This chapter discusses the evolution of third-mission collaboration by tracking the historical unfolding of third-mission engagement in the Norwegian higher education sector and against the backdrop of changes in the institutional profiles and legal statuses of domestic providers. We categorise developments into four distinct phases and develop a novel typology on the evolution of third-mission roles and the tensions that emerge from this, to be empirically tested and applied in other geographical contexts. The research problem being addressed is: What characterises third-mission engagement in the transition from regional college to a full-fledged university? The findings are of relevance to managers and policy makers, in addition to social science researchers interested in the topic.

Since 1978 science and technology (S&T) have been officially seen as the motors of future growth and modernization of the Chinese economy. Much effort has been devoted to the formulation and implementation of policy to reform the S&T sector to ensure that it will contribute much more than it has in the past to social and economic development. One objective of the reforms has been to mobilize under-utilized resources to expand research and develop ment (R&D) activities. It is in this context that policy-makers in China started to focus their attention on the higher education sector (HES). The sector's potential role as an important R&D performer has been progressively articulated over time in breadth and depth as policy-makers’ concerns have expanded, to examine the relationship between training S&T personnel and scientific research in the context of the rapid changes wrought by the “new technological revolution” (xin jishu geming).

The article concerns the role of HEIs in regional development, with particular emphasis on the concept of the third mission. The aim of the article is to answer the question whether HEIs, while formulating and carrying out their missions and strategies, are oriented to support the process of regional development. The research problem was analyzed in accordance with the principle of methodological triangulation, based on literature review and the results of the author’s own study: the content analysis of the missions and strategies of HEIs, and a survey conducted among rectors of HEIs. The article discusses the concept of the third mission of HEIs as the view reflecting the growing importance of their activities for the benefit of regional communities.  The analysis of HEIs` missions and strategies shows that regional orientation in these documents is articulated in a positive way. The results of the content analysis correspond to the survey results, which show that the activities in the field of third mission are distinctive in the management concepts at the level of HEIs’ missions and development strategies.

Abstract The COVID-19 pandemic has had a dramatic impact on the normal conditions within which Higher Education systems are used to operate. This regards not only teaching and research, but also public engagement activities as a university Third Mission. As for the latter, there is scant literature on University Museums as subjects that transfer cultural knowledge to the community, so providing a relevant public service. Addressing this research gap, this study focuses on the critical Italian context, exploring how University Museums have responded to the COVID-19 lockdown. To this aim, the social science notion of resilience is adopted for interpreting the evidence on their ability to cope with the emergency. Data from legislative and statistical sources are complemented by a questionnaire administered to 34 University Museums. Findings show the ability of Italian University Museums to handle the ongoing emergency by carrying out digital and non-digital activities that prevent it to become worse. A conceptual model that highlights how University Museums contribute to transfer cultural knowledge also at a time of emergency is finally proposed.

This study of 15 UK universities explores the reality of university–industry liaison and service delivery roles. Contextualized within the role of universities in innovation and knowledge transfer, it confirms the views of previous analysts that tensions result from imposing third mission activities on organizations established for other purposes. Policy makers need to address the heterogeneity of the higher education sector if they are to achieve success with regard to UK competitiveness. Such an approach will include the recognition that internal collaboration may be actively discouraged while external links are simultaneously emphasized in institutional mission statements. Also, successful business engagement requires a flexible and responsive culture and an emphasis on external collaboration.

Education is a significant sector, and higher education plays a great role in this knowledge era. Education is not only important and dynamic but also ever changing as per the needs of society. Education has a wider meaning nation wise and even culturally contextualized. This chapter gives a historical background of education and then critically delves into the origin of higher education, the current scenario, and the impending outlook, with focus on the MENA region. The education sector returns are immeasurable, but the sector is also demanding and challenging, especially for the MENA region. Education systems will need to become more effective in transmitting skills and competencies to all. MENA countries in particular will have to consider not only how education will be delivered but also how it will be paid for. Meeting the above challenges is fundamental. The succeeding chapters will facilitate policy makers to meet those challenges.

Improving employee productivity is one of the main objectives for any organization. This is because high employee productivity can lead to positive organizational outcomes. This study aims to examine the effects of work environment and organizational learning on employee productivity in higher education sector. The data was collected using a survey instrument from 242 employees at public universities in northern Malaysia. The collected data was then coded and analysed using SPSS and structural equation modelling (AMOS). The findings indicated that work environment had significant positive effect on employee productivity. The findings also indicated that organizational learning had significant positive effect on employee productivity. These results provide beneficial suggestions for policy makers to formulate the relevant strategies in terms of work environment and organizational learning for the purpose of improving the productivity of employees to achieve competitive advantages and favourable organizational outcomes.

The article considers current problems of Russia´s science. Special attention is paid to external factors that negatively influence its effectiveness including considerable lag in public management sector. The issues of opposing higher education sector to the Russian Academy of Sciences (RAS) are also discussed. A number of indicators of the Russian science and its academic sector effectiveness are presented. The expediency of comparing scientific results with R&D expenditures is shown. The problems connected with using bibliometric methods are discussed. Special attention is paid to the necessity of preserving and further developing Russian science including RAS.

El artículo aborda la necesidad de la creatividad que se impone en la era actual del conocimiento y la importancia que  constituyen las tecnologías como herramientas indispensables en todas las esferas de la vida. En Trabajo toma como campo investigativo los cambios que se llevan a cabo en esta esfera en la Universidad Estatal del Sur de Manabí y la Universidad Técnica de Babahoyo, Ecuador, donde se toman como objeto el proceso de enseñanza aprendizaje en la Educación Superior. El objetivo de la investigación fue comunicar el impacto de las Tecnologías de la Información y las Comunicaciones en las Universidades, donde se hace énfasis en el nuevo rol de los docentes y su nuevo desempeño de facilitadores del aprendizaje en los educandos a través en los nuevos escenarios mediados por las tecnologías. Para el desarrollo exitoso de esta memoria investigativa se   usó como metodología instrumentos que se basaron fundamentalmente en documentos referativos que ayudaron a justificar el problema de investigación, el cual consistía fundamentalmente en el impacto de las nuevos  dispositivos tecnológicos y su utilidad en los centros de altos estudios del país. Se concluyó que las Tecnologías de la Información y Comunicación son herramientas indispensables en la docencia y al mismo tiempo la forma de intervenir en el diseño educativo que nos llevan a explorar nuevos métodos docentes en los escenarios educativos mediados por estas. Se constató además que estas herramientas favorecen satisfactoriamente al proceso si se tiene una buena preparación por parte del docente.   Palabras clave: Herramientas tecnológicas, universidades, formación, docencia universitaria, proceso de enseñanza – aprendizaje Impact of information technology and communications: a look at higher education  Abstract The article states the need of the creativity that prevails in the current era of knowledge and the importance that technologies constitute in all spheres of life. In field research work it takes as changes take place in this area in Southern State University of Manabí and the Technical University of Babahoyo, Ecuador, where they are taken as an object the process of learning in higher education. The aim of the research was to communicate the impact of Information Technology and Communications in the universities, where the emphasis is on the new role of teachers and their new performance of facilitators of learning in students through the new scenarios mediated by technologies. For the successful development of this research report it was used as a methodology instruments based mainly on referative documents that helped to justify the research problem, which consisted mainly of the impact of new technological devices and their use in the centers of higher learning in the country. It was concluded that information technology and communication are indispensable tools in teaching and at the same time how to intervene in the educational design that lead us to explore new teaching methods in educational settings mediated by these. It was further found that these tools successfully promote the process if there is a good preparation by the teacher.
