associated with the role played by the various Israeli parties in the state's economic and social life, and/or to the existence of a dominant, institutionalized state-building party. The consociational approach ought to help to clarify those factors which have maintained the stability of the coalition system which has governed the state of Israel since its establishment in 1948 and whose roots may be traced back as far as 1933 and even earlier.The consociational model and the theory of elite accommodation have been elaborated in an effort to explain the maintenance of continuing political stability in what at first glance would appear to be societies deeply divided along social, economic, ethnic, religious and ideological lines. Political stability in fragmented societies from this standpoint rests on the overarching commitment of the political elites to the preservation and maintenance of the system and their readiness to cooperate to this end.

This paper examines the opinions, viewpoints and attitudes of a number of undergraduate and graduate university students of geography (Faculty of Science, University of Zagreb) related to Croatian politics, how they experience it and in what manner they comment on certain political events. The research was carried out in the period between 17 and 22 May 2017 on a sample of 173 students which makes 64% of the number of geography students at the University. The survey results show that the student population, although representing Croatia’s future intellectual force, shows no significant interest in politics and that their engagement, participation in political parties as well as involvement in political processes are at a very low level mostly due to high level of distrust towards politicians, political institutions but also political system in general.

Abstract The authors decided to deal with the theme of the influence of corruption on the political processes in contemporary Spain and Catalonia. The investigation of this problem requires the reference to both: a political situation in entire state and in the peripheral region, included in the territorial range of Spain. Therefore, the main objective of the article is the attempt to answer three questions: 1) What is the corruptive phenomenon based on and why a public sphere is endangered with it to such a degree?, 2) How did the Spanish citizens react to corruptive processes after 2008?, 3) Did Catalonia, whose politicians regard this region as definitely separate from Spain, differ considerably from a political centre and other regions of the country within intensity of the occurrence of corruptive phenomena after 2008?

In the Northern Caucasus, political elites traditionally play a key role in managing political processes, prevent and resolve conflicts, counter sociocultural threats, terrorism, and political extremism. The stability of the political system depends on the degree of political elites’ responsibility and their ability to negotiate with the federal political and administrative elite and to relay the interests of society. New threats to the normal functioning of state authorities are currently emerging, indicating the inefficiency of Russia’s policy aimed at preventing information security threats. In recent years, active social strata (mainly young people) have been mobilized with the aim of overthrowing legitimate authorities and objectionable politicians, changing regimes, etc., using modern network technologies, disinformation and fake news. Due to its historical and socio-cultural characteristics, as well as poly-confessional structure, the population of the Northern Caucasus is highly sensitive to territorial issues, as well as issues of religion, culture, ethnic relations, etc. In many respects, information technologies determine the position and power of high-status actors, primarily political elites, within the political system.

The relevance of the topic is due to the fact that at present the political system of Afghanistan requires fundamental changes: the political situation in the country continues to be complex and tense, and the tendency to aggravate the situation in the country is stable: terrorism, drug crime and corruption are common threats to both Afghanistan and the entire world community. Therefore, the search of the current perspective of the development of the political system of Afghanistan is the key factor to resolve this situation. Afghanistan continues to be a place of conflict between the interests of world and regional powers: the advantageous geopolitical and strategic location of Afghanistan makes it a key region in ensuring the stability of the military and political situation in the entire Central Asian region and gives it the opportunity to play an important role in economic, political and cultural interaction between the countries of the region. The purpose of the study is to consider the current perspective of the political system of Afghanistan. The article is devoted to the state of the modern political system of Afghanistan and the search for ways of its development and transformation. The current problems and ways of development of the political system of Afghanistan through the introduction of federalization and secularization are considered in detail. The author pays special attention to the fact that there are a lot of options for the development and transformation of the political system of Afghanistan, but on the way of their implementation in this country there are many problems.
